COMBINED CADET FORCE, GHANA (CCFG)

The Combined Cadet Force (CCF) shall be a Ministry of Defense sponsored youth organization in the
Republic of Ghana. Its aim is to "provide a disciplined organization in a school so that pupils may develop
powers of leadership by means of training to promote the qualities of responsibility, self reliance,
resourcefulness, endurance and perseverance". It shall not a pre-service organization, although it
acknowledges that one of its objectives is "to encourage those who have an interest in the services to
become Officers of the Regular or Reserve Forces", and a significant number of officers have indeed had
experience in the CCF.

While receiving a lot of training from the military, the Cadet Corps shall be run by Officer of the Ghana
Armed Forces and Adult Cadet Officers as well as permanent staff instructors (PSI's) who may be retired
or still on active duties. The cadet corps be essentially a youth organization with a training syllabus with
subjects that are aimed at Cadets who good citizenship and personal development, whiles at the same
time linking the syllabus to military skills like drill, skill at arms and shooting, field craft, expeditions first
aid, fire fighting, disaster management, etc.

Many of the skills gained in the Cadet Corps are invaluable in the job's market place with a large number
of cadets leaving school with considerable leadership experience and knowledge. The CCFG shall offer a
wide range of experiences for the youngsters to achieve self-discipline and a sense of self-pride. No
matter what the way, from mastering foot drills to parachuting. The CCFG shall offer comradeship,
weekend and vacation camps and a host of other activities. The CCFG shall also offer a wide range
sporting, adventure, military and community training activities, We seek to provide young people a
chance to experience a taste of what life is like in the ARMED FORCES. We are not recruiting
organizations although a lot of the men and women in the Armed Forces have had experience of the
cadet corps. We seek to help strengthen the close and healthy link between the regular forces and the
community.

Cadet corps is modeled on the Armed Forces, but in a way that is carefully modified to be appropriate
for young people. The base line of its aim is to provide developmental opportunities to help young
people fulfill their potentials as individuals during the transition from youth to adult life. In particular,
cadets build strong and confident relationship with other young people and experienced cadet leaders.


VISION
To build a disciplined organization in schools with loyal, knowledgeable, responsible, resourceful,
confident and persevering young citizens who are valued within their community by providing them,
within a military framework, safe, enjoyable and challenging opportunities.



MISSION
1. To develop in the young Ghanaian, the Leadership spirit of discipline, loyalty and patriotism
2. To strengthen the national character and build on the relationship between community and the
security services
3. To foster the spirit of adventure and develop good leadership, self reliance and initiative leadership
skills in the nation







DIVISIONS
The cadet corps and CCFG shall be opened to all regular students of schools and colleges on voluntary
basis. The officers and cadets have no liability for active military service. Cadet corps units shall be
hosted in all three major levels of education in Ghana. Basic, Senior High and Tertiary schools in various
sections, Army Navy and Airforce and shall operate under a joint Cadet Corps headquarters in Accra
under the Ministry of Defence.

The CCFG shall exists to ensure the growth of the Cadet Corps by exposing them to a challenging
environment which in turn imbibe them with leadership qualities, strong character, civic, social and
moral values.

ARMY CADET CORPS
The army cadet corps section of CCFG shall provide training in a range of skills. It shall particularly focus
on providing teamwork activities and giving young people the opportunity to develop their qualities of
self-confidence, leadership and personal responsibility.


NAVAL CADET CORPS
Apart from teaching nautical skill (ship, sailing and boating) the naval cadet corps section of CCFG shall
offer proficiency in subjects as diverse as first aid and meteorology.

AIRFORCE CADET CORPS
The Air force cadet corps section of CCFG shall encourage its members to take a practical interest in
aviation (technology of flying), with the opportunity to experience powered and glider flying (small
aircraft without engines that rely on wind current for propulsion)
A wide range of activities shall be available and designated to develop the personal qualities and life of
the cadets.


POLICE CADET CORPS
The police cadet corps section of CCFG shall provide training in areas that will empower the Cadets to
contribute in Nation Building. Apart from teaching cadets to adopt the police tradition of high standards
of performance, commitment, duty, service and to seek to excel and face up to challenges,. The police
cadet corps also enlightens the Cadets on the role of the Ghana Police Service as well as help to build a
stronger bond of friendship between the police cadets and the Ghana Police Service as so lead to a safer
place for all in the country.

FIRE CADET CORPS
The fire cadet corps section of CCFG shall be taught the rudiments of fire prevention and safety
especially in the recent fire outbreak in Ghana as well as first aid, disaster management, search and
rescue operations, while adopting the high standards of performance of the Ghana National Fire Service
(GNFS).

AIMS OF CCFG

a. To promote national consciousness

c. To offer co-curricular activities that adds value to the students upbringing and training
d. To promote good citizenship
e. To stimulate interest in the land, sea and air elements of the country.
f. To promote patriotism.
g. To develop informed and responsible citizens
h. Develops respect for constituted authority
i. Develop a high degree of personal honour, self- reliance, individual discipline and leadership
j. Promotes an understanding of the basic elements and need for national security
k. Provide information on the military services as a possible career Promote community service
l. Promotes secondary school completion


ROLE OF CCFG IN NATIONAL DEVELOPMENT
Peace Time
1. Assist school authorities in the maintenance order and discipline
2. Training to improve on physical fitness and military knowledge
3. Provide assistance to the communities
a. clean up exercises.
b. Traffic control.
c. Donations to deprived persons.
d. community education e.g. HIV/AIDS etc programmes.
e. Farming/Gardening.
Disaster/Conflict Time
1. Provide security at camp for refugees and/or displaced people.
2. Channel people to report centres.
3. Assist in protecting national assets/facilities.
4. Provide First Aid/medical Evacuation to the injured/wounded.


CCFG HONOUR CODE

A CADET DOES NOT LIE, CHEAT, OR STEAL OR TOLERATE ANY PERSON WHO DOES SO."

1. A cadet will not knowingly make any false statements, written or spoken.
2. A cadet will not impart or receive any assistance, either outside or inside a classroom or places of
instruction, which would tend to give any student an unfair advantage.
3. A cadet will not unlawfully take or receive any property of another person or persons, under any
circumstances, without the specific authority of that person or persons.
4. A cadet will not use evasive statements or technicalities to shield guilt or defeat the ends of justice.
5. A cadet will report to a superior any known or suspected honour violation by any cadet or cadets of
which the cadet has knowledge.

THE COMBINED CADET FORCE LOGO
The Combined Cadet Force logo is a graphic representation of the defining themes in Armed Forces
Cadet Corps.

This design calls on the historical roots of Cadet Corps in the Ghana Armed Forces with the sword and
scabbard, the anchor, the flying bird representing the Army, Navy and Airforce respectively upon which
Cadet Corps are modelled after in Ghana. The Helmet and axe and the eagle represents the Fire and
Police Cadets respectively. The equilateral triangle symbolizes the civilian. The interlaced annulets
emphasize the interaction of the military services with the civilian community and symbolize continuity
and cooperation. The wreath of laurel denotes honour and achievement. The oak

is a symbol of strength and potential. The motto is LEADERSHIP, DISCIPLINE AND LOYALTY.



1. The CCFG will be voluntary, part-time force organized in schools which continue education to 13 years
of age and above. It shall comprise Army, Navy and Airforce Sections of the corps. Its broad function will
be to provide a disciplined organization through which boys and girls may develop qualities of
endurance, resourcefulness, self-reliance, leadership and responsibility, as well as a sense of public
service and shall be organized as follows:-

a. HEADQUARTERS COMBINED CADET FORCE (HQ-CCFG)
b. PARENT (SPONSOR) UNITS
c. SECTOR HEADQUARTERS
d. REGIONAL HEADQUATERS
e. CADET CORPS UNITS

2. There shall be an Officer Commanding the Cadet Corps (of suitable rank) appointed by headquarters,
Ghana Armed Forces, who will exercise executive command and control of the entire Cadet Corps.

3. There shall be liaison officers from all units of the Ghana Armed Forces also appointed by
headquarters, Ghana Armed Forces, who will see to the administration and training of Cadet Corps units
affiliated to their units.

4. There shall be a chief staff officer who shall be a Cadet Corps officer (volunteer) who will assist the
Officer Commanding the Cadet Corps in the exercise of executive command and control of the corps.

5. There shall be two sector coordinators who will be in charge of the command and control of the two
divisional sectors (Northern and Southern) of the CCFG organization

6. There shall be regional coordinator in all the ten (10) geographical regions of Ghana who shall be
cadet officer (volunteers) and will assist the chief staff officer in the day to day administration and
training of Cadet Corps units in their respective regions

7. There shall also be, for the discipline of the corps of cadet, a Cadet Corps Sergeant Major who will be
a cadet warrant officer (volunteer) who will seek advice from Regimental Sergeant Major (RSM) of the
various parent units.


In putting more recourse to the Cadet Corps organization in Ghana that will be unique from what
currently exists as National Cadet Corps, Ghana (NCCG).
We seek to create a Cadet Corps organisation under a proposed name COMBINED CADET FORCE,
GHANA (CCFG) which primarily will be aimed at channelling the youthful and abundant energies of the
Cadets into useful and productive avenues of life and to make them aware of the discipline and order of
respect for constituted authority which must be applied in all aspects of lives and circumstances.
The role of the CCFG shall be inspire young people in Ghana to achieve success by instilling in them
through the Cadet Corps multi-faceted programme which is physically and mentally challenging and
rewarding, the spirit of fidelity, service to government, country and community as well as maintaining a
vice free youth..
We shall be committed to remaining essentially a youth organisation with a training syllabus based on
creating military ready youth by the teaching, at the appropriate time and place, military training which
will be suitable for young people as well as inculcating such virtues of good citizenship, good leadership
and more importantly personal responsibility and national awareness.
Formation and Approval of the Cadet Corps
1. The Ghana Armed Forces as required shall be responsible for providing assistance in the formation,
administration and training of all Cadet Corps in Ghana. Board of Governors or Headmasters wishing to
form a school Cadet Corps shall approach either:
a. The Ministry of Defence.
b. Headquarters, Ghana Armed Forces, (either through the nearest military commander or direct)
c. Headquarters, Combined Cadet Force, Ghana (who are not authorized to approve of the formation of
the corps, but shall assist the schools on its formations)

2. If, after consultation, it is agreed that a Corps shall be formed at a school, the authority for its
formation shall be given and published in the Ghana gazette.
Responsibilities of Ghana Armed Forces

3. When authority has been given for a Cadet Corps to be raised, a regular unit shall be nominated by
Headquarters, Ghana Armed Forces to act as the corps parent unit. A Field Officer shall be appointed by
the Parent Unit as Corps Liaison Officer and he shall arrange any assistance the corps requires either at
cadet unit level or cadet regional headquarters level. The Officer Commanding the Cadet Corps is
responsible for the administration and training of the officers and cadets but the Parent Unit will help as
required in any of the following ways.

a. Administration
(a) General advice on organisation and administration of the corps.
(b) The issue of clothing and equipment.
(c) Advice on (if necessary) the construction of an armoury.
(d) Help in the selection of a Permanent Staff Instructor

b. Training
(e) Advice on planning and organisation of training.
(f) Loan of Non-Commissioned Officers Instructors when possible.
(g) Loan of training equipments.
(h) Arranging for range shoots (eg .22 and .303 shoots)
(i) Sponsoring an annual combined camp.


CADET CORPS OFFICER AND NON-COMMISSIONED OFFICERS
1. The officers who have had extensive volunteer history in the Cadet Corps shall form officer and NCO
corps of the combined cadet force, Ghana (CCFG).
2. Members of the school staff and new members volunteering to become Officers of the school Cadet
Corps or CCFG are required to complete an appropriate data form (Army Form B2071) this will be
forwarded the parent unit to headquarters, Ghana Armed Forces.

School Master and New members not previously commissioned.
3. (a) Authority shall be given to the Corps Parent Unit to convene a selection Board consisting of the
following:-
1. Commanding Officer of the Parent Unit (or his representative)
2. Representative of the Ghana Education Service
3. Representative of the School concerned

And in the case of a new Cadet Corps officer, the board shall consist of the following:
1. Officer Commanding the Cadet Corps
2. Commanding Officer of the Parent Unit (or his representative)
3. Chief Staff Officer of the Cadet Corps
(b) The Boards duty shall be to decide whether the candidate is a fit and proper person to be appointed
as an officer or NCO in the Cadet Corps and, if so, to recommend whether he/she should be required to
do a short training attachment to a regular unit before or after appointment.
(c) The appointment may finally be dependent, where the candidate has see service in one of the Armed
Forces, on the appropriate record Office confirming that there is no objection.
PERMANENT STAFF INSTRUCTORS
4. Each School may employ on its staff a Cadet Corps Permanent Staff Instructor (PSI) paid from the
schools funds. In addition to the needs of the Cadet Corps (i.e drill instruction, storekeeping,
maintenance of equipments, clerical work) he may if suitable combine these duties with school task (e.g.
physical training and other fitness instructions)
Selection
5. The Permanent Staff Instructor must be an ex Warrant officer or Non-Commissioned Officer of the
Ghana Armed Forces. In order to employ an Instructor the school authorities should either:-
(a) Advertise in the National newspapers.
Or
(b) Contact Headquarters, Ghana Armed Forces through their parent units.

PART II: TRAINING
SECTION I- TRAINING SYLLABUS
General
1. The detailed training programmes for each Cadet Corps shall be the responsibility of the Officer
Commanding the Cadet Corps. The aim shall be to train all cadets up to standard whereby they can pass
the examination for the Ghana Armed Forces Cadet Corps Proficiency certificate (CCPCE).
2. It is suggested that this shall be done in thee clear cut stages;-
a. Recruit training leading to a recruit test, to be devised by the Officer Commanding the corps
b. Elementary individual training-leading to Ghana Armed Forces Cadet Corps Proficiency
Certificate Part I.
c. Leadership training- leading to the Ghana Armed Forces Cadet Corps Proficiency
certificate Part II.

3. We believe this system, which is not unprecedented, rather a rejuvenation of what has already been
in existence will give a thorough all round elementary military training and lead to progressively
increased responsibility. Cadets who pass the part II certificate will either become the corps officer,
senior NCOs and instructors themselves or join specialist cadres run by parent units after school.
4. In planning the programme the Officer Commanding the Cadet Corps shall consider the many ways in
which the parent unit can help referred to in Part I -section II Formation Para 3 b. And decide which
items of training can best be done at school and which shall be reserved for field days or camp.
5. The Officer Commanding the Cadet Corps shall decide for himself at what stage in this training the
recruits shall be entitled to call themselves cadets. It is suggested that there should be a recruits test
which should be definite hurdle that every cadet has to overcome before being accepted as a full
member of the corps.

Individual Training

6. The aim during this stage of the Cadet Corps training shall be to produce a cadet who:-
a. Drill smartly with or without a rifle,
b. Handles a rifle correctly and is ready to go on the open range,
c. Understands the use of a map,
d. Is good at elementary field craft.
7. The cadet who comes up to this standard will be able to pass the Ghana Armed Forces Cadet Corps
Proficiency Certificate examinations Part I which shall be based on a syllabus which shall be approved by
headquarters, Ghana Armed Forces
