Terms and conditions for running contract
i Failure to execute the contract:
Contractor failing to execute the contract placed on them to the
satisfaction of the board under the terms and conditions set forth therein,
will be liable to make good the loss sustained by the board, consequent to
the placing of fresh orders elsewhere at higher rate, i.e. the difference
between the price accepted in the contract already entered into and the
price at which fresh contract have been placed. This is without preudice to
the imposition of compensation clause.
ii. !elay in execution or completion of erection work against agreement:
"ither delay in execution or completion of power transformer
erection related works will be definite proven commercial loss or
inconvenience. #s the motto of running contract agreement is a mainly deal
the promptness of work execution with no room for any delay. Time is the
essence of the contract and the contractor shall be responsible for
performance of its work in accordance with the specified construction
schedule contractor if delayed, there of, the payment recovery in the
contract price of the erection charge of about $.%& charges of that
particular work up to a maximum of '$& shall be recovered in the payment
with respect to period of delay. The above recovery in payment shall be
made if the delay in execution or completion of work as specified below.
a. (n case of failure replacement and enhancement of power transformer
up to ') *+# power transformers the erection work including transport
should be completed within ,$ days and,% days for ,% *+# power
transformers- from the date of handing over of site to that particular work.
b. (n case of additional unit erection up to ') *+# power transformer
the erection work including transport should be completed with in ,% days
and .$ days for ,% *+# power transformers from the date of handing over
of site to that particular work.

c. 1unning contract work should be taken up at war footing basis, if the
acceptor after accepting the offer letter from the offerer to a particular
transformer work and the work if not taken up to a maximum of '$ days
from the offer letter acceptance date to a particular work then the
offerer, on his own discretion is liable to break the contract for that
particular work or to break complete agreement. (n such case in accordance
to the work emergency the provision of calling a fresh tender such as 2,
agreement can be called by the offerer for taking up the work.
iii. 3rotection of property and contractors liability:
The contractor shall be responsible for any damage resulting from its
operations. (t shall also be responsible for protection of all persons including
members of public and employees of the owner and employees of contractors
staff, sub0contractors and all public and private persons, property including
structures, building other plants and equipment and utilities either above
4or- below the ground .The workmen5s compensation insurance as per
statutory provisions should be taken by the contractor concerned.

'. The tenderer shall examine closely the 9oard5s specification with
#ddenda, the Tamil 8adu detailed /tandard specification. The
/tandard 3reliminary specification contained therein and the (ndian
/tandard /pecification relating to the works while tendering his rates,
which shall be for finished work in site. :e should carefully study the
additional specification and all the documents which form part of the
agreement to be entered into by the accepted tender.
,. The necessary experience certificate with details of works carried
out for ') *+# and above #uto;3ower transformer in original or
#ttested <erox copies should be produced in the outer cover.

.. The necessary list of machineries, tools and tackles should be
attached along with tender specification.
=. 7ne experienced "ngineer should be available at site for
supervision of works. The tenderers who are themselves not
professionally qualified shall undertake to employ qualified
technical men at their cost to look after the work. The tenderer
should state in clear terms whether they are professional qualified
or whether they undertaken to employ technical man required by the
9oard /pecified in schedule below for the works, in case the selected
tenderer is professionally qualified or has undertaken to employ
technical man under him he should see that one of the technically
qualified man is always at site if the work during working hours
personally checking all items of work and paying extra attention to
such work as may demand special attention etc.,

retired /upervisor ; "lectrical from >ovt. /ervice or
#utonomous 9ody like the T8"9 etc.,
ii. #n amount of 1s.)$$$;0 per month per person for graduate
"ngineer and 1s.=$$$;0 per month per person for diploma holder
will be recovered as penalty for non employment of technical
personnel specified above.

%. #ll bushings and other materials should be erected with suitable
crane only having the required capacity.

). 3roper identification, tag marking should be clearly done for
individual cable for easy identification. #ny problem in wiring
later in commissioning should be attended at free of cost up to
. months. The required cables will be supplied by 9oard.
?. "arthing flats will be supplied by 9oard, earthing should be done
as per C9(3 and as per 9oard /tandard.
@. 7il circulation should be done with :igh vacuum filter machine
only with good working conditions and well experienced operator
should be available and also megger reading should be taken in
every one hour with power megger. 9!+ test should be tested
at site as and when the 9oard "ngineer insists and maintaining
the record.
A. #ll the electrical instruments should be tested properly before
mounting on the transformer. 9ucholB relay, surge relay, *7>,
Fan, 76TC, 1TCC panel etc.,
'$. #ll bushings should be cleaned with petrol using >oda cloth.
''. #ll the TC3s including high vacuum filter machine may be
available at site before handing over the materials to the
contractor.
',. 9oard will hand over all the materials to successful contractor
and the contractor will be held responsible for any
damages;theft.
'.. 8ecessary watch and ward should be provided by the contractor.

'%. The detailed report for activity chart for erection of
transformer and oil circulation should be submitted to the
"xe."ngineer;T";/alem before taking the work.
'). The (nsurance for workmen and equipment should be arranged by
the contractor for covering risk for entire erection period;
testing of transformer. The (nsurance Certificate to be handed
over to the field "ngineer before taking up the work.
'?. The trucks intended for transport shall be of low bed type with
validity of records and capable of transporting of pay load above
the total weight of the transformer.

'@. The power supply is required for erection of tank;drum, hot oil
circulation will be provided by T8"9 at site free of cost.
19. The period of contract is One year from the date of
acceptance of agreement.
,$. "xtension of time for completing the work will be granted only in
deserving cases and if due to condition beyond the control of the
Contractor. 1equests for any extension of time should be sent to
/uperintending "ngineer; >.C.C ; /alem with copy to
#sst."ngineer;#sst."xe."ngineer;"xe."ngineer well in advance
through proper channel before the date fixed for completion.

exercising adequate care to ensure standard quality of
