Of course that neednt be the case, but it may well be a saleable
message and not just in what we think of as the tough-on-crime
heartland. Mr. Trudeaus candidate in Bourassa, Emmanuel Dubourg,
seemed to validate the legalization = more drugs = bad for kids
argument in a radio debate, and said he doubted the issue was a priority
for the leader because he would soon have three children. (He later
recanted and pledged full support for legalization and regulation,
because God forbid people in the same party should be seen publicly
disagreeing over minor policy issues.)

A co-ordinated federal and provincial enforcement
response is necessary to deal with marijuana grow-
operations, said Canadian Alliance MP John Duncan,

violence. The nation's 700-plus coffee shops where customers can buy
cannabis or hashish without fear of arrest attract tourists who pay more

The bottom line is this:
- Our Government will continue to crack down on crime and ensure the
safety and security of our communities by introducing new laws that
target gang violence and organized crime.
- Drug trafficking and drug production is without a doubt the most
significant source of illicit money for organized crime groups.
- Drug producers and dealers who threaten the safety of our
communities must face tougher penalties. Our message is clear: if you
sell or produce drugs, youll pay with jail time.

"They should take a visit to our friends down south. They are
changing their ideology and they know things are not working. We do
not want to get into the marijuana debate, but there are states down

Mr. Speaker, I am pleased that alternatives are not
being ruled out. There is a case to be made that there is
abuse of the substance and that there are very negative
health effects to smoking marijuana, particularly over a
long period of time. There is also the fact that the
medical use of marijuana may be sending mixed signals to
other members of our society, in particular our younger
and more impressionable citizens.

Judy Foote, Liberal MP for Random-Burin-St. George's, also supports decriminalization, but
would need to know more about the consequences before entertaining the idea of legalizing
the substance.
"I certainly support the availability of marijuana for cancer patients, which is one reason I
support decriminalization. To treat someone as a criminal who gets pain relief from a
disease like cancer by using marijuana would be criminal itself," she said.
If you legalize marijuana, you would be sure the product you are selling is a good product.
Sometimes now you dont know what youre getting when youre dealing with people who are
selling it on the black market, Ms. Foote said.

"People (who use for medical purposes) have invested significant sums for
their facilities and are suddenly forced to buy from a company. This is not a
responsible approach," he said.
The majority of marijuana use for recreational purposes, a reason to legalize

Thomas Mulcair and our NDP Official Opposition Caucus have publicly stated their
support for decriminalization. > Unfortunately, Stephen Harper, as head of government,

fact the Harper government recently put out new proposed guidelines that would make it

Here is what I can tell you for now. What's clear is that the Conservatives Bush-style
war on drugs is not working. No one should be going to jail or be stuck with a criminal
record for possession of marijuana for personal use. Contrary to Stephen Harper, New
Democrats strongly believe that criminalization is not the appropriate answer in any area
of social policy. We need an approach that focuses on health promotion, public education,
and safety. Liberals lack credibility on this issue and their actions speak for themselves.
In 2009 they voted to support Bill C-15 a Conservative initiative to introduce mandatory
minimums for cannabis related offenses.

Our Government has been clear that, unlike Justin Trudeau and the
Liberal Party of Canada, we have no intention of legalizing marijuana,
which would normalize smoking marijuana as an everyday activity. Unlike
Justin Trudeau, we oppose the commercial production and sale of
marijuana in Canadian neighbourhoods or making marijuana more
accessible to our kids.
The Chiefs of Police have also been very clear that they do not support
marijuana legalisation.
Our Government will always put the health and safety of families and
communities first. We will focus our energy on preventing harmful drug
use, especially by children, not on increasing access to marijuana as
Justin Trudeau proposes.
