Mayor Watson called the meeting to order at 6: 00 p. m. with eight members present.
Mayor Watson gave the Invocation and led the Pledge of Allegiance.
SPECIALGUESTSANDANNOUNCEMENTS
Bill Richardson, with Wetland Consultants, gave a presentation on the wetlands in Maumelle.
MINUTES- July 21, 2014
Alderman Lewis moved to approve the minutes of the July 21, 2014 meeting. Alderman Johnson seconded the
motion and it passed unanimously.
PROCEDURALMOTION
Alderman Anderson moved to have all ordinances and resolutions read by title only. Alderman Lewis seconded
the motion and it passed unanimously.
ORDINANCE857 PROVIDINGFORABONDELECTION
With no objections, Mayor Watson called for the third reading of the ordinance submitting to the electors of the
City of Maumelle the question of issuing bonds. The Deputy City Clerk gave the reading.
Alderman Johnson moved to approve Ordinance 857. Alderman Lewis seconded the motion and it passed with
only Alderman Mosley voting no.
Alderman Anderson made a motion to adopt an emergency clause. Alderman Lewis seconded the motion and it
passed with only Alderman Mosley voting no.
ORDINANCE858 AMENDINGMAUMELLELANDUSEPLAN
With no objections, Mayor Watson called for the third reading of the ordinance amending the current Land Use
Plan. The Deputy City Clerk gave the reading.
Alderman Lewis moved to approve Ordinance 858. Alderman Anderson seconded the motion and it passed
unanimously.
ORDINANCE859 AMENDINGMAUMELLEZONINGMAP
With no objections, Mayor Watson called for the third reading of the ordinance amending the current Zoning
Map. The Deputy City Clerk gave the reading.

Alderman Lewis made a motion to approve Ordinance 859. Alderman Johnson seconded the motion and it
passed unanimously.
RESOLUTION2014-32 CREATINGANAGREEMENTFORFUNDINGOFADETENTIONCENTER
With no objections, Mayor Watson called for the reading of the resolution authorizing and agreement with
Pulaski County for the proportional use and funding of the Pulaski County Regional Detention Center for a
period of time. The Deputy City Clerk gave the reading.
Alderman Norris made a motion to approve Resolution 2014-32. Alderman Kelley seconded the motion and it
passed unanimously.
RESOLUTION2014-33 UTILIZINGSTATEAIDSTREETMONIES
With no objections, Mayor Watson called for the reading of the resolution expressing a willingness to utilize
state aid street monies to complete a road project. The Deputy City Clerk gave the reading.
Alderman Anderson made a motion to approve Resolution 2014-33. Alderman Lewis seconded the motion and
it passed unanimously.
City Attorney
JaNan Davis suggested a change to the resolution. Alderman Lewis made a motion to amend
Resolution 2014-33 as suggested. Alderman Johnson seconded the motion and it passed unanimously.
RESOLUTION2014-34 AMENDINGTHE2014 GENERALFUNDBUDGET
With no objections, Mayor Watson called for the reading of the resolution amending the 2014 General Fund
Budget for equipment for a ladder truck for the fire department. The Deputy City Clerk gave the reading.
Interim Chief of Fire, John Payne, presented the Council with a list of items that are still needed to outfit the
new fire truck.
Alderman Norris asked if the truck finalized. Chief Payne stated the bulk of the truck was finished.
Alderman Lewis asked if accessories were a need or a want. Chief Payne stated they were needs.
Captain Shane Holmes stated he wouldn' t want to see a brand new fire truck with old equipment on it. He
stated it would cause more holes and brackets in the new truck because the older equipment is outdated and not
designed to fit the truck. Captain Holmes stated the thermal imagining camera is beneficial due to the fact one
has failed leaving the Fire Department with only one camera. He also stated it was cheaper for the City to
purchase wireless electronic equipment because wired equipment would cost more for instillation and extra
wiring.
Alderman Norris made a motion to approve Resolution 2014-30. Alderman Kelley seconded the motion and it
passed with Aldermen Lewis and Johnson voting no.

ELECTEDOFFICIALSSALARYTASK FORCE
Mayor Watson stated Jan Hogue would be the Chairman of the Elected Officials Salary Task Force and the
members are Marc Kelley, Marion Scott, Jerry Kincaid, Scott Grummer, and Jeff Van Patten. Alderman Hogue
announced the first meeting would be on August 18 before the Council meeting.
APPOINTMENTTOMAUMELLEPUBLICFACILITIESBOARD
Mayor Watson stated the Public Facilities Board only had one application turned in before the deadline. The
Public Facilities Board nominated Dave Gattinger. Alderman Hogue made a motion to appoint Dave Gattinger
to the Public Facilities Board for a term ending in May 2019. Alderman Saunders seconded the motion it
passed unanimously.
RESOLUTION2014-35 APPROVINGACONDITIONALUSEPERMIT
With no objections, Mayor Watson called for the reading of the resolution approving a conditional use permit
for Maumelle Water Management to construct a water storage tank in a R1 zone. The Deputy City Clerk gave
the reading.
Alderman Norris made a motion to approve Resolution 2014-35. Alderman Lewis seconded the motion and it
passed with only Alderman Mosley voting no.
MAYOR' SCOMMENTS
Mayor Watson stated the Maumelle Chamber of Commerce will be hosting a fishing derby on August 15.
Mayor Watson noted the Charter school starts back on August 7 and asked everyone to be cautious as the traffic
volume increases.
PLANNINGCOMMISSIONREPORT
Alderman Norris stated the Planning Commission approved a conditional use permit that the Council approved.
Alderman Norris also noted there was an approval on an easement variance.
ALDERMEN' SCOMMENTS
Alderman Johnson gave the Council and residents a handout regarding collections on Community Service Fees.
Mayor Watson stated he agreed there was a problem and the accounting department was working diligently
trying to resolve it. Mayor Watson also noted there would be a fee the City would have to pay to have
Maumelle Water Management to collect the debt on the CSF.
Alderman Hogue noted the memorial bench for Wallace Wyeth was in and the plaque would be in soon and
stated donations would be appreciated.
Alderman Lewis asked for an update on Mrs. Green of Barber Cove. Mayor Watson stated that he and the
engineers looked at the drains last week and may have an answer by the end of the week.
Alderman Lewis stated one out of twelve residents in Maumelle doesn' t pay their Community Service Fee and
that he wanted the Council to focus on a solution.

Alderman Mosley asked who was attending the Community Service Fee meeting with Alderman Johnson.
Mayor Watson stated if two or more alderman would be there the press would need to be notified.

Alderman Lewis moved to adjourn the meeting. Alderman Anderson seconded the motion and it passed
unanimously.

Note 1: Minimum fund balance policy for the general fund
Ordinance 438 states that the general fund shall maintain a level of fund balance equal to
20%of budgeted

Note 2: Fund balance classifications
Effective with the January 31, 2011 financial statements, there are new fund balance classifications
for the General and Street funds. The new classifications and their definitions are as follows:

ANORDINANCEAMENDINGTHEMAUMELLECITYCODECONCERNING
THECONSTRUCTIONBOARDOFADJUSTMENTSANDAPPEALSANDFOR
OTHERPURPOSES
WHEREAS, According to the Maumelle City Code, the Maumelle Planning
Commission sits as the Construction Board of Adjustments and Appeals and is
empowered to hear certain appeals from decisions of the enforcement officers and
requests for variances of construction provisions; and,
WHEREAS,
the Maumelle City Code references the appointment of two
alternates to the Board; and,
WHEREAS, the Construction Board of Adjustments and Appeals does not
convene regularly and the appointment of two alternates on a long-term basis is not
reasonable in light of the rarity of the need for an alternate.
NOW, THEREFORE, BEITORDAINEDBYTHECITYCOUNCILOF
THECITYOFMAUMELLE, ARKANSAS:
SECTION1. The following provision of the Maumelle City Code, Chapter 14.
Buildings and Building Regulations, Article III. Construction Board of Adjustments and
Appeals, Section 14- 73. Membership, is hereby amended as follows:
Sec. 14-73. Membership.
The members of the city planning commission shall sit as the construction board
of adjustments and appeals with two alternates, ene of whom shall be from the building
the city council.
SECTION2. Codification.

WHEREAS, The City of Maumelle regulates building activities in the City of
Maumelle and, in doing so, follows and enforces certain building codes established by
state, national, and international bodies with expertise in the field; and
WHEREAS, several of the code books have been updated and the Maumelle City
Code is in need of updating to reflect the current codes.
NOW, THEREFORE, BEITORDAINEDBYTHECITYCOUNCILOF

SECTION1. The following provision of the Maumelle City Code, Chapter 14.

WHEREAS, Maumelle Water Management (" MWM") (also known as MSID#
500) and the City of Maumelle are currently two distinct and separate entities; and,
WHEREAS, MWMand the City of Maumelle both send periodic bills to their
customers and undertake certain efforts to collect the same; and
WHEREAS, the City of Maumelle and Maumelle Water Management have
explored various methods which might reach said goal of increased collections for both
entities; and
WHEREAS, the City Council wishes to seek a common effort with Maumelle
Water Management so that the parties may consider entering into a consolidated billing
agreement seeks the appointment of a task force be appointed consisting of people from
both entities to consider and work on an agreement.
NOW, THEREFORE, BEITRESOLVEDBYTHECITYCOUNCIL, OF
THECITYOFMAUMELLE, THAT:
SECTION1.
The City Council of the City of Maumelle wishes to seek a
common effort with Maumelle Water Management so that the parties may consider
entering into a consolidated billing agreement.
SECTION2. The City Council supports the creation of a task force by the
Mayor, consisting of people (leadership and or employees or agents) from both entities to
consider and work on an agreement and to develop the practicalities of such an
agreement.
SECTION 3. Any and all other resolutions in conflict herewith are hereby
repealed to the extent of such conflict. This Resolution shall be in effect from and after
its date of passage.

The Department of Homeland Security' s Federal Emergency Management Agency( FEMA)
recently revised a number of the preliminary Flood Insurance Rate Map( FIRM) panels and Flood
Insurance Study( FIS) Report for Pulaski County, Arkansas and incorporated areas. The FIRM
panels and FISReport included supersede the previous information sent to your community on
September 21, 2007, and March 20, 2009. The revised preliminary issuance date for these items
is July 31, 2014.
The Baucum, Little Rock/Pulaski County Drainage District#2, North Little Rock Levee and
Floodwall, Old River, Plum Bayou, and Roland Levee structures along the Arkansas River and
Fourche Creek are non-accredited levee systems, meaning that the levee systems are currently not
in compliance with the levee certification requirements described in 44 Code of Federal
Regulations 65. 10 related to the levee' s capacity to reduce flood risk during the one-percent-
annual-chance flood event. The revised preliminary FIRMand FISReport in the vicinity of the
identified levees have not been updated and the flood information within the Seclusion Boundary
has been reverted to the information presented on the prior effective FIRMand FISReport in
these areas. The previous FIRMs utilized are listed here for your reference:

Seclusion mapping is intended to move forward flood hazard mapping projects that have been on
hold because a portion of the study area is impacted by a non-accredited levee system and
provides this updated information use by local officials who are enforcing floodplain

management ordinances. The current effective information is being retained as an interim
measure until updated flood hazard analysis and mapping in the vicinity of the non-accredited
levee systems is performed as part of a future levee analysis and mapping project.
As discussed during the coordination to prepare the Seclusion mapping, FEMAwill remain in
contact with your community and the levee owners to discuss the future study approach to
determine the updated flood risk in the vicinity of the Baucum, Little Rock/Pulaski County
Drainage District#2, North Little Rock Levee and Floodwall, Old River, Plum Bayou, and
Roland Levee structures along the Arkansas River and Fourche Creek. FEMAwill contact your
community and the levee owners once funding has been secured to update the flood hazard
analysis in the vicinity of the identified levees. At that time, FEMAwill coordinate with local
community officials to best define the appropriate Levee Analysis and Mapping Procedure to
utilize. The flood hazard information within the Seclusion Boundary will be updated at that
time.

Patriot on or about August 7, 2014. The 30-day comment period will commence on the August
7, 2014, publication date of this notice. Acopy of this notice is enclosed for your reference.
During this 30-day comment period, any interested party may submit comments to you, or to an
agency that you publicly designate. If we do not receive any formal comments from your
community in its own name within 30days of the date of public notification, we will consolidate
and review on their own merits such comments from individuals that you may forward to us, and
we will make such modifications to the information presented on the revised preliminary FIRM
