Cost Proposal


Ms. Hunter:

LSY is pleased to offer this cost proposal for the above referenced project. Our cost proposal is
based on the Scope of Work dated August 9, 2013 and the assumptions regarding the special
exceptions submission & site plan review stated in Timmons Group proposal dated September
11, 2013(see attached). Per your request we have also provided optional fees for additional
services: hazardous material identification/documentation with limited monitoring. Please note
the assumptions regarding the hazardous materials documentation and monitoring stated in the
Applied Environmental proposal dated September 3, 2013 (see attached). We were unsure if
Loudoun County would perform their own monitoring during construction or request these
services from the design team. For the purposes of this proposal Applied Environmental has
made an assumption of time anticipated based on similar projects, but once the contractor
provides an abatement plan Applied Environmental will confirm or revise this effort.

Qualifications, Exclusions & Assumptions:
1. Cost estimating is excluded.
2. Low-voltage design (security, AV, acoustics) is excluded.
3. Pool building & complex is excluded from programming and design.
4. Building Commissioning coordination is excluded.
5. Furnishing contract administration is excluded.
6. USGBC registration costs will be by Loudoun County
7. Formal presentation of the community center design to the community attended by one
architect.

LSY and its consultants propose to perform the requisite design and post design scope of work,
as well as the optional services for firm fixed fees summarized below:

individual sub-task.

LSY has successfully teamed with all of these consultants in the past and we are confident
Loudoun County will be pleased with both their technical expertise and their level of service. An
organization chart for the project is attached as are resumes for the key personnel that will be
assigned to the project.

For this effort, J ames Louviere will head up the QA/QC team in terms of overall product quality
and will perform all requisite QA/QC tasks for the architectural effort and the project as a whole.
Each of our consultants has also identified a QA/QC manager for their respective disciplines.

am confident that we will be able to meet Loudoun County expectations regarding the schedule.

Principal in Charge

James Louviere has over 25 years of experience and specializes in
providing services to Federal, State, and Local governments. He has
served a similar role for such contracts with Loudoun County, Virginia, the
National Institutes of Health (NIH) and Maryland Department of General
Services. He is intimately familiar with staff allocation, scheduling, and
maintaining communication in respect to such contracts.

HIGHLIGHTED EXPERIENCE

Loudoun County Term Contract for Architectural Services,
Lovettsville Community Center, Lovettsville, VA, Principal in Charge
Performed existing conditions assessment survey of two-story building and
site conditions, and provided concept design to upgrade the facility to
current codes and ADA guidelines. Two renovation schemes were
identified focusing on upgrading core components of the building cores and
utilities to address deficiencies outlined in the assessment survey. Also
provided scheme for the demolition and new construction.

Northwest Child Care Center, NIH, Bethesda, MD, Principal in Charge
This new LEED-slated 22,000 sf center will provide additional daytime
childcare capacity in a safe and enriching learning environment.

NIH Emergency Response Center, Bethesda, MD, Principal in Charge
The project renovates 5,500 sf to provide offices and video monitors,
locker rooms, armor and munitions storage, break room, holding cell, and
investigation support spaces.

Maryland Department of General Services Term Contract, Point
Lookout Comfort Station, Scotland, MD, Principal in Charge 600 sf
Comfort Station (Rest Area / Station) under a Term Contract, which
included re-forestation efforts.

NIH Building 13 Office Renovations, Bethesda, MD, Principal in
Charge This project renovates 8,129 sf of corridor and office space,
including private and open office areas, conferencing facilities, kitchenette,
and an equipment room.

J ames A. Shannon Building Office of the Director Renovation,
Bethesda, MD, Principal in Charge This renovation provides space for
the NIH Director and Deputy Director offices, storage and a small pantry. In
historic preservation efforts, all original wood wainscoting and trim was
repainted and new doors where provided to match the existing.

Heather Johnson, AIA, NCARB, LEED AP BD+C
Project Manager

Heather Johnson has been an integral LSY team member for 14 years.
She specializes in providing services to term contracts and has served
as Project Manager on numerous such contracts for Loudoun County,
Virginia, the National Institutes of Health (NIH), U.S. Army Corps of
Engineers (USACE) Baltimore District, and the Maryland Department of
General Services, among others.

As Project Manager, she will lead the LSY in-house design team and
coordinate the work of all technical consulting resources required for
successful completion of each task order. She will be responsible for all
contractual issues, directing all resources necessary for successful
delivery of each task order.

HIGHLIGHTED EXPERIENCE

the librarys capacity.

Project Architect

Ms. Brokaw is a registered architect and LEED Accredited Professional with 7
years of experience. She has performed well in this role on a range of complex
research and healthcare projects during her 3 year tenure with LSY. Serving as
Project Architect for the project, Crystal will be responsible for the architectural
design and construction document preparation, as well as the day-to-day
coordination of team resources required for successful completion of the project.

University of Virginia (UVA) Medical Centers West Complex Clinical
Research Unit +Neurosurgery Clinic Renovation, Charlottesville, VA
This project includes the renovation of clinical and office spaces for the UVA
Health System Neurosurgery Department as well as the renovation of overnight
sleep study research space for the School of Medicines Clinical Research Unit
(CRU). Totaling approximately 10,000 sf of renovation, the project scope
includes upgrades to all utilities serving these spaces and is currently pursuing
LEED Silver certification.

J ohns Hopkins School of Public Health, North Wing Renovation,
Baltimore, MD
This 50,000 sf LEED Platinum-slated modernization will upgrade six floors of
laboratories and includes HVAC and infrastructure improvements. Cost: $15MM

George Mason University Krasnow Institute for Advanced Study, Phase III,
Fairfax, VA
Pre-planning study focusing on general programming, blocking and stacking
and massing concepts for the final addition to the Krasnow Institute. The
addition will house three research centers, two academic departments,
classrooms and an auditorium. Conceptual building images, renderings and a
3D animation were created for state review and fundraising efforts.

Roger Watson has 14 years of experience with a variety of project types
including clinical, laboratory, office and public space projects. He has
performed well in this role on numerous technically complex projects during
his 9 year tenure with LSY.

Loudoun County Term Contract for Architectural Services, Lovettsville
Community Center, Lovettsville, VA, Architectural Designer Performed
existing conditions assessment survey of two-story building and site
conditions, and provided concept design to upgrade the facility to current
codes and ADA guidelines. Two renovation schemes were identified
focusing on upgrading core components of the building cores and utilities to
address deficiencies outlined in the assessment survey. Also provided
scheme for the demolition and new construction.

This project renovates the existing offices and support spaces. The

50,000 gsf modernization upgrading 6 six floors of laboratories, HVAC
systems and infrastructure improvements. Careful phasing was required
while working within the larger complex of connected spaces in the occupied
building.

Designer LEED Silver certified multi-phase renovation of 28,300 sf within

LOUDOUN COUNTY EXPERIENCE
Woodgrove High School, Loudoun County, VA
Woodgrove High School was constructed along Allder School Road, North of Route 7 on the
northern most parcel within the Town of Purcellville. This new two-story facility serves the
growing high school student population in the northern areas of Loudoun County. The 260+
acre site was designed to account for pedestrian and vehicular traffic from Mountain View
Elementary school, which is collocated on the campus. Timmons Group provided site/civil
engineering, survey, landscape architecture, environmental and construction administration
services for the project.
The new high school building encompasses 255,000 square feet and accommodates
approximately 1,600 students. The campus includes a bus loop; student drop off area, 690
parking spaces with an additional 330 grass paver spaces; three competition sports fields
including a stadium with a synthetic field and tract; three additional PE fields; tennis courts
and extensive on-site utility and transportation improvements.
The site has extensive landscaping within the parking lot, adjacent to the building and
along the property boundaries. The project includes a reforestation effort to revitalize
approximately eight acres of floodplain and environmentally-sensitive areas on-site. Our
team provided survey and wetland delineation and permitting services for the site. The
design accomplished the reservation of significant wetlands, floodplain with a additional 50
buffer and existing wetland mitigation areas. The site plan included a multiphase erosion and
sediment control plan with six stormwater management/Best Management Practices (BMPs)
facilities located throughout the site.
This project was publicly bid in the spring of 2009 and was assigned an aggressive
construction schedule for opening of the high school in fall of 2010. Several major design
changes have been requested by the Owner and incorporated into the design during
construction, including the change in design for on-site water (well and treatment plant) and
sanitary sewer (treatment plant w/mass drain field) to connection to the Town of Purcellville
Utilities. Timmons Group worked with multiple review agencies during the design and
construction process to keep the completion of high school on the fast-track schedule the
client desired.
Belmont Country Club, Loudoun County, VA
Belmont Country Club is an upscale development located on the south side of Route
7 between Ashburn Road and Belmont Ridge Road. This development has bee touted
by the Loudoun County Board of Supervisors to prospective new businesses as a great
neighborhood for their top executives to move into. Belmont Country Club offers
approximately 1900 residential units (including single family detached and attached units) as
well as a championship Arnold Palmer Signature 18-hold golf course all contained within a
private gated Country Club community. In addition, this community includes a new 38,000
square feet Clubhouse as well as multiple Swim and Tennis Clubhouses throughout the
development.
Private streets and strategically sited homes within this gated community provide for a small
home town feel. The numerous walking and bike trails provide interaction between residents
of the various residential sections as well as access to the numerous recreation areas and the
abundance of passive recreational open space throughout the community.

COMMUNITY COMPLEX EXPERIENCE
Culpeper Community Complex, Culpeper County, VA
Timmons Group was selected by Culpeper County Parks and Recreation to master plan
the Countys first community complex. The property selected consisted of an existing
farmstead and contained approximately 140 acres. The master plan process was defined
by a community-minded approach. Meetings with the public, special interest groups (i.e.,
soccer, baseball, football, etc.) and the Parks and Recreation Commission played an important
role in defining the project goals and objectives. These meetings were useful in determining
programming needs, which were then applied to the planning of the park.
The master plan includes six soccer fields, three football fields, eight baseball fields, parking,
concessions, basketball courts, playgrounds and pedestrian trails. The construction of the
park is being phased in as funding becomes available. Timmons Group prepared construction
drawings for all of the soccer and football fields as well as seven baseball fields, parking and
trails. The project is currently under construction.
A unique siting of the high school allows for sharing parking facilities, thus reducing
significantly the number of parking spaces required. Wetlands on the farmstead played a
role in the location and placement of the facilities. The remaining wetland areas have been
integrated into the park scheme as natural environmental features bisected by trails and will
be used for educational and recreational purposes.
Community Development Building, Chesterfield County, VA
The 90,000 square foot LEED Certified Chesterfield County Community Development
Customer Service Center is located adjacent to the existing Utilities Department Building
at the Countys government complex. The facility relieved space shortages and streamline
customer service functions for the Countys community development agencies by locating
many of the customer intensive functions in a combined Customer Service Center on the first
floor.
Timmons Group worked in conjunction with Moseley Architects to design the building to
support and enhance new operational strategies, as well as the technology that will facilitate
them. It was designed to provide flexibility to adapt spaces to meet evolving needs and goals.
It houses County departments including Transportation, Planning, Environmental Engineering,
Building Inspections, the Fire Marshals Office and the Community Block Grant Program.
In addition to the civil engineering services for the site, Timmons Groups landscape
and hardscape plans incorporated responsible stormwater management and low impact
development technologies.
A wide variety of native plants were selected to withstand drought and temporary inundation
on this un-irrigated site and the design was intended to maximize shade to reduce the urban
heat island effect. The entrance plaza reflects the patterns of the lobby floor and extends the
space outward to invite the public in.
Bioretention swales and a stormwater pond are featured around the parking lots to announce
the overall goal of sustainability for this site.

Tidewater Community College, Student Services Center, City of Norfolk, VA
The new Student Services Center is a multi-story building of approximately 58,000 square
feet to accommodate student activities, lounge/study areas, meeting rooms, recreational
and fitness facilities, food service operations and other appropriate retail services to include
childcare and banking services. The building is located on the Norfolk Campus between
Granby Street and Monticello Avenue, adjacent to the Martin Building. The project also
included associated site work including sidewalks, grading, utilities and landscaping. Site plan
development was in accordance with the BCOM CPSM.
A hardy diverse planting gives interest to students and visitors year round. By incorporating
landscape, hardscape and site furnishings into a unique nautical palette, a dialogue begins
to reveal itself between these elements and the inherent architecture. Services provided
include: the verification of the existing stormwater management system capacity,
coordination for environmental and stormwater permitting, a new main access to the
building, pedestrian access to the building, landscape design and new water and sanitary
services.


City Hall Improvements, City of Richmond, VA
In 2005, Richmond City Hall completed architectural improvements to its building exterior.
During that process, all plantings were removed making room for equipment and scaffolding.
Upon completion, Timmons Group began the conceptualization of a modernized landscape.
Offering opportunities for displaying civil art as focal points, this design would make use
of non-plantable venting platforms to fill voids in the layout. Plantings of urban tolerance
and year round interest set an example of stewardship and beauty in an unforgiving micro-
climate. Conservation friendly drip irrigation was used in high pedestrian traffic areas to ovoid
overspray and waste. Annual color was strategically placed at entrances and colors were
contrasted with the black granite backdrop.
A specific challenge was connecting the people to the elevated plantings. By utilizing draping
vines and vertical forms along the foundation, an improved transition evolved from the
perched building down to the street level. Enlarging the tree boxes along the perimeter
streets were proposed to buffer pedestrians from the street and to add another layer of
richness. Establishing Prominence, Innovation, Connectivity and Seasons as key initiatives, we
intended to reflect off the Gateway Architecture faade and establish a standard for quality
landscape development in the City of Richmond.

City Center, City of Richmond, VA
Timmons Group worked in conjunction with ECI Development Services, LLC to provide civil
engineering consulting for an aggressive downtown redevelopment plan aimed at revitalizing
Richmonds urban core.
The City Center project was completed to encourage rehabilitation, development and new
construction of retail, entertainment, hospitality, dining and parking facilities within an eight
block region. As the foundation for this development and to tie the areas together visually,
a district-wide streetscape plan was prepared by a team of engineers, architects, landscape
architects and planners from Timmons Group, Cope Linder Architects, Grenald Waldron and
The 1717 Design Group, Inc.
The City Center project will help define the region and provide an improved means
for circulating both pedestrian and vehicular traffic. Sidewalk widening and bump-outs
were a critical aspect of the streetscape improvements. Other aspects of the streetscape
improvements included brick sidewalks, concrete paver sidewalks, landscape, irrigation,
lighting and signage.
Carolina Pines Community Center, Raleigh, NC
The Carolina Pines Community Center renovation increased its size to 17,539 sq. ft, including
a gymnasium, two meeting rooms, weight room, and locker rooms. Timmons Group
facilitated the incorporation of a new drop off area at the front door as well as accessible
parking. Our evaluation report included insufficient ADA parking and access, areas of damages
and cracked curbs, sidewalks, and stairs, identified drainage problems, overgrown vegetation,
and fire code issues, resulting in construction documents that included site improvements,
small building additions, and interior renovations.

Mr. Setty is committed to maintaining project scheduling and in fully staffing and assigning
the appropriate personnel to support this contract. At weekly scheduled meetings, he will
review project schedules to assure staffing requirements meet delivery schedules. He will
directly assign on-call personnel from each discipline to be available for response to site
emergency situations.

Mr. Setty oversees each task orders development and provides supervision over report
documentation and design development. He is an advocate of developing condition reports
with a focus on energy conservation measures. Performing energy audits for federal
agencies nationwide, he has given input on the development of leading edge engineering
systems, including indoor air quality, temperature/humidity requirements, exhaust air
control, and ventilation in large buildings.

Mr. Setty's engineering designs have met the new challenges, developing unique solutions
for existing buildings and revolutionary designs for new facilities. He takes into
consideration state-of-the-art energy applications and the use of the recovered materials

120/208 volt gas generator. Provided design specifications for the generator,
automatic transfer switches and necessary panel boards. Phasing plan and sequence of
operation for the replacement of the generator.

DC GOVERNMENT, DEANWOOD COMMUNITY CENTER, WASHINGTON, DC
Provided M/E/P design of a 63,000 sf community center. The new center sports an
indoor leisure swimming pool, gymnasium, visitors center, game rooms,

ARLINGTON COUNTY, INSTALL INFRASTRUCTURE FOR EV CHARGING
STATIONS AT TWO BUILDINGS, ARLINGTON, VA
S&A was contracted to install infrastructure for 20 electric vehicle charging stations at
a 260,000 sf Class A office building. The Arlington County Equipment Bureau Building
is located at 2701 S Taylor Street, Arlington, VA. The Bureau operates three re-
fueling sites in the county providing regular unleaded gasoline, and bio-diesel
alternative fuels to 1,148 vehicles. S&A was contracted to install infrastructure for six
electrical vehicles charging stations at this location.

WASHINGTON MONUMENT VISITORS CENTER, WASHINGTON, DC
The purpose of this project is to replace the temporary visitor screening facility that is
currently located against the base of the Washington Monument. The new facility will

Mr. Pegler has experience in project management and mechanical engineering, particularly

energy efficient designs to include several projects pursuing USGBC LEED accreditation.

Palmer Park Community Center, Palmer Park, Maryland. Removal of the west and east
portion of the existing building, and construction of a new one-story gymaddition with a
running track attached to the existing building. Construction will feature a combination of

brick with masonry back-up and metal panel. Total area of renovation/addition is

Virginia Military Institute Indoor Training Facility, Lexington, Virginia. A cost
assessment was prepared for the "Virginia Military Institute - Indoor Training Facility" for
the HKS, Inc. Team. Scope of work includes building a new training facility to be located
on the Lexington, Virginia campus. The new training facility will be designed to
accommodate approximately 228,000 square feet of gross floor area spread over two above
ground building levels (a first floor and a mezzanine) and a subterranean parking garage.
The facade consists of a combination of a storefront, curtain wall and exterior precast and
brick wall system. The project also involves exterior site improvements, landscaping and
site utility work, installation of a conveying system, fire protection system, plumbing, HVAC

Coppin State College Physical Education Complex, Baltimore, Maryland. DMS
provided cost estimating services for the construction of a new 250,000 gross square foot
physical education facility for Coppin State College. This new complex will include an

surveying, landscape architecture, environmental and civil engineering design services for the new
Lovettsville Community Center.

The following scope of services has been developed based on the provided Scope of Work for
architectural and engineering design services for the New Loudoun County Lovettsville
Community Center, August 9, 2013. The subject property is identified as PIN 334-46-3908 and is
currently zoned within the Town of Lovettsville as R-1 and is approximately 6.08 acres.
We anticipate that the following Scope of Services will be provided by Timmons Group:

Program Finalization

1. Timmons Group will have limited involvement with this task as the purpose and
deliverables are related to programming space within the building and meetings with the
end user. This task will include the attendance of a Timmons Group Project Manager for 2
(3) hour meeting.
Lump Sum: $850

Conceptual Design Task

2. Design Charettes Timmons Group will attend two full day design Charettes to discuss
LEED strategies, building siting, and operation impacts as related to the site. Timmons
Group will prepare the civil portion of the Findings/Summary of the design Charettes
3. Concept Design Package Timmons Group will develop a Concept Design Site Package
to include all civil related items as listed in the County Scope of Work and provide 2
hardcopies and electronic version to the Architect.

5. Zoning or Special Exception Plat Timmons Group will prepare the required zoning plat
pursuant to Loudoun County Zoning requirements. The plat will be updated to reflect all
County or Public input revisions as required. The Architect will be responsible for
providing the required statement of justification and related documentation, application
fees and signatures.

6. Zoning or Special Exception Process Timmons Group will assist the Architect in the
zoning process with the required meetings, property owner notifications, attendance at
public hearings, pre-application meeting, Planning Commission and BOS meeting.

Site Plan Submission

7. Wetland Delineation Timmons Group will review existing, readily obtainable
environmental information on the site such as USGS mapping, aerial photography, NWI
mapping and soil survey information. A wetland delineation of the subject property will be
performed in accordance with the 1987 U.S. Army Corps of Engineers (COE) Wetland
Delineation Manual and appropriate Regional Supplement. The flagged wetland limits will
be GPS located for mapping purposes (Note that this GPS location is for confirmation and
planning purposes and is not a substitute for traditional field survey and that in the event
wetlands and streams may be impacted by the project the limits should be located by
traditional survey means). A preliminary wetland delineation map showing the
approximate size, shape and location of wetlands and or waters of the U.S. present on the
subject property will then be prepared.

8. Wetland Confirmation Timmons Group will facilitate the confirmation of wetland
locations through wetland flagging and submittal of a Jurisdictional Determination (JD)
package to the U.S. Army Corps of Engineers (COE). This package will consist of a
narrative, wetland delineation map and wetland delineation field data sheets. Timmons
Group will conduct a site visit with the COE to review the site conditions, flagged wetland
limits and confirm findings. A Jurisdictional Determination (JD) letter for the wetland
delineation will be obtained from the COE.

9. Site Plan (MSP) Prepare a Site Plan for the property based on the approved site layout
sketch. The site improvements will include:

Geometric layout of the new building and associated drive isles, parking, entrance
improvements, sidewalks, dumpster area, loading spaces, fencing and all other
agreed to site improvement features. Site plan to be at a scale of 1=30 as a
minimum.
Plan and profiles of onsite utilities, including water, sanitary sewer and storm.
Proposed alignments will be provided for gas, electric and telecommunications
only.
Grading and drainage improvements for the overall site
Two phased Erosion and Sediment Control Plan as required by Loudoun County
and the State of Virginia.
Stormwater Management (SWM) and Best Management Practices (BMP) as
required by Loudoun County and the State of Virginia. To include adequate outfall
analysis.
Landscape plan pursuant to Loudoun County minimum standards.
Landscape design of new Memorial Garden.
All required Notes, tabulations, typical sections, construction details and
computations.
Timmons Group will manage the site plan permitting for this project with Loudoun
County Building and Development and attend all related pre-application and site
review meetings. This task includes all plan submissions, comment review &
responses and resubmissions until plan approval.

10. VSMP Registration Statement and Storm Water Pollution Prevention Plan (SWPPP)
(if requested) The following scope outlines the items necessary to develop the Virginia
Stormwater Management Plan (VSMP)(formerly VPDES) Registration Statement and
Storm Water Pollution Prevention Plan (SWPPP).
Prepare the VSMP Registration Statement. This document will be submitted to the
appropriate DCR (Department of Conservation and Recreation) (formerly DEQ) Regional
Office no later than 2 weeks from the date of authorization to proceed. This document
includes construction activity operator information, site-specific project information,
receiving water body information, and a topographic map. In addition to the Registration
Statement, the required Fee Form will be completed. [The fee, which is required for this
permit, is not included in this scope].
Prepare the SWPPP. This document shall be onsite and readily accessible no later than
30 days after the date of coverage under the VSMP Permit. This document includes a
preconstruction meeting with the operator, a site description, a review and mark-up of the
existing erosion and sediment control plans to identify locations of potential pollution
sources, maintenance procedure description and schedule, a contractor certification
statement, and inspection criteria and recordation requirements.
Notice of Termination. This document will be included in the SWPPP and shall be
submitted by the operator within 30 days after final stabilization of the site has been
achieved.

11. Grading Permit Timmons Group will prepare the grading permit package and
application pursuant to Loudoun County Standards. The Owner will be responsible for
obtaining all required Contractor signatures and issuance of the permit.

12. Coordination with Architect Timmons Group will coordinate with the Architect to
provide 35% civil design documents (based on the site plan documents) and civil/
landscape outline specification as required. The task includes submitting a preliminary
utility package for review by the County Staff. We will assist the Architect / Owner in
coordinating any utility relocations and/or upgrade requirements.

Value Engineering Analysis

13. Coordination with Architect, Owner and VE Specialist Timmons Group will
coordinate with the Architect/Owner during the value engineering study to provide design
intent of civil / landscape design. Task includes attendance at presentation meeting, written
response of analysis and implement all final value-engineering recommendations accepted
by the Owner. The site plan will not be submitted to Loudoun County Building and
Development prior to the 35% review and VE analysis.

14. Coordination with Architect for 75% CD Timmons Group will coordinate with the
Architect to supply 75% documents (based on the site plan package) as required to
include: landscaping plan indicating in block form the type, location and extent of plant
material and other landscaping features recommended, including berms and buffering
measures. Provide draft easement plats as required.

15. Coordination with Architect for 95% CD Timmons Group will coordinate with the
Architect to supply 95% documents (based on the site plan package) as required. Task
includes providing complete civil and landscaping specifications. Provide draft easement
plats as required.

16. Coordination with Architect for 100% CD Timmons Group will coordinate with the
Architect to supply 100% Bid Documents (based on the site plan package) as required.
Task includes providing final easement plats, final civil and landscaping specifications.

Construction Bidding Phase

17. Bid Phase Timmons Group will attend the Pre-bid conference and present a brief
overview of the civil and landscape aspects of the project, answer (in writing) questions
from bidders, prepare clarifications and addenda (within reason). Review requests for
substitutions and submit recommendations. Prepare final construction documents
incorporating all issued addenda. This task does not include redesign of the site is bids or
negotiated civil and landscape related prices are in excess if five percent.

Lump Sum: $3,200



Construction Phase

18. Construction Monitoring - Timmons Group will perform construction monitoring and
prepare field notes pursuant to the County Scope of Services. To include attendance at
construction progress meeting, response to RFIs, product submittals, change orders and
review of shop drawings as required.

Lump Sum: $23,500

Post - Construction Phase

19. Post Construction As directed by the Owner/Architect and at the time of substantial
project completion, Timmons Group will perform a final site walk and prepare a detailed
punch list for deficient landscape and civil items. Task includes two back punch site walks
and updated punch lists. coordinate with the Architect to supply 100% Bid Documents
(based on the site plan package) as required. Task includes providing final easement plats,
final civil and landscaping specifications.

Lump Sum: $2,000

20. Record Drawings Timmons Group shall prepare record "as-built" drawings (Cadd) files
based on marked-up prints, drawings and other data furnished by the General Contractor.
Submit final record drawings within 30 calendar days after receipt of marked-up drawings
from the General Contractor. All final revisions shall be on the signed reproducible sheets
and CAD files on diskette. The final "as-built" drawings shall show the actual construction
only, except where the originals contain portions of the drawings marked "N.I.C." (not in
contract) or when optional methods of construction are shown. Deletions or superseded
portions of the drawings, or original methods of construction not used, shall be crossed out
and noted "NOT BUILT". No change need be made to those portions, and symbols shall be
removed from the body of the drawings. The revision notation in the revision block shall
remain. Where a drawing is modified to show "as-built" conditions, the notation
"RECORD DRAWING" shall be entered on the top most available line in the revision
block.

21. Land Boundary Survey Task includes preparation of a Land Boundary Survey, as
defined by the Commonwealth of Virginia, for 57 East Broad Way (PIN 334-46-3908-000).
Recorded easements, uncovered during our records research, will be plotted on the survey
if they are locatable. The survey is intended to be a perimeter survey only and will not
show existing physical improvements situated on the parcel. The final survey will be
provided in a cad format suitable for engineering design and as a hard copy suitable for
recordation in the County of Loudoun, VA
Lump Sum: $5,800

22. Underground Utility Location and SWM/BMP outfall cross sectional Survey
includes preparation of an underground utility survey can be performed to designate and
map underground facilities on the project site. This utility survey will include horizontal
designation through geophysical methods and is defined as Quality Level B by the

American Society of Civil Engineers (ASCE). The accuracies of the markings are subject
to the depth and electrical conductivity of the utility as well as site conditions and manhole
access. Plastic and fiber optics lines without tracer wires may be un-locatable. The survey
will include the location of primary storm & sanitary lines along with invert data. Utility
markings will be survey located and provided in a cad format suitable for engineering
design. This service does not include the use of ground penetrating radar. Exclusions:
sanitary & storm laterals; roof drains; irrigation systems; and abandoned lines. Task
includes offsite survey to storm outfall and providing three (3) cross sections downstream.
Lump Sum: $4,950

23. Easement Plat (on-site) Prepare an Easement Plat for the proposed public water, sanitary
sewer, storm, and access / right of way easements associated with the Site Plan. The plat
will be prepared to Loudoun County Standards and will be delivered in hard copy to the
Owner for Deed preparation by the Owners Attorney. The Owner will coordinate the
collection of the required signatures, submission and review of the Easement Plat/ (Owner
supplied) Deed with the County Staff and County Attorneys Office. Recordation of the
Plat/Deed and all associated fees are the responsibility of the Owner.
Lump Sum: $900 (each)

24. Easement Plat (off-site) Prepare an Easement Plat for the proposed public water,
sanitary sewer, storm, and access / right of way easements associated with the Site Plan.
The plat will be prepared to Loudoun County Standards and will be delivered in hard copy
to the Owner for Deed preparation by the Owners Attorney. The Owner will coordinate
the collection of the required signatures, submission and review of the Easement Plat/
(Owner supplied) Deed with the County Staff and County Attorneys Office. Recordation
of the Plat/Deed and all associated fees are the responsibility of the Owner.

25. VDOT Construction Entrance Permit Timmons Group will prepare the grading permit
package and application pursuant to Loudoun County Standards. The Owner will be
responsible for obtaining all required Contractor signatures and issuance of the permit.

Additional services not listed specifically above can be provided by Timmons Group at an
additional cost. If requested, Timmons Group will provide additional work authorizations for
services such as but not limited to:
Traffic Studies as may be required for the Rezoning or SPEX
Environmental Studies as may be required for Rezoning or SPEX
Survey Tasks, including tree survey & construction stake out
Wetland permitting and mitigation (if required)

Anticipated Schedule

Plans can be developed and submitted for review on a mutually agreed upon schedule as time
of contract signing.
