PRESENTERS:
Brandon Theobald - WHKS - Cenex
4th Addition - Concast will no longer be
doing the grading independently from
the infrastructure work. The entire project,
including the grading will be publically
bid as a project as a whole. Concast will
also not be moving the dirt on their own
property. The City will have a right of
access from Concast to move the dirt
when the project work starts. EDA was
presented a set of the Cenex 4th Addition plans. EDA had no problems with
the plans. The City Council will approve
the plans for the project tonight and will
call for bids. Bids will be opened August
6th. The low bid will be approved and
awarded on August 11th.
There will be three completion dates
in the bid:
1) Interim Grading (Having work completed on Concasts lot and new lot) October 1st
2) Utilities and Final Grading - November 1st - (Or when weather condi-
tions change)
3) Final Completion Date - June 15th
City will consider the preliminary plat
tonight and the final plat at the July 28th
meeting. A public hearing will be held
on July 28th for the final plat. The City
is applying for a MN DEED Public Infrastructure grant - hoping for potential
$255,000. If the City receives the grant,
the project will need to account for State
prevailing wages.

RESOLUTION 14-11 - Approving Purchase Agreement with Parrot Head LLC
(Concast) on EDA land in Cenex 4th

OLD BUSINESS:
Administrator Boulton gave an update on Maple Island Creamery Expansion. The City will be moving on granting TIF. A public meeting will be held for
use of TIF/TIF Finance plan for Maple
Island. The City will also consider a
resolution approving a development agreement with Maple Island. The City will be
considering public assistance utilizing
TIF for roughly $430,000 for land acquisition and site preparation work. TIF is
projected to bring in $700,000 over 9
years off the proposed 35,000 square
foot warehouse addition at Maple Island.
