EMERGENCY MANAGER

ORDER No. 2
APPROVAL OF THE FINANCIAL CONTRIBUTION BY
CORPORATE DONORS OF AMBULANCES AND POLICE
CRUISERS
By THE AUTHORITY VESTED IN THE EMERGENCY MANAGER
FOR THE CITY OF DETROIT
PURSUANT TO MICHIGAN'S PUBLIC ACT 436 OF 2012,
KEVYN ORR, THE EMERGENCY MANAGER,
ISSUES THE FOLLOWING ORDER:
Whereas, on March 25, 2013, Detroit Mayor Dave Bing announced that Detroit's corporate
community is supporting the Active and Safe Campaign with an $8 million contribution to be used to
lease twenty-three ambulances for the Detroit Fire Department's Emergency Medical Services
Division and one-hundred new patrol cars for the Detroit Police Department (together, the "Donated
Vehicles"); and
The corporate donors include: Blue Cross Blue Shield of Michigan; Chrysler Group, LLC; Ford
Motor Company; General Motors Company; Quicken Loans, Inc.; The Kresge Foundation; Penske
Corporation; Platinum Equity, LLC; and FirstMerit; and
The Donated Vehicles will directly benefit the citizens of Detroit by enhancing the Detroit
Police Department's ability to serve and protect Detroit citizens; and
The Donated Vehicles allow the Detroit Fire Department's Emergency Medical Services
Division to replace its entire fleet of aged ambulances, boosting public safety and reducing response
times; and
The Donated Vehicles will be leased and maintained by a nonprofit corporation, not the
City of Detroit; and

The Donated Vehicles are neither property nor assets ofthe City of Detroit; and
Public Act 436 grants the Emergency Manager broad powers in receivership to work with
the City of Detroit to address its financial emergency, restore financial stability, and ensure the
continuity of services essential to the public health, safety and welfare; and
The Emergency Manager has determined that accepting the Donated Vehicles will
playa vital role in ensuring continuity of essential services and restoring financial
stability to the City of Detroit;
It is hereby ordered that:
1. The Donated Vehicles are hereby accepted on behalf ofthe City of Detroit.
2. The Donated Vehicles will be leased and maintained by a nonprofit corporation,
not the City of Detroit.
3. The Donated Vehicles are not considered property or an asset of the City of
Detroit.
4. Tlus Order is effective immediately upon the date of execution below.
S. The Emergency Manager may modify, rescind, or replace tlus Order at any time.
