(U) Overview:
Anonymous is calling for a Nationwide Day of Rage on Thursday, August 21. The demonstrations are
purported to protest the death of Mike Brown in Ferguson, MO, and subsequent police actions. Currently, there
is no information to indicate there will be civil disobedience at these protests.

(U) Details:
Information has been received from various law enforcement sources, other federal agencies as well as open
source outlets indicating Anonymous has issued a call to action, calling for a Nationwide Day of Rage on
Thursday, August 21.

Anonymous is an asymmetric associated international network of hacktivist
i
and activists entities known for a
series of distributed denial-of-service (DDoS)
ii
attacks on government, religious and corporate websites as well
as with individuals associated with the group wearing Guy Fawkes masks
iii
. Anonymous members have
garnered law enforcement attention for activities targeted against US government agencies, media, military
contractors, military personnel and police officers.

The demonstrations are purported to protest the death of Mike Brown in Ferguson, MO, the subsequent police
actions against protesters in the city as well as in support of the demonstrators demanding the prosecution of the
identified police officer.

Currently there is no indication that protests are expected to become violent. However, recent protests in
Ferguson have resulted in violence, property damage and subsequent arrests. The following is a list of times and
locations identified by several sources as potential sites for the pending protest (this list is not all inclusive and
based on raw uncorroborated information at this time):

(U) Analysis:
Current civil unrest associated with the incident in Ferguson, MO, presents the potential for civil disobedience
directed toward identifiable law enforcement personnel, marked law enforcement equipment and government
facilities associated with law enforcement during the identified protest times and dates.

FPS personnel are reminded the Department of Homeland Security does not consider non-violent civil
disobedience tactics to constitute criminal activities. Absent a specific actionable threat, you should refer to the
list of suspicious activity indicators in identifying and mitigating threats. Some of these behavioral indicators
may be constitutionally protected activities and should be supported by additional facts to justify increased
suspicion. No single behavioral indicator, alone should be the basis for law enforcement action. The totality of
behavioral indicators and other relevant circumstances should be evaluated when considering any law
enforcement response or action.

For FPSs purpose criminal predicate is established when information exists that establishes sufficient facts to
give a trained law enforcement officer, investigator, or employee a basis to believe there is a reasonable
possibility an individual or organization is involved in a definable criminal activity or enterprise. A reasonable
law enforcement purpose means the information collection process is intended to address unlawful conduct
either past, present, or futureor to address facility security and safety issues, whether these issues amount to
criminal conduct or not.

The dates and times of these locations are being provided to raise awareness that these events may impact
federal facilities within close proximity to these locations. In addition, to assist in any peroration/response
Regional Leadership deems appropriate.
