The goal of the International Graduate Program in the field of Civil Engineering and Infrastructure Studies at
the Department of Civil Engineering is to prepare its graduating students to become future international leaders
in the field of infrastructure technology design, planning, disaster mitigation, and environmental management.
Involvement in key projects in various academic fields and industries provide students with crucial experience
and skills needed for developing and integrating the competencies necessary for participation on an international
level in our expanding global world. Since 1982, the Department of Civil Engineering has been offering this
program, and more than 680 international students from 60 different countries have graduated.

The department has encouraged international graduate students to be policy makers in central and regional
governments, leaders in international organizations, specialists in infrastructure planning, scientists in
universities and institutes in their own home countries, as well as in J apan. Our alumni consequently have been
appointed to prominent positions at prestigious universities and institutes, the governments of home countries,
and renowned companies around the world. This program provides the opportunities to work in global and
diverse academic contexts, access our network with more than 680 global alumni, and be involved in
international collaboration.

The Department of Civil Engineering has been offering the International Graduate Program since 1982 and
more than 680 international students completed the graduate degree program. 80 percent of our alumni were
from Asian countries, and others were from
other continents. In average, 20 percent
students are from countries, where the
Chinese characters are generally used for
communications.
In our department, 95 percent of lectures
and research supervisions are provided in
English, which creates global academic
environment to attract many international
students from all over the world to our
program.
Outstanding academic performances by
our international students and alumni are
also highly evaluated. Our alumni, who reached the age of mid-40s after 20 years of graduation, have been
appointed as global leaders to prominent positions at prestigious universities and institutes, the governments of
home countries, and renowned companies around the world. In the past 3 years, 309 research papers were
written by our alumni and 25 awards were received among them. Among 108 alumni, 78 are employed in home
and other countries, 30 are in J apan. As of J anuary 2010, eleven alumni are now working as lecturers and
research associates in our department.

Our society and life greatly depend on the urban space. Under the recent growing urbanization on a global
scale, many cities have various problems and are exposed to the danger of disappearance. Three departments at
School of Engineering, Civil Engineering, Urban Engineering, and Architecture, launched Global Center of
Excellence for Sustainable Urban Regeneration in 2008 in order to play a main role in the field of urban space
by integrating and systemizing academic structures for sustainable urban development across academic borders.
Our social capital is constituted by
the natural environment, the built
environment, and the social
environment. GCOE is composed of
four groups, three of which
correspond to these aspects of social
capital: Environmental Management,
Urban Stock Management and Social
Information. The fourth group is an
implementation group, Integrated
Planning and Design, which organizes
and integrates the knowledge
developed by the three research-based
groups. In addition, new cross-cutting
research teams, identified during the
21COE, are formed, such as
Vulnerable Urban Space, Eco-Urban
Space, Urban Space Cultural Strategy

GCOE plans to extend the international research network from the existing Asia-centered network to one
which is fully global, involving the appointment of overseas research fellows, the creation of the International
Association of Sustainable Urban Development, and the expansion of the graduate course program in
Sustainable Urban Development to the doctoral level.

Global COE (Centers of Excellence) Program


Japanese language is not required!
Lectures and research supervision are given in English. You do not need to learn J apanese language for
your academic life. Of course, if you are interested in learning it, J apanese Language classes are provided
for international students.
Enroll the degree program immediately!
You will be enrolled as a full-time graduate student immediately after arrival in J apan and thus can earn a
degree within two years for Masters and three years for Doctoral degree.
Huge numbers of international students!
Currently over 90 international students from more than 20 countries are studying at the department,
which is almost comparable to the number of J apanese graduate students of Civil Engineering. Entering
this program will give you a special opportunity to study with not only J apanese students but also students
from all over the world.
Full scholarship support!
Scholarships for 26 students are provided every year on average.

Unique Characteristics of the Program


The Department of Civil Engineering has established a screening committee to ensure all the
applicants fair treatment for evaluations and decisions concerning all admission matters. Selection is
made according to qualification based on submitted document at the screening committee. The
applicant may specify the preferred professor(s), however, the named individual will not make the
decision of admission.
The Foreign Student Office (FSO) administrates application procedures on behalf of each faculty
member for the Department of Civil Engineering.
The Department expects students to concentrate on their research/study, and therefore the Department
will prefer qualified students with sufficient financial source, i.e. the scholarship.

















(1) Scholarship with the Department Recommendation
The Department of Civil Engineering will nominate qualified candidates and recommend them to partner
scholarship organizations as listed below. Approximately 26 seats in total will be allocated every year.
Application due: November 30th for following October intake
1. The Japanese Government - MEXT-University
2. Asian Development Bank - ADB-JSP

(2) Scholarship with an Embassy Recommendation (MEXT-Embassy)
The Department of Civil Engineering will accept the MEXT scholarship recipient(s). This application
details should be inquired at the Embassy of J apan in your home country. The internal procedure for this
scholarship is mentioned on the School of Engineering website at

(3) Scholarship other than MEXT/ADB
The Department of Civil Engineering will also accept recipients of scholarships other than
MEXT/ADB-J SP.

How do I obtain an application for admission or program information?
The Department of Civil Engineering has not produced a printed prospectus since J anuary 2004. You
will find admission information on our website at http://www-e.civil.t.u-tokyo.ac.jp/ or you may
contact the Foreign Student Office (FSO) at fso@civil.t.u-tokyo.ac.jp.

What are the application documents for Civil Scholarship Program?

Can I apply on-line?
No. Hard papers of complete applications and relevant documents should be sent to FSO only via
postal mail. Applications sent via fax or e-mail will not be accepted.

What will happen if I submit my application past due date?
No application will be considered if it reaches FSO office after the due date (November 30 for the
following October intake).

How do I find out the result of my application?
Admission decision will be announced on the website, and the address will be informed on the
acknowledgement e-mail for the receipt of your application.


Do you have distance learning for your doctoral and masters programs?
No. The Department of Civil Engineering does not offer distant learning program.
