A Nazi Proposition

Introduction:
Note to the reader: The proposition has been written keeping in mind a developing country, facing problems like
over-population and others that follow it, though most of it can still be generalized by tweaking a few clauses.
In todays society where most of the educated upper class prefers to have 1-3 children, whereas the
uneducated lower strata, unaware of the problems that lay ahead is almost producing kids on an
assembly line, at some level, the under-privileged human is selected. When I say selected, I mean it in
a Darwinian sense. Even though it fits quite right into the capitalist society triangle, which demands the
lower strata to be the largest, at some level it pains me to see that for just a few people in the upper
class, such a large number of people have to live a life of a bad quality. And even though there are those
one or two cases of people from a shady background making it big in the world, the number of people
who simply vanish into nothingness is so huge that probability always rules that a child born in such an
environment is NOT going to live a life of fulfillment.
The proposition that I have put forward is one of selection. No, I am not putting poor people into
concentration camps, but my proposition is one where I dont allow them to have a child if they are not
financially ready for it. More formally put, my proposition follows:

The Proposition:
Setup: Non-democratic State, best suited to an ideal corruption-free dictatorship. (Unfortunately the
proposition can never be implemented even in an ideal democracy.)
The Law:
1. The people having an economic status* lower than a certain threshold**, would not be allowed
to have children.
2. Even for people who have money greater than the "threshold**", the number of wards they can
have would be proportional to the strength* of their economic status.
3. The state would take care of all the legitimate*** wards in ALL financial aspects, being
education, healthcare, basic cost of living, etc.
*Economic status/Strength: The parameter would be decided using the all or some of the following factors:
All the legitimately disclosed assets and total income of the family.
A government regulated fund, where before the conception of every child a family has to put in a certain
amount of money (The amount being a function the total estimated cost of raising of the child.)
**Threshold: Something I haven't given full thought to, but is again based on the above mentioned factors.
***Legitimate: A kid whose conception was approved by the state. Note: I am not specifying the penalties for
breach, and they may vary as far as a jail term to simply not getting any monetary support from the state.

The basic PREMISE/principle on which the proposition is based:
Any and every child has a right to a certain standard of living, wherein the child is ensured
quality food, shelter, education, healthcare and other basic amenities. In the status quo in
countries like ours, the poor slum dwellers who have no proper facilities or amenities available
to them, still have loads of children, some of them die, others like their parents are doomed to
live the same way.
The standard of living of a person is in direct relationship with the economic status of the person,
which is a fair assumption considering that most of the above mentioned amenities are bought
through money only, and the efforts by the states to provide their underprivileged citizens with
these basic facilities have been far from satisfactory.
The childs right to a healthy standard of living supersedes an adults right to have an offspring.
Due to innate parental instincts in humans, despite any family planning awareness campaigns
an adult couple is prone to take emotional illogical decisions and try parenting despite not being
in a good financially stable and safe state. Thus the decision to have a kid is best not left to the
couple alone, and the state must intervene.

The Benefits:
Every child would be ensured a quality life by the state.
The future generation would be one of privileged individuals.

The Problems & the Resolution:
The lower strata would start to dilute, which is never a good sign for the modern capitalist social
construct.
Resolution: With time the demand of the people in the lower class who were initially employed
for the small chores either at the domestic level or at the industrial/commercial level would
result in the following:
Self-work: People would start respecting the value of all sorts of chores and would do most
of them as convenient themselves (As due to demand prices would be high).
Mechanization: This would ease most of the tasks, and unlike earlier when the workers were
unemployed because of these gadgets, now there wont be a worker class which will get
unemployed.
People would revolt as the law means a direct conflict with an adults innate paternal instinct.
Resolution: None (Except use all the military power a dictator has and then wait and hope for
the people to realize how the law actually benefits them)
