1. SCOPE

The purpose of this specification together with the data sheets and other documents
included in the Material Requisition is to define the minimum requirements for design,
manufacture, supply inspection, test & delivery of pressure safety relief valves
according to related standards, codes & the best engineering practices.



2. CONFLICTING REQUIREMENTS

In the event of any conflict between this specification, related standards, codes, purchase
requisition, etc. The order of precedence shall be as follows:

4. DEFINITIONS AND TERMINOLOGIES

Owner: Shall mean National Iranian Gas Company.

Purchaser / contractor : Shall mean the parties which have contractual
responsibility for the design, engineering, procurement and
construction of the plant.

Manufacturer: Shall mean the party who manufacturers the item of work

Vendor/Supplier: Shall mean company mentioned in the contract as
supplying any equipment in the project

Shall: Refer to a requirement

Should: Refer to a recommendation

Will: Refer to an action by the purchaser other than by the
Vendor / Supplier

May: Refers to one acceptable course at action

Must: Refers to a statutory requirement


5. GENERAL

The supplier shall be responsible for the design, sizing, selection, manufacture, testing and
documentation of pressure safety relief valves.

Vendor shall offer valves of proven manufacture conforming to best manufacturing and
industrial standards and shall guarantee his supply to perform satisfactorily and reliably
under the environmental and process application condition as specified in relevant data
sheet.

Pressure safety relief valves shall be designed and manufactured in accordance with API-RP-

520 part 1 and the applicable requirements of section VIII of ASME boiler and pressure
vessel code, for pressure relief devices. Vendor shall supply calculation for each safety

relief valve. Pressure and vacuum relief valves for storage tanks shall be sized in
accordance with the API-

PR2000 tank venting code.

Valve body wall section shall be at least equal to valves prescribed for flanged fittings in

ANSI B16.5 and sufficient corrosion allowance should be added to meet the specified

conditions subject to a minimum of 0.125.

All safety relief valves shall be fitted with an adjustable and lockable blow down ring. It shall
be possible to unscrew totally this blow down ring for liquid service. The screw used to
lock the blow down ring shall be wire sealed with lead.

The standard effective orifice areas and the corresponding letter designations shall be in

accordance with API standard 526, unless otherwise is specified.

Pressure safety relief valves shall be clearly and permanently identified by nameplate. The
nameplate shall be made of stainless steel and fixed to the valve body. Wire- on labels
are not acceptable. The following information shall be shown on the nameplate as a
minimum:
- Valve type and serial number
- Valve tag number
- Valve model number or catalogue number
- Set pressure- back pressure-cold set pressure
- Purchase order number and item number
- Nominal inlet and outlet sizes
- Orifice designation and related net flow area
- Manufacturers name and / or trademark

Information shall be engraved or stamped sufficiently deeply to remain fully legible
following several years usage inclusive of maltreatment such as scraping to remove paint
or environmental accretions.

Vendors responsibilities in the supply of pressure safety relief valves shall be as outlined in
this specification but shall not be considered as being limited to meet only the
requirement as described herein.

Vendor shall provided data sheets and other information as necessary to enable him to
select and guarantee valves to meet owner/purchaser requirements. Data sheets shall be
complete with selected manufacturer of valve size and type.
Vendor shall independently calculate required valve orifice/nozzle and shall select
appropriate model in accordance with the standard, code and with information provided
on specific data sheet.
Where vendors calculations indicate that a valve of a different size or rating should be
used, then he shall submit alternative offers for valves and shall provide sufficient

information relevant to his calculations to enable owner/purchaser to make an effective
technical comparison.

All material supplied under this specification shall be adequate for the proposed service.
Prefer consideration shall be given to their function with regard to the environmental
condition, corrosion, chemical attack and process hazard.


All valve bodies shall be painted red (BS code 04 E 53 as per BS 381C or RAL
equivalent).

Safety relief valve shall be furnished with code stamps.


6. DESIGN AND CONSTRUCTION

Safety and relief valves shall generally be full nozzle, high lift, spring loaded type with
integral flanges and shall be of the enclosed spring type except for steam and air services.

Balanced bellows type shall be considered for relief into closed flare and blowdown systems

where the variable back pressure is more than 10% of set pressure and where the process fluid
contains lethal or toxic substances.

Pilot operated valves shall be considered where low set pressure is required and/or where

operating pressure is greater than 95% of set pressure.

Flanged connections shall be used except for thermal relief valves, which will be threaded.

Unless otherwise specified or higher rating is imposed by the construction requirements, the
outlet connection rating shall be 150# ANSI, as minimum.



The finish for flange facing of raised face flanges shall be 125 to 250 AARH as per ANSI

B46.1.
All calibration screws shall be protected by a cap and sealing to pr event tampering.



Thermal relief valves shall normally be x brass for water and x1 carbon steel or
better for all other liquids, in accordance with piping specification.Connections shall be NPT,

female, as per ANSI B1.20.1.

Plain lifting lever shall be provided whenever the fluid to be relieved, is steam, air or hot

water (60
o
C and above).

Bonnet shall be of the closed type in general. Open type of bonnet may be used for nontoxic
fluids and for safety valves designed as per ASME code.

g design shall permit an adjustment of 10% above or 10% below the set pressure

for pressure up to and including 17 (kg/cm
2
)g; for pressure above this, it shall permit an

adjustment of 5% above or 5% below the set pressure.

Safety relief valves shall be set no higher than the design pressures except as permitted by the
vessel codes.

Unless otherwise specified, the maximum overpressure in percentage of the set pressure shall
be as follows:
-

3% for steam services where ASME power boiler code applies ,
-

10% for gas and vapor services and liquids except as noted below,
-

20% for fire exposure on unfired pressure vessels ,
-

25% for liquid on thermal relief of pipelines and pump discharges .

The allowable tolerances in set pressures are as below:
-

0.10 kg/cm2 for set pr

essures up to and including 5 (kg/cm2)g,
-

0.3 % for set pressures above 5 (kg/cm2)g.

Pilot operated relief valves shall be furnished with a field test connection complete with a
check valve and a block valve in the pilot supply line.

Testing for tightnes

s shall be in accordance with API 527.

Test gags shall be provided only if required by applicable code.

7. MATERIAL

Body material shall normally be carbon steel and generally adhered to and consistent with
project piping specification. Higher grades shall be used if dictated by the process requirements.
For most applications, stainless steel nozzle, disc, ring, guide, stem and spindle with carbon steel
sprig will be appropriate, but alternative materials shall be provided by specific process
conditions.

Trim material shall be AISI 316SS as a minimum. Higher grades shall be used if dictated by
the process requirements.

Nozzles of the forged type are preferable. Wherever modified nozzle design is unavoidable,
the body material shall be at least same as nozzle material.

Valve bonnet or spring housing material shall be the same as the valve body material.

For applications in sour gas services, material of body and all other wetted parts shall meet
the requirements of NACE MR-01-

75.

Carbon steel bodies with stainless steel trim shall be used for all pressure relieving devices
unless piping and/or equipment specifications required other materials. Spring shall be carbon steel
for normal process operating temperature of -

C and tungsten alloy steel above

230

C.

Disc shall be manufactured from the same material as the nozzle, as minimum requirement,
disc shall be easily replaceable.

As usual the cap shall be screwed, when necessary, for pressure tightness it is bolted if
specified. The cap material shall be the same as for the body. The cap shall be wire sealed to the
bonnet.
