1) The Declaration of Alma-Ata begins by stating that health, " is a state of complete physical, mental and social wellbeing, and not merely the absence of disease or infirmity, is a fndamental hman right and that the attainment of the highest possible level of health is a most important world-wide social goal ! ! ! " "t goes on to call for all governments, regardless of politics and conflicts, to work together toward global health! " agree with these principles, albeit " was not aware of this docment, ntil now, that called for an international effort to promote global health care for all! 2) Those who signed the Declaration of Alma-Ata hoped that it wold be the first step toward achieving health for all by the year #$$$! Althogh that goal was not achieved by the year #$$$, nevertheless, the Declaration of Alma-Ata helped to entrench the idea of health care as a hman right and still stands as an otline for the ftre of global healthcare! 3) The right to health is a fndamental part of or hman rights and of or nderstanding of a life in dignity! The Declaration of Alma-Ata states that %the en&oyment of the highest attainable standard of health is one of the fndamental rights of every hman being withot distinction of race, religion, political belief, economic or social condition!' "n other words( everyone shold have access to healthcare as it is a hman right and the right thing to do! 4) )hile " strongly believe that the right to healthcare is a basic hman right, " do believe that there shold be limits placed on healthcare services so as not to overwhelm the system! The details as to how e*actly healthcare services shold be managed is a comple* isse, and in my opinion, shold vary based on the health needs of a particlar patient! 5) The Declaration of Alma-Ata states the following( All governments should formulate national policies, strategies and plans of action to launch and sustain primary health care as part of a comprehensive national health system and in coordination with other sectors. To this end, it will e necessary to e!ercise political will, to moili"e the country#s resources and to use availale e!ternal resources rationally. According to the above statement, it is the responsibility of the government to formlate policies and tili+e its resorces ,money- toward healthcare services! " believe that the government shold pay for all healthcare related resorces ntil the predetermined limit is reached. after that, the patient or ne*t of kin shold pay the remaining e*penses!
