Dear Mayor Dugatto,

The Derby Municipal Parking Garage is a City owned building managed by appointed members of the Derby
parking
Authority. Since 2007, the Authority has spent a considerable amount of monies on safe$, security,
maintenance and repair of the garage. The Authority's only income comes from parking revenue, including leased
spaces in the garage, metered parking, ticketed violations and interest on our banked accounts. No money is
received by the Authority from Derby tax revenue. Each month, along with ib meeting minutes, the Authority prcvides
to City Hall an accounting of its financials by reconciliation detail, vendor balance detail, profit & loss detail and
profit
& loss budget vs. actual. In addition, the Authority's financials are annually audited by the same firm that conducts
the City's audit.
Per a Freedom of lnformation Request, dated April 23,2014,fr0m Corpor:ation Counsel, additional
information was made available to the Mayor and Counsel for viewing and scanning. A copy of this FOI request is
attached.
As proof that the Authority has long standing concerns regarding the safety of the garage and its needed
repairs, attachments are provided from the following minutes, all of which are on file at City Hall.

ln 2013, knowing that a large WCPA project would likely be on a public referendum in 2014, we hired
Richard J. Mamicki, P.E. to
prepare
a cost estimate/ schematic design for proposed parking garage structure
improvements. This report was to be the basis for moving to a referendum vote in2014. The 3 page transmittal
sheets with Mr. Mamicki's comments describing the renovation are attached. A copy of the entire report was given
to
Corp. Counsel Joseph Coppola.
Having serious concems for safety, the Aldermen closed the garage for emergency repairs on February 27,
2014.They autrorized Kiran Patel, Senior Structural Designer for Prime AE, to conduct a site visit report on existing
conditions and recommendations. The Authority, based on Mr. Patel's specifications, bought and installed debris
nefting in areas he designated were dangerous to people and vehicles from falling concrete. His inspection analyses
after reviewing the completed repairs are on e-mails attached. Note his comment, "these measures should only be
considered temporary and should not be relied to perform for more than 1 year from the time of installation." That
takes us to March, 2015.
ln August of this year, we contacted Mr. Mamicki to conduct chloride ion test samplings from the elevated
levels of the parking decks. The results, dated8l19l14 are attached. Note especially his conclusions on page
2.
Members of the Parking Authority were, at the very least, extremely surprised to find that specialjoint
meetings between the Board of Aldermen & the Board of Apportionment and Taxation were scheduled August 18
and August 25,2014. The agenda included discussion of referendum process, project funding and questions
regarding WPCA infnastructure and road bond projects. Absent fom either agenda was the referendum process
for
the Municipal Garage's needed repairs. The Authority was never told about these meetings, ever invited to attend,
put on the agenda, orgiven a chance to participate. Those agendas are aftached.
Again, the Municipal Parking Garage is owned by Crty of Derby and its citizens. A referendum vote is the
democratic way forward. Votens can keep it open or close it. That's their right as taxpayers.
But, we the undersigned members of the Authority feel our effectiveness is undermined by distrust and non-
communication from this adminiskation, and, therefore, we regretfully resign from the Derby Parking Authority
effective Wednesday, August 27, 201 4.
