15000 Employees were exercised the undertaking to render their service in Prasar Bharati.
The courtesy was extended by the then NDA Government I & B Minist$r Hon'ble Late Shri.

3. Similarly, We had faith and belief for getting the upgraded
pay-scales, which were
awarded to Programme & Engineering staff, way back since ONE AND HALF DECADE. But
subsequent UPA Governments turned down our legitimate demand by refqrring it to GOM.

4. Moreover, we were continuously assured by none other than the Hon'ble Minister of MIB for
settlement of the issue through the mechanism of GOM. It was also raised in the Lok Sabha
(Unstarred
Question
4333) and assurance was given in the floor of Parliament on 22nd
December 2005, as "that the proposal received from Prasar Bharati to remove the pay-
anomalies in the pay scales of different cadres arising out of the Ministry of Information &
Broadcasting's order dated February 25, t999 is already under consideration of the Govt."
4. But the GOM meeting held on 5th October 2007 decided to grant'lDeemed Deputation"
status to employees of Prasar Bharati on the demand of the Engineering and Programme
Employees who have all along been enjoying the upgraded
pay scales granted for
joining
Prasar Bharati and have also given an undeftaking to this effect. At the $ame time it failed to
take up the issue of upgraded pay scales to Administrative employees contrary to the MIB'S
assurance. This led to an explosive situation whereby this Association was forced to observe
agitation from 26th October 2007 to 22nd November 2007. Consequent to this, talks were held
at the level of CEO, Prasar Bharati and Secretary, MIB. During the meeting held with
Secretary, I & B it was assured that since the status of the employees had been decided by
GOM on 5th October2007, and the upgraded
payscale issue of Administrative employees can
be taken up with the GOM as a specific agenda.
Finally the Hon'ble Minster of MIB called the representatives for talks on 2L.11.2007
and after extensive deliberations the Hon'ble Minster assured to place the issue as 1st agenda
in the next GOM meeting. We were also given to understand that the whole process would be
completed by 31st December 2007. Subsequently when there was inordinate delay in holding
the GOM meeting and the settled issued was dragging on without issue of orders, the
Association was forced to observe Relay Hunger Strike from 11.03.2008 to 14.03,2008 to
attract and to consolidate the attention of Hon'ble MIB and the I & B Ministn/ over the delay in
implementing
promises given to us. In the meeting held with the MIB on 13ith March 2008, he
once again reiterated his earlier assurances and specifically assured to settle the issue before
31st March 2008.

representative of the Association that the demand of Pay Parity would be
placed before the
63'd Meeting of Prasar Bharati Board to be held on t5.t2.2004. Prasar llharati Board also
recommended the extension of upgraded Pay Scales at
par of the Ministry order dated

Prasar Bharati Board & the
proposal with the recommendations of the Board were fonryarded
to the Ministry alongwith the financial implications for consideration.
Again in the meeting held on 27.4.08, the MIB gave specific written assurances to take
the case in GOM and later in the cabinet, vide the minutes issued on 27.04.2008 as follows:

L Hon'ble Minister intimated the ADASA representatives that he would be taking up their
issues with all seriousness in the GOM Meeting, but the final decision would depend not
on him alone but on the GOM members as a whole. The GOM failed to settle the issue
during last 10 years.
II. Than Honble Minister assured the ADASA representatives that since GOM
recommendations require the approval of the Union Cabinet, he would be taking up
their case even before the Cabinet as and when the GOM recommendations are
discussed in the cabinet.
Accordingly the issue of upgraded
pay scales to administrative employees was included
as a specific agenda in the GOM and same was discussed in the meeting held on
17.06.2010. However the GOM decided that in view of common cadre and so called
wide ranging implications etc., the issue was again refereed to the Commiffee of loint
Secretaries formed to look into upgraded
pay scales demands'
The upgrading of
pay scales to certain categories in PB did not raise any issue since PB
is a autonomous body. While
processing their case for granting upgraded
pay scales in
the
year 1999, the DOPT and the Ministry of Finance raised the same objection and in
spite of that they have been
granted the benefit, since their demand had been
accepted by the Ministry of Information & Broadcasting.
COJS once again came with same apprehensions that
grating pay scale to
administrative cadre and other teft out cadre may bring some resentment among other
Govt. employees which is totally incorrect since.

The recruitment rules and seryice conditions of L.D.C. & U.D.C. (earlier Clerk
Grade-II & Clerk Grade-I) working in the subordinate offices in the AIR and DDn
(Prasar Bharati) are not comparable to LDCs/UDCs working in Ministry/different
depaftments and other attached offices, The LDCs & UDCs working in AIR
&Doordarshan were earlier knorvn as Clerk Grade-II and Clerk Grade-I and later re-
designated as LDC and UDC vide MIB notification No, L0(43)192-S,II/B(A) dated
14.11.1994.
The nature of duties of LDC and UDCs in the subordinate offices of AIR &Doordarshan
are quite different from the duties of LDCs and UDCs working in various Ministries
/
attached offices of Govt. of India. With the conversion of AIR &DDn into Prasar Bharati,
the accounting system has been changed from Civil Accounting System (Central Govt.
setup) into Commercial Accounting System (Prasar Bharati Setup) & thus volume of
work and nature of duties have been changed drastically in respect of subordinate
Administrative Staff of AIR &DDn and no such increasing of volume of work and
changes in duties can be noticec! in respect of any Government Departments or within
any staff working in AIR &DDn other than Administrative Staff. It was also clarified by
the Ministry of I & B that the upgraded scales are granted for working in Prasar Bharati
and an undertaking was being taken from the employees as a safeguard against
counter claims. It was also pointed out by the Ministry that after issuance of order
dated 05.L2.L997, where the Engineering employees were granted 90o/o of the
upgraded scale, no other similar Association had in other Govt Departments come up
with any similar demand.
The status of the employees has also been decided that they will be on deemed
deputation till retirement and legislative action has been set in motion to implement the
same. This is nothing but transfer seruice by other meanq thereby inter departmental
implications will cease to exist. This is the reason why the Secretary, Ministry of I & B in
the talks held with ADASA on 06,,11.2007, stated that since the status of the employees
has been determined, the issue of the upgraded pay scales to Administrative employees
will be taken up implying that thTre will be no implications.

WI. Further as far as Prasar Bharati is concerned, inter depart It would not be out of
place
to mention here that ADASA was called upon to present
our views
/
suggestions
before the Parliamenhry Standing Committee on Information Technology in connection
with the amendment bill as stated above. On that occasion we had to bring to the
attention of the Standing Committee the issues regarding the upgraded pay scales to
Administrative Employees. After hearing our submission and also that of the Ministry
the Parliamentary Standing Commiffee has recommended vide Para
-
12, dated
08.12.2010, (Page 1B) that the claim of large number of employees could not be
ignored and hence recommended to the Ministry to devise a mechanism to resolve the
issue. MIB also replied that the matter is under consideration of GOM and the Ministry
is in the process of convening the next meeting of GOM.
The total Sanctioned strength of the posts
of AO, Asstt, UDC and LDC were
only 6150 in the categories under Administrative Cadre in the year 1996
for whom the upgraded Pay Scales have been demanded by ADASA, out of
which most of the employees had been retired/taken VRS or promoted and
at
present
only absut 4182 Administrative Employees will be benefitted if
the upgraded Prasar Bharati Pay Scales are extended to the Administrative
Cadre . There will be hardly a Rs. 2.00-3.00 Crore financial implication yearly.

This discrimination of wages has been nagging the minds of the employees
for a long time of Tsyears and has dampened their morale. The removal of the
disparities will go
a long way in improving the working atmosphere in the
organization.
Therefore, we once again appeal
you sir, to kindly do the needful in this
regard and with the request to consider the genuine legitimate
justified
demand
for extension of the upgraded Prasar Bharati Pay scales to ADMINISTRATIVE
CADRE also at
par with Ministry's order dated 25.02.1999.
