Energetic reform: Petroleum and gas

RESUMEN
La iniciativa de ley de Petrleos Mexicanos presentada a principios del ao por el
Presidente de la Republica, nos muestra un contenido de propuestas novedosa y
controversiales en el mbito constitucional, es por eso que en el siguiente ensayo
hacemos un breve resumen en la estructura de dicha iniciativa que ha demostrado ser un
tema de inters social y nos arroja un panorama de la creacin un nuevo PEMEX, abierto a
la inversin extranjera.

ABSTRACT
The legislative initiative of Mexican petroleum filed earlier this year by Republics
President, shows new containing and controversial proposals in the constitutional field,
this is the reason why in the next test we do a brief summary in the structure of this
initiative which has proven to be an issue of social concern and casts us an overview of
creating a new Pemex, open to foreign investment.

INTRODUCCION
En el siguiente ensayo se abordara el tema de la reforma energtica en materia de
petrleo y gas, el tema a desarrollar ha causado gran impacto en toda la sociedad
mexicana, ya que la reforma energtica es fundamental para el desarrollo econmico y
social de un pas tan grande tanto en territorio como en cultura, Mxico. La iniciativa de la
reforma energtica de petrleos Mexicanos, nos ha dado la esperanza de darle una nueva
vida a una de las empresas ms importantes de Latinoamrica como lo es Petrleos
Mexicanos (PEMEX).
PEMEX es la empresa ms importante para la vida poltico-econmica de los Estados
unidos mexicanos, debido a que desde el momento de su creacin se convirti en la
dependencia petrolera nacional. En la actualidad la privatizacin de PEMEX se ha
convertido en un tema muy importante, ya que tomar tal decisin causara muchos
problemas en la vida nacional, considerando que una dependencia de esta clase tiene
peso no nicamente en la industria petrolera, si no que se involucra en las decisiones
polticas ms importantes del pas, porque el petrleo es el recurso energtico mas
importante en el mundo entero, y por supuesto, Mxico es un pas que posee este recurso
en grandes cantidades.
Por tal motivo, en este trabajo se analizaran tanto los factores positivos como negativos
que implicaran tal decisin, considerando determinadas acciones que se deberan
emprender para fortalecer el funcionamiento del pas como competidor internacional y
as, tener los argumentos necesarios para poder privatizar la empresa que en mayor
medida sostiene la economa nacional, por tales motivos, la eleccin de este tema de
investigacin surgi de la inquietud que nos generan las consecuencias que tendra la
privatizacin de PEMEX, debido a que estamos consientes que esta determinacin
afectara la vida de todos los mexicanos.


Pemex es una empresa experta en extraer el petrleo que se encuentra en el mar a poca
profundidad, pero hay mucho petrleo que se encuentra en lugares ms difciles de
alcanzar que necesitan de tecnologas, experiencia y ms inversin para poderse extraer,
por ejemplo los proyectos implementados en estados unidos para extraer el petrleo en
aguas profundas, que producen un milln de barriles diarios, mientras que en Mxico an
no se ha producido un solo barril de petrleo proveniente de este tipo de yacimientos.
Tampoco estamos explotando adecuadamente el petrleo y gas que tenemos en las rocas
de lutitas (rocas que contienen gas y petrleo que requieren fracturarse para obtenerlos).
Lo mismo sucede con el petrleo que est en campos maduros; si se aplicara la tecnologa
adecuada podramos extraer ms petrleo y gas en esos campos.

Desafortunadamente hoy en da, segn la Constitucin, nada ms Pemex puede buscarlo y
extraerlo. Necesitamos ms empresas, tecnologa e inversin para desarrollar mejor la
industria petrolera nacional. El petrleo fcil se est acabando en Mxico y en todo el
mundo. Ninguna empresa en el mundo extrae sola todo tipo de petrleo ni es experta en
todo, por lo que debemos permitir, como Brasil, Colombia y muchos pases ms, que otras
empresas, que tienen la experiencia para extraer el petrleo de aguas profundas y de
rocas de lutitas, complementen a la empresa de todos los mexicanos. En pocas palabras se
necesita que Pemex se acompae de empresas particulares.

Respecto de la gasolina y el disel, la Constitucin establece que slo Pemex los puede
producir, por lo que si Pemex no produce lo suficiente, nadie ms lo puede hacer.
De ah que tengamos que importar 49% de la gasolina que usamos. A pesar de que
exportamos gran parte de nuestro petrleo crudo, tenemos que importarlo ya procesado
como combustibles. Lo mismo ocurre con el gas. La produccin de Pemex es insuficiente,
por lo que se importa 33% del gas que consumimos. Adems de esto, 65% de los
petroqumicos que se consumen a nivel nacional provienen del extranjero. Por esta razn
y muchas otras debemos fortalecer la exploracin y extraccin de petrleo y gas, as como
la refinacin y la petroqumica nacional, con la participacin de empresas particulares,
para asegurar que tendremos combustibles suficientes y a precios justos

La reforma energtica en materia de petrleo y gas propone que el Gobierno de la
Repblica otorgue contratos de utilidad compartida a Pemex y empresas privadas para
extraer petrleo y gas. En segundo lugar, la reforma plantea la participacin de empresas
particulares en las reas de refinacin, petroqumica, almacenamiento y transporte de
petrleo y gas, as como de sus derivados. El recurso extrado y la refinacin seguirn a
cargo del Estado, y a la empresa privada se le podr pagar con dinero, o con un porcentaje
de la extraccin. La distribucin seguir siendo regulada por el Estado, utilizando la
infraestructura actual (oleoductos, gasoductos, carros tanque y vagones tanque), y la
expansin de esta red ser bajo la autoridad de Pemex.

Los beneficios que se pretenden obtener al implementar la reforma energtica son el de
mejorar la economa de las familias, ya que se bajaran los costos del gas, al tener gas ms
barato se podrn producir fertilizantes de mejor precio, lo que resultar en alimentos ms
baratos. As tambin, se procura la creacin de nuevos empleos en los prximos aos.
Pemex volver a ser una de las primeras empresas petroleras del mundo. La mayor
produccin de petrleo y gas incrementar el presupuesto del pas, el ingreso adicional se
destinar a la educacin, a abatir a la pobreza, a mejorar la salud pblica, a construir ms
carreteras y caminos y ms servicios de agua.


Pemex ni se vende ni se privatiza pero s se fortalece. Pemex seguir siendo una empresa
100% mexicana. Es momento de permitirle acompaarse de socios nacionales e
internacionales para realizar nuevos proyectos, sin poner en riesgo nuestro patrimonio. Es
claro que si no hacemos nada con relacin a la energa en Mxico, corremos el riesgo de
estancarnos y no crecer. Somos un pas afortunado por contar con recursos naturales que
pueden ser aprovechados para beneficio de los mexicanos.

Estamos listos para competir y colaborar. Es el momento de modernizarnos y retomar los
fundamentos del Presidente Lzaro Crdenas y llevarlos al siglo XXI para reforzar nuestra
identidad nacional como potencia y generar mejores condiciones de vida para los
mexicanos de ahora y de maana.












In the next essay will be studied the topic of the energetic reform in relation to the
petroleum and gas. This topic has caused a great impact in all the Mexican society, already
that the energetic reform is essential for the economic and social development of a
country big in territory like in culture, Mxico. The initiative of energetic reform has given
us the hope of give a new life to one of the most important companies in Latin America as
is Mexican petroleums (PEMEX).

At present the privatization of PEMEX has become in a very important topic, already that
since his creation, PEMEX became in the national dependency and nowadays is the
company most important to the life political and economic of the Mexicans and take such
decision can cause many problems in the national life, considering that a dependence of
this class has a weight not only in the petroleum industry, because the petroleum is the
energy resource most important in the world, and of course, Mexico is a country that has
this resource in large quantities.

For this reason, in this essay will be analyzed the positive and negative factors that can
imply the take such decision, considering specific actions that could undertake to
strengthen the functioning of the country like a international competitor, and so have the
arguments needed to privatize the company maintains the national economy

Pemex is an expert in the extracting the petroleum found in the sea at shallow depths, but
there is much petroleum that found in difficult places to reach that need of technology,
expertise and more investment to be able to extract; for example the projects
implemented in united states to extract petroleum in deep water where they can
producing one million of barrels for day, while Mexico has not produced a single barrel of
petroleum of this type of deposits. Nor are we exploiting appropriately the petroleum and
the gas that there in rocks of lutite (rocks containing petroleum and gas that require
fracturing to obtain them). The same happens with the petroleum that is in mature fields,
if applied the appropriate technology we could we could extract more oil and gas in these
fields. Unfortunately today, according to the Constitution, only PEMEX can search and
extract the petroleum.
We need more companies, technology and investment to develop better the national
petroleum industry. The easy petroleum is running out in Mxico and the entire world.
None company in the world extracted single and are not expert in all, for this and other
reasons we must allow like Brazil, Colombia and many other countries that other
companies that have the experience to extract the petroleum of deep water and of rocks
of lutites. In few words, PEMEX need be strengthened by private companies.
Respect to gasoline and diesel, the Constitution establishes that only Pemex can produce,
so if PEMEX does not produce enough, no one else can do. Hence we have to import 49%
of the gasoline that we use. Although we export a large part of our crude petroleum, we
have to import already processed as fuel. The same happens with the gas. The production
of PEMEX is insufficient, and so the 33% of gas that we consume is imported, by adding
that the 65% of petrochemical consumed at national level come from abroad. For this
reason and many others we must strengthen the exploration, extraction, the refining and
national petrochemical, with the participation of private companies, to ensure that we will
have enough fuel in a future at fair prices.
The energy reform in petroleum and gas suggests that the Government of the Republic
provide contracts shared to Pemex and private companies to extract petroleum and gas.
Secondly, the energetic reform suggests the participation of private companies in the
areas of refining, petrochemical, storage and transportation of the petroleum, gas and
their derivatives. The extracted resource and the refining will continue to charge of the
State and the private companies will pay with money, or with a percentage of the
extraction. The distribution will be made by the state, using the existing infrastructure
(pipelines, gas pipelines and tank cars), and the expansion of this network will be under
the authority of Pemex.
The benefits that can be obtained by implementing energy reform are to improve the
economy of Mexican families, as they the cost of gas will decrease; to have cheaper gas
will result in fertilizer to best price and in a cheaper food. Also, will be sought the creating
of new jobs in coming years. PEMEX will return to be one of the first petroleum companies
in the world. The increased production of petroleum and gas will increase budget of the
country, the additional income will be destined to education, to bring down poverty,
improving public health, to build more roads and water services.
Pemex is not sold or privatizes but yes is strengthens. Pemex continue to be a 100%
Mexican company. It is time to enable to PEMEX join to national and international
companies for new projects, without compromising our patrimony. It is clear that if we do
nothing with respect to energy in Mexico, we risk stagnate and not grow. We are a lucky
country because it has natural resources that can be exploited for the benefit of Mexicans.
We are ready to compete and collaborate. It is time to modernize and resume the
fundamentals of President Lazaro Cardenas and take them to the century XXI to
strengthen our national identity as power and create better living conditions for Mexicans
now and tomorrow.
