Cover letter to Complaint filed against Councillor Joe Swan

We can get it for less Its too expensive Respect for the tax payer are the comments Joe Swan, Stephen Orser, and
some members of council strew like confetti in the wind. What happened to We can do this You get what you pay
for Respecting the professionals at city hall, Fanshawe and the supporters of Fanshawe? All of them are taxpayers.
Joe Swan is running for mayor. His utter disregard for due process is disturbing on many levels. He didnt like a
democratic decision made by a committee he sat on. In retaliation he decided to take matters into his own hands and
call a press council where he said he was going to meet with Peter Devlin to ask him to withdraw his request. He said
He (Devlin) must see that this causing a rift in our community It is Swan who is causing a rift by disrespecting due
process.
The procedure that Fanshawe used to determine the suitability of Kingmills was a lengthy and no doubt costly one.
Twenty downtown properties were investigated. Think of the cost you would incur hiring a house inspector twenty
times. Fanshawe upon review decided, through information provided by professionals, that Kingsmills was perfect. Joe
Swan has decided based upon some personal logic without the professional knowledge to assess that everyone is wrong
except him.
Joe Swan has decided he is going to save us from ourselves. In real estate there is a mantra Location, Location,
Location. The obvious choice using that is across the street from the recently refurbished building housing Fanshawe.
Swan has on numerous occasions attempted to mislead the public regarding the costs of the re-purposing of Kingsmils
citing completed cost as construction cost. Respect for the taxpayer is also remembering that all the professionals
involved in the process of deciding upon Kingsmills as the perfect location are tax-payers, many of them are Londoners.
Joe Swan, along with Stephen Orser, has not only shown disrespect for these individuals as taxpayers he has impugned
their integrity as professionals. He does not have that right.
London City Council has a code of conduct. Joe Swans actions in attempting to exert influence on President Devlin to
withdraw his petition to council appear to run contrary to that conduct as specified under the subsection pertaining to
Specific Conduct.
It is for this reason that I have filed a complaint against Joe Swan with City Clerk Cathy Saunders.
