SCOPE: This specification covers the technical requirements of design, manufacture, test at manufacturer's works, packing & forwarding, supply & erection of material complete with all accessories for efficient and trouble free operation. The specific requirements are covered in the enclosed technical data sheet. Battery Rating Shall be rated as 150AH at 110 VDC. 2. The bidder shall provide all necessary requirements for Control & Monitoring of this equipment to ensure complete compatibility with SCADA & Substation Automation as asked for in this specification 3. APPLICABLE STANDARDS: The material covered by this specification shall unless otherwise stated be designed, constructed and tested in accordance with latest revisions of relevant Indian Standard and shall conform to the regulations of local statutory authorities. IS: 266 - Battery grade sulphuric acid. IS:1146 - Rubber and plastic container for lead acid storage batteries. IS:1069 - Water for storage batteries IS3694 - PVC insulated cables IS:1651-Stationary cells and batteries lead acid type (with tubular positive plates) IS:1652 - Stationary cells and batteries lead acid type (with plante positive plates) lS:9224 - Low voltage fuses IS:3116 - Sealing compound for lead acid batteries. lS:4540 - Semiconductor rectifier assemblies and equipment, mono-crystalline. IS33895 - Semiconductor rectifier cells and stacks mono-crystalline. IS:6071 - Synthetic separators for lead acid batteries lS:8320 - General requirements and methods of tests for lead acid storage batteries. In case of any conflict between the standards and this specification, this specification shall govern. 4. GENERAL TECHNICAL REQUIREMENTS: a. Each battery shall be of high rate performance lead acid type of capacity as specified in data sheet to provide normal and emergency DC loads. The battery shall consist of series connected cells for a nominal battery rating specified in data sheet. b. BATTERY LAYOUT Unless otherwise specified the battery shall be complete with battery racks and mounted in two row and single tier arrangement as specified. Bidder shall furnish dimensional drawings of the battery layout. c. ACCESSORIES The battery shall be complete with accessories and devices, including but not limited to the following: i) Battery racks ii) Porcelain insulators, rubber pads etc. iii) Set of intercell, inter-tier and inter-bank connectors as required for the complete installation. iv) Electrolyte for first filling with 10% extra quantity (non returnable container). v) Accessories for testing and maintenance. a) One - DC voltmeter (-3, 0, + 3 volts) with suitable leads for measuring cell voltage. b) One - Hydrometer for measuring specific gravity of electrolyte in steps of 0.005. c) One - Filler hole thermometer fitted with plug and cap and having specific gravity correction scale. d) Three - Pocket thermometers e) Two - Acid resisting funnels f)Two - Acid resisting jugs of adequate capacity g) Two - Rubber aprons h) Two set - Fubber gloves i) Two - Cell lifting straps ij one set - Terminals and cable boxes with glands for connecting cable as required. GENERAL CONSTRUCTIONS: a) Cell Elements: The cell shall be lead acid type with plate type as called for in data sheet. The plates shall be designed for maximum durability conditions including high rate of discharge and rapid fluctuation of load. In case of tubular positive plates, porous, acid resistant and oxidation resistant tubes shall be inserted one over each spine. After insertion the tubes shall be adequately filled and packed with active material before their lower ends are closed by a common bar. Negative plates shall be of box type or pasted type. Pasted plates shall be so designed as to hold the active material securely in place and form contact with grid during service. The insulation between the plates shall provide correct spacing and complete separation between the plates of opposite polarity to prevent internal short-circuits and permit free circulation of electrolyte under all conditions. The electrolyte shall be of battery grade sulphuric acid conforming to latest editions of relevant standards. The battery shall be shipped uncharged with the electrolyte. Electrolyte for first filling shall be supplied with 10% extra in non-returnable containers. Water for storage batteries conforming to relevant standards shall be used in the preparation of the electrolyte and also to bring the level of electrolyte to approximately correct height during operationltesting. c) Containers: The cell element and electrolyte shall be assembled in heat resistant, shock absorbing, transparent, leak proof plastic containers, The cell plates shall be suspended without touching the bottom of the container. It shall provide sufficient sediment space so that the plates can shed their active material without shorting the plates in the cell during the expected life of the battery without cell cleaning. The covers shall be furnished with acid spray proof vent plugs. The cell post polarity shall be marked on the cover. The electrolyte level lines for upper and lower limits shall be marked on all four sides of each containers. d) Terminal Posts and Connectors: The cell terminal posts and the inter-cell, inter-row, inter-rack, inter-step, inter-tier and end cell connectors shall be of lead or lead coated copper, copper connectors with adequate current carrying capacity. All connectors shall be furnished with acid resisting bolts and nuts with insulating covers. Terminal post shall be designed to accommodate external bolted connection conveniently. The junction between terminal posts and cover, and between cover and container shall be so sealed as to prevent any seepage of electrolyte. e) Separators The battery separator, when used, shall maintain the electrical insulation between the plates and shall allow the electrolyte to permeate freely. The separators shall be of wood or other acid resisting materials. Wooden separators, if used, shall be of cedar or other suitable timber, free from knots, cracks or other imperfections, smooth on the face and edges and chemically treated. f) Stand: The cells shall be supported on porcelain insulated rack fixed with pads and with adequate clearance between the adjacent cells. g) Battery racks The battery racks shall be constituted of best quality, seasoned teak wood, with atleast three (3) coating of anti acid paint of approved shade. Racks shall be rigid, free standing, mounted on porcelain insulators. Numbering tags for each cell shall be attached on the racks. Provision fgr clamping the outgoing cable shall be provided on the racks. 6. NAME PLATE AND MARKING:- Material shall be provided with a nameplate containing following information. a) Name of manufacturer. b) Order reference. c) Rated voltage-KV d) Rated normal current in Amps. e) Rated one second short-time current in Amps. f) Year & Month of Manufacture. h) Code number of the material 7. Tests: a) All tests shall be conducted as per the relevant standards. Tests shall comprise of: i) Type Tests ii) RoutinelAcceptance tests All tests shall be witnessed by the Purchaser's representative. Details of tests to be performed are given below : b) Type Tests Type tests shall comprise of the following: i) Visual inspection ii) Dimensional check iii) Capacity test iv) Retention of charge test c) Type tests shall be conducted on a minimum of one sample cell typical and identical with the cells forming the complete battery offered. However, the test cell shall not be one of the cells of the battery bank to be supplied. The bidder shall furnish copies of type test reports for all the tests along with the bid. d) RoutinelAcceptance tests i) Visual inspection ii) Dimensional check iii) Capacity test e) Test Certificates Copies of routinelacceptance test certificates shall be produced with the endorsement of the inspecting authority to the purchaser before effecting dispatch. 8. Spare Parts: Bidder shall include the following items in the recommended list of spares along with itemwise unit prices: i) Intercell connectors ii) Battery stands insulators and cell insulators iii) Nuts, bolts, washers etc. iv) Vent plugs cum level indicators v) Complete set of spare cell without electrolyte vi) Battery interrow connector vi) Battery intercell connector 9. Maintenance Spares: The bidder shall submit a recommended list for maintenance spares for 5 years of smooth and trouble free operation along with item wise price. Section C 110 V Battery Charger & DCDB 1. SCOPE: This specification covers the technical requirements of design, manufacture, test at manufacturer's works, packing & forwarding, supply and Erection of material complete with all accessories for efficient and trouble free operation. The bidder shall provide all necessary requirements for Control & Monitoring of this equipment to ensure complete compatibility with SCADA & Substation Automation as asked for in this specification 2 APPLICABLE STANDARDS: The material covered by this specification shall unless otherwise stated be designed, constructed and tested in accordance with latest revisions of relevant Indian Standard and shall conform to the regulations of local statutory authorities. 3. GENERAL TECHNICAL REQUIREMENTS: Each set comprising of a Float charger, Float cum Boost charger, common components & DC Distribution Board. A. FLOAT CHARGER Intended to operate off a three phase four wire AC supply of 415 volts, +I- 10% 50 Hz and suitable for floating 54 cells at 2.25V per cell and capable of supplying a DC continuous load of 20 Amps in a maximum ambient temperature of 50 Deg. C. The DC output supply voltage of the float charger shall be stabilised within +/-I% for AC input supply voltage variation of +/-lo% from 415 volts frequency variation of +I-5% from 50 Hz and simultaneous load variation of 0-100%. The AC ripple content in the DC output voltage of the float charger shall not be more than 2% without battery connected. B. FLOAT CUM BOOST CHARGER ' Intended to operate off a Three phase, four wire AC supply of 415 Volts, +I- 10% 50 Hz, +I-5% and suitab!e for 54 cells and capable of the following two modes of operation:- (i) CONSTANT CURRENT MODE: In the constant Current mode, the charger is capable of Boost charging the Batteries at any Constant Current settable from 25% to 100% of 40 Amps and the set Constant Current shall remain stabilized within +I- 2% of the set current for AC Input supply voltage variation of +/-lo% from 415 Volts and frequency variation of +I-5% from 50 Hz. The DC output voltage range of 2.0 V to 2.75 V per cell required for Boost charging shall be automatically selected by the charger in this Constant Current Mode. (ii) CONSTANT VOLTAGE MODE: In the Constant Voltage Mode, the charger takes the place of the Float charger, thus the charger acting as Stand-by Float charger in place of the actual float charger that might have gone defective. The charger, in the Constant Voltage Mode, floats the battery at 2.25V per cell with a voltage stabilisation of +/-I% and feeds the DC continuous load of 20 Amps exactly in the same manner as the actual Float charger. In either modes the AC ripple content in the DC output of Float Cum Boost Charger shall be limited to 2% without battery connected quirements The battery charger shall be capable of continuous independent operation to supply DC power at rated voltage as specified in the data sheet for fixed and impulse loads and to float and equalise charge the associated battery. The battery charger shall be with separate float and boost chargers. Automatic constant voltage regulation unit with Auto1 manual control switch shall be provided to maintain the float charger DC output voltage with one (1) percent of the net value from no load to full load with the tolerance of incoming supply voltage and frequency. Manual control knobs for coarse and fine voltage variation shall be provided. The float charge controller shall have built in load limiting features. Static type three phase full wave bridge rectifier complete with ripple limiting features limiting ripples to three (3) percent shall be provided to get a smooth DC output. When the battery is being charged through boost charger, float charger shall be prevented to feed the battery tap off point by means of a blocking diode. Blocking diode shall be provided to prevent reverse power feed from battery to charger circuits. The charger shall be provided with fuse monitoring devices with alarm contacts on both DC and AC sides. Service rectifier, trickle charger and boost charger shall have one ammeter, parallel to the shunt and one voltlneter across load at output terminals along with the selector switches. Incoming of the battery charger shall have AC electro magnetically operated ammeter through CT and voltmeter with selection switches. The size of the meters shall be 96 mm x 96 mm, flush mounted with 90" scale readings. 1 No. DC under voltage relay, 1 No. over voltage relay and 1 No. earth leakage relay shall be provided in the charger along with alarm facilities. There shall be provision for manual control, if automode fails. i. The load limiting feature of the float charger should be designed for adequate short time overload to take care of the starting of the DC motorltesting of lamps etc. j. The boost charge voltage and current settings shall be adjustable between 70 to 100% of maximum boost charge voltage and between 30 to 100% of maximum boost charging current. k. During boost charging following emergency measures shall be provided I . If the AC mains supply fails, an arrangement shall be made to automatically connect the battery directly across the load. 5. CONSTRUCTION: a) The charger panel shall be sheet steel construction of not less than 3.0 mm thickness with a swinging front panel with latch and concealed hinges. Adequate ventilating grills or louvers shall be provided. b) The instruments, switches and indicating lamps shall be flush mounted on the front panel. Name plates for all equipment shall be provided. The panel shall be complete with internal wiring, terminal blocks, space heater with thermostatically controlled switch, panel illumination lamp and other auxiliaries. c) Boost and float chargers when they are separate, shall be compartmentalized. d) Ground terminal with isolating links shall be provided. e) Cable glands shall be provided to suit the purchaser's incoming and outgoing cables. f) All printed circuit cards shall be plug-in type, interlocked to prevent insertion in a wrong slot. Each card shall have LED indication on its front plate to indicate normal condition and readily accessible and marked test pins. 6.
