Ive been a teacher for over 50
years. At the end of every term,
there was almost always one
student who came up to me and
said Why did you give me a C?
I was here every day. You should
have given me an A.
My response, of course, was, I
dont give grades. You earn them.
Just being in class is only part of
your grade. Theres also home-
work and class participation.

Young Adults and Health Insurance: Not
Invincible But Perhaps Convincible
[Findings from the Deloitte 2014 Survey of Young Adults and Health Insurance]
Held Their Breath When state and federal health
insurance exchanges rolled out, health plans and
policymakers held their breath to see whether young
people would sign up. Their participation could be
key to balancing the older, sicker population whose
expensive medical needs stood to burden new risk
pools. In the end, 28 percent of ACA enrollees were
from the critical 18-to-34-year-old cohort.
Risk Taking? Its popular to categorize this
demographic as healthy, risk-taking young invincibles,
but a Deloitte survey of 500 young adults (age 19-34)
from April 2014 tells a different story:
Reasons For Not Signing Up Among the young
adults who didnt sign up for coverage, fewer than one
in fve said it was because they dont expect to need
insurance. But two-thirds said they just couldnt afford
it. More than half never even visited a state or federal
exchange site.
Reasons For Signing Up Those who did get
insurance said the most important reasons were to pay
medical bills, to secure peace of mind and to avoid
paying the federal penalty.
Unaware Half of those who signed up said Med-
icaid or subsidies were an important part of that de-
cision but more than half of all respondents (those
who signed up and those who did not) remain unaware
that the federal government can help them pay for in-
surance, or that they can stay on their parents policies
until age 26. ###

Editors Choice During the campaign season,
Ive been fortunate enough to meet, listen to,
and question every one of the candidates on
your ballot.
For Governor, I pick Charlie Crist. Either
candidate would make a fine governor. Either
one would be a welcome change from our present
governor. However, Nan Rich does not have the
funds, name recognition, or charisma to win in
the November election.
For Attorney General, I pick George Sheldon.
Again, either candidate would make a fine
attorney general. Both have had much experience
in many areas of government, however George
Sheldons credentials and experience are the
more extensive of the two.
For Circuit Judge, Group 14, I find it a
toss up. The incumbent Judge Lewis judicial
demeanor leaves much to be desired and many
of her decisions have been overturned in
higher courts. Jessica Ticktin has much less
experience. I have a tendency to vote for the
less experienced than the proven intemperate.
So Ill vote for Jessica Ticktin.
For Circuit Judge Group 30, I pick Jamie
Goodman. He is a constitutional law student
and has judicial temperament.

WHICH OF THESE DO REPUBLICANS STAND FOR?
Maps Drawn Illegally State Judge Terry
Lewis ordered Florida to redraw its congressional
districts July 10 after he found them to be
gerrymandered. His ruling was made as he found
two districts were drawn in a partisan manner that
violated the state constitution.
Unnecessarily Gerrymandered Lewis said
the two districts were unnecessarily gerryman-
dered to put more African-American voters than
necessary into Congressional District 5, repre-
sented by Democratic Congresswoman Corrine
Brown, to keep those Democratic-leaning voters
out of surrounding districts. District 5 is meant to
provide black voters with an opportunity to elect a
candidate of their choice.
The judge also found fault with Congressional
District 10, currently held by Republican
Congressman Dan Webster, because of an
appendage of white voters added to the Orlando-
area district.
Conspiracy In his opinion, the state judge
wrote that he found Republican political consul-
tants or operatives did in fact conspire to manipu-
late and infuence the redistricting process.
Intentional The grounds for fnding faws in
the two districts were different. Lewis found the
5th Congressional District was intentionally drawn
to pack as many Democratic voters as possible
in order to improve Republican performance in
neighboring districts. In contrast, the 10th, while
originally drawn in accordance with the states
laws, was modifed late in the process for partisan
advantage.
Judge Lewis order will not affect Palm Beach
County Districts in our 2014 elections.
Although Lewis specifcally invalidated only two
districts, redrawing those lines would cause a
ripple effect that could change the boundaries for
several other districts as well.
The State Legislature is currently revising its maps.
