In April of 2014, I was contacted by V/Richard Outzen, owner of the Independent
News and Ricks Blog, reference a Cyberstalking complaint. V/Outzen told me that an
unknown individual(s) had created a blog named Dicks Blog in an attempt to harass him. He
provided me with printed copies of Dicks Blog, which appeared to me a mirror blog of Ricks
Blog, to include images of V/Outzen. I reviewed several of the articles in Dicks Blog, which
were primarily derogatory towards V/Outzen. He told me that someone had also posted links
on his daughters Facebook.com profiles, which were links to Dicks Blog.
Based on the information provided by V/Outzen, I researched Dicks Blog and
found that the website dicksblog.biz, was owned by StableHost. On May 2, 2014, I requested a
subpoena for the account holder information and Internet Protocol (IP) history that
StableHost had on record for the website dicksblog.biz. On May 19, 2014, StableHost
provided with the following results:

StableHost also provided me with the IP address of where the website was ordered.
The IP address was 68.1.114.40. I researched this IP address and found that it was registered
to a Cox Communications subscriber.
On June 5, 2014, I requested a subpoena for the Cox Communications account
holder information for IP address 68.1.114.40. On June 19, 2014, I received the subpoena
results from Cox Communications. The IP address was registered to Derek Cosson of 1622 N.
7th Avenue, in Pensacola, FL.
On July 29, 2014, I met with the State Attorneys Office for a case review. After
reviewing V/Outzens case they declined to prosecute. I recommend this case be closed.
