IN THE SUPREME COURT OF GEORGIA

JAMES B. STEGEMAN – PETITIONER

VS.

FRANK J. LILLIG, III – RESPONDENT

ON PETITION FOR WRIT OF CERTIORARI TO

THE GEORGIA COURT OF APPEALS

_____________________________________________________________

JAMES B. STEGEMAN, Pro Se

821 Sheppard Road
Stone Mountain, Georgia 30083
(404) 300-9782
QUESTIONS PRESENTED
1. Assuming “denial of the statutory right to appeal is a
violation of the Equal Protection Clause of the Fourteenth
Amendment” As has been held within the Federal Court
System, Cochran v. Kansas, 316 U. S. 255?

2. Do disabled persons (members of a protected class) in

Georgia have the statutory Right to Appeal?

3. Assuming that Disabled have the same Right to Appeal as

everyone else in Georgia, is it not considered a Rights
violation to deny, and/or tamper with and/or hinder the
Appeal of a Final Ruling?

4. Although Petitioner is disabled and living on less than $675

monthly, the Appeals from Probate and Superior Courts
discussed in the following Petition, were paid for in full.
Why is Petitioner continually denied Federally Funded State
Legal Services Programs, when he is eligible and qualifies
for them? (a) And why do the programs that are Federally
Funded that are supposed to protect the disabled and their
Rights, deny Petitioner protection and assistance?

5. When did it become acceptable for a Judge to threaten a

disabled man in a wheelchair with bodily harm and/or
incarceration during a Court hearing for asking a question?

6. If the Probate Court is a limited jurisdiction Court, when

were they granted the power and or authority to make
Rulings that effect personal property and real property of live
persons?

7. How can Probate Court clerks make Rulings that go against

what statute states? Even assuming that the Clerks can make
the Rulings, then why have a Probate Court Judge if the
Clerks are going to make all the Rulings and preside over the
hearings?
