5 factors impacting 2010 home prices

With the nationwide unemployment rate
climbing above 10 percent, could 2010 see even
more declines in real estate prices?
One of the most important influences on hous-
ing prices is the employment rate. When employ-
ment is high, people are more likely to purchase.
In such an environment, there is optimism that if
you lose your job, you will be able to find a new
one.
Today, we're facing some of the highest unem-
ployment rates since the Great Depression. Is it
possible that the housing market can make a
recovery in light of these conditions? Here are
several key factors to determine what is most
likely to happen in your market.
1. Markets aren't just local, they're "hyper-
local"
Prices may be down in your state, county or
city, but up in your local area. For example, it's
common for the first-time-buyer market to have
shortages of inventory while the remainder of the
market is glutted with inventory.
To determine what will happen in your local
market, you must consider the "hyperlocal" or
"micro" market conditions. In most cases, this
means what is happening within a one-mile
radius of where the property is located. It also
means considering only those properties that
have square footage and lot sizes within approxi-
mately 10 percent of your property's square
footage and lot size.
2. Months of inventory on the market are the
best predictor of price changes
Even though the National Association of
Realtors (NAR) is forecasting that existing-home
sales will jump 10.8 percent in 2010 after a 4.8
percent increase in 2009, the real issue is how
much inventory is on the market in your local
area.
During the 30-plus years I have been in the
business, I have found the amount of inventory in
a given location and price range to be the best
predictor of what prices will do several months
from now.
As a rule of thumb, price changes lag behind
inventory changes by about six to 10 months. If
there are only two or three months of inventory in
your market, chances are good that prices will be
increasing in 2010. On the other hand, if there are
eight or more months of inventory, your area may
experience price declines well into 2010.
3. Extension of the first-time-buyer tax credit
While many people feel the first-time-buyer
tax credit was responsible for the upswing in
sales activity this fall, NAR reports that only 6
percent of the buyers attributed their decision to
purchase this fall to the tax credit.
There are two key issues for 2010. First, will
the extension of the tax credit produce enough
buyers to create a price increase? Second, what
will happen to the market when the credit runs
out? Will sales drop as substantially as they did
when the Cash for Clunkers car-buying program
ended? Will NAR try for another extension even
though the Obama administration has signaled
that "this is the last time we're going to be caving
to the demands of NAR."
4. Demographics bode well for increased sales
activity
Gen Y (born 1977-94) is now at their peak time
for buying their first home. There are now more
Gen Yers than there are baby boomers (born
1946-64). This huge cohort of young adults is
marrying and having children.
In fact, the typical married Gen Y mom has 2.3

higher among this group, most still have jobs.

DEAR BARRY: You are part of a large group
of folks who misunderstand the effects of a
cracked heat exchanger in a forced-air furnace.
The supposed "threat" of carbon monoxide is
perpetuated by members of the heating industry
who have managed to rope in many utility com-
panies and home inspectors in promoting this
fear.
When you consider that the heat exchanger is
on the outlet side of the blower, it is more likely
that circulating air would enter the exhaust
stream than exhaust would enter the air stream
and the home. This is the conclusion of a new
study, but that information has apparently not
come to your attention. --Dave

pher (Dennis Prager), scientific studies do one of
two things: They agree with common sense, or
they are wrong. In this case, common sense
reflects what is routinely observed in furnaces
with cracked heat exchangers. There are abun-
dant cases of people having been hospitalized or
having died from carbon monoxide (CO) expo-
sure, where the source of CO was determined to
be holes or large cracks in a heat exchanger.
From a scientific standpoint, the process is ele-
mentary. A heat exchanger is a metal container
with a gas burner inside. When the burner is lit,
the metal container becomes hot. Air is blown
across the outer surface of the hot container, the
air becomes warm, and the heated air is blown
into the living areas of the home.
Meanwhile, the exhaust fumes inside the metal
container rise through a chimney, known as a flue
pipe, and exit at the roof. As long as the exhaust
does not mix with the warm air, occupants of the
home remain safe.
However, if the hot metal container has cracks
or holes, combustion exhaust can enter the warm
air stream in the following manner:competition
or have to move again soon.
As circulating air from the blower moves
across the curved surfaces of the heat exchanger,
air pressure is lowered. Reduced air pressure is
what causes lift when air moves across the
curved upper surface of an airplane wing. It is
what enables a sailboat to travel upwind when
tacking.
And it can cause a bicyclist to be drawn toward
a truck that is passing on the highway. In a forced
air furnace, low pressure in the warm air stream
acts as a vacuum, drawing exhaust through the
damaged metal surfaces of the heat exchanger.
Having inspected furnaces with damaged heat
exchangers, I have seen tongues of gas flames
lick through the cracks and holes and have
observed black soot left on the air registers.
These observations clearly outweigh the doubtful
findings of an alleged scientific study.
DEAR BARRY: Everyone knows that a bed-
room should have a door. But the home we just
purchased has a bedroom doorway with no door.
Is this room legally classified as a bedroom, or
would it be regarded as a den or office? --Dan
DEAR DAN: Surprisingly, the building code
makes no mention of doors on interior rooms of
any kind, not even bathrooms. Obviously, it is
unusual and impractical to have a bedroom with-
out a door, but in this case the room could be
regarded as a bedroom in need of upgrade, rather
than a den or office.
