Ms C Wilson (CLDP081e) More parking is required beside the shops to stop
people parking on the pavements and enable older and disabled people to
access the shops and businesses.

Ms C Wilson (CLDP081f) To attract families to Alva we need more and
accessible amenities, car parking and proper drainage for our lovely Cochrane
and Johnstone Parks which are often unusable as the ground is so wet due to
water run-off from the hills which disappears underground in places in the
park.

Ms C Wilson (CLDP081g) Some replacement community accommodation is
required since the closure of the Dalmore Centre.

Mike Snell (CLDP022a) I feel that the West Ochil villages have been
somewhat neglected in recent years. Alva village centre in particular is looking
increasingly run down and depressing. Could I suggest that, as well as
seeking to regenerate the buildings in the village centre, a number of small
trees are planted (in protective metal frames) along the northern pavement.
This will soften the bleakness, raise spirits and make a significant visual
improvement.

Mike Snell (CLDP022b) I congratulate the Council in its achievements in the
field of recycling. I do feel, however, that the closure of the garden waste
centre in Menstrie was a bad move and works against your other stated aims.

Mike Snell (CLDP022c) There seems to be a number of brown field
development sites in Alva. If they are privately owned is it not possible to
encourage the owner to begin the development or loose their permission to
build? If they are unsold could they at least be planted with wild flowers,
shrubs and small trees in the interim? Im sure volunteer groups would be
willing to help carry this out. Alternatively perhaps the land could be
temporarily used by the community?

Mike Snell (CLDP022d) Many congratulations on the improvement in
walkways and cycle ways in Clackmannanshire I hope you will be able to
continue this progress.

area. And as a minimum to improve the amenity and appearance of gap sites
in the interim period to their redevelopment.

Mike Snell (CLDP022b) Consider providing small recycling collection points
in each village in the Hillfoots.

Summary of responses (including reasons) by Planning Authority:

Ms C Wilson (CLDP081e) and Mike Snell (CLDP022a) The Proposed LDP
acknowledges that improvements and enhancements to our town centres as
part of urban regeneration is required. Chapter 6 - Employment and
Prosperity, Retail and Town Centres (Page 73) states that "Maintaining and
enhancing the health and vitality of town centres is a high priority of the
Council in order to help secure the Plan's vision.". This is supported by
policies EP15-EP22. Notably, Policy EP15 relates to promoting town centre
regeneration. In seeking to create sustainable communities the proposed plan
looks to Services (transport) Page 45-46, to promote sustainable transport
including maintaining and improving existing infrastructure. Whilst the
proposed plan does not refer directly to the car parking provision in Alva town
centre it contains a clear commitment generally to regenerate our centres.
There is on-street car parking and loading along one side of Stirling Street
(the shopping core area in Alva) with off-street car parks available. So
improved general amenity for Alva town centre and the promotion of its quality
and sense of place is a priority. The Council shall secure appropriate
developer contributions towards town centres through the planning system as
opportunity arises.

Ms C Wilson (CLDP081f) The Cochrane and Johnstone Parks in Alva are the
only Category A parks in Clackmannanshire according to the quality
assessment carried out by the Council (Chapter 6, page 25 of the DRAFT
Open Space Strategy) (CD047). It is identified, however, that there is scope
for enhancement in their quality and that includes that the ground is often wet.
The Council considers that full detailed appraisal of the hydrological
characteristics of the area is required to determine how matters can be
improved. There is presently no budget for this type of study.

Mike Snell (CLDP022b) The proposed plan refers to The Zero Waste Plan
(CD024) that highlights moving to zero waste means more facilities will be
required to collect, sort, recycle and process waste, Page 94, Paragraph 7.60.
The locations for small recycling points is currently limited and our Waste
Services section in the Council operates them and is responsible for deciding
where they ought to be. The Council's kerbside service provides a convenient

source for recycling and disposing of waste.
