CrimTrac was established through an Inter-Governmental Agreement in
2000 as a collaborative partnership between the Commonwealth, States and
Territories to help combat crime in Australia. Since then it has developed into a
leading example of cooperative federalism demonstrating what can be achieved
when all governments in Australia work together to bring national solutions to
national problems.
CrimTrac has moved from being an IT shop to a facilitator of information sharing
solutions, and is now a key agency within the broad landscape of law enforcement supporting police, border security and other bodies protecting Australia.
It is essential to have effective and efficient information sharing systems to
support law enforcement and the operational officers who protect our communities.
To achieve this we must ensure CrimTrac has the appropriate legislative and policy
frameworks to enable ongoing information-sharing between the Commonwealth,
States and Territories.
CrimTrac continues to define a new era in information-enabled policing by working with law enforcement
to roll out new technologies, which provide operational officers with vital information when and where they
need it. As legislative and technical environments become increasingly complex, CrimTrac 2015 provides an
opportunity for the agency to examine the most suitable approach to its governance and information sharing
into the future. I commend CrimTrac 2015 for its bold vision and ambitious agenda to progress the capability
of law enforcement in Australia and enhance community safety.

The commencement of CrimTrac 2015 coincides with CrimTracs 10th anniversary.
In the decade since CrimTracs Inter-Governmental Agreement was signed, the
Agency has delivered significant capabilities to enhance the fight against criminal
activity. Major capabilities delivered by CrimTrac have included the:

National Automated Fingerprint Identification System;

National Criminal Investigation DNA Database;

Australian National Child Offender Register;

National Police Reference System; and

National Police Checking Service.

The demands of law enforcement and national security have become increasingly
intertwined and government expects a unified response to threats to community
safety. To deliver our contribution in this increasingly complex environment,
CrimTrac 2015 positions the Agency to identify and develop emerging technologies
enabling secure real-time information sharing across agencies, and delivering
key data direct to operational officers.
I look forward to innovative advances in law enforcement technology and information sharing through
the delivery of CrimTrac 2015.

CrimTrac 2015 presents an ambitious vision of leadership and innovation to generate
information sharing solutions across police services, the wider law enforcement
community, and international counterparts. This strategic plan recognises the
challenges the Agency faces and the opportunity CrimTrac provides as a unique
model of cooperative federalism to facilitate outcomes.
We acknowledge the many challenges that arise due to different legal and policy
frameworks across jurisdictions. This plan progresses our journey towards
strengthened governance and streamlined information sharing arrangements,
including statutory recognition of CrimTrac. The success CrimTrac has already
achieved is an excellent example of the Commonwealth, States and Territories
working together to harness technology to prevent, detect and reduce the incidence
of crime in the community. CrimTrac 2015 will continue to foster these
collaborative partnerships.
The importance of a national approach to law enforcement information sharing was
reinforced in 2009 when all Commissioners of Police joined the CrimTrac Board of
Management, establishing a comprehensive national view of policing in Australia.
CrimTracs expanded Board will facilitate the realisation of the benefits delivered to
all police services around Australia through CrimTrac 2015.
CrimTrac will build upon the success achieved to date in applying the Managing Successful Programmes
and PRINCE2 management methodologies. We will also continue to commit to our guiding principles of
being responsive, innovative and accountable, together with the values of the Australian Public Service,
delivering the best possible outcomes to our partners. Our success will be measured by the extent to which
we can enhance community safety by providing law enforcement with the tools needed to combat crime.
