(4) Idle, Abandoned, Foreclosed and Sequestered Lands.

Idle or Abandoned Land - refers to any agricultural land not cultivated, tilled or
developed to produce any crop nor devoted to any specific economic purpose
continuously for a period of three (3) years immediately prior to the receipt of notice of
acquisition by the government as provided under this Act, but does not include land that
has become permanently or regularly devoted to non-agricultural purposes. (SECTION
3(e) PD 6657)
Sequestered Lands - refers to a land that has been removed, separated, or seized
from the possession of its owner under process of law for the benefit of creditors or the
state.
Distributed as homelots and family-sized farm lots to actual occupants after which if the
land are permits, other landless families shall be accommodated
(5) Rural Women.
Rural women - refer to women who are engaged directly or indirectly in farming and/or
fishing as their source of livelihood, whether paid or unpaid, regular or seasonal, or in
food preparation, managing the household, caring for the children, and other similar
activities. (R.A. 9700)
Equal Protection provided by:
Art. III Sec.1 of the 1987 Constitution (No person shall be deprived of life, liberty, or
property without due process of law, nor shall any person be denied the equal
protection of the laws.)
All qualified women members of the agricultural labor force are guaranteed and assured
of the following:
- Equal right to ownership of the land
- Equal shares of the farm produce
- Representation in advisory or appropriate decision-making bodies



(6) Veterans and Retirees.
Art. XVI Sec. 7 of the 1987 Constitution (The State shall provide immediate and
adequate care, benefits, and other forms of assistance to war veterans and veterans of
military campaigns, their surviving spouses and orphans. Funds shall be provided
therefor and due consideration shall be given them in the disposition of agricultural
lands of the public domain and, in appropriate cases, in the utilization of natural
resources)
Shall be given due consideration in the disposition of agricultural lands of the public
domain.
(7) Agriculture Graduates.
Refers to landless graduates of agricultural schools
They shall be assisted by the government, through the DAR, in their desire to own and
till agricultural lands.
