Area of utilisa-
tion
The bay protection solutions are designed to
ensure safe and reliable operation of high-
voltage substations. The bay protection solu-
tion BPS551 for line feeders is designed for
single- or double-bus systems in the voltage
range 170kV <U <300kV and is basically
intended for four (4) types of transmission
lines as follows:
Short lines/cables <30 kms which can be
directly linked by fibre optic cable for biased
differential protection and wherein distance
protection is difficult to set
Medium length lines which can be protected
by both differential and distance protection
schemes.
Long lines which are normally protected by
distance and wherein the advantages of dif-
ferential are offset by communication repeat-
ers, route switching etc.
The BPS551 is part of ABB's substation auto-
mation solution suite for easy integration and
interconnection to bay control solutions, sub-
station automation system, substation moni-
toring system, network level system and wide
area protection and optimisation system.
The utilized protection devices are the heart
of this modern protection solution and ensure
reliable operation. The structure of both hard-
ware and software is modular enabling the
protection to be easily configured to suit the
layout of the primary system.
The focus of the base design is given to the
functions approach based on IEC 61850.
Therefore the solution can be realized with
different types of IED's for the main protec-
tion relays.

System design
- Hardware
Panel:
The hardware structure is based on the stan-
dard RESP97 cubicle, protection class IP54.
The panel cooling is realized by convection
via ventilation lattices in the lower part of
the door and the outlet at the panel roof.
Normally it is supplied with swing frame
and fling door fixed left side, handle of the
fling door right side. The panel can also be
supplied with fling door fixed right side,
handle left side. However, the swing frame
is always fixed left side unless very specifi-
cally mentioned. The panel outside color is
RAL7032, RAL7035 or NCS 1704-Y15R.
Other colours are available optionally. The
swing frame colour is NCS 1704-Y15R.
The panel inside is galvanized and not
painted due to EMI considerations.
The fluorescent panel lighting is activated
by a door switch. A heater and thermostat
are also included for temperature control.
Optionally, a hygrostat can also be supplied
for humidity control.
The panel wiring is realized by light-grey
halogen-free wires, 1.5 sq. mm for control
circuits and 2.5 sq. mm for CT/VT circuits.
The standard panel size for BPS551 is
800x2200x800, (width x height x depth).
Protective relays:
The focus of the base design is given to the
functions approach based on IEC 61850.
Therefore the solution can be realized with
different types of main protection relays
from different manufacturing units. Combi-
nations of the different IED's can be chosen.

REL551 is used only if current employing
functions like differential and non-direc-
tional protection functions are utilized. If
distance, directional earth fault, autoreclo-
sure and synchrocheck are necessary, then
REL561 has to be utilized.
The system protection schemes are housed
in the numerical busbar protection REB500.
The bay unit is in this panel whereas the
central unit is installed elsewhere. This IED
is designed for the high-speed, selective
protection of MV, HV and EHV busbar
installations.
All IED's include a simple disturbance
recorder (see IED documentation). An
optional disturbance fault recorder system is
available for advanced professional graphi-
cal fault analysis.

Event recording:
Time stamps with a resolution of 1 ms are
attached to all binary events. The events are
stored locally in the IED's. They are also
sent to the SA system via the communica-
tion interface (option).
Communication interface
Where the IED has to communicate with a
substation automation or station monitoring
system (SAS/SMS), a communication mod-
ule is added to the units (option).
The module supports the interbay bus proto-
cols LON and IEC 60870-5-103.
Transfer of the following are possible via a
LON interbay bus:
time synchronization
binary events (signals, trips and diagnos-
tic)
commands
trip reset command
disturbance recording data.

Test generator
The HMI program, which runs on a PC, con-
nected to an IED, includes a test generator.
During commissioning and system mainte-
nance, the test generator function enables the
user to:
activate binary input and output signals
monitor internal signals.
Human machine interface (HMI)
The IED is configured and maintained with
the aid of human machine interfaces at three
levels.
Local HMI
At the lowest level, control is by local control
and display units installed in the IED's. This
interface comprises:
a four-line LCD with 16 characters each
for displaying system data and error mes-
sages
push-buttons for controlling the display.
Amongst other things, the following can be
viewed:
measured currents, voltages and status of
binary signals.
starting and tripping signals.
External HMI
More comprehensive and convenient control
is provided by the external HMI software run-
ning on a PC connected to an optical interface
on the front of a bay unit. The optical inter-
face is completely immune to electrical inter-
ference. The PC software facilitates configu-
ration of the entire relay, the setting of param-
eters and full functional checking and testing.
Time synchronization
The absolute time accuracy with respect to an
external time reference depends on the
method of synchronization used:
no external time synchronization: accuracy
approx. 1 min. per month
periodic time telegram with minute pulse
(radio or satellite clock or station control
system): accuracy typically 10 ms
periodic time telegram as above with sec-
ond pulse: accuracy typically 1 ms.
The precise system time depends on the
type of substation automation system and
its configuration. The system time may
also be synchronized by a 1 minute pulse
applied to a binary input.
Self-supervision
All the system functions are continuously
monitored to ensure the maximum reliability
and availability of the functionality. In the
event of a failure, incorrect response or
inconsistency, the corresponding action is
taken to establish a safe status, an alarm is
given and an event is registered for subse-
quent diagnostic analysis.
Important items of hardware (e.g. auxiliary
supplies, A/D converters and main and pro-
gram memories) are subjected to various tests
when the system is switched on and also dur-
ing operation. A watchdog continuously
monitors the integrity of the software func-
tions, and the exchange of data via the pro-
cess bus is also continuously supervised.
Inspection
These bay protection solutions are not
required to be periodically inspected and/or
maintained.

General
In HV/EHV networks, Main 1 and Main 2 for
short overhead lines are normally both differ-
ential for lengths up to 30 kms. For longer
lengths, Main 1 would be differential whereas
Main 2 could be distance. For lengths up to
30 kms, the two differential relays at either
end of the stations could be directly con-
nected and for longer lengths, communication
equipment would be required.
For long overhead lines, both Main 1 and
Main 2 would be distance with carrier-aided
schemes.
An advantage with distance over the unit pro-
tections is the possibility of remote back-up
for other lines or local back-up for the busbar.

tion is also possible either by different setting
groups or in the distance/fault locator algo-
rithms itself. In order to secure detection of
high-resistance earth faults which might not
be possible with the distance algorithm, a
directional earth fault scheme, normally with
carrier is also utilized for fast trips over the
line length.
From stability considerations, HV/EHV net-
works need single-pole tripping and autore-
closure.
The distance and differential are phase-selec-
tive and are used for single-pole tripping.
Since high-resistive earth faults are normally
permanent in nature, the directional earth
fault, used along with the distance, ensures a
fast 3-pole trip with a suitable communication
scheme.
The directional earth fault, when used with
communication schemes, shall be suitably
time-coordinated with single-pole tripping
protection functions.
The following carrier schemes can be chosen
for the distance and the directional earth fault
functions:

Fault current reversal logic for parallel lines
and weak end infeed echo/trip logics are also
available.
Although it is always preferable to have inde-
pendent communication channels for the dis-
tance and directional earth fault functions, if
common channels have to be utilized, the fea-
tures for weak end infeed shall not be acti-
vated. Alternatively, a time-sharing logic
which is available in the REL316 can be uti-
lized.
Short lines/cables
Two (2) main protection schemes are pro-
vided, both phase-segregated differential and
equipped with all standard functions as listed
in Table 1.
Both protection terminals shall function as
longitudinal differential unit protections for
phase and earth faults.The communication
link between the protection terminals shall be
direct fibre optic.
Security against capacitive charging currents
can be realized by adequate setting measures.
Delayed backup with non-directional over-
current functions is also standard.
Medium length lines
Two (2) main protection schemes are pro-
vided, phase-segregated differential and dis-
tance equipped with all standard functions as
listed in Table 1.
Both protection terminals shall function for
phase and earth faults.The communication
link between the protection terminals shall be
through communication multiplexing equip-
ment.
Security against capacitive charging currents
for the differential function can be realized
with adequate setting measures. Delayed
backup with non-directional overcurrent
functions is also standard.
Long lines
Two (2) main protection schemes are pro-
vided, both distance equipped with all stan-
dard functions as listed in Table 1.
Both protection terminals shall function for
phase and earth faults.The communication
link between the protection terminals for the
permissive/blocking schemes shall be
through fibre optic communication equip-
ment or through PLC.
Delayed backup with non-directional over-
current functions as well as overvoltage pro-
tection are also standard.
Add-ons
In the REL316*4 and/or the REL561, as an
add-on, the distance function can be config-
ured as a backup to the differential function.
It can be configured in the REL316*4 (5 zo-
nes) and REL561 (3 zones) with only
delayed backup (zones 2 and above) active all
the time. Zone 1 can be unblocked upon loss

of communication for the differential. The
distance shall also be complemented by a
directional earth fault function for high-resis-
tive earth faults which can be delayed or can
achieve fast trips with a carrier scheme.
If voltage inputs are taken into the terminals,
they can also be used for over/undervoltage
protection functions. Further, the undervolt-
age function can, if necessary, be used for
earthing switch interlock purposes.
Autoreclosure & synchrocheck

Independent numerical terminal
The autoreclosure and synchrocheck func-
tions shall be part of either an REC316*4
control terminal or another separate terminal.
The autoreclosure function shall be started by
the Main 1 and Main 2 differential functions.
The distance backup in Main 2 shall start the
recloser only if the differential is out of ser-
vice and if carrier-aided communication
schemes are available. Since high-resistive
earth faults are normally permanent in nature,
the directional earth fault function is not
linked to start the autoreclosure function.
Besides, the directional earth fault function is
not phase-selective to work with single-pole
autoreclosure.
There are various modes of reclosure possible
out of which most common is single-pole
reclose for phase-to-earth faults and three
pole reclose for phase-to-phase faults. Other
modes are possible with software settings. As
an option, an external selector switch to
choose the mode can also be provided.
The autoreclosure shall normally be blocked
for three-phase faults since these are not con-
sidered transient in nature. Evolving faults
shall be cleared 3-pole and can be pro-
grammed to either reclose 3-pole or block
reclosure (only in RE.316*4) depending on
when the fault has evolved.
The closing command from the autoreclosure
is issued directly to the close coils of the
breaker.
Synchrocheck shall only be done for 3-pole
reclosing. The task of voltage selection on the
bus side of the breaker for double bus stations
is carried out internally in the terminal with
bus isolator contacts. The synchrocheck out-
put releases the autoreclosurer which then
executes the close operation, provided certain
conditions like breaker ready for reclosure are
fulfilled.
Within Main 1/Main 2
Although not recommended, if an indepen-
dent terminal common for the breaker is not
available, the autoreclosure and synchro-
check functions can be placed in both Main 1
and Main 2. However, it may be noted that if
this is to be done in the REL316*4, the dis-
tance or any other voltage protection func-
tions for the line cannot be made available
due to paucity of analog inputs.
At any time, only one autoreclosure unit shall
be in service. Hence, the "Relay Ready" of
Main 1 shall be wired to block the AR func-
tion in Main 2. The AR of Main 1 would
work in conjunction with both Main 1 and
Main 2 protections whereas the AR of Main 2
would work only with Main 2 protection. The
AR function in Main 2 shall be released from
its blocked state when Main 1 has failed or is
in the test mode (fall-back). The "Prepare 3
Pole Trip" signal of the AR in Main 2 shall be
supervised by the "Relay Ready" of Main 1
so as to prevent the breaker from tripping 3-
pole for all faults.
As an add-on, it is also possible to have com-
plete choice (flexible) in deciding which
autoreclosure function, in Main 1 or Main 2
shall be in service at any time.
All other functionalities are the same as
explained in the previous section.

The scheme has two (2) independent measur-
ing principles, consisting of a stabilized cur-
rent differential measurement as the first and
the directional phase comparison evaluation
as the second, both on a per phase basis. The
final decision is on a "two-out-of-two" crite-
rion.
All the currents are taken into the bay units.
Further to processing, which briefly consists
of A/D conversion, maximum prolongation
and filtering they are fed to the central unit
where they are evaluated upon by the algo-
rithms. The topology of the station is built in
the bus image replica in the central unit from
the positions of the isolators and the coupler
breaker (double bus stations).

Basically, with the necessary status inputs of
the isolators and breakers fed into the
REB500 system, the substation is split into
various zones. With the topology of the sta-
tion simulated in the REB500 system, a fault
on any of the zones is cleared discrimina-
tively with the correct positions of the isola-
tors. Any problem in the system, both internal
or with respect to CT and isolator/breaker sta-
tus connections, automatically blocks the
busbar protection only of the concerned zone
to which the problem pertains to. The busbar
protection can be blocked by both differential
current alarm as well as the isolator alarm.
The bus image memorizes the last arrange-
ment of the isolators before the isolator alarm
occurs and hence, no new switching is per-
mitted until all isolators are in valid positions
to prevent maloperation.
The tripping times are of the order of 20 to 30
msec and vary depending on the exact time at
which the fault occurred with respect to the
relay bus cycle time of 8 msec. The operating
time also depends on the ratio of the differen-
tial current with respect to the minimum fault
current setting. CT open circuits prevent mal-
operation by suitable settings of 'Ikmin' and
'k' factors.
The intertrip logic (ITT) housed in the central
unit decides on the breakers to be tripped
which are connected to the bus.
In some rare instances, provision is made to
have an overcurrent check feature at the bay
unit which can be used to release the busbar
trip or an ITT trip generated from breaker
failure or end fault function to prevent those
feeders carrying lesser current than the set
value from getting tripped. It is also possible
to have an undervoltage release either from
VT inputs connected on the bay units and/or
through external release inputs on the central
unit on a per zone basis.
Facility exists to redirect a trip to adjacent
surrounding breakers feeding a fault when the
breaker in question is unable to trip on
account of breaker problems, like pressure
etc. The feature is enabled the moment the
optocoupler input from the breaker is ener-
gized.
Breaker failure protection

The function is started by all protection sche-
mes tripping the circuit breaker, such as line
protection, bus protection etc. Bus protection
trip starts the BFP internally through the pro-
cess bus. Phase-segregated as well as 3-pole
start inputs are available. Phase-segregated
starts would be activated by protections trip-
ping single-pole while all protections tripping
3-pole would only activate the 3-pole starting
input.
The REB500 has three current detectors, one
per phase.
While the BFP function is within the bay unit
which is separate for each breaker, the part
which is responsible for checking the topol-
ogy of the system and activating the intertrip-
ping (ITT) function is lodged in the common
central unit. The central unit can be installed
in a separate panel. Fibre optic cables are
used to connect the central unit with the bay
units. If connection to the central unit is lost,
then the bay unit works stand alone with only
the bay local functions.
The picked up current detector in the pres-
ence of a BFP start would start timer 't1'.
Expiry of this delay would result in an
attempted retrip of the breaker, three-pole,
both trip coils. Meanwhile, timer 't2' (stage 2)
is started, the delay expiry of which is inti-
mated to the central unit. The ITT in the cen-
tral unit decides which breakers are to be
tripped, depending on the topology at the
time of the fault. A stage 2 initiation of a
breaker would clear all breakers on the con-
cerned bus zone. The ITT trip, besides trip-
ping the breaker, also starts the BFP function.
Hence, it may be noted that the Stage 1 retrip
is initiated from the bay unit itself while the
Stage 2 intertrip is initiated from the central
unit. However, the tripping contacts are al-
ways in the bay units.
It may also be stated here that the same trip-
ping contacts are used by different functions,
for example, BFP TRIP (t1), ITT etc. depend-
ing on the exact nature of the requirement.
End fault protection
This function is necessary for fast clearance
of the faults located between the breaker and
the CT cores especially when the CT cores
are only on one side of the feeder breaker. If

the cores cover the breaker, then the remote
end can be tripped quickly rather than wait
for Zone 2 time. If the cores do not cover the
breaker, then all the breakers of the bus zone
can be cleared quickly.
The function is activated when the breaker is
open (all three NC contacts in series) and the
current is still measured. The breaker closed
status (three NO contacts in parallel) is also
taken in and the function blocked if there is a
discrepancy between breaker open and not
closed.
The function uses the ITT to clear the break-
ers depending on the topology prevailing at
that time.
For secure operation, the signal Breaker
Open' is delayed by a settable timer so as to
cater to arcing across the breaker contacts or
remanence in the CT core prolonging current
interruption even after the auxiliary NC con-
tact is in closed state.
A fixed 36 msec timer in the circuit ensures
that mal-operation does not take place at the
time of issuing the closing command to the
breaker.

Longitudinal differential protection

The longitudinal differential protection func-
tion exhibits outstanding characteristics with
respect to through-fault stability and mini-
mum c.t. performance. The functionality also
caters for feeders including a transformer in
its zone of protection.
The scheme is phase-selective and takes full
advantage of the high data transfer rate of 64
kBit/s possible with an optical fibre link to
sample the analogue input variables at both
ends of the line and transfers the correspond-
ing values to the opposite station without
almost any delay.
Tripping takes place should the comparison
of the values in the terminal stations result in
a differential current I above a given one. The
self-supervision function of the optical fibre
link operates at such a speed that an addi-
tional enabling signal is not necessary.
The dual-slope characteristic ensures high
sensitivity for detecting internal faults during
low through-currents while providing extrem-
ely good security against false tripping during
high through-faults in the event of CT satura-
tion.
The function can be blocked by an external
input of the current check function. Line
capacitance charging currents can be taken
care of by a higher "g" pickup setting.
Provision is made to transfer up to eight (8)
digital signals, meant for transfer trip etc., to
the remote end over the communication fibre
optic medium.
Over/under current protection
IEC 61850: PTOC/PTUC IEEE: 51
Both definite time (Current-DT) and inverse
time (Current-Inv) are available. Among the
inverse characteristics, normally very/long
time earth fault and extremely inverse are
available. Current settings vary from 0.02 to
20 times for def. time and Istart varies from 1
to 2 times rated current.
It may however, be noted that instantaneous
residual overcurrent protection (50N) can be
realized using the current-DT function only if
the residual current is fed from an external
source through a separate analog input.
Otherwise, if derived internally, the current-
inv. function would have to be utilized with
c=2 (extremely inverse) setting where the
pickup is maximum twice rated current .
The function trips three-pole and can be con-
nected to the trip matrix.
Directional earth fault protection with com-
munication logic (PDEF, RCPW, RDIR)
IEC 61850: PDEF, RDIR IEEE: 67N
A sensitive directional ground fault function
based on the measurement of neutral current
and voltage is provided for the detection of
high-resistance ground faults in solidly
grounded systems. The scheme operates
either in a permissive or blocking mode and
can be used in conjunction with an inverse
time ground fault overcurrent function. In
both cases the neutral current and voltage can
be derived either externally or internally.
The function has an adjustable characteristic
angle of 0 to 90 deg. with a default of 60 deg.
Provision is made to set longer operating

detect the fault. The function always trips
three-pole. Following breaker closing com-
mand, the function is released only after 50
msec to avoid operation during transient
oscillations which might occur. The function
is unaffected by single-pole reclosure due to
the CB position input.
The type of communication scheme could be
POTT or Blocking. In the event of a common
communication channel, both distance and
DEF should employ the same scheme.
In the POTT scheme employed in this config-
uration, the function at each end needs a sig-
nal from the other end to be able to trip. A
signal is sent when its current exceeds the
enabling level, the basic time expired and
fault detected in forward direction. Weak end
infeed features are available in the function.
A feature to send an echo to trip the infeed
end when the other end of the line is open
also exists. Fault current reversal (transient
blocking) logic is included to cater for paral-
lel line applications.
For the blocking scheme, a backward looking
measuring element is provided. Provided the
current and voltage conditions are fulfilled, a
blocking signal is transmitted if a fault is
detected in the backwards direction. A for-
ward looking element in the direction of the
line trips at the end of the adjustable wait
time upon non-receipt of the blocking signal.
The blocking scheme also has an option
whereby the block is transmitted if no fault is
detected in the forward direction and current
condition is met after the timer tBasic has run
out.
It is possible to use the same communication
channel for both distance and DEF functions,
provided both are POTT or both are blocking
schemes. By settings, it is also ensured that
the communication channel is initially used
only for distance function and later on for
DEF.
Distance and associated functions
IEC 61850: PDIS, PSCH, RPSB IEEE: 21
This is a full-scheme impedance protection
scheme with a maximum of five zones, three
zones directional, a fourth either directional
or non-directional and a reverse measuring
zone.
The fourth zone can be used as a fourth mea-
suring zone or as an "overreaching zone"
with SOTF or zone extension logics or in
POTT schemes. The fifth zone, known as the
definitive zone, is used as the underimped-
ance starter.
In this configuration, which employs PUTT
scheme, Zone 4 can be used as a fourth mea-
suring zone.
In the HV distance function, only under-
impedance starters are available though the
norrmal distance function presents a choice of
overcurrent and underimpedance types. The
starters are used for phase selection. Besides,
depending on the line length, it is possible to
use the overreaching zone in addition to the
starters for more accurate phase selection. It
is possible to have mutual zero sequence
compensation in zones 1, 2, OR and reverse
for parallel lines.
The distance function has a definite time
O/C backup protection which does not get
influenced by PSB, VT supervision, under-
impedance starters etc. Since it is indepen-
dent of the distance protection starters and
does not need to perform any phase selection,
a more sensitive setting is realized.
The power swing blocking function (PSB)
comprises two systems and together cover a
range from 0.2 to 8 Hz. The PSB function is
effective only for the symmetrical three-
phase conditions and cannot block the dis-
tance function for assymetrical faults, earth
and phase to phase. The pole slip trip func-
tion (not in the standard terminal) detects
slip frequencies in the range of 0.2 to 8 Hz
and issues trip commands after the set num-
ber of slips, minimum one. In addition, the
function has features to discriminate whether
the centre of the power swing was on the line
in question or outside the line.
The VT supervision function for solidly
grounded networks can be based on zero
sequence principle of measurement, U0 and
no I0. The signal U0 is delayed by 5 msec to
prevent unwanted blocking due to unequal
pole closing. The blocking by VT supervision
is delayed by 12 seconds following manual
closing, external blocking (MCB) etc. during
which period any pickup of U0 and I0 does
not result in blocking the distance function.
Hence, unwanted blocking during single-pole
autoreclosure is prevented.The function can
also work in relation to negative sequence

quantities or a combination of zero sequence
and negative sequence quantities as decided
by settings.
With the SOTF function, a fast trip is achie-
ved for a fault over the whole length of the
line when the line is being energized. The
SOTF trip is non-directional to secure a trip
at a nearby three-phase fault when a line PT
is used. It also ensures a fast clearance for a
fault on the bus when the bus is energized
from the line side. The function can be acti-
vated both internally and externally. The fault
detectors are usually the non-directional start-
ers, overcurrent or underimpedance or
optionally, the overreaching zone. The exter-
nal activation can be done by the manual
close command to the breaker or by the
breaker contact and becomes a must only if
the VT/CVT is on the bus side.
When the communication scheme emp-
loyed is PUTT, the logic comprises a re-
ceive logic and a transmit logic. The tripping
criteria can be chosen in tandem with the
underimpedance starting characteristic
(PUTT NONDIR), starting characteristic in
forward direction (PUTT FWD) or with
respect to the overreaching (2nd) zone
(PUTT OR2)
Facility also exists to have a deblocking
scheme along with the PUTT OR2 scheme
which causes the ComFail channel input to be
interpreted for 100 msec as a receive sig-
nal.This is of added significance to make the
PUTT scheme more dependable when the
PLC receive signal could be attenuated by the
line fault.
When the communication scheme emp-
loyed is POTT. This scheme is more favour-
able in short line applications where making
settings for the distance zones could be diffi-
cult if PUTT is employed taking into account
high-resistance ground faults. The POTT
logic also comprises a receive logic and a
transmit logic. The overreaching zone is used
for the transmit logic while the tripping crite-
ria depends on the pickup of the overreaching
zone.
In the situation where parallel lines are
encountered, there is a need to cater to fault
current reversal (Transient Blocking) and
weak end infeed conditions. These logics are
available in the terminal.
The deblocking scheme as explained above in
PUTT OR2 is also available for utilization in
POTT.
When the communication scheme emp-
loyed is the blocking scheme. This scheme
also consists of a receive and a transmit logic.
Here, a backward looking zone is used for the
transmit logic. The tripping criterion depends
on the pickup of the overreaching zone along
with non-receipt of the carrier signal. As is
evident, a blocking scheme is always slower
than a permissive scheme although the advan-
tage is that the blocking signal is sent over a
healthy line.The blocking scheme is immune
to fault current reversals in parallel line appli-
cations. Further, there is no necessity for a
weak end infeed logic in a blocking scheme.
However, a weak end trip is impossible.
A fault locator is included but not compen-
sated for mutual zero sequence of parallel
lines. However, different setting groups, up to
four, can be programmed for different operat-
ing conditions.
1/3-phase autoreclosure
IEC 61850: RREC IEEE: 79
The autoreclosure function included in the
REL 316*4 permits up to four three-phase
reclosure cycles to be carried out, each with
an independently adjustable dead time for fast
and slow autoreclosure. Where single-phase
reclosure is being applied, the first reclosure
is the single-phase one and the others are
three-phase. Dead time setting ranges permit
high-speed single-pole reclosure, three-pole
high-speed or delayed reclose.
Different modes of reclosure as explained in
the Users Manual exist. These modes are pre-
sently selectable from the HMI or remotely
by SCS. It is proposed to make this selection
from optocoupler inputs so as to enable usage
of an external 4-position switch, if necessary.
The AR gets started by three inputs, general
start, general trip and 3-pole trip. The timer
'tOper', ensures that the AR does not start for
unwanted trips like delayed Zone 2, Zone 3
etc. The 3-pole trip input is to allow the
recloser function to decide which dead time
to choose from, single-pole or three-pole.
The AR can be blocked by the inputs,
namely, 'external block', 'conditional block'
or 'manual close'. While the external blocking
and manual close blocks even if the AR cycle

is in progress, the conditional blocking blocks
the function only if the cycle is not in pro-
gress.
The breaker signals connected with the re-
closer are 'CB Ready' (OCO cycle), 'CO
ready' (CO cycle) and 'CB Open'.
The signal 'Def Trip' picks up in many instan-
ces most notable being an unsuccessful AR
attempt. The signal 'Trip 3 Pol' is to enable
the distance function to trip 3-pole under cer-
tain conditions.
Facility exists to extend the dead time for the
first reclosure attempt, single or three-pole,
with the dead time 'tDead 1 Ext' in case of
defective communication channels.
A zone extension scheme is possible with
the AR output signal 'Zextension' which
switches the distance function's overreaching
zone on or off. This extension can be made
applicable to all four reclosure attempts by
settings of the parameters 'ZE Prefault' and
'ZE 1.AR' reach to 'ZE 4.AR' reach.The sig-
nal to switch the reach is issued at the same
time as the 'Close CB' command signal.
With proper settings of the timers 't
1Pdiscrim' and 't 3P Discrim', it is possible to
have a three-pole reclosure or block reclosure
for an evolving fault. It may be noted here
that tripping 3-pole for an evolving fault is a
distance function criterion with the timer
'tEvolFol'.
Synchrocheck
IEC 61850: RSYN IEEE: 25
The synchrocheck function determines the
difference between the amplitudes, phase
angles and frequencies of two voltage vec-
tors. Checks are also included to detect a dead
line or busbar.
Voltage selection is also possible with appro-
priate isolator contact positions as inputs.
Provision exists to block the function upon
VT/CVT MCB fail of bus and line voltages.
I0-inverse protection
IEC 61850: PTOC IEEE: 51N
This works on the IDMT characteristic and
can work on any of the characteristic as for
Current-Inv above. It can detect 3I0 either
supplied externally or derived internally.
The function trips three pole and can be con-
nected to the trip matrix.
Over/undervoltage protection
IEC 61850: PTOV/PTUV IEEE: 59/27
The definite time function is utilized. The
voltage setting range varies from 0.02 to 2
times rated voltage. The function trips three-
pole and can be connected to the tripping
matrix.
Thermal overload protection
IEC 61850: PTTR IEEE: 49
This function guards against inadmissible
temperature rise caused by overcurrents. The
temperature rise is modelled based on the
influence of current on a thermal image (first
order) of the protected unit. It monitors the
temperature rise and not the absolute temper-
ature.
Disturbance recorder
IEC 61850: RDRE
The disturbance recorder monitors analogue
and binary inputs and internal results of pro-
tection functions. The capacity for recording
disturbances depends on the duration of a dis-
turbance as determined by its pre-disturbance
history and the duration of the disturbance
itself.
REL561
Longitudinal differential protection
IEC 61850: PLDF IEEE: 87L
This is a phase-segregated differential protec-
tion which can work with different communi-
cation interfaces. A 56/64 kBits/s digital
communication link is required which can be
achieved by dedicated optical fibre cables or
by multiplexed channels.
The function can be used basically on two
terminal lines.The differential function is
blocked when a fault is detected by the CT
supervision (CTSU) function. This is
achieved by the CTSUP input turning high by
the FAIL output of CTSU function. If there is
no charging current compensation (not possi-
ble in REL551), VTSU and CBOPEN inputs
are set to FALSE. The RTCSEND1 and
RTSSEND2 inputs are used if there is any
requirement to send any transfer tripping sig-
nals through the communication medium.

Among the outputs, TRIP is the general trip
output whereas phase-segregated trip outputs
are available through TRL1, TRL2 and
TRL3. The COMFAIL and COMOK outputs
are used with other functions.
The CTSAT output indicates if the CT satura-
tion current detectors have picked up and the
differential characteristic is switched to high-
er stability.

Configuration
This is a full-scheme impedance protection
scheme with three (3) zones, quadrilateral
characteristics, wherein all zones are phase-
selective. Zone 3 is set non-directional and is
used in conjunction with SOTF .
Phase selection (PHS) and power swing
detection (PSD) functions
There is an independent phase selection func-
tion (PHS) present in the terminal. It aids an
accurate phase selection and has two special
outputs, one based on residual current mea-
surement conditions (STCNDI) and the other
based on impedance measurement conditions
(STCNDZ). These outputs are used in con-
junction withn the impedance measuring ele-
ments. The STCNDZ signal is more approp-
riate for an accurate phase selection and is
used as an input to zones 1, 2 and 3. Both
these signals are coded integer values,
STCNDI for phase-to-earth and phase-to-
phase faults whereas STCNDZ for different
phases among phase-to-earth and phase-to-
phase faults.
The PHS function has phase-selective start
outputs for non-directional, forward and
reverse directions. The forward start outputs
are used for the fault locator function (FLOC)
and for the single-pole trip logic. The phase-
to-earth fault start output (STPE ) is used to
block the Power Swing Detection (PSD)
function.
Please note that the operation of the PSD ele-
ment is permitted on power swings during the
single-pole autoreclosing dead time. Hence,
the inputs TRSP and I0CHECK are not con-
figured. The 2-out-of-3 criteria is used for PS
detection as is normally adopted for single-
pole tripping. The BLKI01 input on FALSE
ensures that PSD is blocked when measured
impedance remains within the power swing
operate characteristic above a settable limit.
Fuse failure supervision (FUSE) function
The fuse failure supervision (FUSE) function
is based on the zero-sequence principle of
measurement. It is activated both internally
and externally. The DLCND input is used to
prevent blocking of the impedance protection
functions by the VTSZ output in case of fuse
failure detection during dead line conditions
or when at least one phase is dead during sin-
gle-pole autoreclosure dead time. This input
is energized when the STPH output of Dead
Line Detection (DLD) is high. The DISC
input sets the output VTSU while the MCB
input sets both outputs VTSU and VTSZ. The
VTSZ is used to block all the impedance
function zones 1 to 3 and the phase selection
function. The VTSU output is used to block
other voltage-related functions like Loss of
Voltage (LOV) and Synchrocheck (SYN).
Switch-on-to-fault (SOTF) function
With the SOTF function, a fast trip is
achieved for a fault over the whole length of
the line when the line is being energized. The
SOTF trip is non-directional to secure a trip
at a nearby three-phase fault when a line PT
is used. It also ensures a fast clearance for a
fault on the bus when the bus is energized
from the line side. The function is activated
both internally and externally. The internal
automatic activation is controlled by the Dead
Line Detection (DLD) function output
START connected to the SOTF function
input DLCND. The DLD-START is activated
when all three-phase voltages are low and all
three-phase currents are below the set operate
value. As explained earlier, zone 3 non-
directional is used to secure a fast trip by con-
nection to the NDACC input. The external
activation is achieved with the input BC
which turns high when a closing command is
issued to the breaker..
Fault locator (FLOC) function
The fault locator function utilizes the phase-
selective forward starts from the PHS and the
"SELECTIVE TRIP" for its release to calcu-
late the distance to the fault. The SELEC-
TIVE TRIP input ensures that the FLOC
starts its calculations only for a fault on the
concerned line.
Dead line detection (DLD) function
The DLD function detects disconnected
phases of a protected object. Its outputs serve
as an input condition for certain other func-
tions like SOTF, FUSE etc. as explained ear-
lier. The START output is high when dead
line is detected in all three phases while the
STPH output goes high when a dead line is

has separate outputs for current or voltage
below set values in individual phases.
Scheme communication logic (ZCOM) for
distance protection
When the scheme employed is Permissive
Underreach (PUR or PUTT), zone 2 permis-
sive can be used to achieve fast clearance for
faults on the line not covered by instanta-
neous zone 1. The CSOR, CSBLK and CRG
are set to FALSE as the scheme is PUR. The
input CSNBLK, though used in blocking
schemes, remains connected to CACC as in
default configuration as it does not pose any
problem to the proper operation of the PUR
scheme. The trip output ZCOM-TRIP is the
communication trip output and ZCOM-CS,
the carrier send output. CRL and LCG out-
puts are utilized only in permissive unblock-
ing schemes.
If the communication scheme is of the block-
ing type, the following is to be observed:
The scheme employed in this configuration is
Blocking, Zone 2 permissive to achieve fast
clearance for faults on the line not covered by
instantaneous Zone 1. The CSUR, CSOR and
CRG inputs are set to FALSE as the scheme
is Blocking type.The ZM3-START output of
ZM3 function enables the CSBLK input for
carrier send purposes. The input CSNBLK is
connected to CACC to prevent carrier send in
case of simultaneous operation of forward
measuring elements. The trip output ZCOM-
TRIP is the communication trip output and
ZCOM-CS the carrier send output. CRL and
LCG outputs are utilized only in permissive
unblocking schemes.
Directional earth fault protection with com-
munication logic (PDEF, RCPW, RDIR)
IEC 61850: PDEF, RSCH IEEE: 67N
The earth fault o/c protection function (TEF)
is meant for solidly-grounded networks. In
this configuration, it is used as a directional
earth fault protection with a characteristic
angle of 65 deg. for the forward measuring
element. The TEF has to be kept blocked dur-
ing single-pole autoreclosure. An OR Gate
O011 is utilized to activate the BLOCK input.
The input AR01-1PT1 is the "single-pole A/R
in progress" of the A/R in Main 1.
The TEF function has a switch-onto-fault ini-
tiation which minimizes operating time in
case of breaker pole discrepancy at the time
of closing. The input BC is used to activate
the SOTF condition and is high when a clos-
ing command is issued to the bkr.
The TRIP output is time-delayed E/F trip
while the output TRSOTF is trip by E/F
SOTF. The START output is non-directional
while STFW and STRV are starts for the for-
ward and reverse looking zones.
Communication scheme logic (EFC) for
directional earth fault protection
To achieve selectivity for directional earth
fault protection, a communication scheme is
necessary using the EFC function. The
scheme could be a directional comparison
(POR) or blocking scheme. In this configura-
tion, the POR scheme is utilized. The EFCA
function is needed only if there is a current
reversal or weak end infeed logic which is not
applicable here, though included in the termi-
nal.
The forward looking zone of the TEF func-
tion is used as the permissive input CACC in
the EFC function and tripping output EFC-
TRIP is activated if input CR is present along
with CACC. The input CSPRM initiates the
output CS.
Instantaneous overcurrent protection
IEC 61850: PIOC IEEE: 50
The IOC function is an instantaneous, non-
directional, phase-segregated overcurrent
protection, capable of operating at 15 msec
for faults characterized by very high currents,
normally for faults close to the generation
(relay) point in long transmission lines. The
IOC function has two parts, one for phase
faults and the other for earth faults . The
TRIP output is general whereas the TRP and
TRN serve as trip outputs for phase and earth
faults respectively.
Time-delayed overcurrent protection
IEC 61850: PTOC IEEE: 51
The time-delayed phase overcurrent protec-
tion (TOC) can be used as an independent o/c
protection as backup to the distance protec-
tion scheme. The TOC has two parts, one for
phase faults and the other for earth faults. The
TRIP output is general whereas the TRP and
TRN serve as trip outputs for phase and earth
faults respectively. Start outputs STP and
STN are also available for phase and earth
faults.

Time-delayed overvoltage protection

The time-delayed overvoltage (TOV) func-
tion has inputs for blocking the function,
BLOCK or blocking the trip alone, BLKTR.
There are separate trip and start outputs for
phase overvoltage (TRPE and STPE) and
phase-selective overvoltage starts (STLn).
Loss of voltage
The loss of voltage (LOV) function enables
automatic restoration systems to facilitate
system restoration after a major blackout. The
function is blocked when the breaker is open
through input BC or when the line disconnec-
tor is open through the VTSU input.
Overload and broken conductor
The overload (OVLD) function and broken
conductor (BRC) function have trip outputs.
Trip
IEC 61850: PTRC
The trip (TRIP) function consists of the fol-
lowing :
Phase-segregated front logic which is com-
mon for 1/3-phase mode or 1/2/3-phase oper-
ating mode.
An additional logic for evolving faults and 3-
pole tripping when the function operation is
1/3-phase operating mode.
INDACTIC 650
Advanced disturbance recorder
IEC 61850: RDRE, RFLO
The system basically consists of data acquisi-
tion and evaluation stations. The smallest
acquisition station is designed for nine (9)
analog and sixteen (16) digital signal inputs.
A number of units can be combined into a
logical acquisition station, according to the
number of signals and future expansion
requirements. A single coaxial cable is used
to interconnect the acquisition units for time
synchronization and data transmission over a
distance of up to 2 kms. Communication with
the evaluation station is performed by one of
the nodes defined as a master.
The recording of events is event-driven. The
starting and stopping times of the recording
can be defined for all analog and digital sig-
nals. If a triggering criterion is met for an
acquisition unit, all acquisition units in the
station concerned are triggered at the same
time. The recordings are buffered in a an
event file, which is eventually sent to the
evaluation station for analysis. The event data
are transferred to the evaluation station via
the transmission cable and the buffer in the
acquisition unit is cleared and ready for new
recordings again.
