ABOUT THE PROGRAMME

The unorganized sector is an important part of the Indian economy. The unorganized sector consists
of all un-incorporated private enterprises owned by individuals or households engaged in production
and sale of goods and services operated on a proprietary or partenership basis having less than ten
workers. This sector contributes to approximately 92% of total employment and 55% of the GDP of
the country. This sector also makes significant contribution to exports. In view of its contribution to
employment generation, exports and accelerating the pace of economic development in the country,
the manpower engaged in unorganized sector deserves special attention of our planners and policy
formulators. The unorganized sector in India also takes within its fold the informal employment/
unorganized employment. A close look at various sectors of Indian economy reveals that the
organized sector also avails the services of a huge population of informal workers. The informal
workers/unorganized employees working in organized sectors of Indian economy are usually the
contractual employees engaged in providing services like security, housekeeping, catering, cleanliness,
transport, material handling, gardening, data processing etc. Such workers of Indian economy are
usually deprived of social security and variety of other benefits enjoyed by the regular employees. It
is, therefore, in this context that the persons working in the vast unorganized sector as well as
informal/unorganized employees working in organized sectors of Indian economy need to be
considered at an equal platform. They also deserve special attention of those who are involved in
training and developing manpower for the unorganized sector. It has also been observed that 60-65 %
of employees working in organized sectors falls under the category of informal/unorganized
employment in the formal sectors. From employment perspective, the informal sector emerges as the
largest sector of the Indian economy and its skill requirements are also diverse which are large in
quantity in comparison to any of the organized sectors.

The National Skill Development Corporation [NSDC] with the help of the established consultants has
studied the present and future manpower requirement of the vast Indian informal sector. The skill
pyramid of this sector evolved by the NSDC has been studied thoroughly and manpower requirements
particularly at level I and II have been looked into in detail. Accordingly, an attempt has been made to
evolve curricula for various trades falling under the Unorganized Sector/Unorganized Employment in
the Organized Sectors in India.

This curriculum has been tailor-made which suits to the requirements of the intended target groups. It
is hoped that the instructional resources developers, training providers and the training assessors
would make use of this curriculum document in imparting quality training to the intended target
groups.
















1. SALIENT FEATURES OF THE PROGRAMME

Admission

Age : 21 years (Minimum)

Note :

i) It is assumed that trainees will get a minimum of 120 contact hours with a working of
6
hours per day for 5 days per week for about 4 weeks.
ii) To trainees will undergo on-the-job training for 2 -3 weeks
iii) Time distribution mentioned against each module in the documents is suggestive and
trainers are free to make adjustments as per trainers requirements and capabilities.
iv) The trainee shall be certified only after they have been evaluated for assessment of
desired skills

To understand importance plant maintenance and implement necessary routine

Emptying of drum and cleaning -various issues
Maintenance of screens etc.
Precautions during adverse weather conditions
Long term shut down measures
Temperature of bitumen during storage

6. RECOMMENDATIONS FOR EFFECTIVE CURRICULUM IMPLEMENTATION, EVALUATION AND
CERTIFICATION
To implement curriculum properly, the Master Trainer should follow the procedure below:
1. Theory session to be conducted to develop background. (Use printed module).
2. Explain various components of HMP and its controls with PowerPoint/video films.
3. With Video/PowerPoint Slide Presentation explain the skills to be developed.
4. Follow up with on job training. For this purpose a nearby hot mix plant site to be arranged.
5. Evaluation to be based on theoretical understanding as well as practical demonstration of
skills.
