Thank you for trying to coalesce the many opinions heard at the last meeting (a very hard task) and requesting
our feedback.

Here is my feedback on the wording of the Ballot question:

Forgive me, but I had a very strong negative reaction to the opening wording of this ballot question. I can't
imagine people voting Yes to a question that begins "To provide effective community programs to..." It sounds
generic and bureaucratic.

One of the key concepts discussed by the group was that voters are interested in OUTCOMES, which in this
case is "to reduce gun violence and violent crime, increase public safety in neighborhoods, ensure faster 9-1-1
response times, and improve high school graduation rates."

The METHOD to achieve those goals is to "provide effective community programs, including crisis
intervention, job training, and outreach and support for at-risk youth."

The following is my suggestion of how to reorganize the ballot sentence to make it more compelling:

"To reduce gun violence and violent crime, increase public safety in neighborhoods, ensure faster 9-1-1
response times, and improve high school graduation rates, shall the City of Oakland authorize a surcharge on
commercial parking and a parcel tax subject to annual performance and financial audits by a citizens oversight

committee in order to provide additional police officers and effective community programs, including crisis
intervention, job training, outreach and support for at-risk youth? "

I am not sure if this is within the word limit. Also note that I added mention of police officers, without which I
think this measure will fail. I am interested to hear and consider other ideas and proposed sentence structures
that you all come up with.
