iberias Ministry of Health and Social Welfare has recorded
an Ebola death with the Special Assistant to the Chief
Medical Offcer falling prey to the deadly virus.
Healthcare workers are hardly hit by the virus with 182
cases of suspected, probable and conformed Ebola according to
the World Health organization latest fgures released on Liberia.
The WHO reports 87 suspected, probable and confrmed deaths of
healthcare workers from Ebola.
The Administrative arm of the Ministry of Health was until Thursday
yet to report high profle causality from Ebola but Rev. Napoleon
Braithwaite, a Special Assistant to the Chief Medical Offcer Dr.
Bernice Dahn has become the latest to fall to the deadly Ebola virus.
News of Rev. Braithwaites demise broke on Thursday Morning as
the government of Liberia was preparing for a news conference at
the health ministry to announce the outsourcing of Liberias Ebola
Fight to United Nations Agencies in Liberia. The venue was quickly
changed and the entire ministry ordered sprayed by Health Minister,
Dr. Walter Gwenigale.
The Health ministry confrmed Thursday that the deceased died from
the deadly Ebola virus and family members who helped to put him in
a car to take him to the hospital, said he had not been going to work
for a week now.
The relative said they could not afford not touching him because
they had a special bond and they could not see him suffer and not
help. According to one relative they have placed themselves under
quarantine for 21 days.
He had seven children living with him in the house. When I took
him from the house his pressure was 581; when we went to JFK it
was 346, his sugar was high and he kept drinking sweet. Monday he
walked from the room and took a bottle of lucozade and drank the
whole bottle. He was sick for less than a week. His brother said he
called him and said he was not feeling well. Monday he did not go to
work, said the relative.
Speaking to FrontPageAfrica via mobile phone Thursday evening,
Assistant Minister for Curative Services at the ministry of health Mr.
Tolbert Nyenswah said Dr. Bernice Dahn has put herself on a 21-day
quarantine.
She has placed herself in a 21-day observatory quarantine. Her offce
and the entire ministry have been sprayed. She knows what to do
in a situation like this as Chief Medical Offcer of the Republic of
Liberia, Nyenswah said.
All those who worked in Dr. Dahns offce including those at the
ministry who came in close contact with the deceased have been
placed on 21-day quarantine. We are not taking anything for granted
at the ministry. We are taking the necessary precautions.
News of Rev. Braitwswaites death comes as a shock to many as
Liberia continues its fght against the deadly Ebola disease. The
Health ministry becomes the third government entity to report the
death of a high-ranking employee of the government of Liberia.
This thing is hitting home closer and closer I am scare like crazy. My
friend, my brother, a colleague Rev. Napoleon Barthwarte died this
morning from the deadly EBOLA virus. A man, Napoleon man. Go in
peace brother, posted a friend of the late Rev. Braithwaite.
I just got the news that my cousin, my brother, the Reverend
Napoleon Brathwaite has died. Aye Nap. My grandmother reared all
of us together on Snapper Hill. I just spoke to him the other day. Rest
in peace Nap, stated another close relative of the deceased.
Rev. Brathwaite is a long serving head of the Peaceful Baptist Church
in the Battery Factor Community on the Somalia Drive.
The menacing virus last month hit the Ministry of Foreign Affairs,
which is also the seat of the Liberian presidency. The victim then was
Mrs. Sharon Shamoyan Washington, Administrative Assistant to the
Minister of Foreign Affairs Mr. Augustine K. Ngafuan.
Mrs. Washingtons husband, a staffer in the offce of President Ellen
Johnson-Sirleaf, is currently under quarantine. FrontPageAfrica did
not name the offcial because the presidency has not offcially notifed
the public about the cases, so close to the Liberian presidency. Mrs.
Washington reportedly got the virus from a sister, who had previously
died. A praying woman who reportedly had sessions and laid hands
on the sister of the deceased Administrative Assistant, has also died.
The ministry of Finance was hard hit in July of this year when an
employee Patrick Sawyer who contracted the virus from his sister
in Liberia died. This string of deaths led to many deaths of health
workers and people who came in close proximity with the pair, both
in Liberia and Nigeria including foreign and local health workers.
Nigerias unfortunate encounter with the deadly disease came when
Sawyer traveled onboard an Arik Air fight on an ECOWAS seminar
to Nigeria. Sawyer died in Nigeria and most of the health workers
who attended to him contracted the disease.

EDITORIAL
A LOT of confusion continues to linger the disbursement
and expenditure of US$5 million dollars allotted by the
Government of Liberia as its contribution to battling the
deadly and menacing Ebola virus.
THE ISSUE is so delicate and complicated that even those
elected by the people to seek their interest remain divided
over coming to some definite conclusion over why anyone
in their right mind would tamper with money for sick
people.
SUGGESTIONS HAVE been put on the floor of the Senate
and the lower house for the issue of a call for an audit to be
tabled until the Ebola crisis comes to an end.
IN THE VIEWS of a few elected and appointed officials,
speaking about stealing and unaccounted funds now would
make Liberia look bad in the eyes of the world.
WE BELIEVE STRONGLY that this is the wrong approach
to take and the wrong message to be sending to the
international community which is doing all it can to ensure
that Liberia and the other countries hit hard by this deadly
epidemic can come out as victors when this is all over.
TO SAY that the issue of auditing an account set aside to
deal with an outbreak that has killed more than 1,700 people
in Liberia along and 2,800 in total, suggest that those in
authorities are only concerned about their image and what
the world thinks about them and have no desire to support
the recovery and elimination of Ebola from Liberia.
THE UNCERTAINTY over whether to audit or not is
being compounded startling projections from two leading
public-health agencies about the Ebola epidemic in West
Africa, estimating that the number of cases could grow
exponentially unless measures to tame the outbreak are
implemented on a large scale soon.
BOTH THE U.S. Centers for Disease Control and Prevention
said that from 550,000 people to as many as 1.4 million
people when underreporting of cases is taken into account
could be infected by mid-January in Liberia and Sierra
Leone, in a worst-case scenario generated by a computer
modeling tool the agency constructed. Around 21,000 cases
would occur by Sept. 30. "Reported cases in Liberia are
doubling every 15-20 days, and those in Sierra Leone are
doubling every 30-40 days," the CDC said in its report.
THIS IS WHY it is important that Liberia show the world
that it means business and Ebola or not, anyone taking
advantage of the countrys vulnerability to steal from sick
people will not be given an easy ride.
SUGGESTIONS THAT an audit should be put on hold sends
a message to the world that Liberia is a country that does
care about itself or its citizens and will offer soft landing
for those accused of not accounting for money intended to
deal with Ebola.
FORGET ABOUT THE POLITICS, forget about the
sentiments of hurting the feelings of our friends and loved
ones who may be found responsible for not accounting
for Ebola money, the message from the presidency to the
legislative and judiciary branches must be loud and clear
that no one is above reproach or above the law, the General
Auditing Commission in collaboration with international
accounting firms must be called in to fix this mess.
NEXT DOOR Sierra Leone has the reputable KP&G
auditing its Ebola funds, that sends a message to the world
that it means business, it makes international partners
comfortable to give hard cash and influx of aid because they
believe that those at the bottom of the pile will be impacted.
LIBERIA CANNOT have its cake and eat it, we cannot and
must not give our hand out for aid and assistance and not
show the world that we are willing to be transparent and
accountable. Something fishy smells on this US$5 million
expenditure which demands an audit. If those in authorities
have nothing to hide, then they must have no fear. Call for
an audit and let the chips fall where they may.

TO AUDIT OR NOT TO AUDIT?
I
n March, 2014 the world woke up to the announcement by the
Government of Guinea about the outbreak of what has come to
be known as the worlds largest outbreak of Ebola virus in the
Mano River Basin. The virus has infested over 4,500 people
in the region according to World Health Organization. The outbreak
in Guinea took few weeks to be detected in Lofa County, Liberias
northern county where AIDS was frst discovered in the 1980s. The
borders between the Mano River Countries (Sierra Leone, Guinea,
Liberia and Ivory Coast) are porous with limited capacity of the
states to effectively secure. It is an unarguable fact that what affects
one country impacts the people of the other countries. Two of the
three worst affected countries are post confict countries (Liberia
and Sierra Leone) with broken health infrastructure while Guinea
has been ruled by military regimes for well over two decades. The
three countries are culturally and traditionally linked with very
similar characteristics. Each Country has its unique share of the
impact of the Ebola crisis. Liberias capital Monrovia and Kakata, a
small city of over 80,000 residents which is about 45 minutes drive
from Monrovia are overwhelmed by the outbreak both accounting
for almost half of the cases in Liberia. Guinea is fghting the virus
in its remote forest region as well as in the capital city Conakry
while Sierra Leone has thirteen of its fourteen districts affected by
the virus, yet with signifcant number of infested people recovering.
The state of the virus in Liberia is predicted to rise at an unprecedented
rate while the World Health Organization has indicated that the virus
will affect around 20,000 people in the next months to come. While
the Governments of the affected countries do not have the capacity
to combat the virus, the state of denial and misconception is posing
a challenge to the fght against the virus. Why are the people of the
region refusing to accept that the virus is a natural phenomenon?
What is confusing about the virus? What role are our so called
experts playing? Is the virus the making of external sources? Lets
examine these questions and much more.
In the frst place, it was reported by the World Health Organization
that the virus was spread by a two year-old child in Guinea who
may have came in contact with a bat that had fown in from the
Congo. The carrier of the virus (Fruit bat, monkey, bush meat, etc.)
have been major protein sources of the majority of the people in the
countries affected for centuries. It is psychologically diffcult for
people of these countries to accept and believe that their food that
supply them protein for years has turned out to be the carrier of their
killer (Ebola). In the countries affected, monkey especially is dear
to most tribes and those tribes have occupied their communities for
more than 500 years without the outbreak of an Ebola virus even
though they have experienced other diseases. What went wrong
that made monkeys and bats to have become the carrier of the
Ebola Virus in the region? This is a question left to be answered
by our Governments and authorities in the region who authorized a
research that they did not have the capacity to monitor. According
to Dr. Cyril Broderick, professor of Plant Pathologist in his article
Ebola, AIDS Manufactured By Western Pharmaceuticals, US DoD?
Published in the Daily Observer on September 9, 2014.
There are well known diseases in the region to which if the animals
named were accused of being the carrier or natural host, it would
be easy for the people to understand and accept in a short period of
time: diarrhea, cholera, yellow fever, malaria, Lassa fever, etc. These
diseases are well known to the people of this region and the sources
still unknown to them. It could have sound much convincing if any
of these diseases were diagnosed to be the virus waging war in the
region. Did monkeys and bats get infested in the region for research
purpose? We will investigate after the virus has been eliminated
from the region.
Since the outbreak of the virus, there have been efforts on the part
of several national and international organizations to support the
Governments of the affected countries to combat the virus. These
efforts have been going on for well over fve month without an end
in sight. It was frst announced that the disease kills 90% percent
of its victims. This announcement was the beginning of installing
fear in the people. Fear has overtaken most communities and is
undermining the response efforts.
The experience of 1976 in Congo when the frst outbreak caused
the death of almost 90% of its victims cannot be used as a basis to
defne how an epidemic will be managed in 2014. In the overall, the
fatality rate of the virus in the region is still under 60% according
to the World Health Organization. It is been repeatedly announced
that there is no known cure for the virus, yet medical personal and
others have being encouraging people to go to hospitals and seek
early treatment. According to Sierra Leone Ministry of Health, there
has been the highest recovery of patients from the virus over 400
persons as of September 23, 2014, yet all these recoveries has taken
place at treatment centres. If medical personnel indicates that there
is no known treatment for the virus, what then are they using at
the treatment centers to help people who have so far recovered that
does not constitute treatment for the virus? This question should be
answered by our experts and medical personals. The mix messages
are also posing problem to the containment of the disease. It would
be safe to crap out no known treatment for the virus and encourage
people to seek early treatment. The public statement that there is
no known treatment, but go to hospital for treatment will create
another problem of confdence building in the health systems. It
poses another challenge to encourage people to build confdence in
the health systems after this epidemic has been contained in the next
months to come.
In the Liberian paper - Daily Observer, a Professor of Plant
Pathology published an article title: Ebola, AIDS Manufactured by
Western Pharmaceuticals, US DOD? Part of this article addresses
the last part of my questions and I have copied the text as it was
published and pasted in my article since it addresses the last part of
my concern:
The World Health Organization (WHO) and several other UN
Agencies have been implicated in selecting and enticing African
countries to participate in the testing events, promoting vaccinations,
but pursuing various testing regiments. The August 2, 2014 article,
West Africa: What are US Biological Warfare Researchers Doing in
the Ebola Zone? by Jon Rappoport of Global Research pinpoints the
problem that is facing African governments
Reports narrate stories of the US Department of Defense (DoD)
funding Ebola trials on humans, trials which started just weeks
before the Ebola outbreak in Guinea and Sierra Leone. The reports
continue and state that the DoD gave a contract worth $140 million
dollars to Tekmira, a Canadian pharmaceutical company, to conduct
Ebola research. This research work involved injecting and infusing
healthy humans with the deadly Ebola virus. Hence, the DoD is
listed as a collaborator in a First in Human Ebola clinical trial
(NCT02041715, which started in January 2014 shortly before an
Ebola epidemic was declared in West Africa in March. Disturbingly,
many reports also conclude that the US government has a viral fever
bioterrorism research laboratory in Kenema, a town at the epicentre
of the Ebola outbreak in West Africa. The only relevant positive and
ethical olive-branch seen in all of my reading is that Theguardian.
com reported, The US government funding of Ebola trials on
healthy humans comes amid warnings by top scientists in Harvard
and Yale that such virus experiments risk triggering a worldwide
pandemic. That threat still persists.
The scale of the spread of the virus has been blamed on denial,
illiteracy and traditional practices. While these might be true, we
need to improve on the mode of communication and the information
we are passing on to the people. We installed fear in people from the
onset of the outbreak and so it behooves us to stimulate confdence
so that people can be motivated to report to treatment centers in
time once they feel any of the signs and symptoms of the virus. The
Ministries of Health in the affected countries need to redesign the
messages to refect the true picture of the virus. The virus has not
kill 90% of its victims. If victims report to treatment centers in time,
their chances of recovering is high.

Liberians need to be protected not from Ebola but from their
leaders. And not only from leaders. From all the weakened people
that surrounding them. All the international aids will be short
because only an insignifcant percentage will reach to the people.
Most of the aids will be sealed by shameless people who suppose
to distribute. Some of them start to advertise their business right
on FPA comments. I never agreed the idea to send UN troupes to
content the outbreak but is seems like is the only solution. One day,
I told to youth leader of Kokoya I want to create an educational and
entertainment center for the children of town. All on my expenses.
He replied me frst I must buy 20 bags of cement for his house.
And he have thousands of rubber threes plantation. How far the
ruthless can reach in this country? I know a lot of good, honest
and well educated people who really want to do something for
Liberia. But they are not accepted into government institutions.
Even the Comiun people don't appreciate them. Because Liberians
appreciate more the reach people than honest ones. I surprised to
hear people who had a job in police or government and they never
stole are considered stupid.

Did the reporter ask her ok, then who cleaned up the toilet and

in an area and providing service in an area that may be already

know that these born rogues are robbing our country blind!
All you have to know is the tricks of their trade (stealing)!
So let's look at some of the tricks used by these thieves:
#1) They set up fake companies to steal our hard-earned
money!
a) Remember how Ellen Crookrum and her boyfriend (Melvin
Immoral Johnson) set up bogus companies to steal US$500,000
from the Liberian people?? (Re "Next Chapter in RIA-Corkum
Saga: Recouping Lost Fund", Frontpageafrica)
b) Remember how the former Mayor of Monrovia (Ophelia
Hoff Saytumah), who never got her hands dirty!, stole
thousands and thousands of dollars from the Monrovia City
Corporation (MCC) by setting up fake companies to funnel the
Liberian people money into her PERSONAL account ?? (Re
"MCC Jackpot Scam Busted", New Democrat)
If you want to know "What Happen to Ebola Money", check
if the Ebola vendors (companies) are real or fake! Usually,
the fake companies have no asset, no liability, and no relevant
experience in the area of the awarded contract!
#2) They infate invoices for goods and services provided or
NOT provided.
a) Usually, the vendor infates the invoice price so that he can
kickback 20 percent to the government offcial (s) who approve
his or her contract.
Therefore, if you see a Lebanese vendor giving lavish gifts
to a government offcial, you know there's something fshy
is going! But if you see Edwin Snowe's small brother (James
Davies) listed as an Ebola vendor, pray for our country!

I
wonder how our government intends to contain this
virulent Ebola disease when person to person contacts are
still ongoing at various entertainment centers and video
clubs around the country. The decision by this government
to allow these public facilities operate especially during night
hours undermines its sincerity and seriousness to crush this killer
disease. This is another way of adding insult to injury.
The chain of Ebola transmission can never be broken when citizens
and non-citizens are meeting every evening in their numbers to
merry-make and enjoy themselves until 11:00pm! What my eyes
saw today was too appalling and if nothing is done by the National
Ebola Task-force to intervene promptly, Liberia stands to fght a
fruitless battle. We must act now to save lives.
How quick could we be to forget that Ebola is rapidly spread
through bodily fuids such as sweat, saliva, urine, and stool? Our
people need to understand that we are currently at war with a
common enemy (Ebola) whose mission is to put an end to our
earthly existence. This is not normal time, as such, we must do
all we can to prevent our communities, constituencies, counties,
country, and continent from falling prey to this plague.
Our people are dying every minute and it makes no sense
to compromise their livelihood for pleasure. Vocational and
Academic Schools are shutdown simply to avoid the further
spread of Ebola. Why must video and night clubs be opened
especially during late hours? I strongly oppose to this unhealthy
practice and call on this regime to reverse its decision because it
contradicts our collective campaign against Ebola.
For once, our leaders need to be realistic, patriotic, and honest to
those they serve by enforcing safety measures during this crisis
period. The preference of all Liberians right now is to defeat this
life-threatening disease that is posing serious threat to our national
survival. You can go ahead and disagree with whatever I have
said, but my conviction to this opinion remains unchanged

disbursement breakdown of what
each government agency was
allotted.
Compounding the controversy is
what some legislative observers
say is the lack of evidence and
clarity over whether the entities
listed as receiving funding
from the Ebola Task Force have
submitted expenditure to the
National Ebola Task Force to
enable the government or the
presidency to make a detailed
expenditure report.
We Dont See Much
In the absence of such a detailed
line-by line breakdown, some
lawmakers are jittery that the
impact of such a huge amount of
money is not being felt among
their constituents. We dont
see much happening from the
government end. What we are
seeing is a lot of individuals
doing their own thing because
we are not seeing government
presence, Senator Nyonblee
Karnga-Lawrence(Liberty

The senator said a performance
report and how the money was
spent is crucial to help lawmakers
decipher whether to approve
more funding for Ebola.
In the letter Honorable addressed
to the President Pro-Tempore
and Honorable Members of the
Legislature, Thursday, President
Sirleaf pleaded for more money
and lamented that funds disbursed
so far has not been enough to
battle the outbreak which has so
far killed almost 2,000 people in
Liberia and infected some 5,000
in Liberia, Guinea, Sierra Leone
and Nigeria.
As you can see from three
months budget submitted by
implementing agencies, the
emergency request of $20
million, based on an initial
assessment by the Ministry of
Health and Social Welfare is
inadequate to fund the response
efforts, the President told the
legislature as she appealed to
lawmakers to intensify resource
mobilization efforts both locally
and internationally to secure
funding for national response.
Toward this end, we have begun
engagement with the World
Bank, the African Development
Bank and the International
Monetary Fund(IMF). We have
also encouraged bilateral partners
to increase and accelerate their
support to the UN agencies and
international non-governmental
organizations to whom they
give direct support. A more
comprehensive report which
captures the totality of support
will be prepared.
Addressing concerns about
accountability and transparency,
Sirleaf told the legislature: I
wish to point out that the entities
to which disbursements have
been made are responsible to
ensure that funds are used for
the purpose detailed in their
strategies and budgets. They are

In a motion fled Tuesday, the
Senators made a request to the
task force for the report to be
made available by next Tuesday,
September 30, 2014, so that it can
be discussed. Up to now, there
is no plan of action, no budget
or breakdown on how the money
was spent. So the proper thing
to do now is to ask the GAC to
do a proper audit because the
international community has
to see that we are transparent
before they can release more
aid and cash, one Senator
told FrontPageAfrica after the
deliberations.
The People of Liberia are very
concerned about the action plans
that are being implemented and
the requisite accountability of the
frst US$ 5 million. Therefore, we
wish to request that the Liberian
Senate mandate the GAC to
forthwith conduct an audit and
present an Audit Report of the
frst US$5 million for the thirty
(30) day duration, for which it
was intended, for our review and
consideration, the Senators letter
read.
Technically, some say, the
breakdown given the legislature
does not count as a disbursement
but rather a summary of a
spending plan. They have not
done any expenditure report.
It is a summary of the budget
because they have not completed
the expenditure and with the
expenditure still in progress, the
President cannot really submit a
report, one administration offcial
said Thursday.
No Guarantee Against Impunity
As Senators pile on the pressure
for a GAC audit, some political
observers fear that even if an audit
is done there is no guarantee that
those liable would be brought to
book. Audit is fne but if people
will not be held responsible in this
culture of impunity, then we have
a problem, a senior offcial told
FrontPageAfrica on condition of
anonymity Thursday.
FrontPageAfrica quoting sources,
reported Tuesday that the initial
report of the expenditure is so
bad that the President is being
advised not to make it public and
some lawmakers are said to be
on board, preferring to wait until
after the Ebola crisis to start any
kind of investigation into how the
funds were expended.
It can be recalled that the
report caused a stir recently
after Representative Edwin
Melvin Snowe(Independent,
Montserrado County) told the
Truth Breakfast Show that he
discouraged President Ellen
Johnson-Sirleaf from making the
report public because doing so
would be like giving an ultimatum
which was not the proper way for
doing it. Snowe said he had asked
the President if it was not early
to make the report and she said
no therefore they all had to agree
with her in that direction.
Snowe further explained that
the President informed him
that the report will have the full
compliance with the GAC and
that the government has to work
now as a unit and let the citizens
call on them to keep their feet
to the fre but the fght against
Ebola cannot be won if their
government is divided because
one cannot be the advocate and
leader at the same time.

s the fght against the worst ever Ebola outbreak in
history continues in three West African countries,
Liberia which is the hardest hit of is also battling the
virus and there has been numerous goodwill to the
country as the French Business Club in Liberia has donated a
vehicle and a sum of US$ 80,000 in cheque to the Liberian Red
Cross.
Making the donation at the French embassy in Congo Town, the
president of the Club Jean Michel Macia stressed the need for
partners to stand by Liberia whether in good or challenging times.
With the many French companies operating in Liberia, he believes
that could be one of the best ways the companies can help the
people of Liberia in containing the deadly disease that continues
to kill huge number of people in Liberia and other West African
countries.
To be present to stay in the country, to maintain the job of our
employees, to maintain their revenues, and to keep investing are
our prime targets, said Macia.
He added We want to be partner of the economic life in Liberia
during the good times but we must also be present during the
diffculties.
In containing the epidemic, Macia said more needs to be done
therefore the Club decided to identify and support the organization
that is working hard in helping to solve the health crisis.
The French Club President said the club applauds the work done by
the Red Cross and said the donation will enable the Red Cross to
continue the fght against Ebola
French Ambassador to Liberia, Joel Godeau enumerated his support
and commitment to Liberia and other countries in the sub region.
Said Ambassador Godeau The contribution of the French business
club is part of the very strong commitment of France to fght Ebola
in Liberia alongside other countries hit by the virus.
From the beginning of the tragedy, France immediately mobilized
itself, and it was a French research institute that frst identifed
the epidemic and continues to contribute in the diagnostic in both
Guinea and Liberia as specimens collected from people in Lofa are
sent to Gueckedou testing center in Guinea he added.
According to Ambassador Godeau, the message from President
Ellen Johnson Sirleaf prompted the French Business Club to
respond with the contribution, adding France will not abandon
Liberia in such a diffcult time.
He reiterated Frances commitment to helping the affected.
Receiving the donation, Red Cross boss Emmanuel O. Kpara
thanked the French Business Club for their contribution and at
the same time called on the government of Liberia to include the
institution in the countrys annual budget.
He said the Red Cross has been at the full front of assisting the
vulnerable in the country and furthermore, Liberia being signatory
to the Geneva Convention, subsidy is not enough for the institutions
operation especially in such diffcult time of Ebola.
Said Kpara, Working in partnership also mean coordinating and
collaborating with others, including the government, and I say this
because the government of the Republic of Liberia is signatory to
the Geneva convention, so the government has an obligation not
only to subsidize but to also include the Liberia National Red Cross
in its annual budget. In doing that you are planning and making the
society more viable to respond and respond responsibly in such a
situation.
Kpara mentioned that the situation faced by Liberia is serious and
must be given more attention in order to save lives of Liberians.
Meanwhile he lauded the French Business Club for recognizing the
efforts of the Liberian Red Cross society in the country.
He added that not only the multiple challenges that are faced with
as a nation and humanitarian organizations, but the presence and
donations reaffrmed commitment in combating Ebola in Liberia
Kpara noted that the organization is structured in a way that in
towns villages and communities there are structures in responding
to the situation of Ebola in the entire country.
He said the Club had made no mistake in selecting the Red Cross
because the performance of the organization has no boundary and
the donations made will make a great impact in the fght against
Ebola.

he Plenary of the
Liberian Senate has
instructed its Defense
Committee to launch
an independent investigation
into the West Point shooting
incident that occurred in august
and report back to the body in a
week.
The senate took the decision
as a result of a communication
written by Senator Armah
Jallah (National Patriotic Party-
Gbarpolu County).
Senator Jallah in his
communication read in plenary
Thursday reminded the Pro-
Tempore and his colleagues of
the Liberian senate of one of
their cardinal responsibilities
to protect all of its citizens and
foreign Nationals within the
country.
He said, in keeping with that
responsibility, the senate plenary
should launch an independent
probe of the shooting incident
that occurred in the west Point
Community, involving the
Armed Forces of Liberia (AFL)
and some West Pointers.
I further request that fndings
from this investigation be
brought to plenary for decision,
Senator Jallah said in his
communication.
The Gbarpolu Senator
Communication was sent to the
Senate Committee on Defense
chaired by Senator Prince
Johnson (NUDP-Nimba County)
after minutes of supporting
suggestion from senator in
session.
On Tuesday this week President
Ellen Johnson Sirleaf said, the
Military remains responsible
for its action at all times as she
announced that her offce has
received the report from the
special Board of Inquiry set up
to probe the occurrences in West
Point.

In announcing receipt of the
report, the Liberian President
without revealing details of
the fndings of the inquiry
declared that she has requested
the Independent Human Rights
Commission to carry out an
investigation into the incident.
The incident led to the shooting
to death of 15 year-old shaki
Kamara, who according to his
Mother was on his way to buy
tea for her breakfast but early
response from the Army stated
that the Shaki wounds was
sustained from barbed wire that
was used for the blockade.
The Liberian leader promised
that views and recommendations
from residents of West Point
will be given consideration in
the fnal conclusion of what
she termed sad chapter in our
Nations history.
Accordingly, I am authorizing
the chief of staff of the Armed
Forces of Liberia Brigadier
General Daniel Ziankahn, to
take immediate action in line
with the Uniform Code of
Military Justice against those
found culpable in keeping with
the recommendations of the
report. This action underlines my
determination to ensure that our
military remains responsible for
its action at all times, President
Sirleaf said.
NOCAL STEPS UP EBOLA FIGHT PROVIDES
QUARTER-MILLION US DOLLARS

he National Oil
Company of Liberia
has stepped up its
support towards efforts
to contain the spread of the Ebola
virus in Liberia. The company
has now contributed more than
a quarter of a million dollars
in cash and essential health
materials since the outbreak of
the virus in Liberia more than six
months ago.
The Public Engagement Manager
of NOCAL, Mr. Jonathan
Sogbie, made the disclosure
when the company presented a
consignment of assorted food
items and clothing to the Ebola
Treatment Unit-2 at ELWA and
residents of district #6 affected
by Ebola. The company also
presented similar items to the
John F. Kennedy Memorial
hospitals Ebola Treatment
Unit. The NOCAL offcial said
the latest contributions are part
of the companys efforts to
identify with Liberians during
the public health emergency the
country is experiencing. We
all need to join the government
in eradicating this disease from
Liberia, he urged.
On behalf of the Board of
Directors, Management and
Staff of NOCAL, Mr. Sogbie
praised the personal sacrifces
health personnel continue to
make in helping to save lives.
He admonished all Liberians
and others residing within the
country to adhere to health tips
issued by the Ministry of Health
& Social Welfare to help contain
the virus.
Mr. Sogbie gave the assurance
that NOCAL will continue to
support governments efforts
aimed at containing the spread of
the virus.
The head of the ELWA
treatment Unit, Dr. Jerry Brown,
welcomed the donation by
NOCAL and appealed for more
medication to help treat patients.
He admonished Liberians to
continue to support and respect
health workers as they perform
their duties.
Dr. Brown said the fght against
Ebola will only succeed if
Liberians follow health safety
measures and demonstrate
appreciation towards health
workers. He recalled an incident
when a doctor working at the
Emergency Treatment Unit was
evicted from his residence by a
landlord for fear that the doctor
may infect other tenants. Such
behavior, Dr. Brown, cautioned,
does not help the fght against
Ebola.

Representative, Edwin M.
Snowe, also commended
NOCAL for supporting efforts of
the District Task Force in caring
for residents quarantined in their
homes.
The latest presentation by
NOCAL brings the oil companys
total contribution towards the
Ebola fght to US $291,500.00
(two-hundred ninety-one
thousand fve hundred dollars).
Two weeks ago, NOCAL
presented a check for US
$150,000.00 (one-hundred &
ffty-thousand dollars) towards
the Ebola Trust Fund. The
company recently presented
Personal Protective Equipment
(PPE) to the Ministry of Health
& Social Welfare, worth over
US $84,000.00 (eighty-four
thousand dollars). NOCAL also
contributed US $27,500.00
(twenty-seven thousand fve-
hundred dollars) to help airlift a
consignment of essential medical
supplies being brought into the
country by Chevron-Liberia,
Ltd., and its international partner,
International Medical Equipment
Collaborative (IMEC). The
National Task Force has since
taken delivery of the items worth
more than US $240,000.00 (two
hundred forty-thousand-dollars).
Recently, NOCAL presented
several materials to a local Non-
Governmental Organization,
Feed the Future, in its effort to
tackle the Ebola virus.

LIBERIA AT A CROSSROADS
THE QUESTION OF REGIME CHANGE IN THE WAKE OF EBOLA

E
ight years after Liberia
nation transitioned
from an era of war
and destruction, the
nation fnds itself confronting a
calamity of untold proportions,
made worse in a culture of bad
governance.
Unfolding incidents in this
chapter of national tragedy
brought by the deadly
Ebola Virus Epidemic have
undoubtedly exposed the
ineffciencies, and failures of
the Liberian government. In the
wake of the governments failure
on many fronts, sentiments
remain high for meaningful
solutions. The repercussions of
ineffciency at the highest level
have also led to public frustration
and erosion of confdence in the
president and her leadership.
Under such circumstances it is
within the constitutional rights
of any citizen, or group of
citizens to protest and challenge
the actions of the government.
Notwithstanding, if intentions
are well caution must be taken
to avoid a potential blunder with
the re-enactment of our ugly
past. At this critical moment,
in the midst of a devastating
national crisis, the best interest
of the nation and its suffering
masses must supersede militant
persuasions of borne out of
legitimate discontent.
From across the seas, a small
cadre of Liberians, most of
whom are unwilling to return
home to endure the perilous
circumstances of those on
the grounds, have somehow
contemplated the rigorous
method of regime change. They
see this method as the rational
means of addressing the urgent
needs of the people, despite the
risks it poses to the stability of
the nation. A careful assessment
has also not been given to the
socio-political and economic
implications which surround such
an idea. Their judgment has been
informed by a conclusion that
the basic method of legislative
impeachment is farfetched,
and by all means untenable in
this moment of national crisis.
Hence, the adventurous theory
of mass mobilization to force
an involuntary presidential
resignation has been considered
as the path - ignoring the
ramifcations in the wake of a
contagious epidemic.
An unstudied rush to regime
change, without consideration
of the attending repercussions
is unwise in this moment of
national despair. The option
of agitation is certainly not a
reliable course. Neither can it
bring a reasonable solution to
the critical needs of millions of
Liberians caught in this hopeless
quagmire of agony, disease, and
destitution.
The lessons of our recent
history should inform us that
mobilization for regime change,
even in the wake of seemingly
unbearable circumstances has
never been a solution to the ills
of our society. It has become an
excessively broken record that
at every juncture of crisis in our
recent history, the usual option
has been some hasty proposition
of interim government, or
regime change, without any
attempt to vet the purported
saviors. From coup de tats, to
civil war, to include half dozen
interim governments, it has been
a fawed act of chance, devoid
of the critical element o f reform
which should be embodied
in a real plan to address the
fundamental cancer of a broken
system.
There is a reason why the
proposition of Democracy
and constitutional order has
become the universal option
in the quest for stable progress
and self-determination. The
developed nations of the world
have risen to great levels due
to their undaunted commitment
to these principles. For Liberia,
the revolutionary approach by
purported saviors of the past
(including the current leader),
has only taken the nation from
bad to worse. The underlying
factor in this repeated course
of failure is contradictory to
the intent of democracy. This
failed approach can be directly
attributed to the inability of the
people to properly vet their new
leaders in a hasty act of change.
This proposition of regime
change must be examined from
the following perspective: Is
the intent geared towards the
quick-fx goal of removing a bad
government on the thin string
of hope that the new interim
leadership will do better? Or, is
it more importantly a genuine
attempt to achieve the lasting
solution of better governance?
If the intent is to simply remove
a bad leader for symbolic or
punitive ends, then it becomes a
useless act of chance. If however,
the real intent is to genuinely
attain better governance to
eradicate the stubborn scourge
of bad leadership, then logic
requires that the effort employed
in a costly exercise of regime
change could be otherwise
committed to the development of
a comprehensive transformation
plan for systemic reform. This
initiative can easily be taken
by any given political party, or
group of individuals devoted
to those principles within the
realms of democracy. Indeed,
two to three years of effective
planning can certainly produce
desirable results.
In practical terms, any organized
attempt to remove a leader
involuntarily by constitutional
means in the absence of
legislative action may require at
least a year for effcient planning,
acquisition of resources, and
mobilization with the potential
for agitation of combustible
proportions. Hypothetically,
such a grand plan, by any
means, could realistically take
six months to a year of effective
planning. Hence, the result
could be achieved roughly by
2016 just a year shy of the
2017 general elections. How
much then will the new interim
leadership achieve within the
span of a year? Given this reality,
it is fair to conclude that the end
result of this costly quick-fx
exercise is certain to produce no
element of consequence other
than the toll it will bring to the
nation and its infant democracy.
It is time to rise up from the
armchair methods of pushing
the automatic lever of instant
replacement, and leap forward
with the manual force of creative
methods to pull our nation
from the ditch of stagnancy and

on the foor because
of limited capacity according
to the staff coordinator at the
Unit.
Mr. Laveli Sumo said, the
JFK Ebola treatment unit
has a capacity of 35 but they
currently host 75 patients at
the center which has resulted
to some of the patients to be
placed on the foor to prevent
them from returning to their
communities.
Sumo said: We dont want for
the patients to go back to their
communities so even if you
will sit in the chair that will be
better because in the process of
going back you could sit in a
taxi, ride on a bike and in that
process we believe people will
be infested.
Mr. Laveli Sumo made the
disclosure at the JFK Ebola
treatment Unit when he
received over 30 mattresses
and ffty bags of 25KG rice
from the Gold and Diamond
miners union of Liberia as
JFK EBOLA UNIT BEYOND CAPACITY
assistance to people admitted
at the center.
Sumo described the donation
as timely because according
to him the items came just in
time when the center was about
to discharge four persons who
were tested positive of the
virus and are now cured.
He said, the four people sent
home will have the opportunity
to take along with them a
mattress and a bag of 25KG

a crossroads, some have chosen
the aggressive path of political
action, while others have seen
the high road of humanitarian
relief as a frst aid approach to a
dying nation. It is evident by all
indications, that in this moment
of severe crisis, the nation cannot
afford the luxury of agitation
without lasting solutions while
the urgent needs of our people
lay in wait for much needed
humanitarian relief. Hence, the
wise approach, at least for the
moment, is to devote the energy
otherwise given to agitation
for regime change, to that of
mobilization in a united front for
Ebola relief. Political action for
systemic reform can come later,
and at that juncture, it must come
with a comprehensive plan with
sober refection on the errors of
the past.

of the West African
Development Bank
(BOAD) (http://
www.boad.org) held its 94th
ordinary meeting on Tuesday
23 September 2014 in Lom,
under the chairmanship of Mr
Christian Adovelande, President,
and Chairman of the Board of
Directors.
Following the adoption of
the minutes of its 93rd Board
meeting held on 24 June 2014 in
Dakar, the Board considered and
approved the General Directives
for updating the 2014-2018
fnancial outlook and preparing
BOADs 2015-2017 programme
budget. In addition, the Board
approved seven operations
involving a total amount of
FCFA30.340 billion, bringing the
aggregate amount of medium-
term and long-term fnancing
to FCFA3,140.3 billion for 721
projects. A new short-term loan
of FCFA27 billion brought the
cumulative amount of short-term
fnancing to FCFA174.1 billion.
Loan proposals approved relate
to the following operations:
Partial funding of a support
project to aid Compagnie
nationale dassurance agricole
du Sngal (national agriculture
insurance provider in Senegal)
with the implementation of
a crop insurance product for
cotton and corn crops (PA-
CNAAS). The overarching aim
of the project is to reduce the
vulnerability of cotton and corn
producers by offering them an
insurance product that covers
several phases of production.
This should help grant input
credit of FCFA22 billion to a
total of 40,000 producers. Loan
amount: FCFA1.09 billion.
Partial funding of a support
project to aid Assurance mutuelle
agricole du Bnin (agriculture
insurance provider in Benin)
with the implementation of a
crop insurance product for cotton
and rice crops (PA-AMAB).
This project will help provide
crop insurance policies for
the 2015-2016 and 2016-2017
cotton harvests to all 350,000
cotton producers and 1,000 rice
producers located in Benin. Loan
amount: FCFA1.089 billion.
These projects represent BOADs
frst two interventions as part of
the implementation of its Crop
Insurance Programme that it
initiated following the food crisis
that occurred in the WAEMU
region in 2008. In view of the
fact that climatic risks have a
signifcant impact on agricultural
development, the Bank fnanced
a feasibility study from 2010
to 2012 that looked into setting
up a crop insurance system in
the countries of the WAEMU.
This study concluded that a
crop insurance scheme would be
feasible in this area, particularly
in Benin and Senegal, which
both have dedicated insurance
data and insurance companies
specializing in crop insurance.
BOAD will help the other six
WAEMU states increase the
reliability of agricultural and
meteorological data and establish
the institutional framework that is
essential for the implementation
of crop insurance.
Partial funding of the road-
paving and sewerage project in
the towns of Abomey-Calavi
(phase 2), Athim, Avrankou,
Azov, Krou, Malanville and
Zogbodomey, and the bridge
construction project on the
Djonou lagoon crossing between
Cocotomey and Womey (Benin).
As well as improving traffc
fow, the project will also help
improve the urban environment
by reducing by 50% the
prevalence rate of diseases
related to unsanitary conditions.
Loan amount: FCFA20 billion.
Partial funding of the project
to expand the capacity of the
cocoa bean processing unit of
Ivory Cocoa Products (ICP) SA
in San Pedro (Cte dIvoire).
The aim of this project is to
increase the nominal processing
capacity of ICP SAs industrial
unit from 24,000 to 48,600
tons of cocoa beans per annum,
which equates to 38,880 tons
of fnished product per annum.
Loan amount: FCFA2 billion.
Short-term facility to the
Government of Benin for the
partial funding of the 2014-2015
cotton harvest. This operation
is intended to support Benin in
its efforts to produce 367,340
tons of cotton, which equates to
a 20% increase on the previous
harvest. This will mark BOADs
third intervention in a row in
support of cotton harvests in
Benin. Loan amount: FCFA27
billion.
The Board of Directors also
approved the acquisition of
shareholdings in the following
entities:
La Socit de Promotion
et de Participation pour la
Coopration Economique,
PROPARCO (company for
the support and fnancing of
economic cooperation). In
the context of a share capital
increase at PROPARCO, BOAD
will acquire an additional
shareholding of FCFA1.161
billion (1,770,613.2).
Compagnie arienne rgionale,
ASKY (regional airline
company). Within the context
of increasing the companys
share capital to FCFA25
billion, BOAD will increase its
shareholding by FCFA3 billion.
Air Cte dIvoire (national
airline of Cte dIvoire). Within
the context of Air Cte dIvoire
increasing its share capital from
FCFA25 billion to FCFA65
billion, BOAD will acquire a
shareholding of FCFA2 billion.
Furthermore, the Board of
Directors delivered a favorable
opinion on BOADs draft 2015-
2019 strategic plan, the proposal
of measures to boost BOADs
refnancing facilities and the
statement of recovery of BOAD
loans as of 31 August 2014.
Lastly, the Board took notice of
the following items: Allocation
of annual ordinary funding for
the 2013 fnancial year; report
on BOAD bond loan issue

INDIA TO CONTRIBUTE $12
MILLION TO UN TO FIGHT EBOLA
NEW DELHI:
I
ndia on Thursday announced $12 million contribution to the
United Nations to help it fght the deadly Ebola virus in the
African continent.
The contribution was approved by Prime Minister Narendra
Modi just ahead of his deparature to the US where he will adddress
the 69th session of UN general assembly in New York on September
27.
"India to contribute $10 million to UN secretary general's fund for
Ebola. Additional $2 million for purchase of protective gear to tackle
Ebola," External affairs ministry spokesperson said here.
Ebola virus hit the African continent earlier this year and has killed
nearly 2,200 people in several countries there.
The UN Security Council has also declared the outbreak of the virus
in West Africa a "threat to international peace and security".
UN chief Ban Ki-moon last week had described the situation
arising out of spread of Ebola virus in the African continent as
"unprecedented" and had announced setting up of the UN Mission
for Ebola Emergency Response to put in place an effective response
mechanism.

idea, it seems the Government
is about to give in to outsource
the management of its Ebola
resources to United Nations
agencies operating in Liberia.
The health system of Liberia
has completely collapse with
facilities overwhelmed by
the outbreak prompting calls
for allowing international
organizations to take the lead in
fghting the virus.
Death toll continues to increase
as latest fgures from the World
Health Organization indicate that
Liberia is performing very poorly
amongst the two countries, Sierra
Leone and Guinea.
According to the WHO update
on Ebola released September
24, so far in Liberia there have
been 3,280 cases of suspected,
probable and confrmed Ebola
virus with 1,677 deaths in the
same categories. The WHO says
671 people are confrmed to have
died from the virus.
The Government of Liberia has
been reluctant in outsourcing
the fght against the virus but on
Thursday at a news conference,
Finance Minister Amara Konneh
said the deadly Ebola Virus has
taken a toll on the country and
will need drastic measures to
contain it.
Today, we witness the signing
of a 52million dollar grant
to the government of Liberia
from the World Bank to assist
the government in its effort to
respond to the Ebola epidemic,
he said. That money was for
the government but because of
the urgency attached to fghting
Ebola, the government made
the decision, to give that money
to those who know how to do
things best.
Minister Konneh said the
government has contracted
critical services, with its UN
partners, so that they can in turn
use their systems to deliver faster
to help the country accelerate the
fght against the deadly outbreak.

existing UN treatment units,
to bring online a critical unit
in the south east of the country
specifcally in Fish Town, River
Gee County.
Weve been working with the
health ministry to push them
hard within a matter of weeks
and we are very optimistic that
we meet the challenge, he said.
Resources under these contracts
we sign will also be directed
toward preventing the further
spread of the disease through
community outreach and
awareness and ensuring that the
bodies of fellow citizens who
have succumbed to the disease
are disposed of with dignity and
respect.
World Bank Liberia Country
Manager Inguna Dobraja,
represented by a proxy stated that
the signing was signifcant due
to the consolidation of resources,
technical expertise and other
response efforts in battling the
Ebola epidemic in Liberia.
She said the World Bank
provided US$105 million as
an emergency grant to respond
to Ebola virus disease (EVD)
outbreak in Liberia, Sierra Leone
and Guinea. Liberia received the
largest share (US$52 million) of
this grant for the next 6 months,
which became effective on
September 19, 2014 in Liberia.
The ministries of Finance
and Development Planning,
Health and Social Welfare,
and Agriculture of Liberia
worked as one team to convene
development partners to
develop an investment plan
for the World Bank funds,
she said. The investment
plan addresses the country's
immediate priorities, including
the support to Ebola treatment
units (ETUs), revitalization of
essential health services, risk
allowances to Ebola workers and
health workers under high-risk
environment, surveillance and
social mobilization, and food
and water supply to quarantined
and Ebola-affected households.
She stated that according to
the plan, the Government of
Liberia contracts out a part
of the implementation of the
investment plan to UN Agencies
with specifc technical and
operational strengths.
For example, WHO supports
the procurement of personal

and other technical services,
UNICEF procures essential

for the country's Ebola response
is the "human infrastructure."
The World Bank funds will
also support to build the human
infrastructure through the
provision of hazard pay, death
beneft to families of health
workers who died of Ebola, and
training of clinical and non-
clinical staff, she stated.

want to assure the Government
and people of Liberia that the
Bank will continue to stand
with them during this diffcult
period of Liberia's existence
- fghting the Ebola epidemic.

been very diffcult for the

ilitants with the Islamic State group publicly killed a
rights lawyer in the Iraqi city of Mosul after their self-
styled Islamic court ruled that she had abandoned Islam,
the U.N. mission in Iraq said Thursday.
Samira Salih al-Nuaimi was seized from her home on Sept. 17 after
allegedly posting messages on Facebook that were critical of the
militants' destruction of religious sites in Mosul.
According to the United Nations Assistance Mission in Iraq, al-
Nuaimi was tried in a so-called "Sharia court" for apostasy, after
which she was tortured for fve days before the militants sentenced
her to "public execution."
She was killed on Monday, the U.N. mission said. Her Facebook page
appears to have been removed since her death.
"By torturing and executing a female human rights' lawyer and
activist, defending in particular the civil and human rights of her
fellow citizens in Mosul, ISIL continues to attest to its infamous
nature, combining hatred, nihilism and savagery, as well as its total
disregard of human decency," Nickolay Mladenov, the U.N. envoy to
Iraq, said in a statement, referring to the group by an acronym.
The militant group captured Iraq's second largest city Mosul during
its rapid advance across the country's north and west in June, as Iraqi
security forces melted away. The extremists now rule a vast, self-
declared caliphate straddling the Syria-Iraq border in which they have
imposed a harsh version of Islamic law and beheaded and massacred
their opponents.
In the once-diverse city of Mosul, the group has forced religious
minorities to convert to Islam, pay special taxes or die, causing tens
of thousands to fee. The militants have enforced a strict dress code
on women, going so far as to veil the faces of female mannequins in
store fronts.
In August, the group destroyed a number of historic landmarks in the

3RD US EBOLA PATIENT
RELEASED FROM HOSPITAL
OMAHA, Neb. (AP)

he third American aid
worker who contracted
Ebola in Africa was
released Thursday
from a Nebraska hospital.
An elated Dr. Rick Sacra said at
a news conference that he was
cleared of the Ebola virus by the
federal Centers from Disease
Control and left the isolation unit
at the Nebraska Medical Center
on Thursday morning.
"I feel great, except that I am
extremely weak," Sacra said.
The 51-year-old doctor from
Worcester, Massachusetts, may
return to Africa someday to
help, but he said he expects a
long recovery ahead based on
what his friend and fellow Ebola
survivor Dr. Kent Brantly said.
"I never felt like I was not
going to make it. The care was
so excellent, so speedy and
so prompt," said Sacra, who
contracted Ebola while working
at a hospital in Liberia with the
North Carolina-based charity
SIM and arrived in Omaha on
Sept. 5.
The World Health Organization
says the Ebola virus is believed
to have killed more than
2,900 people in West Africa.
Governments are scrambling to
contain the disease outbreak, and
the United States has promised to
send 3,000 soldiers to the region
to help.
"Though my crisis has
reached a successful end here,
unfortunately the Ebola crisis
continues to spin out of control
in West Africa," Sacra said,
adding later that the "odds I'll
end up back (in Liberia) are
pretty high."
Debbie Sacra spent most of the
news conference watching her
husband of 29 years instead of
the room full of reporters and
hospital workers. The two shared
their frst hug in nearly two
months Thursday morning.
Two other American aid workers
who contracted Ebola
including Brantly were treated
at Emory University Hospital in
Atlanta, and were released after
recovering. A fourth American
with Ebola is still being treated
in Atlanta.
Dr. Phil Smith has said Sacra
received an experimental
Tekmira Pharmaceuticals drug
called TKM-Ebola for a week
after he arrived in Omaha.
Sacra also received two blood
transfusions from Brantly. These
blood transfusions are believed to
help a patient fght off the Ebola
virus because the survivor's
blood carries antibodies for the
disease.
Sacra also received supportive
care including IV fuids
and aggressive electrolyte
management, and his own
immune system fought the virus.
Doctors have said that the
combination of treatments Sacra
received makes it diffcult to
know what helped him fght off
Ebola.

have surrendered
to Nigerian forces, and a man
posing as the group's leader in
numerous videos had been killed
in clashes, the military said on
Wednesday.
The army has stepped up military
operations against Boko Haram
in the remote northeast since
the rebels seized several small
towns and declared the area they
control a "Muslim territory".
The group, which has killed
thousands in fve years of hit-
and-run attacks on military
installations and civilians has
grown increasingly ambitious in
the past two months and started
trying to take and hold ground in
Africa's largest oil producer.
The army said 135 Boko Haram
fghters had handed their
weapons to troops on Tuesday
in the northeast town of Biu,
near the epicentre of Boko
Haram's campaign to carve out
an Islamist state.
The military added Boko Harma
had also been trying to take over
the town of Konduga, near the
Cameroon border, from Sept. 12-
17 but had been repelled by air
and land forces.
"In the course of those
encounters, one Mohammed
Bashir, who has been acting or
posing on videos as the deceased
Abubakar Shekau ... known as
leader of the group, died," said
Defence spokesman Major-
General Chris Olukolade.
Throughout the militants'
insurgency, which has morphed
from a radical but relatively
peaceful clerical movement into
a bloodthirsty insurrection, a
man claiming to be the Islamists'
leader, Abubakar Shekau, has
periodically released videos
of himself issuing threats and
taunting the authorities.
One showed him claiming
responsibility for the April
abduction of 200 schoolgirls from
the remote village of Chibok,
which sparked an international
outcry. They remain in captivity.
Nigeria's military also released
photographs of dozens of
detainees sitting on the foor and
the alleged body of the leader.
Shekau took over leadership of
the movement after its founder
Mohammed Yusuf died in police
custody in 2009.
Nigeria's military in August
2013 said Shekau may have
died of gunshot wounds some
weeks after a clash with soldiers
between July 25 and Aug. 4 that
year.
After that, the man appearing in
videos appeared to look different,
with a rounder, less narrow face
and a wider nose.

Malaga's Weligton was
fortunate to stay on the pitch in
the fnal minutes after putting
his arm around Messi's neck
and pushing the Argentine to
the ground. Amazingly, the
referee gave only a yellow card.
Another Brazilian, Barca
defender Douglas, had already
departed by then following a
disappointing debut which saw
him with little to do at the back
and less to offer in attack. Dani
Alves, often criticised, was
sorely missed as an offensive
threat.
Unlike in previous games,
Ivan Rakitic saw his infuence
restricted by a very physical
and disciplined Malaga side.
And Barca just seemed short
of ideas, even when strikers
Munir El Haddadi and Sandro
came on late in the game.
"For us the key is to fnd Messi,"
Luis Enrique said afterwards.
"If we fnd him, we are much
more dangerous."
Of course. There will be
days, however, when Messi
is successfully stifed by
the opposition. That is what
happened here and on such
nights, Suarez will be vital.
The Uruguayan would have
added another threat, a
different dimension, and given
the Malaga defenders much
more to think about. He'll be
back in a month and, if they
play many more matches like
Wednesday's, Barcelona will be
very pleased to see him.
