Mandatory Online Training for Lobbyists Now Available

What is Ethics for Lobbyists?
As provided by Legislative Law Article 1-A, JCOPE is now offering the online ethics training Ethics for Lobbyists.
The training covers ethics rules and guidance found in the Lobbying Act, the Public Officers Law, JCOPE regulations and advisory opinions, and the
Election Law. The training also includes best practices for meeting various requirements.
Who Must Complete Ethics for Lobbyists?
All individuals identified in a JCOPE Registration Statement and authorized to lobby on the State or local levels are required to complete this online
training (i.e., all "principal" and "additional" lobbyists).
Statutory Authority and Completion Dates
The statutory authority mandating Ethics for Lobbyists is set forth in the Lobbying Act 1-d(h). All lobbyists listed on a JCOPE Registration Statement for
both the 2011-2012 and 2013-2014 Biennial Reporting Periods are required to complete Ethics for Lobbyists by December 31, 2014.
Going forward, all registered lobbyists will be required to complete Ethics for Lobbyists every three years.
What You Need to Know Before Enrollment
During the enrollment process you will be sent an email from the Statewide Learning Management System ("SLMS") containing your user name (which is
your email address) and a unique password. In the event you experience a disruption while completing the course, return to my.ny.gov and sign in with
your username and password.
If you experience technical difficulties during the enrollment process, please contact the SLMS help desk at (518) 473-8087 M-F, 7:30 a.m. - 5:00 p.m., or
request help via email at SLMSHelpdesk@goer.ny.gov
Compliance
JCOPE will monitor compliance with this mandated training on an ongoing basis. Once you have completed the course, you will receive an email
notification of your completion status. In addition, you may print and retain a Certificate of Completion by following the instructions below:
1. After completing Ethics for Lobbyists, "X" out of the course. You will be directed to the "Table of Contents" page within SLMS.
2. Click "Return to Class Progress."
3. Click "Sign Out."
4. You will be directed to the NY.gov ID page. Please sign in using your e-mail address and password.
5. You will be asked to create and confirm an answer to a security question. Click "Submit" when you are finished, then click "Continue" once your
directory entry has been successfully modified.
6. At the SLMS home page, click "SLMS Login"
7. At the Welcome page, click "My Learning"
8.Click the "Print Certificate" button and retain this certificate for your records.
