Resolved: The United States federal government should substantially increase its non-
military exploration and/or development of the Earth's oceans.
If you turn to the last page of the hand-out that they gave you of the basics of policy
debate, you will see out of the stock issues topicality is one of them. Topicality is the
idea that the affirmative must stay under the resolution or you as a judge are
required to vote against them. That being said, we give an interpretation and show
how the aff violates it and why this is so important.

they are clearly adding a form of framework, WHICH IS NOT EVEN GOING
TO DEVELOP THE OCEAN. All their plan does is develop a form regulation to
regulate the aquaculture plants.
And, Oceans are constituted by the water column above the seafloor, not the
regulations or frmaework running it

The open oceans or pelagic ecosystems are the areas away from the coastal boundaries and above the seabed. It

completely separate, limitless reservoir of plans and advantages that would
make this already massive ocean topic unmanageable. Because of their aff
choice of NOT being the development of the ocean, rather the CREATION
OF NEW REGULATIONS creates a disadvantage to the negative in forming
arguments directly addressing the aff making it exponentially harder on us to
debate, and otherwise without this argument an automatic affirmative win
would be made possible.
2) Topic Education they shift the focus of debates away from development of
the ocean, which kills the predictable of that affirmative clash and core of
actually learning about the topic.
3) The Fairness and educationality of this debate is going downhill because of
the untopicality of this aff, this is crucial because to have a good debate, there
must be a fair one.
