MAYOR ARNAN C.

PANALIGAN
Mayor Arnan C. Panaligan is referred to as a City Builder since he is one of the
founders of Calapan City in 1998. He was elected as the first City Mayor of Calapan after
it was converted into a city in 1998. As mayor he steered the growth and development of
the young city !y promoting investments improving the city"s infrastructure and upgrading
the delivery of social services. After completing nine #9$ years as mayor in %&&' he
!ecame (overnor of the Province of )riental Mindoro where he launched pro*ects in
agriculture and eco + tourism and formulated a Provincewide ,nvestment Plan for Health
that sought to improve the pu!lic health delivery system in the province. Arnan C.
Panaligan is the former (overnor of the province of )riental Mindoro as well as the former
-ice President of .u/on of the .eague of Provinces of the Philippines. He is also a former
-ice (overnor of the same province and former Mayor of Calapan.
Arnan Panaligan is the first gu!ernatorial candidate of )riental Mindoro to ever win
in all the towns of the province. He entered politics in 1990 as a municipal mayor of
Calapan )riental Mindoro where he served for three terms. ,t was during his term as
mayor that Calapan is converted into a city. 1hen he was elected -ice governor in %&&' !ut
assumed office as (overnor upon the death of the late governor Bartolome Marasigan.
,n %&12 he was elected to serve again as City Mayor of the city that he helped to
esta!lish. As City Mayor he is prioriti/ing *o! generation ur!an renewal health care
housing education and food security. He has also launched a program to ma3e Calapan City
as the 4City of 5iscipline and (ood Character6. Mayor Panaligan is a lawyer !y
profession.
VICE GOVERNOR HUMERLITO BONZ DOLOR
He is the youngest elected -ice (overnor )riental Mindoro has ever had. And for the %&12
elections he is ma3ing history as the province"s first ever -ice (overnor to run unopposed.
But more than his youth it is his commitment to good pu!lic service and dedication to
transformational leadership that won the trust and respect of the people including those
in the opposition.
Born in 7ovem!er %8 1989 Humerlito is the youngest child in 1ony and :strellita 5olor"s
!rood of four !oys thus the nic3name 4Bon/6 #!unso$. His impressive academic records
reflect a !rilliant mind + first honors in elementary academic e;cellence awards in high
school cum laude in college + and an un<uencha!le thirst for learning. He is a passionate
leader and a gifted spea3er who connects to people of all ages and from different wal3s of
life through his sincerity and geniality.
Being a student leader in elementary and high school he !rought his leadership s3ills to his
hometown 7au*an !y offering to serve the pu!lic for the very first time as the
=angguniang>a!ataan Chairman in his !arangay Adrialuna in 199%. His leadership was
supported not *ust in his !arangay !ut the entire municipality as he was elected =>
Municipal ?ederation President the following year. He was also elected -ice President of
the => Provincial ?ederation in in 1992 which opened a num!er of opportunities for the
19@year old pu!lic servant to improve !oth himself as a youth leader and his young
constituency as significant mem!ers of the society.,t did not come as a surprise when he
was reelected unopposed as => Chairman in 1999.
His second term was definitely !usier than his first. As he was now elected President of
the => Provincial ?ederation he !ecame a mem!er of the =angguniangPanlalawigan of
)riental Mindoro. He was also elected unopposed as 1reasurer of the => 7ational
?ederation in 1999. 1hen in his final year in college ta3ing up Bachelor of Arts in Political
=cience Bon/ too3 the opportunity to put his 3nowledge to e;perience and incorporate
e;perience into his 3nowledge. He accepted chairmanship of the Committee on Aouth and
=ports in the =P mem!ership in the Provincial =chool Board and chairmanship of !oth the
Committee on Bules and .egal Matters and the Committee on Bevisions of .aws and
Constitutional Amendments of the => 7ational ?ederation. He was also ?loor .eader of
the => 7ational :;ecutive Board #=>7:B$ and the => 7ational ?ederation #=>7?$ and
=ecretary@(eneral of the 7ational Movement of Aoung .egislators #7MA.$ )riental
Mindoro chapter. Merging 3nowledge and e;perience Bon/ authored the 4Bevised 1998 =>
Constitution and !y@.aws of the Bepu!lic of the Philippines6 which was ratified unanimously
through a referendum in Culy 1998. (raduating cum laude that year was *ust the first of
several recognitions he received in 1998. He was given 41he Academic and .eadership
Award6 !y the 7ational Movement of Aoung .egislators #7MA.$ in March 4Most
)utstanding =>6 award during the ?irst 7ational => Congress in Ce!u City in )cto!er and
the 4>atangi@tanging Ana ng7au*an Award in the ?ield of Pu!lic =ervice6 in 5ecem!er.
)n top of all these Bon/ was a!le to finish his Master"s in Pu!lic Administration and
5octor of Philosophy Ma*or in Management at the 5ivine Dord College of Calapan with
Academic :;cellence and Academic 5istinction awards respectively. He also !ecame
college director of the ACMC. College mem!er of the >nights of Colum!us Council 8291
and president of Botary Clu! of -ictoria.He was also elected 7ational Chairman of the
Provincial Board Mem!ers .eague of the Philippines a day after his 2&th !irthday in %&&8.
He tied the 3not with the captivating MindoreEaHiyas(ovinda Bamos in %&&0 and they
were gifted with a healthy !a!y girl Haley in %&1& @ three months !efore he was declared
-ice (overnor of )riental Mindoro after a landslide victory.
,n his %& years in pu!lic service amidst all the positions he has held amidst all the
recognitions he has received he remains hum!le in admitting that yes he still has a lot to
learn and yes he is than3ful for the learning opportunities that continue to come his way
as these provide him the chance to !e a !etter pu!lic servant and a !etter man as well.
