There was intermittent surface water and entire areas
in the central part of town were out of water
Additional well drilling failed to add appreciable
supplies needed greater distance between wells so
land was purchased

The plan evaluates current and future populations,

drought of record conditions

Recently approved Proposition 6 created two funds-the State
Water Implementation Fund for Texas (SWIFT) and the State
Water Implementation Revenue Fund (SWIRFT) that will help
finance projects in the State Water Plan
$2 Billion will be used to help finance projects in the state water
plan
EPWU is currently amending the 2011 plan to be eligible for new
state funding

2014 - increased capacity needed to serve additional
customers in the eastside and expanding lower valley

EPWU obtains surface water allocations from the El Paso
County Water Improvement District #1
EPWU currently has an allocation of 70,000 acre-feet
based on a full release
Due to treatment capacity limitations and the pattern of
demands, EPWU can use about 60,000 acre-feet per year
in a full allotment year
The JRWTP expansion currently under design would
expand the plant from 60 MGD to 80 MGD thus providing
capacity to use 75,000 acre-feet

Salinity of these wells has increased over time and they are
now quite brackish

Agricultural Drain Purification
Agricultural drain water in any season is of lower
quality (higher salt content) than river water
during the irrigation season
The concept is to take water out of the drain in
the non-irrigation season to make drinking water
This can be implemented quickly to provide an
