The Highland Lakes Herald is the official news medium of
the Highland Lakes Condominium Association, serving
all residents, groups and organizations.
The Association and its Board of Directors control and
are responsible for the contents of the Herald.
The staff of the Highland Lakes Herald serves on a
voluntary basis. Editorials reflect the opinions of the
staff and are not construed as representative of the general
membership of the Association.
The Herald welcomes comments, suggestions and articles
from its readers. All material submitted for publication
in the Herald must be true, factual, and newsworthy.
The editor reserves the right to withhold items from
publication pending verification of facts. In some cases
where items are of a critical or controversial nature, the
editor reserves the right to solicit comments from those
with opposing viewpoints.
Materials submitted for publication are to be given to the
receptionist in Highland House. All materials submitted
must be signed, but signatures will be withheld upon
request. Communications to the Herald should be in

BOARD OF DIRECTORS MEETING MINUTES - September 15, 2014
The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of the
month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the September 15, 2014, regular
meeting of the Board of Directors to order at 7:30 p.m.
Attendance
The following Directors were present: Kathy Baldwin, Kathleen Connor, Tom Byrne, Sandy Nolan, Guy Balok, and Judy Nakdimen.
(Michelle Todorov was excused). Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, and
Shannon Crowley, Administrative Assistant. Approximately 23 Co-Owners were also present.
Approval of Minutes:
Minutes of the August 18, 2014, regular meeting of the Board
of Directors, and minutes of the August 18, 2014, executive
session of the Board of Directors.
Board Action: Motion by Tom Byrne, support by Kathleen
Connor, to approe and le the Minutes o the August
18, 2014, regular meeting of the Board of Directors, and
minutes of the August 18, 2014, executive session of the
Board of Directors. All in favor. Motion passed.
Treasurers Report
Tom reminded the audience that the Association was running
a decit due to the expenses o the harsh winter. Ioweer,
over the last 3 months we have been able to recover some
of that due to lower than expected utility bills. Additionally
the Board took action at the beginning of the season to cut
back watering by 25% to save on the water bill.
1he year will still end in a decit, although not as high as
originally thought. As o this month, our decit is >28,350.
(Considering the gas and snow removal combined ran
unaorable to budget by >60K, this is a great recoery.,
Tom reminded that life-to-date, the Association is running a
surplus on the operating side o >100K, so we hae enough
to coer the decit. 1here is no need or alarm or drastic
action.
Tom said that its been predicted that the coming winter will
be as heavy and cold as last winter. We currently have 20
tons of salt on hand for the roads. In one winter season
we could use as many as 250 tons of salt. There is already
diculty purchasing salt because eeryone is trying to stock
up now. The Board has authorized management to buy 100
tons o salt, which will ll us to capacity at 120 tons. \e
will likely pay a premium for that because of the current
demand. However, we dont predict the price is going to
come down at all this season.
Court Captain Committee Report: See page 12
Joel Lutz reported to the Board.
Board Action: Motion by Sandy Nolan, support by Judy
Nakdimen, to accept the Court Captain Committee report
dated September 4, 2014. All in favor. Motion passed.
Discussion: Kathleen asked if there wasnt an emergency
call list procedure in place involving the Court Captains in
the event of a disaster. Joel said that the Committee has a
fan-out call list to contact the Court Captains, but it doesnt
go beyond the Court Captains to the residents. The Court
Captains would then knock on doors in their courts to relay
the message. Ken conrmed that this is the only system in
place to notify residents in the event of an emergency. Joel
suggested that an automated call system could be implemented
to notify people immediately.
Kathleen asked Ken about the DTE quadrants set up within
the complex. Ken explained that the power feeds that supply
to us are at Seven Mile, Eight Mile and Northville Rd. When
there is a power outage with any of those, DTE can come out
to one of the switches we have on the property and re-divert
the power to shorten the outage until the lines are repaired.
Some areas (near Lehigh Lane) only have two of the three
feeds, so there is no redundancy there.
Grounds Committee Report: See page 13
Marti Tupper reported to the Board.
Discussion: Guy asked why the two evergreens were removed
rom 42166 larragut, and why the Association is not paying
for its replacement. Joe explained that Davey Tree determined
that they were 3/4 dead and were beyond saving. Tom
asked why the resident would pay to replace these, but the
Association would pay to replace the tree at 42210 larragut.
Marti explained that the resident generously offered to
purchase the replacements, so that is what was presented to
the Board.
Board Action: Motion by Tom Byrne, support by Sandy Nolan,
to accept the Grounds Committee report dated September 8,
2014, and approve their recommendations as amended: (1)
that the Grounds Committee By-Laws be approved, (2) that
maintenance plant on common ground two r trees behind
42166 larragut Court to replace the two eergreens that had
been cut down [at the Associations expense, not the co-owners], (3)
replacement of the dead tree on common ground by unit at
42210 larragut Court with a maple tree o co-owner`s choice
further in from the roadway. All in favor. Motion passed.
Pool Committee Report: See page 14
Cheryl Huizing reported to the Board.

Board Action: Motion by Judy Nakdimen, support by Guy
Balok to accept the Pool Committee report dated September
9, 2014. All in favor. Motion passed.
Discussion: Kathy and Sandy both remarked what a wonderful
pool season we had this year. Joe asked Cheryl which of the
scheduled events required that the clubhouse be restricted
for rentals. Cheryl said that she felt all of the events would
require use of the clubhouse facilities to prepare.
Engineering Committee Report: See page 15
Tom Werner reported to the Board. Tom reported that,
in addition to the modication requests, the Committee
discussed new procedures that will include having the requests
approved by Ken before theyre presented at the Committee
meeting.
Tom explained that one request for a patio included planting of
trees; the patio is acceptable, but the decision about the trees
was deferred to the Grounds Committee. Tom expressed
that his opinion was that trees should not be planted within
10 feet of the building to protect the foundation. Tom Byrne
added that the only kinds of trees that would stay within the
limitation of being shorter than two stories would be an
ornamental tree, like a dogwood or a fruit tree.
Tom Werner presented a request that came in for a doorwall
with built in blinds. Tom said he and his committee sees no
problem with approving the request, although the built-in
blinds do not meet HLCA requirements. This would require
a Board decision. If the Board approves, it will be added
to the packet or uture modications. Kathy reminded the
Board that the co-owner making the request was rejected in
August, primarily due to the glue-chip design on the transom
glass. The resident has resubmitted the request with a clear
glass transom.
Board Action: Motion by Kathleen Connor, support by Judy
Nakdimen to accept the Engineering Committee report
dated September 10, 2014, approve their recommendations
as follows: (1) Table request #1 pending Grounds Committee
decision, ,2, Reject modication request 42, ,3, Approe
modication request 43, 5-9, and ,4, approe 44 and change
the spec to allow doorwalls with white built-in blinds. All in
favor. Motion passed.
Co-Owner Forum
Mary Kay Wimsett (273) - Mary Kay explained that Neptune
Court is one of the few courts that is not double numbered.
(Only the deeded spots are numbered.) However, she had
received permission 4 years ago by petition signed by her
neighbors to have one of the blank spots closest to her unit
numbered for her because her deeded spot was a distance
from her unit and she is not in good health. Recently, she
received a letter stating that the numbering would be reverting
to the original single-numbering layout and that she would
be losing this second spot with her unit number. Mary Kay
provided notes from her doctor regarding her condition. She
also said that she comes in and out at late hours. She asked
the Board to reconsider allowing her to keep the second spot
in front of her unit that had previously been numbered for
her. Kathy thanked her for coming to present her case, and
that the Board would take her request into consideration.
Wayne Valle (527) - Wayne expressed his concern about the
trees by the RV Lot and going down toward Seven Mile.
He said the trees are looming over the power lines and are
a hazard. Ken said that about 4-5 years ago, DTE came
and topped off many of the trees in that area and near the
business leaving a 15 clearance. Kathleen said that in the past
we had to call DTE to have them come out and trim back the
trees that were threatening power lines, and we should call
them again and notify them of the issue.
Vera Harrison (494) - Vera has been a resident of Old Bridge
Court for 30 years. She lives near Swan Harbour Lake. She
expressed her concern that the lake was becoming overgrown
with cat-tails and wild growth on the northwest side of the
lake. Ken asked if the area was past the boat rack toward the
apartments. Vera said it was. Ken explained that there is a
portion of the lake that is the property of Highland Lakes,
and a portion that is the responsibility of the apartment
complex. Ken said he would look into it and see how it could
be corrected.

Board Action: Motion by Judy Nakdimen, support by
Kathleen Connor, to accept the Property Managers report
dated September 15, 2014. All in favor. Motion passed.
Discussion: Joe said that he spoke to Tom from Davey Tree
about trees that could be planted in the patio area. Tom told
Joe that more important than the type of tree is the distance
from the exterior wall. The farther away the tree is from
the building, the thinner the roots are when they reach the
wall, and they will not penetrate or cause damage. He also
suggested that if we wanted to limit the type of tree, stick
with ornamental trees with low canopies that can be rounded
at the top. Ken also said that Northville Township has a
list of approved trees for planting in the area. Kathy said
that distance from the building and distance from the fences
should be considered. Earl added that the decision was made
years ago not to allow fruit-bearing trees.

1. TRASH, COMPOST AND BUILDING MATERIALS. Waste Management has started to pick up
compost for the season. Compost will only be picked up if packaged in a brown paper compost bag!!!
Please review the proper disposal procedures of trash, compost, building materials, and

3. ASPHALT AND CONCRETE: Concrele projecls are hnishing up for lhe season lhis year. Curl repair
patching and pot hole patching will continue throughout the fall.
4. POOL: Pool closing was done by B&B pool last week. At this point all of the pool operations are shut
down and winterized.
5. BOAT SALE: Next week I will be posting the boats that we have for sale at the clubhouse, on the
bulletin board.

1. Jim Delaney of Dearborn Ct. mentioned at our previous meeting that he feels the area in which he resides
experiences more power outages than other areas of Highland Lakes. To see if there is such a pattern,
Court Captains should keep track of outages experienced over the next month for next months meeting.
2. It was brought up that HLCA does not have an Emergency Plan of Action and do we really need one
and vhal vouId il le if ve did. Dehnile ansvers shouId le delernined. In lhe evenl of a naluraI disasler
or a national disaster we really should explore what we could do to ensure the safety of our community.
Is it possible that we should begin a Food Bank and a storage area for Emergency Supplies?
3. We plan to approach Joyce Elvy and/or Guy Balok to see what their thoughts are since they have both
had related experience to this idea.

1. Marty Tupper thanked everybody that made the 8 Mile entrance redo possible, especially to Catherine Watkins for her
planning and follow-up coordination, and Earl Smith for all the water he hauled up there to get the new plants started.

manager indicated that the trees cut down were on associations common ground it would seem to be proper for the

BACON AND TOMATO CUPS
8 slices bacon
1 tomato, chopped
1/2 small onion, chopped
3 oz. shredded Swiss cheese
Preheat oven to 375. Lightly grease a mini muffin pan. In a skillet
over medium heat, cook bacon until evenly brown. Drain on paper
towels. Crumble bacon into a medium mixing bowl, and mix with
tomato, onion, Swiss cheese, mayonnaise and basil. Separate
biscuits into halves horizontally. Place each half into muffin pan. Fill
each biscuit half with the bacon mixture. Bake for 10 to 12 minutes,
or until golden brown. Makes 15 servings.
1-3/4 c. finely grated sharp white cheddar cheese
(about 6 ounces)
3/4 tsp. dried thyme
3/4 tsp. dried rubbed sage
Mix first 4 ingredients in small bowl. Roll out puff pastry on lightly floured work surface to 10 x 18-inch
rectangle (pastry will be thin). Sprinkle 1/3 of cheese mixture evenly over half of pastry; fold plain half
of pastry over cheese, forming 9 x 10-inch rectangle; press to adhere. Repeat 2 more times, rolling to
10 x 18-inch rectangle, sprinkling with 1/3 of cheese, folding and rolling. Transfer to unlined baking
sheet. Chill 30 minutes.
Position 1 rack in top third and 1 rack in bottom third of oven; preheat to 425. Line 2 large baking
sheets with parchment paper. Cut pastry crosswise in half, forming two 9 x 10-inch rectangles. Trim
and discard uneven edges of pastry. Cut each rectangle crosswise into scant -inch wide strips. Twist
each strip a few times and place on prepared baking sheets, spacing 1/2 to 3/4 inch apart, dabbing
ends lightly with water and pressing to adhere to parchment. Bake twists until golden brown, reversing
position of sheets halfway through baking, about 10 minutes total. Cool twists on sheets. (Can be
prepared 1 day ahead. Cover tightly with foil and store at room temperature. Rewarm uncovered in
350 oven about 5 minutes.) Makes about 3 dozen.

Were all proud of our childrens achievements, but some Highland Lakes residents have a lock
on bragging rights. Such is MAE GOSAYNIE of Malvern Ct. who recently shared her son,
EIMENS academic record with me.
Eimen was born in 1995 in Saudi Arabia where his father, a civil engineer, was employed.
Eimen attended elementary school in Jeddah, at an international school where English was
taught as a second language. Te family moved back to the United States in 2006 andl rented
an apartment in the Livonia School District while looking for a permanent home. At Frost
Middle School Eimen excelled and on the MEAP test scored nationally in the 98th percentile in
mathematics.
In the summer of 2008 Mae and her sons moved into their condo in beautiful Highland Lakes.
Tough having to adjust once again to a new school and new friends, and a new environment,
Eimen continued to excel academically. In 2012, he graduated with honors from Northville
High School.
Choosing to stay near his home and family, Eimen enrolled at Schoolcraf College, studying
for an associate degree in engineering, maintaining a 4.0 GPA. Eimen also in the Student Math
League. Based on his performance, Eimen was invited to join the Schoolcraf Learning Center as
a math tutorfnally getting paid for something he loved. He was also awarded an International
Tutor Certifcate for completing 12 hours of training and a minimum of 50 hours of tutoring.
In 2014, Eimens work ethic and achievement was rewarded with First Prize of the Schoolcraf
Pythagorean Award which included a $1000 monetary prize. All of Eimens hard work and
dedication was further rewarded with an $8000 scholarship by Wayne State University where he
is currently enrolled in the engineering program.
His mother is rightfully proud of her sons academic achievements. But his neighbors on
Malvern Ct. would be quick to acknowledge and vouch for his character and achievement.
