GUIDELINES FOR INTRODUCTION OF REMEDIAL COACHING FOR SCHEDULED

CASTES AND SCEDULED TRIBES IN UNIVERSITIES AND COLLEGES

for SC & ST in Universities & Colleges
1. INTRODUCATION
The UGC has been contributing towards social equality and socioeconomic mobility of the underprivileged sections of the society through special schemes. The Commission had introduced
remedial coaching scheme from 1994 for the benefit of the students belonging to the weaker
sections of the society, particularly for those belonging to the Scheduled Castes and Scheduled
Tribes, and to provide remedial teaching to the students belonging to the SC, ST categories for
improving the academic skills and linguistic proficiency in the various subjects, and raising their
level of comprehension in such subjects where quantitative, technical and laboratory work are
involved, and to reduce their failure and dropout rate.
2. OBJECTIVES
Remedial Coaching is to be organised at Undergraduate/Postgraduate level with a view to
(a) Improving the academic skills and linguistic proficiency of the students in various
subjects.
(b) To raise the level of comprehension of basic subjects so as to provide a stronger foundation
for further
Academic work.
(c) To strengthen their knowledge, skills and attitudes in such subjects, where quantitative and
qualitative techniques and laboratory work are involved, so that, the necessary guidance and
training provided under the programme may enable the student to come up to the level necessary
for pursuing higher efficiently and
(d) to improve overall performance of these students in the examinations.
Coaching classes in colleges may also cover pre-entrance examination/tests for admission to
medical and engineering colleges, if financial resources permit to do so. Priority should be given
to the regular teaching only, and volunteers involved from among students and teachers to assist
with specific subjects in which students find the need for assistance.
3. ELIGIBILITY
Financial assistance under the scheme would be available to such colleges and universities which
come within the purview of section 2(f) and are fit to receive central assistance under section
12(B) of the UGC Act, 1956.
4. ORGANISATION OF THE SCHEME
(a) Grouping of Students
The students may be divided into various groups, each consisting of not more than 20 to 30
students in each subject, and each group may be placed under the charge of one teacher so that the
responsibility could be fixed and the teachers are in a position to develop rapport with the
assigned group and monitor the progress of the students. Each institution is expected to cover a
minimum of 100 students per year. The assistance should be continued from one year to the next
after the first year results are declared and the poorly performing students are further identified.
The same should be repeated in the following years.
The selection of student should be done, by a preliminary test of the catering students within the
first month after admission.
(b) Deployment of teachers

The Universities and Colleges may engage the services of motivated in-service and retired
teachers who volunteer themselves for this purpose in the concerned subjects. Wherever possible,
the services of research Associates or brilliant postgraduate students could also be utilised for this
purpose.
(c) Co-ordinator/Incharge
One of the senior faculty members may be appointed as Coordinator of the Remedial Coaching
Programme, who will be responsible for maintaining coordination between different
groups/teachers, to ensure effective implementation of the coaching programme, in addition to
actual teaching in the classes.
(d) Classes and Menial be charged from each student as a token of their involvement at the
beginning of each year. In case of needy students, it may be waived. The fee can be taken in 2 or 3
installments from students willing to pay the full but cannot pay in one lumpsum.
(iii)Remedial Coaching may be organized on working days, after the regular teaching hours of
the college are over, or before the starting of classes, whichever is convenient for the students
requiring help to come up to the standards of the classes they another and to invite help from their
peer group who are good performers. A great deal of voluntary effort should be promoted, Only
some necessary input may be done by remunerating teachers of post graduate students.
(v) At least 50 hours teaching be done in an academic year far each subject or paper of 100 marks
and in case of the subject in which practical are involve 50 hours for practical. After every 10
hours of teaching an examination be organized.
(e) Attendance
The university/college will be required to maintain attendance registers for all selected students.
Subject- wise results of tests, or other evaluations, may also be maintained. Special attendance
register far teachers be maintained and payments to the teacher be made on the basis of actual
teaching. This record should be available for scrutiny as and when called. The students, who do
not attend classes regularly should be terminated as self-discipline and motivation are required for
engagement in coaching classes. On the other hands, if coaching classes are not well handled, lack
of involvement of students will be apparent. Hence the students should do periodic evaluation as a
feedback to improve the methods.
5. REMUNERATION
A remuneration at the rate of Rs.150/- per hour per subject to thee teachers and Rs.75/- per hour to
postgraduate students/research Associate could be paid for theory classes and Rs.60/- and Rs.30/per hour respectively far practical. The payment may be made monthly.
The teacher appointed as Coordinator will be paid an honorarium Rs.2000/- p.a. payable to
him/her if he/she also undertakes remedial coaching classes under the scheme.
6. CEILING OF ASSISTANCE
The University/College would be eligible to receive the grant on 100% basis as follows:____________________________________________________________________

8. TUITION FEE
A nominal of Rs. 10 /-as fee be charged from the students for each subject or paper of 100 marks.
However needy students be exempted from this payment. The amount of fee collected be utilized
for giving stationery and cyclostyled or xeroxed notes etc.
9. INFRASTRUCTURE
The University/College will provide adequate furniture, library, laboratory facilities, and other
necessary required facilities from its own resources for conducting of Remedial Coaching.
10. FORMULATION OF PROPOSAL
University/College may submit a proposal to the UGG as per the prescribed proforma enclosed
(Proforma-A) as and when the Commission issues a circular in this regard every year. The
proposals of the College/University will be scrutinized with the help of the Committee constituted
for the purpose.
11. SCHEDULE FOR RELEASE OF FUNDS
Grant for the first year would be released in a lumpsum along with the approval of the proposal.
Grant for the second years and subsequent years, will be released only on the receipt of un-audited
statement of expenditure by June 30, and utilization certificate and report of the work undertaken
in the prescribed proforma (B&C) for the grants already paid by Sept.30.
12. PERIOD OF ASSISTANCE
The scheme is for the period of IXth plan. The Commission's assistance will be available to the
University/College for a period of three year in the first instance, which could be further extended
for a period of another two years, if the performance of the programme is found to be satisfactory,
which will be determined on the basis of the over-all activities, performance and pass percentage
of SC/ST students. The performance of the programme will be monitored with the help of a
Committee.
13. MONITORING
At the end of each academic year, the Coordinator of the Programme will submit, through the
Registrar/Principal of the College, an appraisal report indicating the performance of each student,
judged by the percentage of marks obtained at the annual examination prior to joining these
courses, and subsequently, those obtained at the previous examination with the presence one. The
appraisal report should also indicate:(i) the courses for which the remedial coaching was organised, classes/period, and the number
of the students who actually participated in the programme.
(ii) the number of student who actually appeared in the examination and

(iii) the number of successful students in each examination with their scores, along with the
problems faced by the University / College in the implementation of the scheme.
