1. Background & Objective

5-S is the first step towards TQM. Over the last century, the Japanese have formalised the technique and
name it as 5-S Practice. Prof. Sam Ho has improved and defined its terms in English/Malay/Chinese and
developed the world's first 5-S Audit Checklist which was used for training in Malaysia under an Asian
Development Bank Quality Expert assignment in 1993-94 at SIRIM. In 1998-2000, a US$600,000 grant
has been given to the author to train up 2,500 5-S Lead Auditors in Hong Kong, the first of its kind in the
world. By now, over 20,000 people have been trained, with over 1,000 organisations representing 50,000
people certified as 5-S Registered Organisation.

Furthermore, in 2006, with the help of Mr. Masaaki Imai, Founder of the Kaizen Institute, Prof. Sam Ho has
developed yet another Audit Checklist named Lean 5-S. Together with the 5-S Checklist, SIRIM has
adopted it as the SIRIM Green 5-S (SIRIM-G5S) Audit Checklist and promoted it since Jan 2011, in line
with the go-GREEN Policy of the Malaysian Government.

Reported on 2011-5-17 at the New Strait Times (NST), PM Najib said at the Oxford Centre for Islamic
Studies that Malaysia cannot be business as usual, it cannot be status quo. We must embrace change.
And we will deliver change for you. The SIRIM 5-S will deliver the right change agent.

Reported on 2011-5-18 at the NST, speaking at the New York Stock Exchange, PM Najib added that The
transformation is going to bring about a high growth rate of at least 6% pa. The transformation is based
on real, deliverable programmes and projects that will touch the people. The SIRIM L5S will deliver
the real, deliverable programmes that will touch the people.

Reported on 2011-5-19 at the NST, Malaysia was ranked 16

overall in terms of competitiveness amongst
59 economics, compared with 10
th
place last year. HKSAR was ranked the top of the world, just above
USA. Commissioned by the HKSAR Government to run the HK 5-S Campaign since 12 years ago for
many Government Departments, Prof. Sam Ho, the Ex-Quality Expert from SIRIM, can help to transplant
the HK successful experience to Malaysia via the SIRIM-G5S programme.

2. Introduction to the SIRIM 5-S

(SIRIM 5-S) Standard



In order to be able to comment whether 5-S practice is useful, the proprietary SIRIM 5-S Standard
Audit Checklist developed by Ho [1995] in App.1. Following the rule of TQM (i.e., KISS
Keep It Short and Simple), the check-points are summarised in the following Table.

3. Introduction to the SIRIM Lean 5-S

(SIRIM L5S) Standard



Kaizen Institute (Founded by Mr. Masaaki Imai, the key consultant for the
Lean Production System at Toyota) and the HK 5-S Association (Founded
by Prof. Sam Ho) have created a unique consulting approach to diagnosis
of Lean Status to assist top management in taking such initiatives. The
diagnosis consists of the following steps:-
Step 1: Prof. Sam Ho has developed the road map to lean criteria and it
will be explained during the diagnosis (see App. 2).
Step 2: The corporate financial standing can be assessed by the bottom
line in the financial reports and Management should make every
effort to improve it. Unfortunately, in most enterprises, such
standards are not available to assess the current lean status of the operation system.
Step 3: Where there is no standard, there can be no assessment. L5S can help top management to know
where it is on the journey to the world class and set the target for the next step.
Step 4: This approach has already been practiced in many companies and has left profound impacts on the
minds of top management.

5. Deliverable

In operations, in order to achieve TQM, CSLT must increase Value = Quality / Cost.
G5S implementation will help to increase the value of the operations by: -

improve work environment (e.g. sparkling clean and garden-like setting)
improve sense of responsibility (e.g. one stop service)
raise team spirit (e.g. G5S cross-auditing and G5S day)
improve image & competitiveness (e.g. seeing-is-believing)
improve ISO 9000/14001/50000 & OHSAS 18001 implementation (e.g. all 50 + 50
points of SIRIM 5-S & L5S)

5.2 Reducing Cost through:-
improve space utilisation (e.g. throw away rubbish and better storage methods)
improve productivity (e.g. 30-second retrieval of materials & better Flow Mgt. via L5S)
reduce manpower lost (e.g. occupational health and safety and L5S HR deployment)
reduce wastage & use recycle materials (e.g. L5S)
reduce equipment down time and work delay (e.g. daily G5S activity)

This proposal aims to:

(A) Train up to 40 Executive & Front-line staff of CSLT as G5S Green-belt in order to
implement G5S at the CSLT.

(B) Train up to 20 CSLT Green-belt staff as G5S Blue-belt in order to develop the G5S
Management System at the CSLT.

(C) Implement SIRIM-G5S successfully at the CSLT sites.

7. Fees (special offer)

7.1 Training & Consultancy

@RM8,000 x 9 sessions = RM72,000 *

* Inclusive of the air-tickets & hotel fees plus the G5S training kit as follows:-

(b) G5S DVD
(c) Taylor-made G5S Poster (Softcopy)
Note: Apart from the above materials, the handouts have to be photocopied by the client.

7.2 Certification Audit (carried out 2 weeks after C.2)

G5S Registration and Certification fees will be charged at RM8,000 (registration & manual
audit fees) + RM8,000/manday x 2 = RM24,000. This is followed by a half-yearly
surveillance auditing fee of RM8,000/manday x 2. The Certification Audit Assessor will
be independent of the above consultants. After 3 years (i.e., the 6
th
Surveillance Audit), the
cycle will be reduced to annual.

7.3 Total Turn-key Fees for the Project = RM72,000 + 24,000 = RM96,000 #

Please pay 50% down-payment to SIRIM Berhad before commencement. Balance
payable 2 weeks before the Certification Audit.

# Additional Consultancy services will be provided free-of-charge if the certification does
not go through in the first attempt.


8. Certificates

8.1 G5S Lead Auditor Certificates (Green-Belt)
Up to 40 staff. Each delegate attending the G5S Green-belt course will be awarded a
Certificate of Attendance. If they pass (at 60%) both the group live audit report and the
written test (equally weighted), they will be awarded the G5S Lead Auditor Training
Certificate instead. 20% will be awarded Distinction.

8.2 G5S Lead Auditor Certificates (Blue-Belt)
Up to 20 Green-belt holders. Each delegate of the G5S Implementation Leaders will be
awarded a Certificate of Attendance. If they pass (at 60%) both the group live audit report
and the written test (equally weighted), they will be awarded the G5S Lead Assessor
Training Certificate instead. 20% will be awarded Distinction.

8.3 G5S Registered Firm Certificate
The Client will be awarded a Certificate of G5S Registered Firm if they pass the G5S
Certification. Any Non-Conformances (NCs) found during the assessment have to be
rectified first before the certificate is endorsed by the I5SO Board of Directors and issued
jointly by I5SO + SIRIM.
