    Assessing Quality News

    : the Layered Approach

    WHY: What is good journalism, realistically?


    3 layers of assessment:
    - news we need (based on norms toward democracy)
    - news we get (based on political-economical conditions)
    - news we care to read (based on use & gratification)
    Quality news requires overlap of all layers.
    - Strong civic implication
    - AND sustainable in the market and politics
    - AND within the readers comfort zone
    while also expanding it
    Insufficiencies: news we
    - ..need & get, but dont read:
    Much of in-depth political analysis
    (too difficult, long, etc)
    - ..need & read, but dont get:
    Much of local civic issue coverage
    (market size problem)
    - ..get and read, but dont need:
    Much of entertainment
    (no civic angle to it)
