Re: Review of 51 River Rd for development of a new public works facility and emergency services facility.
Dear Bob:
We have reviewed the site plan and zoning information for the existing Police and Fire Department site at 51 River Road for the conversion to a combined Public Works and Emergency Services Complex.
The proposed site and associated program does not meet the following criteria required for a combined facility. Below are our observations for your review.
1. The existing site is positioned at that apex of the River Road/RTE 179. The parcels boundaries step back toward Dyer Avenue, which reduces the ability for building and adequate vehicles movement. Best practices for a public works building is to keep most activity to the rear. This site is limited in that regarded. 2. The proposed site/floor plan contemplates a two story structure. That is problematic, as the only program that would practically be placed on the second floor are the offices. Although, it is best to keep these all on one level. 3. The size of the proposed public works facility cannot fit on this parcel when combined with the fire department. The vehicular circulation and separations would be extremely compromised. a. Thus public works trucks and fire apparatus would be crossing the same paths, which could significantly impact operations of both departments. 4. We have reviewed the town planners comments and we are in agreement with the observations.
To conclude, after evaluating numerous sites in town for public works, this site does not meet the criteria that would yield a practical and functional site for operations.
