controlled grid (as that term is defined in lhe Electricity Act, 1998 (Ontario)) including, but not limited to

3. Scope of Work
The subject generation project is proposed
for connection to the Squire DS F3 feeder at
g.32kV.
The
generating
facility is located within the Township of Georgian Bluffs would include a 100 kW synchronous
generators. As connection is proposed
to the Hydro One distribution system, the project
is referred to as
an embedded generator ('EG).
Main deliverables include:
o
Design review of the proposed EG facility as part
of the COVER process.
Review EG design
drawings and details including detailed singleJine diagram, desciiption of EG protection ph-ilosophy,
protection
diagrams and settings, and EG relay logic diagram and tripping mairix.
o
Commissioning and COVER work as required, including, but not limited to, verification of testing,
review of commissioning report, and other commissioning and COVER activities.
.
Non-contestable customer revenue metering work including selection & supply of required meter and
commissioning dial-up functionality.
o
Distribution Lines Work: the work required to connect generator facility to Squire DS F3. (.e. line tap)
o
Coordination of customer protections
with existing feeder protective
devices.
The estimate includes Line Connection cost in addition to the engneering and metering cost as requested
by Georgian Bluffs Biodigester project.
The cost mostly includes ihe wor[ at Hydro On site. Customer is
fully responsible for all work at their site, except the supply of customer's revenue meter.
The total cost of the connecton work, HoNl scope, is
g23,000.00

Line Connection Scope
Complete the work required for the connection of Georgian Bluffs generation
facility to Squre DS F3
feeder at 8.32kV.
. lt is assumed that the connection work is straightfonrvard (umpering only) and does not require
any substantial material besides basic hardware.
Protection Scope
Hydro One wili 'eview the design of the proposed
EG facility as part of the COVER process.

lt is assumed that no transfer trip is needed for this project,
but hydro one to check customer's
protections
for their own facilities to make sure it is all in compliace with Hydro One standards.

Note: The following cost estimate does not include the transfer trip cost as required by CIA from line
recloser OCR 281. However and as per
the CIA Hydro one will work with proponent

transfer trip option and after reviewing detailed protection
scheme of Generaiion facility, the
alternative protection
scheme may be considered if deemed adequate. The detaited review is
required to be done before actual connectior of generatirrg

Metering
The metering scope of work will cover the procurement of customer revenue meter and non-
contestable portion of the work to be done at customer's site.
Customer is responsible to meet the Hydro One requirements
CHANGE CONTROLWORK
. Hydro One to update databases (i.e. Line protections, SCADA, Communication equipment failure,
line and station drawings etc).
4. Connection Cost Estimate
The prelminary connection cost to be performed
by Hydro One as in section 3 above is estimated at $
23,000.00 excluding of any work for which Generator is responsible.

6. lmplementaton Schedule and Validity Period
The planned in-service date for this work is September 1, 2009.
ln order to meet the proposed schedule and budget commitments, the Connection Cost Recovery
Agreement ("CCRA') must be executed no later than May 7, 2008 (the "Expiry Date"). lf the CCRA is
signed after the Expiry Date, the Connection Cost Estimate may need to be redone at the Generator's
expense.
7. Assumptions
. This cost is prepared under the assumption that the work will be completed in 2009.
. No interest component is added to the estimate on the assumption that all payments will be
received in advance from Georgian Bluffs Biodigester project per the CCRA.
