PROHIBITION OF VEHICULAR TRAFFIC) ORDER 2014
NOTICE is hereby given that Pembrokeshire County Council has made an Order under
Section 14 of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary
Restrictions) Act 1991.
The Order is necessary so that work to install a drainage system to the property known as
Penrallt-y-dre can be carried out in the narrow carriageway.
The effect of the Order will be to temporarily prohibit all vehicular traffic, other than exempted
vehicles, from proceeding along that section of Pen-y-Rhiw, St Dogmaels, from its junction with
the access lane leading to the property known as Lusty Glaze, north to its junction with the
access to Penrallt-y-dre.
The alternative route for traffic will be via the class III (C3144) St Dogmaels to Waunwhiod
road; the class III (C3139) road from Waunwhiod to Pantygalchfa, and the class III (C3029)
Moylgrove to St Dogmaels road.
It is intended that the restrictions, which will be signed accordingly, will come into effect on
Monday 20
th
October 2014, and remain in force for a duration of approximately 3 weeks.
Pedestrian access will be maintained together with vehicular access to properties located either
side of the works area.
The Order will remain valid for a maximum period of 12 months as a contingency should the
works need to be rescheduled or in the event of any unforeseen circumstances.

NOTICE is hereby given that Pembrokeshire County Council intend, not less than seven days
from the date of this Notice, to make an Order under Section 14 of the Road Traffic Regulation
Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The proposed Order is necessary to allow traffic management operatives to hold or direct
traffic whilst escorting the movement of a number of abnormal indivisible loads to the property
known as Meighan Wells, nr Boncath.
The effect of the Order, which will have a maximum duration of 18 months, will be to
temporarily prohibit all vehicular traffic and non vehicular traffic, other than exempted vehicles
or persons, from proceeding along those sections of road specified in the Schedule to this
notice. The restrictions will be implemented on a responsive basis and for as long as is
necessary to allow the load to safely negotiate the route. Delays will be minimal and no
alternative routes are proposed.
It is intended that the restrictions will come into force at 00:01hrs on Monday 3
rd
November
2014 and remain in force until such time as the movement of the loads have been completed.

Buyer (Contract Services)
We have a requirement within the Purchasing Department to co-ordinate and
achieve best value for money on purchases to ensure that the refinery receives
best service whilst complying with procedures and best practices.
Applications are invited for the position of Contract Services Buyer working
within the Purchasing Department.
Reporting to the Head of Purchasing the successful applicant will be
responsible for undertaking all work in line with Purchasing procedures.
Specific Responsibilities include:
Managing chemical process and stock contracts
Pre-qualification of tenderers
Issue of tender documentation
Tender evaluation and analysis
Negotiation and award of contracts
General contract administration including payment authorisation and regular
progress meetings
Negotiation of additional costs and agreement of final account
Provide data on cost savings measures
Recommend potential improvements of Purchasing procedures
The successful candidate must have relevant working experience within a
Purchasing or Construction environment and should ideally be qualified to
degree level in a business related field or have obtained, or be willing to
work towards, the CIPS qualification. Sound commercial knowledge and a
basic understanding of contract law is also necessary. Communication,
interpersonal and negotiation skills are a requirement. General PC skill will
also be necessary to carry out the role.
Maintenance Planner - Instrument/Electrical
Applications are invited from suitable candidates who wish to be considered for
the position of Maintenance Planner Instrument/Electrical.
Candidates must have a craft background having undertaken an apprenticeship
or equivalent qualification along with working experience in either electrical or
instrumentation, ideally in a Petrochemical or similar Heavy Industry
environment.
The successful candidate will also have good PC skills, be a good
communicator and organiser, and be competent in the use of a software
planning tool such as Primavera P6 or similar.
Candidates will ideally have experience in the use of a computerised
maintenance management tool such as SAP.
The role will be primarily office based, although candidates will need to visit
site regularly to scope/plan works.
