PROCEDURE IN APPLYING FOR A
NATIONAL BUREAU OF INVESTIGATION (NBI) CLEARANCE
FOR FILIPINOS WORKING/ RESIDING ABROAD OR
FOR FOREIGN NATIONALS WHO HAVE RESIDED IN THE PHILIPPINES
(FOR THE ISSUANCE OF ANTECEDENTES CRIMINAIS)
IMPORTANT NOTES:
A. THE PHILIPPINE EMBASSY IN BRAZIL DOES NOT ISSUE NBI CLEARANCES
FOR FILIPINO CITIZENS RESIDING IN BRAZIL, COLOMBIA, SURINAME OR
GUYANA.
B. ONLY THE NATIONAL BUREAU OF INVESTIGATION (NBI) IN THE
PHILIPPINES, THROUGH ITS MAIN OFFICE IN MANILA OR SATELLITE
OFFICES, IS AUTHORIZED TO ISSUE NBI CLEARANCES.
C. IF THE FILIPINO CITIZEN IS RESIDING ABROAD, HE OR SHE CAN APPLY
FOR AN NBI CLEARANCE THROUGH A RELATIVE OR FRIEND IN THE
PHILIPPINES. THE EMBASSY DOES NOT REQUEST NBI CLEARANCES ON
BEHALF OF FILIPINO CITIZENS RESIDING IN BRAZIL.
D. IN BRAZIL, THE NBI CLEARANCE IS THE PRIMARY DOCUMENT THAT IS
ACCEPTED BY THE POLICIA FEDERAL AS EQUIVALENT TO THE
ANTECEDENTES CRIMINAIS.
PROCEDURES:
A. If you have been living abroad since 1998, and you were previously issued an
NBI Clearance, you need to renew your NBI Clearance in accordance with the
following steps:

Just send your previously issued clearance directly to the NBI Main Office in
Manila, attach a latest copy of your 2x 2 photograph (white background),
taken within three (3) months and enclose a Money Order in the sum of Php
200.00 or any currency/bankdraft of its equivalent which is negotiable in the
Philippines payable to the Director, National Bureau of Investigation, Taft
Avenue, Ermita 1000 Manila, Philippines.

You may also send your authorized representative ( a relative or a friend) in


any of the following Offices:
NBI Clearance Center in Carriedo
NBI Satellite Offices
NBI Regional / District Offices

To process your NBI Clearance, together with your previously issued


clearance, attach a latest copy of your 2x 2 photograph (white
background), taken within three (3) months. Update the information that
needs to be updated. The NBI accepts changes in address and purpose, or
else write the Same Data if there are no changes. If there would be changes
in your NAME, DATE OF BIRTH and PLACE OF BIRTH, the NBI will require
you to fill-up a new application form and attach a photocopy of your birth
certificate.

B. If you have not been previously issued an NBI Clearance, you need to
accomplish a Fingerprint Card Form and follow the procedures below:

1. Request for Fingerprint Card Form from the Philippine Embassy in Brasilia.

The person requesting the form should send a self-addressed pre-paid or


pre-stamped envelope (large size) to the Embassy at the above-mentioned
address. As an alternative, the applicant may deposit the amount of
R$35.00 (for those residing in Brazil) or US$60.00 (for those residing in
Colombia, Suriname and Guyana) to the Embassys bank account as
payment for the mailing of the Fingerprint Card form.

2. Upon receipt of the Fingerprint Card Form from the Embassy, you must fill
up the personal data completely on both sides of the card truthfully and
legibly.

3. Request the police agency or authority in your locality to have your

fingerprints impressed (ROLLED IMPRESSION) on the appropriate spaces.


The officer/person who fingerprinted you should sign his name and state his
official designation on the space provided for the purpose in the card.
Should the police agency request a prior endorsement from the Embassy or
Consulate before it could take the fingerprints, please notify the Embassy or
Consulate at the soonest possible time.
For those who would like to personally appear at the Embassy, the process
for fingerprinting may be completed before a Consular Officer of the
Embassy. There will be no need to go to a police agency if the applicant
personally appears at the Embassy.

4. In case you are a married woman, the order of writing your name is as
follows:

Your husbands surname
Your first name or given name
Your maternal surname (family name of your mother)

Attach a latest copy of your 2x2 photograph (white background), taken within
three (3) months before this application at the appropriate box in the fingerprint
card form.

Upon completion of foregoing procedures, please send your form through an


authorized representative (a relative or a friend) in the Philippines or directly to the
National Bureau of Investigation and enclose a Money Order in the sum of Php
200.00 or any currency/bankdraft of its equivalent which is negotiable in the
Philippines payable to the Director, National Bureau of Investigation, Taft Avenue,
Ermita 1000 Manila, Philippines.
Your authorized representative or the National Bureau of Investigation, as the case
may be, will mail to you the corresponding clearance certificate after the NBI has
completed the processing of your application papers.
C. Upon receipt of your clearance certificate, you or your authorized
representative must examine it to verify the presence of the embossed NBI
DRY SEAL at its lower left portion, the clearance is invalid without it. Also, you
must affix your clear and properly taken THUMBPRINT on the space provided
for it in the clearance certificate before submitting it to your end-user, otherwise,
your clearance will be subjected for further verification/authentication and may
cause the delay in the processing of your immigration requirements.
D. After the NBI Clearance is issued, your authorized representative (a relative or
a friend) must submit it to the Brazilian Embassy in Manila (or the concerned
Embassy in Manila of the country where the clearance will be submitted) FOR
AUTHENTICATION. Questions regarding the procedures and requirements for
authentication of documents must be requested and directed to the Brazilian
Embassy in Manila.
For foreign nationals (non-Filipino citizens), they must inquire with their respective
Embassies or Consulates in the Philippines or with the Embassy or Consulate of
the country requiring the Clearance as to the procedure for authenticating the NBI
Clearance, if this is required by the authorities of the country concerned.
