MP short-listed for Krishi Karman Award 2013-14
P which has been securing pres-
tigious Krishi Karman Award of
Government of India for last con-
secutive 2 years on account of remarkable
achievements in agriculture sector, has
been short-listed for the award for year
2013-14. MP is among 5 major states
short-listed for the award apart from
Andhra Pradesh, Tamil Nadu, West
Bengal and Punjab.
Giving this information, the Union
Ministry of Agriculture has invited MP to
New Delhi on October 14, 2014 to give a
presentation before the screening commit-
tee headed by Union Agriculture
Secretary. The presentation for year 2013-
14 will comprise food grains and oilseed
production and the strategy and measures
adopted by the state government for these
achievements. It has also been asked to
give information in the presentation about
methods adopted for coordination between
concerning departments including Energy,
Irrigation, Food, credit etc.
It is noteworthy that MP is securing
Krishi Karman Award for consecutive last
2 years. The award given by the President
carries Rs. 2 crore. Despite heavy losses to
crops by hailstorm and frost this year, sit-
uation of agriculture is very sound in the
state due to agriculture and farmer-
friendly policies of MP government. That
is why MP has been short-listed for Krishi
Karman Award among 5 big states.
First in country
During recent years, MP has stood
first by clocking the highest agriculture
growth rate in the country. In year 2012-
13, states agriculture growth rate was
20.16 percent. It was 19.85 percent in year
2011-12. According to advance estimates,
agriculture growth rate in MP is 24.99
percent in year 2013-14.
It is a creditable achievement that
MP achieved 9.04 percent agriculture
growth rate against the target of 2.5 per-
cent fixed for 11th Five-Year Plan (2007-
11). As compared to this agriculture
growths national target was 4 percent
against which only 2.5 percent was
achieved. MP is already pioneer in produc-
tion of pulses, oilseeds and gram. As a
result of these achievements, MP has been
conferred prestigious Krishi Karman
Award for last 2 years in a row. The state
has also bagged Agriculture Leadership
Award on the recommendation of an
expert committee headed by Father of
Indian Green Revolution and agriculture
scientist Dr. M.S. Swaminathan.
Interest-free loans, increase
in irrigation and storage
capacity and adequate
power for agriculture
The state government has made
arrangements for providing interest-free
loans for agriculture. Loans worth Rs. 39
thousand 820 crore have been made avail-
able during last 5 years. Rs. 34 thousand
crore has been provided to farmers as
bonus on procurement. Cooperatives loans
for farming have increased to Rs. 11 thou-
sand 209 crore in year 2013-14, which
were only Rs. 1213 crore in year 2003-04.
Arrangements for bonus to farmers have
been made on procurement on wheat,
maize and paddy.
The state has performed remarkably
to increase irrigation capacity during last
10 years. Area under irrigation was only
7.5 lakh hectares in year 2003, which has
been increased to 27.5 lakh hectares now.
Power supply for 10 hours is being made
to agriculture sector. Facility of paying
electricity bills on flat rates twice a year
has been given to farmers. In view of
increase in food grains production, the
state has also increased its storage capac-
ity. It was 79 lakh MT in year 2010-11,
which has been increased to 115 MT in
year 2013-14.

Bhopal: A special campaign will be
launched to impart training of internet by
Information Technology Department to 5
lakh women to promote use of internet and
computer among women in the state. It has
been named e-Shakti Abhiyan. The trainees
will be informed about benefits of daily use of
internet and computer. The campaign will be
conducted with the cooperation of Google
India. Chief Minister Shivraj Singh
Chauhan will inaugurate e-Shakti Abhiyan
at Model Higher Secondary School here at
5.30 pm on August 29. Information
Technology Minister Bhupendra Singh will
be present on the occasion. It is noteworthy
that it was decided to run e-Shakti Abhiyan
with the cooperation of Google India at a
meeting of state-level empowered committee
(Apex) headed by Chief Secretary Anthony de
Sa. Secretary to CM and Information
Technology Hari Ranjan Rao has directed
all district collectors to ensure conduct of the
campaign effectively.
The target trainee groups under the cam-
paign are anganwadi workers, assistants and
supervisors of Women and Child
Development Department, ANMs and ASHA
workers of Health Department, lady teachers
of School Education Departments, inspectors
and other women police personnel, members
of womens self-help groups under
Panchayats & Rural Development depart-
ment, women workers of municipal corpora-
tions and women Kisan Mitras (Kisan Didis)
of Farmers Welfare and Agriculture
Development Department. The training will
be imparted in easy Hindi. CEO of MAP-IT
M. Selvendran reviewed preparation for e-
Shakti Abhiyan in districts here. Additional
Collector will be nodal officer at district level
and District e-Governance Manager assis-
tant nodal officer. Selvendran said that
training will be imparted in 10 districts in
the first phase and 12 districts in the second.
Training will be imparted in remaining dis-
tricts similarly. Concerning officers have
been asked to complete their department
related works within time-limit.

Devil's Tree has many legends attached
to its branches. Now, this 'shaitan-ka-jhad'
is haunting Chhattisgarh government,
which has put on hold its plantation, fear-
ing harm to people. Trouble began to brew
when the civic body in state capital planted
saplings ahead of President Pranab
Mukherjee's visit to Ravishankar Shukla
University. Horticulture enthusiasts went
public against planting of Devil's tree,
known locally as 'chhatim' (botanical name
is Alstonia Scholaris). Few newspapers
joined chorus, quoting a 2003 newspaper
report from Kolkata that it is harmful to
humans and also cited Noida Development
Authority decision to replace 'chhatim'
trees with Lagerstroemia trees, known as
Pride of India. This triggered doubt. Raipur
Municipal Corporation (RMC) decided to
put on hold its planting, while forest
department, which has a stock of about one
lakh saplings, decided to keep plantation
pending. Supporters and opponents of the
plant took the matter to state chief secre-
tary Vivek Dhand. It was referred to the
state Forest Research and Training
Institute, which in turn shot off letters to a
number of institutions and principal chief
conservator of forests of Uttar Pradesh to
find out whether Noida Development
Authority had banned its planting. "We
could not find any scientific basis to con-
clude that 'chhatim' is harmful," said
Krishna Chandra Yadav, additional princi-
pal chief conservator of forests, who is
heading State Forest Research Institute.
"Yet, we have written to Indian Council for
Forestry Research and Education (ICFRE),
Dehra Dun, Indian Council for Medical
Research (ICMR), All-India Institute of
Medical Sciences (AIIMS), Pandit
Jawaharlal Nehru Medical College, Raipur
and Government Ayurveda College in
Raipur seeking opinion," he said. "It's all
misconception. This is also the state tree of
West Bengal," said Dr A R Dalla, former
president of state horticulture society. "It's
neither been banned nor uprooted any-
where in the world as is being propagated.
I spoke to Noida Development Authority
officials, who denied knowledge about
'chhatim' trees being replaced or uprooted.
In fact, it is being planted in Sri Lanka for
reforestation. Kolkata Municipal
Corporation with UNICEF has an ambi-
tious plan to plant 'chhatim' and other trees
to prepare a protective wall against
cyclone," he said. Incidentally, in govern-
ment officer's colony at Devendra Nagar
here, there is large number of alstonia
trees, which people think is the asylum of
ghosts, but residents don't seem to be
worried.
Celebrations for Dussehra
festival commenced in the Bastar
region. Celebrations started with
a worship session at the temple of
local goddess Kachhingudi. A
unique feature of this festival is
that it cuts across caste and
creed, so that a mutual friendli-
ness is created between people
from various castes and tribes in
the region. During the course of
the festivities, along with
Danteshwari Mai, representing
the Hindu Goddess Durga or Kali,
obeisance is also paid to a number
tribal deities, some indigenous
and others borrowed from
Hinduism. As a part of the ritual,
a little girl, who symbolizes the
goddess Kachhan, was laid on a
swing and people including
Maharaja Kamalchandra
Bhanjdev popularly called by
tribals as King of Bastar, MPs,
MLAs and Rajguru besides large
number of people took her bless-
ings on the occasion. The Bastar
Dussehra also provides a forum
for elected representatives,
administrators and tribal chief-
tains to meet and discuss strate-
gies for the state
of Bastar at the
Muria Durbar.
Amid all this, one
of the most-awaited events is the
rath yatra. The massive rath
(chariot) might appear as primi-
tive to people from outside, but it
is symbolic of the king's wish to
patronize locals instead of bring-
ing a fancy chariot from else-
where. Part of it is the fact that
there are tribal taboos on using
sophisticated tools to make the
chariot.

Rituals Performed
A variety of rituals are associated with the Dussehra festivities in
Bastar. There is a special sequence to some of them. The Navratri fes-
tival has begun at Danteshwari temple in Dantewada. Devotees from
different parts of the Bastar division are visiting the temple. The
puja of Shailputri Devi was performed followed by puja of
Brahmacharini Devi. The Ma Danteshwari Devi temple is among the
Shaktipeeths of the country and the temple was constructed by Raja
Annamdev in 14th century. Installation of the idol of Goddess Durga
was done in the entire Bastar region. Pandals of different sizes and
shapes have been erected to establish the idol of Goddess. The streets
and roads echoed with the drum beats and slogans by devotees while
taking out idol installation procession.

to 6787 tonnes in 5 years
against 3541 tonne, which is

Wages rise 182
percent
The state government is
also paying attention to fish-
ermens economic develop-
ment. Five years ago, fisher-
men used to get wages upto
Rs. 5 crore 72 lakh which
has increased to Rs. 16 crore
15 lakh now. This is 182 per-
cent increase.
Income increased
102 percent
Fishermens income has
also risen 102 percent. Per
fisherman income was Rs.
137 per day five years ago,
which is now Rs. 277 per
fisherman. Similarly, rev-
enue of Fisheries Federation
has also increased constant-
ly. It was Rs. 6 crore 48 lakh
per annum 5 years ago,
which has increased to Rs.
30 crore 23 lakh now. During
last 5 years, the federation
has established a record by
earning 366 percent more
revenue. During last fiscal,
the federation had regis-
tered net profit of Rs. 12
crore 87 lakh, which is max-
imum till date. Against the
target of producing 8680
lakh seeds of standard fry
fish, the Fisheries
Federation produced 9631
lakh tonne, which is 21 per-
cent more. During current
fiscal, a target has been set
to produce 9080 lakh seeds
of standard fry fish. Last
year, 96 thousand 258 tonne
fish was produced against
the target of 94 thousand
tonne. A target to produce
one lakh tonne fish has been
set for the current year.
Side by side promoting
fish breeding, the state gov-
ernment is also implement-
ing several schemes in the
interest of fishermen includ-
ing education and training.
Talab patta holder fisher-
men are being imparted 15-
day training in newly devel-
oped techniques. Last year,
4671 fishermen were
trained. This year, 7229 fish-
ermen are being imparted
training.

MP receives Platinum
Skoch Award for
de-centralised planning
MP has received national level
Platinum Skoch Award for excellent initia-
tive towards de-centralised planning. The
award was conferred recently by Union
Minister of Steel and Mines Narendra
Singh Tomar to Additional Chief Secretary
Planning, Economics and Statistics Smt.
Ajita Vajpayee Pandey. Smt. Pandey pre-
sented the award to Planning, Economics
and Statistics Minister Jayant Malaiya
on Monday.
MP is the first state in the country to
have prepared master plans of all its 50
thousand 982 villages concretizing the con-
cept of decentralized planning. A resolu-
tion to this effect was passed in MP
Assembly.
The beauty of village master plans is
that works to be taken up in villages are
decided by villagers themselves and
departments only respond. Earlier, works
were decided by departments. Village mas-
ter plans have also created a sense of pride
and ownership. The state government has
issued directives to all district collectors
for implementation of these master plans.
They have also been asked to chalk out dis-
trict plans for year 2015-16. It has been
directed to give top priority to works sug-
gested by the villagers failing which their
plans would not be sanctioned.
A huge exercise was taken up to pre-
pare master plans of all the villages. Over
1 crore 95 lakh villagers, 1250 voluntary
institutions, over 50 thousand public rep-
resentatives, 10 thousand 400 technical
support teams and 62 thousand 400 field
staff actively participated in it. Priority
has been given to providing basic ameni-
ties especially drinking water, all weather
roads, education and health facilities and
food security in the master plans.
Aprogramme and time table have been
sent to the collectors for chalking out dis-
trict plans for year 2015-16. Many of the
activities demanded by the community in
the village master plans have not been
sanctioned by various concerning depart-
ments. The directives said that in view of
this situation no new community demands
should be included in the district plan for
year 2015-16 and already sanctioned activ-
ities should, instead, be executed. The
technical support teams should undertake
village level visits of planning units like
before during the process of planning for
year 2015-16.
This year no new community demands
should be added and the activities already
demanded by the community should be
discussed with the people and after sanc-
tioning them status of their implementa-
tion as well as remaining activities should
be validated. Priorities should be re-
ordered and dovetailed in the schemes of
concerning departments.

On the first day of the state
wide Krishi Mahotsav organized
from September 25 to acquaint the
farmers with modern farm tech-
niques upto gram panchayat level,
313 Krishi Kranti Raths reached
1072 villages. The Raths educated
the farmers about different tech-
niques and informed about the
schemes being implemented for
welfare of farmers and boosting
farm sector in the state.
Over 43 thousand 341 farmers
attended the village level farmers
camps. Agricultural kits were dis-
tributed to 1418 farmers under
Surajdhara scheme, 625 under
Annapurana scheme and 494 kits
under Beej Gram Yojana. Besides,
4135 samples were picked for soil
testing. As many as 31 groups
were formed under Mukhya
Mantri Khet-Tirth Yojana.
49 thousand 116
revenue documents
distributed
Revenue documents were dis-
tributed to 49 thousand 116 farm-
ers under the Mahotsav. At the
veterinary camps 18 thousand 212
animals were treated. At the
camps Credit Cards were distrib-
uted to 5761 farmers at the camps.
Moreover, 34 cases of demarcation
and 275 of mutation were disposed
of and 211 loan books given away
to farmers. Temporary pump con-
nections were given to 643 farm-
ers. A total of 424 works were
started under Mera Khet-Meri
Mati Yojana. Medical check-ups of
1473 farmers were also conducted.
Cultural programmes were also
held at the places visited by Krishi
Kranti Raths.
MoUs signed with three
reputed companies; initiative
to boost production of soy-
bean, maize, cotton, paddy and
sugarcane: With a view to pro-
viding advanced agricultural
machines and implements to
farmers the state government
signed Memorandums of
Understanding (MoUs) with three
reputed companies of the world in
the presence of the Chief Minister
Shivraj Singh Chauhan at
Haldhar Krishi Expo here. These
companies include Maschio-
Gaspardo of Italy, Kubota of Japan
and Fiat (India ) Private Limited
of New Holland. These MoUs have
been signed by the Directorate of
Agricultural Engineering with
these companies reputed world
over for their excellence in manu-
facturing advanced farm imple-
ments and technologies. Maschio-
Gaspardo has 13 plants in the
country. Recently it established a
new plant at Pune. The company
would help boost production of
soybean, maize and cotton
through advanced technologies
and machines. It would make
available SP Numatic, multi crop
power harrows, fertilizers spread-
ers and shredders to the
Directorate of Agricultural
Engineering. Kubota company of
Japan would help the Agriculture
Department in enhancing produc-
tivity of paddy in the state.
Internationally renowned for
manufacturing tractors and other
farm implements the company has
recently set up a plant at Chennai.
It will provide self propelled rice
transplanters and seedling
machines to increase productivity
of paddy through mechanized
paddy plantation in the state.
As per the MoU signed with
Fiat Company of New Holland the
company would help the farmers
with the cooperation of the state
government to boost production of
sugarcane, cotton, maize and soy-
bean. The company has agreed to
make available 18 machines
including sugarcane harvester,
baler-rack, cotton picker, fodder
maize harvester, Numatic cotton
planter and sugar infielder.

goal of toilets in
schools not easy
for Cgarh
Many hurdles lie ahead for Chhattisgarh on the
road to achieve Prime Minister's one-year goal of
setting up separate toilets for girls and boys in
schools across the country. As many as 10,921 toi-
lets are to be constructed in state and more than
6,500 toilets are to be made functional.
Chhattisgarh ranks 9th in country for absent or
non-functional toilets in schools, according to the
latest survey report of Ministry of Human Resource
Development. Bihar, West Bengal, Odisha and
Andhra Pradesh top the list followed by Jharkhand
and Uttar Pradesh. Shortage of toilets for boys is
another reason to worry for Chhattisgarh govern-
ment.
In a haste to follow Supreme Court guidelines
on compulsory functional toilets for girls in 2012,
state government had allegedly converted many
boys' toilets to that of girls', eventually leading to
dearth of boys' toilets in many schools.The District
Information System of Education survey shows that
of the 47,526 schools of Chhattisgarh, 8,168 schools
do not have boys' toilet while there is no toilet facil-
ity for girls in 2,753 schools. Over 6,500 of them
aren't functional enough to be used. Sarv Shiksha
Abhiyan scheme makes it mandatory to have sepa-
rate toilets for girls. Schools located in seldom-visit-
ed districts have toilets either not clean, locked or
non-functional which causes low attendance or
dropout of girls between the age group of 9 and
18."Many prefer not going to school every month for
four-five days during their period," Bindiya, a local
from Bijapur district said.
In Chhattisgarh, situation is appalling in dis-
tricts like Sarguja and Surajpur. In Sarguja, 1,113
schools out of 2,032 have no proper toilet facility
while 1,480 schools lack toilets for boys and girls in
Surajpur. Worst condition is in Bihar where of the
70,673 schools, 56,226 have no toilets while West
Bengal which stands second has 46,853 schools
without facility out of 81,915 schools. Schools in
Odisha, Andhra Pradesh, MP, Telangana, Assam
Jammu & Kashmir also present a sorry state of
affairs. Prime Minister Narendra Modi's speech on
August 15 may now ring an alarm for Chhattisgarh
government to facilitate separate toilets for girls
and boys which will help retaining them in schools.
About 11,000 students in 2011 had dropped out
from schools due to infrastructural problems as per
a report of Sarv Shiksha Abhiyan.
The Chhattisgarh state is fac-
ing power shortage and unsched-
uled power cuts, especially in
industrial sector as well as rural
and semi-urban areas following
development of technical snags at
two thermal plants in the state.

(CSPDCL) officials said the two
thermal plants, which generate
500 MGW and 210 MGW respec-
tively, at Korba developed snags
recently leading to problems in
power generation.
The snags have led to a short-
age of 710 megawatt of power in
the state, leading to possibilities of
cuts being imposed on the indus-
trial sector in the evenings.
Officials said the 500 MW had to
be shut down following a fault in
the "thermo couple". The thermo
couple will have to be replaced but
it would take at least a weeks
time, according to CSPDCL engi-
neers. They said the plant's tem-
perature has to be brought down
to normal levels to carry out
replacement work. The 210 MW
plant has been shut down due to a
leakage in a tube and the same
would have to be rectified. The
government is trying to arrange
additional power from other
sources. But cut may have to be
imposed on the industrial sector to
meet the shortage. "We cannot
impose cuts on the residential sec-
tor due to the on going Navratra
fasts, so the industrial sector may
have to bear the brunt", said an
official. He however, said the cuts
would be imposed for two hours,
from 7.00pm to 10.00pm.

The state capital, Raipur, often
referred as the poor cousin of the newly
developed and technologically advanced
Naya Raipur, is all set to go hi-tech with
a free a Wi-Fi zone being set up at the
Marine Drive area, Telibandha.
The facility, which would be avail-
able free of cost, at least for the time
being, would offer free unlimited con-
nectivity to the city's netizans.
According to officials, this first public
hot spot will start functioning from next
month. A survey has already been con-
ducted and servers are likely to be
installed soon for making the Wi-Fi
zone functional. Officials revealed that
the tender process for the installation
and running of the services has been
completed and the name of the company
will be finalised with in a couple of
days. This facility will allow citizens to
use their smart phones, tablets, net-
books, laptops and other mobile devices
to connect to the Internet seamlessly
when they are around the Marine Drive
area.
The facility is a first step to make
Raipur a smart and a connected city
and is likely to be extended to other
areas also. Officials said to ensure
secure use of the service, the user will
need to register and receive an authen-
tication password for first time when he
accesses the service. Once the registra-
tion is complete, the network would
connect automatically whenever the
person visits the Marine Drive area.
However, officials say that the serv-
ice would be free only for a few months.
"We would start charging a nominal fee
for the use of Wi-Fi, as is done at air-
ports", said an official adding that the
service would be offered free for the
first few minutes.

The Chief Minister said that
fast-ripening seeds need to be devel-
oped. Production has increased; how-
ever there is much scope to increase
per hectare yield. Side by side atten-
tion should also be paid to preserva-
tion of traditional varieties like
kodo-kutki, raga, basmati, sharbati
wheat etc. He also called for
research on increasing organic farm
production. Chauhan said that food
grains production has increased in
the state. MP has registered
unprecedent agriculture growth rate.
This is due to state governments
relentless efforts to make agriculture
profitable. Area under irrigation was
increased in the state, farmers were
provided interest-free loans, new
methods of farming were taught and
crop cycle change was undertaken
for this. He said that still production
can be increased 20 percent through
seed transplantation. Yield of flow-
ers-fruit, medicinal plants and spices
can be increased. Presiding over the
session, Agriculture Minister
Gaurishankar Bisen said that seed
is very important for agriculture rev-
olution. Production of high-yield
seeds can be increased. He said that
agriculture growth rate in MP has
increased for consecutive third year.
Production of maize has increased
through hybrid seeds in tribal areas
of the state.
Chief Secretary Anthony de Sa
said that agriculture production in
the state has doubled in 10 years.
Six percent population of the country
lives in the state whereas MP pro-
duces 12 percent food grains of the
country. State is on top in production
of pulses and oilseeds and at second
place in wheat production. MP tops
in production of certified seeds pro-
ducing 52 lakh tonnes out of 350
lakh tonnes certified seeds in the
country.
The Chief Minister released a
souvenir on the occasion. At the out-
set, welcome address was delivered
by Principal Secretary Agriculture
Dr. Rajesh Rajaura.

The Chief Minister said
that a roadmap of crops sown,
seeds and fertilisers used in
states 11 climatic zones will be
drawn up. On its basis, a scien-
tific scheme for crops in various
climatic zones will be put
before the farmers at next
Krishi Mahotsav. Presiding
over the function, Union
Minister for Agriculture
Radhamohan Singh said that
MPs role is vital in upgrading
level of agriculture in the coun-
try. Radhamohan Singh said
that every farmer in the coun-
try will be provided soil health
card in 3 years.
The Chie Minister urged
farmers to change crop cycle, do
advanced farming, ensure their
villages sanitation and con-
serve every drop of water. He
said that achievements of agri-
culture sector in MP are only
milestone and not destination.
A new MP will be developed by
further boosting these sectors.
Now farmers should increase
targets of income. Every farmer
should grow fruits, flowers,
vegetables and medicinal
plants in one portion of their
field, which will augment their
income. If farmers or their chil-
dren establish food processing
units, they will be given loans
of Rs. 10 lakh to Rs. one crore
interest-free loans under
Mukhyamantri Yuva
Swarozgar Yojana and which
will be guaranteed by the state
government. MPs record agri-
culture growth is the result of
farmers hard work and state
governments credit policy.
Area under irrigation was
increased, incomplete schemes
were completed, new irrigation
projects were taken up, water
was supplied till tail ends of
canals, farmers were supplied
power for irrigation and good
quality seeds. Chauhan said
that Narmada-Kshipra Link
Project was implemented to
save Malwa from becoming
desert. Now, Narmada will be
linked with Gambhir, Kali
Sindh and Parwati rivers.
Betwa-Ken river linking proj-
ect will be completed on priori-
ty. The Chief Minister said that
Rs. 2187 crore crop insurance
amount has been distributed to
farmers in the state this time.
Farmers have been given Rs.
3000 crore relief amount, Rs.
1300 crore bonus, Rs. 4000 sub-
sidy on power and Rs. 560 crore
to cooperative banks. Including
subsidy, farmers were provided
Rs. 12000 crore in one financial
year. Now, farmers will have to
move to horticulture crops for
changing crop cycle. Milk pro-
duction has to be increased.
Agricultural implements
should be used for increasing
crop yield. Krishi Mahotsav is
being held to inform farmers
about these things. Krishi
Raths are visiting every devel-
opment block and about 12
thousand villages. Farmers
should make Krishi Mahotsav
as their own programme. He
said that e-copies of Khasras
will be provided to farmers
from January 1 through pub-
lic service centres. System of
affidavits in government offices
is being abolished. Chauhan
urged to ensure sanitation of
every village and city under
Swachh Bharat Abhiyan. Toilet
should be constructed in every
rural household to rid curse of
open-area defection.
Arrangements of roads, power,
water and schools are being
made in every village.
Union Minister for
Agriculture Radhamohan
Singh said that farmers and
farming are lifeline of the coun-
try. Countrys agriculture
growth rate is 4 percent where-
as it is over 24 in MP. Farmers
and villages should be
strengthened to strengthen the
country. Contribution of agri-
culture is decreasing in GDP.
Country's agricultural growth
rate is 4% whereas it is over
24% in MP. Several states do
not fully utilise funds given for
agriculture development
whereas MP has utilised full
amount during last 2 years. MP
has also achieved targets of
milk production and poultry
development. Other states are
surprised that Krishi Karma
Award has been conferred to
MP twice. Due to hard work of
farmers and tireless efforts of
Agriculutre Department only 3
per cent less sowing operations
have been made in the country
despite adverse climatic condi-
tions. In this respect too, MP
has achieved cent percent tar-
get. Giving interest-free loans
and bonus to farmers is a
courageous and historic step.
The Union Agriculture
Minister informed that the tar-
get of providing soil health card
to 14.5 crore farmers will be
achieved by the Central
Government in 3 years. A new
agriculture insurance scheme
will be implemented this finan-
cial year in the interest of farm-
ers. He said that indigenous
species of cattle are not affected
by climatic changes. Keeping
this in view, National Gokul
Mission has been established.
National Kamadhenu Centres
will be established for improv-
ing indigenous progeny of cat-
tle. Two new National
Agriculture Research
Institutes and a central agri-
culture university will be
established this year.
In the welcome address,
Agriculture Minister
Gaurishankar Bisen informed
about programmes under
Krishi Mahotsav. He informed
that Krishi Raths will reach 12
thousand villages in 313 devel-
opment blocks.

There is little doubt that Jaya
will lose her assembly seat and
her chief ministership. After the
Supreme Court held section 8(4)
of the Representation of the
People Act unconstitutional,
MPs and MLAs no longer have
the benefit of having their dis-
qualification held in abeyance
for three months while they file
appeals. And if the appeal was
accepted, the disqualification
was stayed. Not any more. It is
worth recalling that the UPA
government was planning to
amend the law precisely to
enable convicted politicians to
continue as MLAs or MPs by
nullifying the Supreme Court
verdict. But, in one of the few
acts for which he will be remem-
bered, Rahul Gandhi called the
ordinance (cleared by his party
and the cabinet) as nonsense

Mars Mission Mangalyaan or MOM
(Mars Orbiter Mission) was successfully
injected into the Martian orbit. In the event of
a successful insertion, ISRO becomes the
fourth space agency in the world and first in
Asia to successfully launch and execute an
interplanetary mission to Mars after the
Soviets, NASA and the European Space
Agency. However, it was not always the same;
especially the day mission was launched. It
was grossly termed as wastage of money. A
$74 million, or Rs. 450 crore, Indian spacecraft
entered orbit around Mars after an almost
year-long voyage, and for 11% the cost of
the USs Maven probe.
This sets a
big landmark in Indias history.

One of the main objectives of the first Indian

and operations of an interplanetary mission.
The conviction of Tamil Nadu Chief Minister J Jayalalithaa in a disproportion-
ate assets case by a Bangalore court is a reminder to politicians that they are no
longer immune to prosecution purely because they are popularly elected or have
the sympathies of their voters. The rule of law is beginning to assert itself.
Jayalalithaas is the third big case after those of Om Prakash Chautala and
Lalu Prasad, both of whom were convicted by special CBI courts for corruption.

Government is adopting a multi-pronged
strategy to develop a mechanism to identify
people working in the unorganized sector,
and is simultaneously taking measures to
augment their living standards, while caring
for their health and childrens education,
Union Minister of Labour and Employment,
Steel, Mines Narendra Singh Tomar said
today. Addressing a cross-section of employ-
ees, employers, Indian and German
Government representatives, Tomar said,
The Government is completely aware about
issues confronting the well-being of labour-
ers in the unorganized sector, especially in
the field of construction.
We are adopting multi-pronged strategy
to develop a mechanism to identify people
working in the unorganized sector, and
simultaneously, we are taking measures to
augment their living standards, and take
care of their health and childrens educa-
tion, he added. The German Ambassador to
India, Michael Steiner shared the dais with
Tomar in a Symposium and Exhibition held
on Occupational Health and Safety in the
Construction Industry Proceeding from a
Problem to a Solution at India Habitat
Centre here recently. The symposium was
jointly organized by Ministry of Labour and
Employment, Government of India, and
German Social Accident Insurance (DGUV)
and Social Accident Insurance for the con-
struction sector (BG BAU), Germany.
In his address, Tomar specified the budg-
et provisions laid out by the new government
towards development of infrastructure, indi-
cating that construction sector was set to
grow by leaps and bounds in the near future.
He shared the vision of the Indian Prime
Minister for developing 100 Smart Cities in
India, and urbanizing and industrializing
the remaining parts of the country.
Considering that more than 10 per cent of
our working population is employed by this
sector alone, the health and safety of con-
struction workers is imperative for our socie-
ty and government, Tomar said. He appreci-
ated German collaboration in the direction of
improving safety standards in Indian con-
struction industry, calling this yet another
step ahead in the area of Indo-German col-
laboration. Stressing upon the need for edu-
cating workers with regard to safety, Tomar
mentioned about the changes proposed in
Factory Act, necessitating the use of safety
equipment. In line with the governments
mission to skill India, the Minister said, The
working population in construction and
other sectors is endowed with a rich heritage
of knowledge. Our ministry is committed to
providing them with training, followed by
certification, which will get their talent
acknowledged and facilitate higher wages.

to boost countrys economy
Prime Minister Narendra
Modi recently launched launched
Make in India campaign aims to
boost country's economy. Through
this launch, Modi plans to roll out
a red carpet to industrialists, both
domestic and international, invit-
ing them to make India a manu-
facturing hub that will help boost
jobs and growth.
Before he embarks on his high
profile US visit slated from
September 26-30, Modi launched
the Make in India campaign at a
mega event in the presence of lead-
ing industrialists and business
leaders like Mukesh Ambani,
Cyrus Mistry, Kumar Mangalam
Birla and numerous other digni-
taries. Laying out the red carpet
before investors, the prime minis-
ter said: "After what we have done
and what I hear from you, I don`t
think I need to assure you any fur-
ther on `Make in India`." He hoped
industry across the globe will take
his invite seriously. He said he was
saddened in the past to see scores
of Indians leaving the country to
seek opportunities elsewhere.
People have lost faith in Indian
manufacturing and themselves.
"We do not want any industrialist
being forced to leave India," he
said. The prime minister said for
him the term FDI for the domestic
industry did not expand to "foreign
direct investment" but "first devel-
op India". "We have to create
opportunities of employment. If the
poor get jobs the purchasing power
of families will increase." The cam-
paign is aimed at making India a
manufacturing hub, and the gov-
ernment is pulling out all the stops
for ensuring a smooth sailing for
investors, by setting up a dedicated
cell to answer queries of business
entities within 72 hours. It will also
closely monitor all regulatory
processes to make them simple and
reduce the burden of compliance.
Various prominent national and
international industry leaders
attended the programme to launch
the campaign along with minis-
ters, senior officials, ambassadors
and opinion leaders.
The government has identified
25 key sectors in which our coun-
try has the potential of becoming a
world leader. The prime minister
will be releasing separate
brochures for these sectors along
with a general brochure. The
brochures covering sectors like
automobiles, chemicals, IT, phar-
maceuticals, textiles, ports, avia-
tion, leather, tourism and hospital-
ity, wellness, railways among oth-
ers will provide details of growth
drivers, investment opportunities,
sector specific FDI and other poli-
cies and related agencies.
Investor facilitation cell will
provide assistance to the foreign
investors from the time of their
arrival in the country to the time of
their departure, with focus on
green and advanced manufactur-
ing and helping these companies to
become an important part of the
global value chain. The campaign
will be launched at national as
well as state level and in Missions
abroad. It will target top compa-
nies across sectors in identified
countries. It also aims to identify
select domestic companies having
leadership in innovation and new
technology for turning them into
global champions. The initiative
has its origin in the Prime
Minister's Independence Day
speech where he gave a clarion call
to 'Make in India' and 'Zero Defect;
Zero Effect' policy. A dedicated cell
has been created through the web
portal (www.makeinindia.com) to
answer queries from business enti-
ties. While an exhaustive set of
FAQs on this portal will help the
investor find instant answers to
their general queries, the back-end
support team of the cell would be
answering specific queries within
72 hours.

said 10 lakh rural youths will
get skill development training
for jobs by 2017 under the
programme Deen Dayal
Upadhyaya Grameen
Kaushalya Yojana (DDU-
GKY).
He said the government
will launch skill development
training centres on a large
scale to address the problem
of unemployment particularly
in rural India. Launching
DDU-GKY here, the minister
said skills imparted under the
programme will now be
benchmarked against inter-
national standards. Countries
like United States, UK,
Japan, Russia, Germany,
France, China and Spain and
the middle-east countries
have high demand for skilled
manpower, where Indian
rural youth can be absorbed
after they acquire industry-
specific training, he said. The
minister also asked the pri-
vate sector to contribute in a
big way to this mission.
Speaking on the occasion,
Minister of State for Rural
Development Upendra
Kushwaha said the govern-
ment has decided to scale up
the skill development scheme
to overcome unemployment
which is a big problem in the
country.
On the other hand,
Secretary, Rural Development
Ministry LC Goyal said that
only 10 lakh youths were
trained during the last ten
years, while 12 million people
get into the workforce every
year. He said, out of 12 million
people, only 10 per cent are
skilled ones, while the percent-
age in European Union is 75
and in China it is 50 per cent.

bilateral trade,
US investment
PM Narendra Modis US trip,
which began in New York, is
aimed at boosting bilateral trade
and courting US investment. The
visit is seen as a personal triumph
for Modi, who faced a last-minute
legal challenge.
A New York district court
issued a summons in response to a
lawsuit filed by the American
Justice Centre, a non-profit
human rights organisation, as
well as two survivors of the riots.
Modi has 21 days to respond.
Correspondents say the summons
appear to be largely symbolic and
are unlikely to bring any serious
legal consequences.
Mending ties: Modi began his
visit to New York with a visit to
the 9/11 Memorial where he laid
yellow roses to commemorate
Indians killed in the attacks.
Modi's visit is expected to go a
long way in mending the relations
between the two countries.
Trade and business are expect-
ed to top the agenda of the visit
which comes a day after Modi
unveiled his new "Make in India"
campaign, aiming to turn the
country into a global manufactur-
ing hub.
During his four-day visit, he
met top leaders of Fortune 500
companies, including Google,
IBM, GE and Boeing. At his talks
with President Obama, he is
expected to discuss issues "to
expand and deepen the US-India
strategic partnership". The high-
light of the visit is expected to be
his sold-out appearance at
Madison Square Garden where he
will address an audience of more
than 20,000 people.
The event is organised by
prominent members of the Indian
diaspora in the US and Modi's
speech from a rotating stage will
be beamed live with English subti-
tles to giant TV screens at Times
Square in central New York. The
visit is the first made by Modi to
the US since a decision was made
to ban him in 2005 over the
Gujarat riots in which around
1,000 people were killed, the
majority of them Muslims.
The US was the last major
Western country to end the unoffi-
cial boycott of him in the run-up to
the general election when it
became clear that he was leading
the race. And after his landslide
win, Obama called Modi and
invited him for a visit.
Modi comes under fire
from green activists
Narendra Modi has come under attack from
green activists after allowing eight develop-
ment exemptions from environmental regula-
tions and watering down impact assessment
procedures. The latest such move is the toning
down of the Environment Impact Assessment
(EIA) Notification of 2006 to exempt many cat-
egories of buildings and construction projects
from seeking environmental clearances.
Under the new draft notification, the
Government has made it mandatory only for
residential buildings, commercial structures,
hotels, hospitals, hostels, office blocks, IT parks
and software development units with a built-
up area of more than or equalling 20,000 sqm,
but less than 150,000 sqm to be assessed for
their impact on the environment.
In contrast, the original notification of 2006,
issued under the Environment Protection Act of
1986, made it mandatory for all kinds of build-
ing and construction projects to seek environ-
mental clearances before the construction could
begin. This clearance was to be given by envi-
ronment impact assessment authorities in the
states. Environment Minister Prakash
Javadekar said: "We have plugged the loopholes
in the system and tried to correct them in the
interest of the environment. We are doing what
the UPA Government did not do." The move
appears to be consistent with the NDA
Government's announcement of 100 per cent
Foreign Direct Investment in construction. The
Government is expected to further ease norms
for FDI in the construction sector, sources said.
The Department of Industrial Policy and
Promotion, has floated a cabinet note on the
issue for further consultations. The
Government is planning to cut the require-
ments for built-up area for FDI from 50,000
sqm to 20,000 sqm and the capital conditions
from $10million to $5million, sources said.
The measures are also aimed at encourag-
ing the construction of smart cities, another of
Modi's dream projects. However, the toning
down of environment impact assessment norms
has angered green activists.
According to Manoj Misra, an environmen-
talist from Yamuna Jiye Abhiyaan, the draft
notification is based on the premise that only
certain structures have an impact on the envi-
ronment whereas other buildings like educa-
tional institutions, sporting infrastructure like
stadiums, religious buildings like temples and
mosques, industrial units like factories of
industries not covered in the 2006 notification
and public utilities like bus depots and metro
stations, which are neither commercial nor res-
idential, will have no impact on the environ-
ment. "This means that non-building construc-
tion activities, it seems, would as per the min-
istry have no environmental impact. These
could include construction of large parking
spaces, monuments and statues over large
areas, and ghats and similar construction on
river banks," Misra said.

Textile policy to be amended
to make textile industry
globally competitive
With a view to making the Indian Textile
Industry globally competitive, it has become neces-
sary to take a fresh look at the National Textile
Policy which was framed in 2000, Minister of State
for Textiles, Santosh Kumar Gangwar today said.
In the meantime, there have been specific changes
such as phasing out of export quotas in 2005, he
said while addressing the State Textiles Ministers
Conference here.
A Committee under the Chairmanship of Ajay
Shankar has prepared a draft report on the "Vision,
Strategy and Action Plan for the Indian Textile and
Apparel Sector". This report has been sent to all the
State Governments and Union Territories seeking
their valuable views/suggestions. It has also been
put on the website of the Ministry seeking views of
other stakeholders of the Textile Sector, he added.
Some suggestions/views have been received
which are being examined by the Committee for
necessary action, he said seeking views and sug-
gestions which he said would be taken into account
before finalising of the new Textile Policy. He men-
tioned that for developing World class infrastruc-
ture for the Textile Industry, Ministry of Textiles
has sanctioned proposals based on merit and shall
be releasing a fresh advertisement soon calling for
proposals for sanctioning more integrated textile
parks during the 12th Plan period. He has also
invited proposals from the state governments to
enable Government of India to sanction Textile
Park in each State.
Under the Scheme of Integrated Processing
Development Scheme, the Ministry will sanction
common infrastructure for processing on the lines of
SITP wherein Government of India shall be giving

he said. A sum of Rs 500 crore has been provided
for this initiative, he added. For both the Schemes
of SITP and processing parks, faster clearances in
land, power, water, approach roads and environ-
mental issues by States is very crucial for success-
ful offtake of Schemes.
Ministry of Textiles has a flagship Scheme for
skill development by the name of Integrated Skill
Development Scheme. This Scheme is run in associ-
ation with Industry and State Governments where
Rs 10,000 is given per trainee.

notification. Jaipur Food
Tech is scheduled to be
held on November 21 and
23, at Godown Industrial

tion procedures, vendor
rating systems and pur-
chase procedures in the
technical sessions to be
held during the pro-
gramme. The programme
will also see the participa-

MPs IT Policy amended
to encourage investment
Prime Minister Narendra Modirecently
inaugurated the India Food Park here in
Karnataka, the project a combination of
Central, State and Private Sector
Partnership. Future Group's food park is the
first of its kind in India with the group
investing about Rs 250 crore in the project.
Till date, 50 units have been established for
food processing.
Modi said the Union Government was
committed to boosting the agricultural econ-
omy and empowering the farmers by facili-
tating value addition through creation of
appropriate infrastructure, including rural
connectivity, storage and warehousing. He
was addressing a large gathering at Tumkur
after inaugurating the Food Park. Speaking
about the project, the Prime Minister said it
will fulfil the vision of "Annam Brahma" -
Food is God. He said his Government is com-
mitted to ensuring that as the farmer pro-
vides food for all, he should also get good
income for his produce. "Farmers work to
provide for us, but if they are not developed
then where will they go? Therefore there
needs to be value addition," Modi said.
"Mangoes if made into pickles get more rev-
enue for the farmers. Farmers need to be
taken to the global market," Modi said by
way of example. Modi stressed the need for
preventing wastage of food products.
"Preventing wastage of food and agricultur-
al commodities can help save up to Rs
40,000-crore per annum," Modi said. "We
will encourage public-private partnership in
food processing. I asked soft drink makers if
5 per cent fruit juice can be mixed in aerat-
ed drinks," he added.
The Prime Minister said value addition
in agriculture and food products is not new
to India. In a number of illustrations, the
Prime Minister mentioned Sattu, Ghee,
Jaggery (Gud), Pickle and even recalled how
the ancient sea trade route between India
and Europe was referred to the Spice Trade
Route. Modi said that if India is to progress,
the Centre and States have to work together
as a team for country to progress. He said
India can be strong and developed only if its
states are strong and developed. He further
said central schemes will have to be imple-
mented by both the Centre and the State
working together.

A cabinet meeting approved amend-
ment in MP IT Investment Policy-2012
and draft of new BPO/BPM Industrial
Investment Policy-2014. This initiative
has been taken in the backdrop of Global
Investors Summit to be held at Indore
next month. Provisions pertaining to
exemption/incentives have been amend-
ed in MP IT Investment Policy-2012. As
per the amendment, actual cost of get-
ting quality certification (ISO-9001 or
higher) by IT units functioning in MP
may be reimbursed. Slab of land given
on concessional rates as per projects
cost has been decreased from 4 to 2. It
will be mandatory for electronic hard-
ware manufacturing units to make
available jobs to 50 engineers/IT/ITES
professional per acre.
According to the amendments, an
investor with permission from appropri-
ate authority will be able to give to a
third party for IT activities some part of
building constructed on leased land or
space on license basis. New IT compa-
nies setting up their unit costing upto
Rs. 10 crore will be entitled to interest
subsidy worth Rs. 4 lakh per annum and
5 percent subject to maximum 7 years. A
new IT company with upto Rs. 10 crore
investment will be entitled to 25 percent
capital subsidy for once. New IT compa-
nies will be given incentive assistance in
2 categories after adjustment of input
tax rebate on VAT and central sales tax.
IT companies will be entitled to 50
percent reimbursement of subsidy on
participating in prestigious
national/international seminars and
exhibitions and actual rent paid for put-
ting up stall there once in a year. This
police will remain in force till 2019 or
announcement of a new policy. Cabinet
endorses major amendments to simplify
labour laws; 9 labour laws not to be
enforced in micro industries
The cabinet gave in-principle sanc-
tion to major amendments to simplify
labour laws. Amendments have been
proposed in 20 laws in favour of both
labourers and entrepreneurs. Go-ahead
of Government of India will be sought
where required. These amendments
have assumed added significance in
view to Global Investors Summit to be at
Indore next month. As a result of these
amendments, entrepreneurs will be
encouraged to establish industries in the
state and labourers working conditions
will improve.
Micro industries exempted from 9
labour laws: Micro industries are pro-
posed to be exempted from 9 labour
laws. Their inspection will be made only
after advance permission from Labour
Commissioner. Status quo is proposed to
be maintained in provisions for the
salaries, gratuity, bonus, ESI, provident
fund etc. for workers in these industries.
At present, a labourer becomes enti-
tled to holidays for next calendar year
after working for 240 days. As per pro-
posed amendment, a labourer will
become entitled for paid holiday after
working for 180 days during the same
year. In place of 61 registers, one consol-
idate register will be maintained
under16 labour laws and only 2 returns
are proposed to be filed instead of 13
annually.
Ban on women workers night shift
lifted: As part of efforts to further
womens empowerment and providing
more employment opportunities to
women workers, it is proposed to lift ban
on their working in night shift.
However, the employer
will have to follow pre-
scribed norms and condi-
tions for their safety.
Child labourers
rehabilitation: As per
amendment, now an
employer will have to
deposit Rs. 25 thousand
in labourer rehabilita-
tion fund if child labour-
ers are found in his
establishment. Criminal
case will also be filed.
Period of overtime for labourers in
establishments is also proposed to be
enhanced. Overtime period in a quarter
will be increased from 75 to 125 hours.
Now, consent of labourers for overtime
will be mandatory.
It is proposed to rid gumashta estab-
lishments (with less then 9 labourers) of
unnecessary inspections. Inspections
will be made only after advance permis-
sion from Labour Commissioner. Powers
of giving permission for filing cases
under Factory Act is proposed to be vest-
ed in Labour Commissioner instead of
inspector. Deemed provision is proposed
for ridding of unnecessary procedures of
licence and registration under 5 labour
laws. Licence/registration not issued
within time-limit will be deemed as
issued.
Permission for lay-off only on
number of labourers being 300:
Provision of compounding is proposed in
Labour laws as a result of which only
fine will have to be paid instead of jail
term. MP Industrial Employment
Standing Order Act is proposed to be
implemented on number of labourers
being 50 instead of 20. Permission for
layoff, retrenchment, closure will have
to be taken when number of labourers is
300 instead of 100. A provision has been
proposed to give 3-month notice and 3
months salary separately in establish-
ments with less then 300 labourers to
ensure that labourers get better com-
pensation on lay-off.

the actress says was the most difficult film to work on.
The 31-year-old actress says she has been hard at work for
over a year along with the team to bring the Rs 140 crore film
to the big screen. "Whatever was required in the film I was
able to do myself and execute in a manner that was desired.
The journey of the film was huge with action sequences, 6 to 7
locations all across the globe. It was a very difficult film for me.
We had a very strong team and we did everything we could,"
Katrina told. 'Bang Bang' also stars Hrithik Roshan, who plays
the male lead and has been directed by Siddharth Anand. The Fox
Star Studios-produced film is set to hit theatres on October 2.
Katrina said the look and feel of the film does give out the impres-
sion of it being a action movie but 'Bang Bang' blossoms into a love
story. "What attracted me to the film is that along with action there
is a very good storyline behind it. There is action in the film but
it is basically a love story," she said. When asked if she was open
to play the lead in a female-centric action film, Katrina said
since she pulled off stunts in 'Bang Bang' she could do a 'Tom

but we arent learning lessons

sense of trepida-
tion overwhelmed Fayaz Ahmad Shah, a gold-
smith in Srinagars busy Hari Singh High
Street, as he prepared to open his flooded shop
after sixteen days. Atall, imposing figure in his
early fifties, Shah paused briefly and glanced
at the stagnant water on the road. As he pulled
the shutter, tears trundled down his face.
Inside, nothing was in place in what used to be
a well-furnished and glossy showroom. Floods
had thrown everything upside down. Few gold-
en rings lay about in the thick layer of mud.
The stock of artificial jewelry, in demand dur-
ing wedding season, was completely damaged.
Shah opens the main locker where he stored
expensive items, and muddy water gush out of
it. The jewelry sets designed for Kashmiri
brides were covered in mud. Shah sighed. It is
a lot of work again. The items would have to go
through the process of melting and then
repairing".
As if the destruction at home was not
enough, the shop is in this shape, he said with
an air of despair. The story is repeated in
almost every goldsmith shop on Hari Singh
High Street, the area has more than 150 of
them. And according to Ajay Khindri, the owner
of one of the oldest goldsmith shops on the
street, the least damage to every shopkeeper in
this market is of at least Rs 30 lakh.
The floods have broken our backs. The mar-
riage season was coming and we were stocked,
Khindri says. Kashmiri goldsmiths were
preparing for the big wedding session when on
Saturday morning, 7 September, the rising
water of Jhelum breached and inundated most
of the Srinagar city.
After the Delhi Metro Rail Corporation's
(DMRC) Phase III becomes fully operational
in the next two years, the Delhi Metro will
provide better connectivity to faraway areas
such as Badli, Bawana, Najafgarh,
Bahadurgarh, Ghaziabad, Faridabad and
Noida and some landmarks and important
destinations like the IGI Airport domestic
terminal and the Red Fort besides major
city hospitals. The Phase III project, which
is the biggest of all DMRC endeavours so
far, will add 140km to the existing Metro
network and close to 15 lakh passengers to
its daily users. The DMRC plans to open the
ITO station by this year-end. Lakhs of trav-
ellers along the congested Ring Road and
Outer Ring Road will immensely benefit
from the Phase III project. Once commis-
sioned, the Delhi Metro network will
expand to 330km and 234 stations, making
it the seventh largest Metro network in the
world. Sanghai Metro has the largest net-
work of 424km with an equal number of sta-
tions.
NCR Metro India: "Phase III has been
an engineering challenge as it involves mas-
sive underground activities. A record 28
tunnel boring machines are currently oper-
ating, unprecedented in any country.
Further, 15 new interchange stations are
being constructed without disrupting the
passenger services at the existing Metro
stations. While construction of interchange
stations is the trickiest, it will help passen-
gers save time," Dayal elaborated.
After the completion of construction on
these corridors, the daily ridership of the
Delhi Metro is expected to touch the 40 lakh
mark. According to the Delhi Metro, 15 new
interchange stations in Phase III will
reduce the travel time significantly.
Metro trains on the new lines will run at
a frequency of 90 seconds during peak hours
as against the existing frequency of 150 sec-
onds to 180 seconds per train during the
same peak hours. The Delhi Metro will also
introduce an advanced signaling system
called 'Communication Based Train Control'
(CBTC) that will facilitate faster train
movement with greater accuracy.
"Theoretically, the new signaling system
allows movement of trains at a frequency of
90 seconds but, practically, the trains will
run at an interval 100 to 120 seconds," a
DMRC spokesperson said.

from devastating floods. The
monsoon last year brought devas-
tation to nearby Uttarakhand
when similar flash floods and
landslides killed 4,500 people.
Every year, Assam is devastated
by floods and river erosion and
this year in just one district, 188
villages were submerged and
25,000 hectares of crops
destroyed.
But we are not learning les-
sons from these events, and disas-
ter preparedness is just not there
in our DNA. However, before
blame is pointed at any state or
national government agency it is
worth reflecting on the scale of
the challenge India faces.
Climate change is responsible
for the increasing trend in the
number and intensity of extreme
weather events (reiterated again
this year by the
Intergovernmental Panel on
Climate Change in their latest
report). However, an extreme
weather event only becomes a dis-
aster when it hits assets and
causes loss of life and livelihood.
Even if climate change was not a
factor, scientists tell us that disas-
ters are getting more destructive
as people are more exposed to
floods and other such events.
Preparing for a disaster does
not just mean putting in place
early warning systems and proto-
cols for evacuations.
Preparedness is fundamental to
the way we plan and do develop-
ment. Environmentalists and
journalists are already starting to
make claims about why the floods
in Jammu and Kashmir have
caused so much destruction,
among them: deforestation in the
catchment areas of rivers,
unplanned construction in flood
plains, rampant dumping of
garbage in the rivers, and overuse
of chemical fertilizers by farmers.
Development should protect
against the risk of disasters,
rather than increasing the risk.
This requires understanding and
acting upon disaster risk in plans
and decisions. Indias 2005
Disaster Management Act calls
for exactly this. So is it happen-
ing? Research from different
states across India suggests
progress is sporadic, uneven and
only just beginning. But, there
are also opportunities, and exam-
ples of when state, district or city
governments in India are getting
it right. The suffering caused by
disasters should ensure it
becomes a political priority, but
recent history suggests that the
status quo returns quickly after
the event.
For example, in a district in
Sikkim regularly affected by land-
slides, there is a widespread per-
ception among communities, civil
society and government officials,
that where and how new roads
and dams are being built is
increasing the risk of landslides.
But, political interest in these
construction projects, and failures
of the planning process, mean
construction continues as usual.
Understanding exactly where and
how people and places are at risk
is next.
In Uttarakhand, a compre-
hensive statewide vulnerability
and risk assessment process will
soon start. This will give the
Government the evidence to iden-
tify whether to mainstream disas-
ter risk into development initia-
tives and how to do it.
