GENERAL INFORMATION OF THE CARRYING VESSEL :
The vessels hull, cargo holds & machinery equipment were visually inspected/checked by us on the noted date and found the vessel was FIT TO LOAD & OPERATIVE, staunch and strong in every respect and sighted to be in good order and safety condition at time of arrival at this port for loading schedule.
Crane/Cargo Gears The vessel equipped with three(3) units of Jib Cranes each rated of S.W.L. and location as under.

General Condition of The Hold Prior to Loading Prior to commencement of loading operation, we carefully inspected the space allotted for the cargo and found them to be clean, dry and in our opinion, fit for the stowage/carriage of the shipments to be loaded therein at this port, except No.1 Lower hold loading on top of Yokohama/Nagasaki shipments.

PRE-SHIPMENT CONDITION PRIOR TO LOAD :
Prior to loading, visual inspection by us was carried out to the external condition of each shipment was properly custody/kept and found all of packages of shipments sighted to be in apparent good order and condition.

The shipments were transported by trailers/transporters/forklifts from the open storage yard to the vessels side and directly loaded on board the vessel using the vessels cranes equipped with cargo wire ropes and/or slings, spreader, hooks, shackles, etc.

The loading operations were performed under our attendance and we found the loading operations, stowage & securing of the shipments in the cargo holds as follows.
Pre-planning of stowage, bedding and lashing details was done by the vessels chief officer and cargo supervisor together with representative of stevedore Messrs. The shipments were directly loaded from alongside barge and ships apron into the below specified cargo compartment by means of ship's gears using suitable cargo wire slings with careful handling in the best possible manner to prevent any damage to the cargoes.

All the shipment of construction materials were stowed comparatively in good order & condition and subsequent proper securing such as tight lashing, shoring & chocking with sufficient wooden dunnages, web belt & tie down ratchet, wire rope(18mm), tunbuckles, clip, rink chain, stopper end, and etc., where needed.

Specially, the cargo securing and staking also should be conducted by licensed securing company for the type of cargoes and the safe ship/cargoes in rough seas.

HATCHES:
All hatches fitted by end-folding type hatch cover which were slightly rusted but steelwork was otherwise sound & the hatch coaming were generally rusted and scaled.
The rubber packing on the sides and cross-joint of the covers were in place and its resilience & compression bars were efficient and in good condition & all side cleats & end cleats were in position and in good working order and condition.
The total sixteen (16) panels, non weather-tight and lift away type tween deck cover were slightly rusted but steelwork was otherwise sound condition.

SECURING ARRANGEMENT :
During and/or after loading operation, the cargos were well secured by acceptable means of lashing & shoring with lashing wire rope (18mm dia), turnbuckles, shackle, clip and dry wooden dunnages & etc. where needed.
All securing materials mentioned above were in good condition and considered to be adequate for the purpose so that none of the cargo will shift during the voyage to the destination and for the weather which is expected to be encountered at this time of year.
The securing of the cargo was carried out to the satisfaction of the ship's Chief Officer.
SAILING CONDITION :
The subject vessel M.V.TONG AN CHENG laden with 5,202.144 M/tons of Steel structure for CSP Steel plant project, 1,310.016 M/Tons of which was stowed on-deck, left Daebul No.64 Pier of Mokpo, Korea for Pecem, Brazil at 1700hrs, March 16, 2014 and sailing condition as under.

RECOMMENDATION :
We recommended the ship's Master that the course & speed of the vessel should be adjusted to prevent severe rolling and/or pitching under the heavy weather and securing of the subject shipment to be checked throughout the voyage.
CONCLUSION :
Based on the above inspection, it is our opinion that the loading, stowage and securing of the cargo were proper and adequate to ensure safe transportation and delivery of the cargo to the destination.
