In compliance with the orders of Honle !"preme #o"rt in $%&#ivil' (o.)*+/,--).
dated )/.*.,-)) to the Government of India to provide necessary infrastr"ct"re
and financial s"pport for ens"ring the comp"teri0ation of %1! and the direction of
the 1epartment of 2ood and %"lic 1istri"tion. Govt. of India. (ew 1elhi to
implement 34nd-to-4nd #omp"teri0ation of 5%1! 6perations7. erstwhile
Government of Andhra %radesh got the software developed y !tate (I# asing
on the framework given y (I#. 1elhi. 5he software is in "se since April,-)8 in
Hyderaad and 9anga 9eddy districts and has een rolled o"t to all the )- districts
of 5elangana !tate in :"ne,-)/.
5he whole concept of comp"terisation of %1! operations fall "nder , components.
#omponent I deals with s"pply and distri"tion of %1! incl"ding ration card
management and #omponent II deals with 2 % !hop a"tomation. !o e%1! and
!"pply #hain management &!#;' comprising of #omponent I was developed y
!tate (I#. Hyderaad and 99 district were chosen as pilots for e%1! and !#; is
eing piloted in Hyderaad 1istrict. 5he grievance redressal system is handled
thro"gh toll free n"mer in a call centre placed at the 6ffice of the commissioner.
1epartment of civil s"pplies. 5he calls are recorded and the resol"tion of the
complaints is monitored.
e%1! &electronic %"lic 1istri"tion !ystem' is online software application catering
to the 9ation cards management. allocation and seeding of Aadhaar data. 5he
processes involved in the distri"tion of 4ssential #ommodities &4#s' to the <%=
families are a"tomated so as to ring efficiency. acco"ntaility and transparency to
the %1! of #ivil !"pplies 1epartment. 5he initiative was taken "p as per G6I
orders for end to end comp"teri0ation of %1! to arrest the leakage of s"sidy.
!a(o) *hallenges in the +,bli* -ist)ib,tion S.ste/

+ation car"s > $ith each drive to iss"e new cards. the n"mer of cards
m"ltiplied. (onexistent persons and migrated families contri"ted to the
m"ltiplying factor.
,utations in ration car"s > #hallenges in man"al system as well as legacy
comp"teri0ed were faced in "pdating the changes occ"rring d"e to m"tations.
0llocation > Allocation of 4ssential #ommodities &4#s' depended on the
card position and memer position in a shop. #ommissioner. #ivil !"pplies
allocates to the 1istrict. then from district the allocation goes to the ;andal
and then to the 2% shop. ;an"al allocation was completely discretionary at
the c"tting edge level.
Ina"e1uate monitorin' > 5he man"al system of filing the reports had a lot of
data inconsistencies. As the legacy system did not have work flows. man"al
system of filing reports contin"ed. ;"ch time of the inade?"ate staff was
wasted in gathering information and ta"lating it.
0rchaic Processes > 5he old processes led to lot of d"plicates creeping in.
(ew ration cards were given periodically. !o when anno"nced. lakhs of
applications came. (o systematised compilation of applications received and
acknowledgements was possile. 5here was no transparency in process.
Applicants ran from office to office. 5hinking that their application was not
received or approved. they gave m"ltiple applications. If the field staff co"ld
not detect. d"plicates entered the dataase 2"rther there was no provision to
add memer. !o re?"est for new cards after marriage started. 5here was no
way of knowing in which card the person earlier lived "nless he declared. !o
"nits were in d"plicate.
Sharin' 2ith other "e#artments > 5he "ser departments like Ho"sing.
!ocial $elfare scholarships. !ocial !ec"rity %ensions. Arogyasree &health aid
to <%=' took the data periodically. $henever changes happened. the related
card holders "sed to r"n aro"nd with grievance that their card is not fo"nd in
the concerned dept from which they are seeking enefit.

e%1! is an online software application that helps the #ivil !"pplies

1epartment in allocating 4ssential #ommodities to 2% shops. seed the ration card
dataase with Aadhaar so as to eliminate og"s / dead/ migrated/ d"plicate
cards/"nits or ineligile persons and carry o"t m"tations received from ;eeseva.
5he ma@or mod"les developed to carry o"t the activities of the civil s"pplies
department are allocation mod"le. Aadhaar seeding mod"le and ration card
management mod"le.
+ation Car" ,ana'ement > 5he entry of 4I1/AI1 in ration card dataase has
helped in weeding o"t d"plicate cards. $henever re?"est for new card comes.
the system checks whether the memer exists in dataase y comparing the
AI1 / 4I1 n"mer and allows the iss"e of new card only after this validation is
checked.
5he ration card management system is integrated with ;eeseva &#ommon
!ervice #entres'. !o the ration card holders can get the details in their cards
"pdated or re?"est for migration of card to another shop / place or re?"est for
d"plicate card etc y visiting the ;eeseva #entres. 5he re?"ired
doc"ments for proof are "ploaded and the entire data rests in e%1! mod"le
wherein necessary approvals are given y Inspector / A!6 / 5ahasildar thro"gh
digital signat"res.
5he e%1! takes care of only one component of the %1!. i.e. the demand side.
5he s"pply side is taken care y !"pply chain management software. which is
eing piloted in one circle in Hyderaad 1istrict. A model comp"ter cain is
"nder constr"ction at #ircle-BI ;=! %oint. Here the stock movement from
2ood #orporation of India &2#I' to ;andal =evel !tock point &;=! point' to
2% shop level is monitored thro"gh generation of tr"ck chits y picking "p
information from e%1! on allocation and generation of 9elease orders after
payments y 2% shop dealers in e!eva.
*ID 6 7ID See"in' ,o"ule > Aadhaar n"mer or the AI1 / 4I1 n"mer is
seeded in the 9ation #ard dataase for all the 9ation #ard memers to
eliminate d"plicate and og"s entries who are eligile for the s"pply of food
grains/ enefits. 5he !tate 9esident 1ata H". !91H of A% has a
dataase of all the AI1 s iss"ed so far in the state and has given a service
ased on AI1/ 4I1 n"mer to give 4I1/AI1 name and the individ"al
photograph. 5his is "sed to display the photograph and the 4I1/ AI1 name for a
given AI1/4I1 n"mer. 5his name is compared with the 9ation card memer
name and also the photograph is checked against the family photograph for
accepting the seeding.

shops. 6nce #ommissioner. #ivil !"pplies gives allocation in e%1!. system
calc"lates shop wise allotment taking the #losing <alances &#<s' and the card

the click of a "tton can allocate. (o discretion at any level is allowed as the
proceedings are generated online. It is linked with e!eva for direct remittance
in e!eva kiosks for iss"e of 96s &9elease 6rders'.
5he allocation is linked to e!eva thro"gh we service and the dealers are ale
to pay 11s in e!eva as per the system generated shop wise allocation.
1etails of payment are also recorded instantaneo"sly in e%1!.
1. I""#&TI#" ++LIE-
Innovation in process re-engineering (eliminating redundant
steps) How?
eSeva 4ios4 #aments inte'ration > 5he process of taking fair price shop
payments in e!eva after making the necessary allocation of essential
commodities to the fair price shops in e%1! is completely online. %revio"sly the
e!eva centres were getting the data in spread sheets from the respective circle
offices and the fair price shop owners were making the payments and collecting
9elease orders from the e!eva centres which they wo"ld s"mit in the ;=!
point and get the stock iss"ed. 5he partial payments and m"ltiple 9elease
orders etc from the e!eva centres were involving the complete process as
mentioned aove. 5he present system of linkage of e!eva payments with
e%1! eliminates this man"al proced"re of going to vario"s offices completely.
5he details of allocation and commodities details are sent to the e!eva centre on
giving a fair price shop n"mer y a we service from e%1! and the payment
made is immediately reali0ed in e%1!. 5he fair price shop owner coming for
m"ltiple release orders with partial payments also is immediate and online. 5he
release orders are also availale at login to ;=! points/ A!6 s of circle offices
for dispatching the stocks immediately.
*ntr of stoc4 balances for a fi8e" #erio" > 5he entry of stock closing
alances of all commodities at each of the fair price shops is allowed only for a
fixed period in the month after stock dis"rsement and efore Allocation
generation. 5his enales the department to give an acc"rate allocation to the fair
price shops and may help them in going for Anywhere 9ation in the f"t"re.
,eeseva 4ios4 base" +ation car" ,utations > !imilarly all the 9ation
#ard ;"tations i.e. change of Address. !hop etc are taken at ;eeseva
centres and the details are sent to e%1! along with the scanned doc"ments
s"mitted with the application for going thro"gh the approval process with
workflow. 5he legacy system "sed to allow the ;"tations or modifications in
ration #ards in the ;eeseva centres "t one had to "pload the "pdated data into
the ration card dataase at reg"lar intervals. 5his was res"lting in a lot of
conf"sion and some m"tations/ changes were never getting "pdated in the
dataase. !o the card holder had the changed card in his physical
possession. whereas the online dataase had earlier data. !o the happiness of
getting the m"tation done thro"gh ;eeseva was lost d"e to this anomaly and
again he had to r"n from office to office. A $e service from e%1! gives

complete information of the card holder on giving the 9ation #ard n"mer
which is then sent to e%1! along with the respective modifications. 5hese are
then inspected and verified in e%1! and the necessary approvals are given
with 1igital signat"re y the concerned officials and sent to the ;eeseva
kiosk. All the necessary details are given in the form of a !;! to the eneficiary
for collecting the modified and printed card.

e%1! system for eliminating nonexistent and d"plicate cards. 2or this the !tate

"sed for verification efore accepting the seeding.

All the approved and 1igitally signed ;ee!eva transactions get printed at
the ;ee!eva kiosk.
A!6s / 5ahsildars enter fair price shop wise closing alances within a
specific time period.
5otal #ard strength is taken and the 1ynamic key registers are generated
for the month for the entire state y the dep"ty director.
After #ommissioner approval . Dey registers are released to e printed as
sale registers for all fair price shops.
Allocation is then generated and e!eva kiosks start accepting fair price
shop payments ased on this allocation and the payment data is
immediately reali0ed in e%1!.
After payments are sent to e%1!. 9elease orders so generated
are a"tomatically seen in ;=! point logins for ooking
stock/commodities in 5r"cks to e sent to fair price shops.
5his entire cycle has to happen efore the distri"tion of commodities

Government is ale to arrest leakages to that effect.

programme. lakhs of applications were received and en?"ired. <ased on the

5he process of Aadhaar seeding started in ,-), and Hyderaad district took

In cases of deactivation on acco"nt of migration. whenever a card holder
comes with his 4I1/AI1 the inspector verifies and the A!6 activates the card.
!o the system is citi0en friendly to the gen"ine card holders. !ince one year
8G.I8+ cards have een activated. !ome of the cards activated elonged to
very poor persons. whose cards were deleted in ,--* field s"rvey and were
r"nning from office to office since then. 5his is the main reason why the
insistence of s"mitting Aadhaar as I1 proof was not resisted y card holders.
5hey realised that decentralised processes in e%1! is giving sol"tion at the
door step. All the re?"ests for new cards now come with Aadhaar proof.

staff are ale to add new shops in e%1! and tag the ration cards to the
concerned shops. 5he allocation to each shop is calc"lated in the system
itself ased on the cards in the shop and the closing alances of the
previo"s month. 5he closing alances are now easier to monitor. 5he
details of shop wise allocation are linked to e!eva. !o the dealers are ale
to directly go to e!eva and pay the amo"nt for getting 9elease 6rders.
5heir time and energy is saved now. "nlike efore. wherein they had to wait
in the offices for getting man"al allotment.
5he re?"ests from ;ee!eva for different m"tation services are now done in
e%1!. 5his is helping the changes getting reflected in dataase immediately
after approval y the A!6 / 5ahsildar.

approach their concerned A!6 / 5ahsildar office to get their work done. 2or
any m"tation service they need not even approach the office. 5hey can go
to ;ee!eva centre.
5he main advantage of e%1! is that work is done in designated logins and
a log is maintained so as to pinpoint a person doing a work. 5his rings in
more acco"ntaility on the field staff.
e%1! is having important reports in p"lic domain. 5he p"lic can search a
card. see the 1ynamic Dey 9egister of any shop. and know the allocation of
any shop. !hortly seeding report. report on activities done y the field staff
