This Weeks Round-Up \ News
Hampshire based Black Velvet Travel
Ltd has been sold to a new owner, Adam
Smith. The sale has been arranged by
specialists from accountancy firm Chantrey
Vellacott. According to a statement from the
accountancy practice, Adam has many years
of experience in the bus industry and has
completed a deal to take over the company
two weeks on from stepping in to run
services on an interim basis after the business
ceased operation after running into financial
difficulty. Under the new ownership, the
Black Velvet Travel name will remain in place
and it will continue to operate routes A, S1,
S2, B4, M and 503.
Restructuring Specialist at Chantrey
Vellacott, Terry Evans, said, Were delighted
a deal has been completed safeguarding
the long-term future of Velvet Buses, its bus
services in the community, along with jobs.
Weve been working with Black Velvet Travel
for around two months and always held out
hope during this time that there was a future
for the company. We appreciate the support
and patience of all parties involved in this
process and we are confident Black Velvet
Travel is now well placed to move forward.
Adam Smith takes on Black Velvet
New Adventure takes over First airport service
New Adventure Travel has taken over the
contract to run the T9 Cardiff Airport
Express service from First in Cymru.
The new operator will begin running the
service from 17 August and the timetable
will remain unchanged. The route runs
between the city centre, Cardiff Bay and
the airport. The contract was awarded by
the Vale of Glamorgan Council following
a tender exercise and they will manage the
contract. First Cymru announced in June
it was to stop running it. The Express bus
was launched in August 2013.
An independent report by Professor
Cole of the University of South Wales was
commissioned by the Welsh Government
to review the effectiveness of the T9
shuttle service. It found that despite a
number of challenges, the service had
made a good start and achieved all that
was expected of it in delivering a fast and
frequent service between the city centre
and airport. It also found passenger
numbers appear to have exceeded the
initial estimates and the service was
already attracting more passengers
than the more established train link.
Transport Minister, Edwina Hart,
said, We have listened to the findings
of Professor Stuart Coles report about
improving this service and it will continue
to provide the fast, frequent public
transport link to the city centre that
passengers expect. Having quality public
transport links is vital to ensure that
Cardiff Airport continues to grow.
Stagecoach invests 1.6m in Exeter
Baroness Kramer, Minister
of State for Transport,
has unveiled a 1.6m fleet
of 12 new Stagecoach
buses during her recent
visit to Exeter. The latest
new fleet of vehicles
brings Stagecoachs investment in new buses in Devon in 2013-14 alone
to around 10m. These latest additions carry the Ex-citi branding and went
straight into service on a selection of city routes. Baroness Kramer met
senior directors from Stagecoach as well as representatives from Devon
County Council and Exeter City Council during her visit. They discussed
how working together on areas such as quality partnership corridors and
bus priority measures helps improve overall reliability and punctuality,
boosts customer satisfaction and gets more people back on board the
bus. Stagecoach carries over 27m passengers a year on its bus services
in the south west. Customer satisfaction with Stagecoach bus services in
the region is one of the highest in the country, with the latest Passenger
Focus research showing 90% are satisfied with their overall service.
MD of Stagecoach South West, Michael Watson, said, The strength
of our city and rural networks is not just down to the services we deliver
and the investment we are making. It is also down to the partners we
work with. The fact that 90% of Stagecoach South Wests bus passengers
are satisfied with their overall service is a great endorsement of the
commitment of our people and our strong partnership with our local
authorities. Buses are critical to communities and our economy in
the south west and I look forward to us working together to continue
to support Exeters economic growth in the years to come.
815 MAN buses
for Deutsche Bahn
DB Regio Bus, part of Deutsche Bahn AG,
has signed a framework agreement with MAN
Truck & Bus for the delivery of up to 815 local
and regional buses. Accordingly, Germany's
largest bus transport company will be ordering
up to 435 city and intercity buses worth
around 100m/79.7m in 2015 and 2016.
For 2017 and 2018, DB Regio Bus has an
option for a further 380 vehicles worth around
90m/71.7m. The deal involves the delivery
of low-floor MAN Lion's City, MAN Lion's
City U and MAN Lion's City G/GU types
in various lengths. They will all be equipped
with Euro6 engines. The buses will also feature
topography-dependent gearbox control,
which further reduces fuel consumption and
exhaust emissions. On journeys, this system
automatically activates the most efficient
gearshift programme, depending on whether
it is on an uphill or downhill stretch. This
latest development continues the decades old
relationship between operator and manufacturer.

Defibrillators for West
Midlands bus stations

West Midlands transport authority, Centro, has purchased
ten automated external defibrillators (AEDs) from the British
Heart Foundation, whilst West Midlands Ambulance has
donated another one. They have been installed at bus stations in
Bilston, Coventry, Dudley, Halesowen, Merry Hill, Stourbridge,
Walsall, Wednesbury, West Bromwich and Wolverhampton, as
well as in Centros head office in Birmingham city centre. The
introduction of the life saving equipment follows a cardiac arrest at
Wolverhampton Bus Station last year where a passenger was saved
with a defibrillator from the
nearby railway station. Over
the last few months, the NHS
Foundation Trust has trained
bus staff in basic first aid, CPR
and the use of the defibrillator.
Centro Health and Safety
Manager, Dave Hadley, said,
We hope of course that they
will never need to be used,
but it should be reassuring
to both our own employees
and the travelling public to
know that if there is a need
we have the equipment and
the skills available to help.
This availability is a welcome
addition to the first aid service
we already provide at our bus

Sound performance for MAN
MAN Group said it had a sound performance in the first half
of fiscal year 2014. Demand in the European CV market rose
slightly during this period but the company continued to feel
the effects of the introduction of the Euro6 emission standard.
The MAN Groups order intake in the first half of the year was
7.7bn/6.14bn, down slightly on the prior year level due to lower
order intake in the CV business area. Order intake here declined
by 6% year-on-year to 5.8bn/4.6bn. This meant that demand
was again down slightly year-on-year in the second quarter. While
MAN is optimistic about the economic situation in Europe, it is
facing growing challenges in Brazil, a key market for the company.
MAN Truck & Buss order intake was up 2% on the prior-year
period, at 4.7bn/3.75bn. This part of its business generated sales
revenue of 3.9bn/3.1bn.
MAN is expecting slightly stronger global economic growth
in 2014 compared with the previous year. However, there are
still uncertainties surrounding economic developments owing in
particular to the ongoing sovereign debt crisis in Europe, as well
as political instability, particularly in connection with the Ukraine
crisis. The management is keeping a close eye on economic
developments in Brazil, which are also a cause for concern. On the
basis of business developments in the first two quarters of 2014,
MAN expects the Groups full year sales revenue to be noticeably
below the prior-year figure. However, MAN expects to see a
significant increase in operating profit.
Sapphire launched in Ashington
Arriva North East has launched its
latest Sapphire route: Service X21/
X22 between Newbiggin, Ashington
and Newcastle via Stakeford, Wansbeck
Estate, Guidepost and Beddlington. The
new ADL Enviro400s used on the route
were unveiled at the Newbiggin Maritime
Centre by lookalikes of Queen Elizabeth,
Prince Charles and baby George. The
buses represent a spend of over 1.6m,
which is part of a bigger 6m investment
for Northumberland. All vehicles are
equipped with power points to charge
phones and lap-tops, free wi-fi, audio-
visual next stop announcement systems
and E-leather trimmed seats.

Make electrics safe, says
Guide Dogs
In response the announcement from the Mayor of London's
Environment Adviser that taxis and buses will switch to electric
mode in busy parts of central London from 2018, Guide Dogs has
urged these quieter vehicles are made safe for people with sight loss.
The charity is urging people make roads safer for blind and partially
sighted pedestrians by supporting its Safe and sound campaign.
A statement from the charity said, Electric and hybrid vehicles are
25% more likely to injure a pedestrian than conventional vehicles
and pose a huge risk to people who are blind or partially sighted.
Imagine being on Oxford Street and trying to judge when it's safe
to cross if you can neither see nor hear a car coming? We want all
electric and hybrid cars fitted with an artificial engine noise to make
them safer. At just 20 per vehicle, this is not a big ask. In fact it's
only about the same price as a taxi fare from Boris's office in City
Hall back to his house in Islington.
Arriva put three of its new Wrightbus
StreetLite Micro Hybrids on display in
Gravesend recently. The operator wanted
to let the public inspect the buses that
would be entering service the next day
on its half hourly Service 136 from the
Medway Towns to Gravesend town centre.
The 40-seaters are the first low carbon
emission buses for the town and are helping
to reduce pollution along the line of route,
joining eight other similar buses that are
running on local services in the Medway
Towns. The buses were also inspected by the Mayor of Gravesham,
Cllr John Caller, who was able to see the new features such as the
E-leather seating, bright LED interior lighting and the wi-fi facility.
The three StreetLites represent an investment of over 400,000
for the Gravesend area and are part of a batch of 16 totalling
1.29m that have just entered service from the companys Maidstone
and Gillingham depots. Further investment in the Gravesend and
Dartford area will be taking place later this year when a fleet of 11
StreetLite Micro Hybrids to Arrivas Sapphire specification take
to the roads of Kent Thameside on Services 480 and 490 that link
Gravesend, Northfleet, Bluewater and Dartford.

Arriva shows off StreetLites
Solent Go has been launched, a new smart travelcard that for the
first time offers unlimited bus travel across South Hampshire, as
well as ferry travel. It replaces the existing Solent Travelcard. Solent
Transport, the regions transport body, is also working with popular
local attractions in the South Hampshire area to offer discounts and
2-for-1 entry, rewarding those who leave the car at home and arrive
by bus using a Solent Go travelcard. The card is accepted on services
operated by Black Velvet, Emsworth & District, First Hampshire
& Dorset, Go South Coast, Stagecoach South, Xelabus, Brijan
and Wheelers. Participating ferry operators include Red Funnel,
Hovertravel, Gosport Ferry and Hythe Ferry. It costs 8 per day,
30 per week and 100 per month for almost unlimited bus travel
across the region. A selection of ferry tickets can also be added to it,
which is a first for South Hampshire travellers. Lower cost city based
travelcards will be available from October 2014.

Buses in London air
quality plans
Mayor of London, Boris Johnson, has called on the Government
and European Commission to match Londons plans to tackle
air quality and do their bit to help London meet EU limits for
nitrogen dioxide (NO2) emissions by 2020, rather than 2030.
Working with the Governments Office for Low Emission Vehicles,
Boris wants to transform Londons vehicle fleets, delivering
200,000 ultra-low emission cars, 7,000 zero emission capable
taxis, 11,500 ultra-low emission private hire vehicles, an additional
1,600 zero emission capable buses and up to 350 electric vehicles
in other public fleets. By 2020 London is expected to have
35 rapid charging hubs with 350 rapid charge points and an
inductive charging network. As an immediate measure, the Mayor
announced the retrofitting of emissions reduction equipment on
a further 400 of TfLs older buses as well as plans to expand the
electric bus fleet by a minimum of 300 by 2020. The Mayor's
Environment Adviser has said buses and taxis will switch to electric
mode in busy parts of central London from 2018.
First changes in Bath and Wiltshire
First is to adjust some of its local services in and around
Bath and Wiltshire from the end of August. In addition,
two further bus routes, both serving the university
campus in Bath, will be altered from 21 September. As
part of the alterations the Trowbridge Town Network
has been redesigned to ensure bus services in the area
remain commercially sustainable. Bus services operating
on Sundays and Public Holidays between Bath, Bristol,
Radstock and Midsomer Norton have also been reviewed.
Specifically improvements are being made to Service 38
between Bristol and Bath which will bring a new Sunday
and Public Holiday timetable into force. Elsewhere people
in Midsomer Norton, Radstock, Paulton and Farmborough
using Service 178 are set to benefit from changes
which will see journeys on Sundays and Public Holidays
extended to operate to and from Bristol.
Commercial Manager for First West of England, Simon
Ford, said, The changes to Trowbridges town network
are designed to ensure the long term viability of the bus
service in the area. The new T1 will offer a good service
connecting key parts of the town, and in combination with
the existing Service 234 and 265, gives residents a way of
getting around and about by bus. Elsewhere the addition
of new Sunday and Public Holiday timetables on a number
of routes will give more people the chance to travel by
bus on these days. These developments are universally
positive and we hope that people will find the increased
access to buses on these days useful. New timetables for
the affected services are already available online (on the
website under journey planning / timetable booklets) and
will be available to pick up in hard copy format, from travel
shops, from 15 August.
First service changes in Bristol
A number of bus
routes in Bristol will be
altered in the coming
weeks as First West
of England adjusts
its network. As part
of the changes three
brand new routes
are being created,
while one route is
being withdrawn.
The majority of the
changes take effect
from 31 August,
although a handful of alterations are being made from 14
September. A new express link between Bradley Stoke,
Little Stoke and Bristol city centre is to be introduced and
a new connection from the city centre to UWE (Frenchay
Campus) will be established. The changes are to bring
about a new link from UWE (Frenchay Campus) to Bristol
Temple Meads. Another 24 hour bus route has been
created, with extra late night journeys added to Service 48.
Commercial Manager for First West of England,
Simon Ford, said, The changes being made in the
coming weeks are almost universally positive. There
will be new cross city journey opportunities, changes to
routes made in direct response to customer feedback,
extra late night journeys on some routes and new
links between Gloucester Road and Temple Meads.
One service is being withdrawn at the same time and
we understand that this may cause some concern
to those people who have used it. We would stress
though that there are a number of alternatives already
in place for people to use if they need to travel.
Wythall Transport
Museum in
Worcestershire is to
mark the 25 years
since the demise
of bus and train
builder MCW on
24 and 25 August.
As well as a display
of photographs, buses with Metro-Cammell bodies on a
wide range of chassis will be on show, with rides available
on some of them. On the Sunday of the event, former
MCW bus designer, John Seale, now with Optare, will be
demonstrating his traditional draughtsmanship skills. John
will be completing an unfinished general arrangement drawing
of a Birmingham City Transport 1931 Morris Dictator
(Wythall has one of these buses awaiting restoration).
The museum on Chapel Lane, Wythall, is to the south of
Birmingham, just off the A435 immediately north of junction
3 on the M42. On Sunday and Monday it will open half an
hour earlier than usual at 10.30. Parking is free. During the
two day event, the museum is linked by classic bus from central
Birmingham. Exhibits will pick up passengers from Holloway
Circus (near the Alexandra Theatre) at 10.30 and 11.45, with
return journeys from Wythall at 15.00 and 16.20. Visit www.

T
he Parliamentary Transport Select
Committee has called on the DfT
to look at what it calls a Total
Transport concept particularly aimed
at isolated communities. The idea is to
combine local public transport services
with other publicly provided transport
such as hospital patient services. I think
they are getting their publics confused
here, do they mean only subsided buses?
The concept can just as easily be applied
using commercial services. But they
also support Quality Contracts so we
can see where they are coming from.
The committee recognise there have
been small scale experiments but want
a large scale trial. DfT are bid produce
an interim report by July 2015. Whilst
straightening the deck chairs on the
Titanic springs to mind, unlike that,
this is a good concept. What is tragic is
that this problem has been around for
many years and no one has tackled it
properly. I attended a packed village hall
public meeting to discuss the rural bus
problem in 1975. When you look at an
average rural community, lots of vehicles
visit them, if you had combined other
services onto buses, the only vehicle
designed for public service, maybe more
routes would survive. I recall a colleague
at Kent County Council saying in the
late 70s there were some villages with
no bus service but had a mobile library
visit. It wouldnt take long to find the
same in Cumbria where local councillors
see nothing odd in withdrawing bus
services forcing rural folk into their cars
then scrapping free town centre parking
making them pay for the privilege. They
will claim horror when folk dont visit the
town centre, use out of town centres, or
as they increasingly do, order online.
The growth of online shopping
has removed one of the services that
could have been provided by buses, a
whole new industry has grown up to
do it. Half bus, half van type vehicles
are nothing new and the bus industry,
used to maintaining vehicles that stop
and start a lot and employing skilled
engineering and driving staff would
have been well placed to develop such
a business. But we have curious British
way of looking at things. Remember post
buses? We put seats in a van instead of
mail on a bus, it didnt make sense.
Youd like to hope it still isnt too
late. But one of the main reasons it
hasnt happened before is that it charges
the hallowed walls of social services
who dont want anyone interfering
in their patch. Im not hopeful.
The 2011 census and work associated
with it by the Office of National Statistics
tells us some interesting transport stories.
Nottingham, not usually thought of as
a London commuter town, sends 1206
workers there every day up from 493
in 2001. The reason cited is fast peak
trains stopping only twice, so lets give
over thinking HS2, if built, will benefit
anywhere except London. The census
figures also show growth in car commuting
ranging from 1% to 3% in most regions
with one major exception which shows
a drop of 8% - London. The only other
region with an appreciable drop is the
South East. So London is different and
that is as a result of sustained public
transport policies and huge spending over
many years. Those who crave for Quality
Contracts to have a London type system
need to wake up to this reality.
Further work by ONS showed people
are commuting further however they
found such folk were a miserable lot,
longer journeys causing greater anxiety
and lower life satisfaction. It notes people
are adapting. Even as some are travelling
further a growing proportion are working
at home. This has huge implications for
public transport. You have been warned.
I know I go on about cyclists, but
bear with me as Ive an important point
to make. There are lots I dont bother
you with. I know some of you have
embraced it but a word of caution. The
growth of cycling is fuelled by fashion,
a fickle thing at the best of times, and
political encouragement. The latter is a

cop out taking an easy course rather than
tackling the real problems of congestion
with the added bonus of being able to
blame us when it doesnt work. Three
instances recently have caused me to
think quite hard about it. I was chatting
with a very reasonable cyclist the other
day. He was telling me of a trend to
wear basically speedometers then try and
beat your and others times. He claimed
to be terrified at 33 mph but told tales
of others attaining 53mph. Ive heard
of horrifying skiing accidents for just
the same reason and saw some runners
doing the same thing up Mount Cadilac
in Maine. This is frightening stuff.
Jersey has become the first place to
introduce compulsory helmet wearing
albeit for under 14s only. The cycling
lobby CTC was immediately up in arms
saying it discouraged cycling but Jersey
was ahead of them. They commissioned
a report by TRL who said not only was
there no evidence of this but the Australian
research CTC use is out of date and
statistically flawed. And, key point here,
guys, TRL says helmets are most effective
in non vehicle collisions which are the
most common type for cyclists.
Finally, the London Borough of
Southwark is planning a Borough wide
20mph limit for all vehicles, including
cycles, citing complaints about the
excessive speed of some of them. A
Barrister who lives there challenged the
legislation used saying it only covers motor
vehicles and the council backed down. I
expect being hit by a bike at 30mph hurts.
My point is that the cycle lobby seems
to be lead by an unreasonable vocal
minority who are getting their way. There
are suggestions that in a vehicle collision
the blame should be apportioned to the
motor vehicle driver and vehicles should be
redesigned to be bike friendly at great cost.
As frequent road users who are governed
by very strict legislation which we do
our very best to abide by and having to
train our drivers to a very high standard
at considerable cost, I think we have an
absolute right to expect others to act just as
responsibly on the road.

ragedy struck the headlines recently
when a nine year old boy opened the
emergency door on a coach next to
the toilet and fell into the road. The
accident left him in a critical condition.
Though unimaginably terrible for all
involved, it is not the first accident of its
type. Not only does this have an adverse
affect on the operator of the coach, both
insurance and reputation wise, but the
industry as a whole. On hearing of this
awful occurrence, Operations Manager
at Camborne based Williams Travel,
Garry Williams, decided something
had to be done to prevent it from
happening again. Chris Peat spoke to
Garry to find out what his idea was.
Need more signage
After much thinking and calls to his
insurance broker, Garry came to the
conclusion that even though operators
may be following the legal regulations for
signs on emergency doors, he does think
additional signage is required. He believes
these must have clear pictorial symbols
so young children will understand the
consequences of opening the emergency
door whilst the coach is in motion.
Taking it beyond just an idea, Garry
contacted his livery provider, Redruth based
Mill Signs, to design and produce some
prototypes of the signs he had in mind.
The result is pictured in the accompanying
image to this article. It also includes some
instructions for drivers to add to their
safety speech to groups who carry children.
He has demonstrated the sign to Traffic
Commissioner Beverley Bell, who has
since passed it onto the DVSA for their
approval. Garry is currently looking for as
many approvals of the design as possible
before putting it into full production.
Insurance companies are not going
to say no to it, according to Garry,
believing they are in favour of anything
that should reduce accidents. He said
the purpose of the additional signage
is not money related but is intended to
protect the industrys clients. There will
be a charge for the signs, but he aims
to keep this minimal and suggested a
contribution of profits can go to a charity,
of which he is open to suggestions.
Signs are not the only vehicle safety
products Garry is working on at the
moment, with several projects currently
on the go. For instance, he is working on
a warning device for coaches. A design
company is carrying out a worldwide
patent search for it and is starting
development work on it. Although he
was keeping under wraps exactly what
it is, we can tell you it is intended to
be both retrofitted and installed during
vehicle manufacture, as well as being
transferable to the wider automobile
industry, including cars and vans.
CRB/DBS concerns
It is not just new products Garry has been
working on to improve safety. Focusing
on child safety, he has been campaigning
to get an update on the Criminal Record
Bureau (CRB) and Disclosure and Barring
Service (DBS) disclosure legislation. He is
concerned with the current interpretation
of the legislation that drivers on service
buses are not considered to be working
in regulated activity and therefore are
not subject to the same checks required
for drivers working on closed school
contracts. He acknowledges that most
operators do have a policy in place that
all employees have a cleared CRB/DBS
disclosure, which is normally authorised
through the Passenger Transport Unit
(PTU) at the relevant County Council.
However, he is concerned a minority
of operators still use drivers without a
cleared DBS/CRB disclosure and says he
has known some who have used drivers
banned by the PTU on registered services.
Garry claims this scenario happens when
an operator dismisses a driver following
investigation by the PTU and safeguarding
unit, with the driver then walking into
another job with their disclosure which was
issued by the relevant authority and still
in date. He claims some operators do not
check with the relevant authorities that the
driver is cleared but take the disclosure on its
own merits. He said, I have seen on many
occasions the badges issued by the County
Council the company name Tipexed out
and the new operators name added. When
drivers move they will be issued a new
badge by the PTU if they have been made
aware. Operators must do their checks as
the PTU and Safeguarding do not advise
operators which drivers have been banned.
He continued, However this is not
required for registered services even though
some previous closed door contracts have
been incorporated with registered services
and children still have free passes to travel
on such services. There is a risk that a
banned driver or a driver who has never
had a check may have been employed
on such services which go onto school
premises. This is also the case for private
hire school bookings - that such drivers may
be used by operators who do not do their
own checks prior to employing drivers.
Another of his concerns is that free bus
passes for registered services are issued to
people with disabilities, some of whom are
vulnerable and may be put in a position
where they are the only passenger on a
PCV with a banned or unchecked driver.
He acknowledged that most schools
request each year a declaration from
operators that such checks have been
made for their risk assessments, but he
stresses there are many that do not.
Garry said, I would advise all parents,
teachers and operators to be extra
vigilant and ask to see the drivers ID
badge and take a note of its details and
keep a record. Drivers and operators
who have nothing to worry about will
welcome these extra checks.

oris Johnson, Mayor of London, has
launched the first British built electric
bus to go into operation in London.
The bus is a fully electric powered
Optare MetroCity EV and is one of four
being operated by RATP Dev owned
London United on the H98 between
Hayes and Hounslow. The single deckers
are currently being trialled on the route.
Partly funded by the DfTs Green Bus
Fund, they are part of TfLs continuing
commitment to trialling new emission free
technology in the capital.
Rolling up to the event at The Mansion
House on his push bike, Boris met Optare
CEO, Enrico Vassallo and managers
from Hinduja Group, Optares parent
company, for a ceremonial handing
over of the keys. The event was part of
an air quality exhibition held at The
Mansion House, with the Mayor being
shown some zero emission taxis as well.
First step to zero emissions
The introduction of these four pure electric
Optare MetroCity buses is the first step of
the Mayors plan for all single deck buses
in central London to be zero emission at
tailpipe, as part of the worlds first Ultra
Low Emission Zone, from 2020. Although
these are the first British built electrics in
the capital, the total number of electric
buses now in service in London is six.
The first two electric BYD e-buses in the
capital entered service last December and
are being operated on routes 507 and 521.
A further two electrics are expected to take
to the streets later this year, as London
is engaged in a partnership funding bid
with seven other cities in Europe to trial a
range of pure electric and hybrid vehicle
technologies and charging techniques.
Electric powered Optares have been
operated across the UK before, with
examples in Nottingham and Manchester
among them. According to Enrico
Vassallo, they are starting to take off,
gaining more popularity. However, he
says the manufacturer still has to convince
customers of the payback times of these
vehicles, saying the initial cost compared
to diesel equivalents is a significant
concern among a lot of operators. He
said Optares focus when it comes to
green vehicles is on electrics, rather
than hybrids. He described the latter
as being a bridge to electric power.
Enrico said one of the main drivers
behind the high cost of electrics is
the battery. However, he said the
battery industry is growing fast and he
expects payback times will improve.
If the cost of this technology becomes
even more competitive, then in the
near future he believes payback times
could be as short as two years.
He stressed that electrics are not suitable
for all applications. For instance, he
joked that a long distance service, such
as one between London and Glasgow,
would not be suitable for electrics. He
said it is a solution most suited to city
services, with start/stop operation.

The trial of these latest electric buses
will be used to establish whether the
technology can stand up to the rigours of
operating in an intense urban environment
such as the capital. The tests will help
TfL develop plans for greater use of
electric buses in central London in the
future, contributing to the Mayors
vision of a central London Ultra Low
Emission Zone. Optares own tests have
demonstrated that while the initial capital
cost of these vehicles was more than
that of standard diesel, the significantly
lower running and maintenance costs
are expected to offset this within the
typical lifetime of the vehicle.
Green and quiet
The buses take around five hours to fully
charge overnight, or two hours using fast
charge technology, and have a range of
up to 100 miles depending on operating
conditions. They are fitted with a small
diesel fuelled heater that will be used to
heat the interior of the buses in the winter
months. This will produce a limited
amount of emissions and is currently more
efficient than using some of the battery
capacity to heat the vehicle. The batteries
are located in the rear of the vehicle,
with nothing on the roof. The drive was
quiet, with the driver quipping, I could
turn it on, but you wouldnt notice.
The electric bus trial is one of the
many measures the Mayor has introduced
to make Londons bus fleet more
environmentally friendly, including the
operation of zero emission hydrogen
buses on Route RV1 between Covent
Garden and Tower Gateway and delivering
Europes largest hybrid bus fleet. Around
800 hybrid buses now operate on the
capitals roads, including the New
Routemasters, with more being introduced
in a rolling programme. By 2016 there are
expected to be over 1,700 hybrid buses in
service on Londons streets, representing
20% of the total bus fleet. TfL has also
recently completed an extensive retrofit
programme covering 1,000 older buses
which involved fitting them with Selective
Catalytic Reduction (SCR) equipment,
reducing emissions of harmful oxides
of nitrogen (NOx) by up to 88%.
Mike Weston, TfLs Director of Buses,
said, The introduction of these new pure
electric vehicles is part of our continuing
assessment of the technology, to ensure
it can handle the capitals challenging
operational environment. We will be
closely monitoring the results of the trials,
which may help us adopt this new clean
technology more widely in London.

care of yourself
The complaint
Last month we explained how a driver
may be entitled to respond in self defence
if faced with a threat from an unruly
customer. This month we will turn the
situation around 360 degrees and ask, how
should an operator respond when faced
with complaints from customers or other
members of the public about the way a
driver has behaved?.
The golden rule
The golden rule when a complaint has
been made by a customer or member of the
public, whether it relates to timekeeping
or misconduct on the part of an employee,
is not to ignore it. There are numerous
occasions where cases regarding driver
conduct or bus compliance have been
referred to the Traffic Commissioner for
investigation, sometimes leading to a
Public Inquiry, purely on the basis that
the original complaint was either handled
ineffectively or was ignored. It is essential
that operators of whatever size have in
place a system to handle such complaints.
In very large operators this will often
comprise a centralised call handling
department dedicated to customer care.
At the opposite end of the spectrum,
a small operation may ensure that all
complaints are handled by the proprietor.
In all too many cases complaints will be
initially handled well but will then not
be properly concluded by being passed
to someone to take ownership of it.
Often operators, or those within the
operator tasked to deal with complaints,
view complainants as out to cause trouble,
or simply as having too much time on
their hands and having nothing better
to do. While there are no doubt cases
where this is true, the vast majority of
complainants are genuinely concerned,
and can be placated fairly easily if their
complaint is dealt with properly.
Even those who might be considered to
have a low tolerance of network difficulties,
usually only complain when there is
something to complain about.
The Senior Traffic Commissioner is on
record as pointing out that the vast
majority of complainants are genuine
and that she expects complainants to be
treated accordingly.
For the most part complainants
are only human! They recognise that
operators cannot achieve high standards
all the time, and also that mistakes are
made. If operators treat complaints as
an opportunity to sell the company,
rather than a problem to make go away,
it is likely that overall complaints will
reduce, and if a Traffic Commissioner
ever gets involved, then they are more
likely to be impressed by the operator.
Having received a complaint the first
step to take is to ensure that the complaints
system is such that the correct person is
handling the complaint. If the complaint
is about a drivers alleged misconduct
then the complaint must be investigated
thoroughly. This can be done in a number
of ways. Depending on the size of the
operation, it may be necessary to pass the
complaint to a local operations manager
or transport manager to deal with. The
driver will need to be interviewed to
give his or her side of the complaint.
Other evidence should be accessed such
as CCTV. Any other witnesses should
also be spoken to. Care must be taken to
ensure that whatever ones views of the
complaint are that it is investigated in an
even-handed and fair way (and is seen to
be). Reports should be made during the
course of the investigation to the customer
making the complaint and particularly if
there are any delays to its conclusion.
Once all the evidence has been
considered, then action needs to be taken.
If the investigation reveals that there is some
doubt as to the veracity of the complaint,
then, at the very least, the customer must
be contacted to explain that that conclusion
has been reached and if appropriate, why?
If the complaint is substantiated then a
number of actions are possible.
Firstly, one must consider disciplining
the driver concerned. We recently reported
on the steps to take as part of a disciplinary
process (B&CB Issue 1284, 11 July 2014).
The disciplinary investigation should
be somewhat easier than usual given
the investigation that will already have
been carried out into the complaint.
Secondly, it may be advisable to report
the incident leading to the complaint
to the Traffic Commissioner. In terms
of vocational driver conduct, the Traffic
Commissioner will only usually hold a
driver conduct hearing if it is referred by

DVLA, in relation to driving endorsements,
or a third party such as the Police as a result
of a conviction for a non motoring offence.
The point in referring the matter to the
Traffic Commissioner, even in circumstances
where it may not be incumbent on the
operator to do so, is to avoid any challenge
to the operators repute. In serious cases
repute could be in issue as the Traffic
Commissioner has discretionary powers to
have regard to any matter in determining
whether an operator is of good repute or
not. Sometimes, in a case of a complaint
being made, the matter will be cascaded
to the Traffic Commissioner even if the
incident has been properly handled.
By being proactive and reporting the
complaint and its resolution to the Traffic
Commissioner, the operator should avoid
any suggestion that the customer care
system has not been effective and it will
afford the operator protection, should the
Traffic Commissioner subsequently be
alerted to the circumstances surrounding the
original complaint. It will not be the case
that a report to the Traffic Commissioner
is advisable in each and every occasion
regarding accusations of driver misconduct,
and one should weigh up carefully the
circumstances on a case by case basis.
In a recent case an operator and the
customer disputed whether a service
ran. The operator produced the
satellite data and the customer said it
was fabricated. Partly due to an open
and pro-active liaison with the Traffic
Commissioner, the Traffic Commissioner
agreed that this was not the case.
Thirdly, it is always a good idea for
a senior member of staff to offer to
meet with the customer. If a customer
sees that their complaint is being taken
seriously that may well avoid the case
being taken further. It may be that some
form of apology by the driver and/or
operator or compensation such as a free
pass for a week may be another suitable
way of mollifying the customer.
Each case needs to be looked at on
its own merits and investigated. If the
conclusion is that there is no substance
to the complaint, that is fine so long
as the investigation has been fair and
the customer has been advised of
the result. Not every complaint will
be substantiated and of course some
customers are serial complainers.
In cases where evidence conflicts, it
may be reasonable not to decide on which
version to believe and effectively find the
complaint unproven. Again, the customer
should be informed.
Case Study 1
PSV Buses are a large company operating
300 vehicles. A complaint is received by
the customer care department from Carl, a
regular customer on the number 6 service,
that the driver on the noon service, which
was 20 minutes late, was rude and abusive
towards him after Carl accused him of
short changing him when he bought his
ticket. The customer care adviser taking the
complaint, sends an email to the transport
manager at the relevant depot and also the
operations manager. Both managers assume
that the other will deal with the issue as
it is not their area. Neither manager
has had training on the customer care
charter for some time. As nothing happens
Carl then complains again and sends a
copy of his complaint to the local Traffic
Commissioner. The Traffic Commissioner
then becomes involved asking what has been
done and demanding a response within 14
days. By now the Operations Manager is
on holiday and belatedly an investigation is
carried out. The CCTV from the journey
has been wiped and the driver, Dave, cannot
recall the specific journey given the passage
of time. Unsatisfied with the replies received
the Traffic Commissioner calls a preliminary
hearing to look into the complaint herself.
This is regrettably a not uncommon
scenario. Increasingly the Traffic
Commissioner will take action on
complaints from members of the public
and at the very least in this scenario
would seek a written explanation from the
operator. This is particularly the case where
there are multiple complaints or issues with
time keeping given that Bus Compliance
officers are now less prevalent. Clearly
those responsible for customer service
should be aware and trained in who takes
ownership of complaints into particular
issues and they should be dealt with
expeditiously. If Carl had felt his complaint
was being dealt with efficiently he may
well not have complained to the TC. The
delay has lead to vital evidence being lost
too and that also causes PSV Buses some
problems when deciding what action, if
any, to take against Dave as he denies that
he can recall the relevant service.
Case Study 2
Riot Buses are a four vehicle operation. Yet
another complaint is received from Charles,
this time that the driver, Delroy, on the
number 8 service was smoking whilst he
was driving. Oliver the proprietor of Riot
Buses receives the complaint and writes to
Charles informing him he will investigate
it. Oliver is aware that the allegation is
a potential breach of the Public Service
Vehicles (Conduct of Drivers, Inspectors,
Conductors and Passengers) Regulations. He
interviews Delroy as soon as possible who
says the allegation is untrue. Delroy is able
to name two regular passengers who were
on the relevant journey. Oliver speaks to
the named passengers who deny Delroy was
smoking and concludes that Delroy is telling
the truth. He writes to Charles informing
him that his investigation is complete and
he does not have any evidence to suggest
that the complaint has foundation. Charles,
unhappy with the result writes a letter of
complaint to the Traffic Commissioner.
She asks Oliver for an explanation and
he provides copies of all the notes of his
investigation and his letters to Charles.
Satisfied the TC then writes to Charles and
Oliver explaining that she is satisfied that
the complaint was investigated properly.
Just because a complaint is made that
does not mean it has merit. Every operator
will have its serial complainers for whom no
service is complete unless there is something
to moan about. The important issue is that
the complaint is handled expeditiously and
in an even-handed way.
Conclusion
In every operation, however well run,
there will be complaints about drivers
and their behaviour. Whether they have
foundation or not it is important to take
them seriously and act on them expeditiously
and in accordance with your customer
charter. It is also important to document
how they have been handled, including
if necessary what disciplinary action has
been taken against the driver. It is essential
to keep the complainant informed of
what is going on. It is when these essential
steps are ignored that a complaint gets
out of control. In terms of considering
a complaint the best advice is to make
a common sense decision based on the
best evidence that can be obtained. If you
believe a complaint is without merit, dont
be afraid to say so, but keep your findings
and the reasons for them documented.

his years BusEuroTest to determine the
International Bus of the Year 2015, was
staged in Lucerne, Switzerland, with the
assistance of the major local operator,
Verkehrsbetriebe Luzern (VBL). During
the event, Director, Beat Nater, gave an
illustrated talk on the company and this
article is based on information from that
presentation with pictures at the time.
Lucerne or Luzern is the biggest of six
counties within the Central Switzerland
region, though it is the Zug county
that is the most affluent. Beautifully
located and home to the nations
excellent transport museum, Lucerne
is regarded as the geographical heart of
Switzerland and uses the promotional
slogan, Where nature meets progress.
The Greater Lucerne area of 24.15 square
kilometres has a population of 195,000
people giving it a population density of 280
per square kilometre, though this is greatly
augmented by tourists with 1,128,000
recorded in 2011. Passenger transport
usage in the greater Lucerne area is high
at 25.2%, considerably higher than the
national Swiss average of 16.5%. Within
the city limits the figure rises to 48%.
VBL was founded in 1899 as a municipal
tramway and did not run its first buses
until 1928. The first trolley line was opened
in 1941 and two decades later in 1961 the
last trams were withdrawn.
In 2001 VBL, as municipals in the UK
had previously done, became an arms
length company from the local authority
which continues to own its shares. The
decision was made on the basis of a public
vote which produced a 68% majority in
favour of the change. It is run as a private
company with a non-political chairman and
board. Though it is the dominant operator
in the area, VBL is not the only concern
with a total of ten operations running
buses in the city. There is competitive
tendering process every ten years.
Operation
Total turnover in 2013 was 79.2m
Swiss Francs (CHF)(51.51m) of which
CHF44.9m (29.2m) was ticket income,
CHF23.5m (15.28m) was payments
against contracts from the Government,
and CHF10.6m (6.89m) was income
from other business. 67.3% of costs were
recovered from fares. VBL takes the ticket
risk and cannot increase the fares. A feature
of the Government support level is that it
reduces each year by CHF1m (650,000).
VBL provides a 22 hour service,
operating 32 lines, six of which are night
lines, with the other 26 split twenty/
six between diesel bus and trolleybus

Seen on trial prior to going into service on 12 June is
one of nine new Hess double artics that will operate
the R-Bus (for Rapid Bus) service.

operation. Total route length is 271km.
Annual passenger numbers are 48m
and the fleet achieves 111m passenger
km each year. Service 1 to Kriens is not
only the citys most popular route, it is
the most used in the whole of Central
Switzerland carrying 9.7m annually.
Including 360 drivers and 60 in the
workshops, the company employs 459
people. We were told that the average
monthly wage of a driver was CHF5,200
(3,380) but Beat said that though this
might sound high it was an expensive place
to live and the figure included a lot of
things that would be paid in other ways in
other countries. The entire fleet operates
from one depot, although this 22,000
square metre facility is so full that a second
depot is being sought. Demand on space
saw the companys six bus heritage fleet
depart for an external site in 2007.
Traditionally, an interesting aspect of
Swiss operation was that people tended
to go home from work for their lunch,
creating a midday peak in addition to
the morning and evening peaks, but this
custom is now declining rapidly.
Apps
The local Government didnt see the
development of an App to keep customers
informed of where buses were, when
they would arrive and what the fare to
travel on them was, as necessary so they
declined to support the development of
one, but despite this the management were
convinced it was the right thing to do and
entirely funded it through the business. The
i-phone edition was launched in 2010 with
an Android version following in 2011.
It provides the Timetable with real time
data of the VBL services in the Lucerne
region complete with a flexible input field
where every start and destination stop or
address can be entered. There is a favourites
feature and it provides ticket price
information. The App shows the entire
route of a journey including any changes
and walking sections necessary.
VBLs app runs in real time showing both
the scheduled time of a service and the
actual time it is running at. In comparison,
the rail network runs 95% on time, though
in this regard on time is taken as up to
three minutes early or late.
As well as running the App for its own
operation, VBL also runs Apps for other
companies in Central Switzerland, though
these companies do not want a unified
control centre introduced.
Fleet
Though it totals under 150 vehicles,
the VBL fleet is a mixed and somewhat
interesting one, containing solutions not
widely seen elsewhere as well as more
conventional models. Not only does it run
trolleybuses, it also runs trolleybuses with
trailers and bi-articulated trolleybuses as
well as midi, 12m and articulated diesels,
hybrids and coaches, including double
deck Setras. By any standards, this isnt
your average fleet. Around 100 of the bus
fleet are diesel and 40 are trolleybuses.
The very hilly and often mountainous
local terrain requires powerful buses.
Since 2008, all buses have been equipped
with on board infotainment systems.
In 1985 a fleet of 30 12m long
trolleybuses was bought, partly for political
reasons, when the NAW vehicle building
company was in difficulty. It went into
liquidation during the build process and
the buses were completed by another Swiss
company, Hess. The trolleybuses capacity
proved woefully inadequate as demand for
travel grew and a solution was found in
the form of lower floor passenger carrying
trailers. In theory, such trailers can be
decoupled between peaks and money saved
through increased fuel economy, but in
practice demand on the busy route on
which they are used justifies their retention
until the evening and even if it didnt,
taking them back to the depot to uncouple
them and returning to service again would
take too long and cost more than would be

saved, so they remain virtually permanently
coupled. The vehicles are scheduled for
withdrawal by October and have been
sold to an operator in Del Paradiso, Chile
where they will replace trolleybuses bought
secondhand from St Gallen in 1987! Chile
will not be taking the low floor trailer units
which Beat Nader was keen to find homes
for, indicating that providing they werent
being used as chicken houses, they could
be acquired for very little money, if any.
Their replacements are rather more
exotic, a batch of nine double articulated
Hess trolleybuses, each with a capacity
of 200 passengers, which entered service
on 12 June. They are marketed under the
R-Bus brand standing for Rapid Bus. All
of the trolleybuses run on a 600v nett
DC system, which I understand is the
same as that generally used in Eastern
Europe. The new trolleybuses have small
diesel engines to provide an alternative
power source but future generations
would have battery packs instead.
They feature regenerative braking.
VBL already had three double
articulated Hess trolleybuses that
introduced the type to the fleet when
they were purchased in 2006. Before the
latest three section buses were acquired,
other models were tried including the
Van Hool ExquiCity but one factor that
favoured the Hess was that Government
policy was to give the buses a tram look.
Beat said that articulated trolleybuses
cost around 1m each, so they
had to achieve 20 years in service.
Included within the contract was a
refurbishment after ten years.
2011 saw the introduction of six Volvo
Hybrids and more recently the first Euro6
articulated Volvo 7900 has gone into
service to join a trio of 12m 7900s.
More conventional acquisitions
include articulated Mercedes-Benz
Citaros, in 10.5m, 12m and 18m
formats as well as Hess diesels.
For the future, VBL sees less and
less need for 12m buses and wants to
replace what it has with higher capacity
vehicles. Beat said that there was a need
for between 35 and 40 articulated buses
and they will shortly be evaluating to
decide what to purchase. This is in line
with the Governments stated policy of
having bigger buses not more. It wants
public transport capacity to grow by
40% and individual mobility by 20%.
Coaching
In the UK the trend has been for
municipally owned companies to move
away from coach operation but in
December 2006 VBL moved into this
field for the first time. The reason was
to provide a motorway link between
Lucerne and Altdorf that offers significant
advantages over the train service,
taking 46 minutes compared with
the 68 minutes of the rail alternative.
Before they were allowed to launch
it the company had to prove to the
authorities that low floor buses were
not the answer. The clincher, I was told,
was that the area sees a lot of tourist
traffic and the Japanese are not happy
on low floor buses over such distances.
Five coaches are operated currently.
Volvo supplied a Euro5 13m 9700 with
wheelchair lift and 51 seats, a 13m Euro5
9900 (with 48 theatre seats and sloping
window line) and a Euro6 12m 9700
also with 48 seats. Demand dictated the
acquisition of a 79-seat Setra S431DT
double decker and in May a second similar
coach was purchased. There is also an 18
seat Sprinter minicoach.
What was originally thought would
be four runs daily, Monday to Friday,
and perhaps 140 passengers a day has
grown dramatically carrying 140,000
passengers in 2013. In addition, VBL
has started running a tour programme
with destinations such as Spain and
Venice and undertakes private hire.
The coaching operation sits within
a daughter company as do all of VBLs
business interests that are not directly
involved with the provision of public
transport. Among these is a training
company providing training including
CPC training for both buses and trucks.
Last word
This is only a brief overview of
VBL but I hope it shows that the
company, with its smartly presented
blue and white vehicles, is focussed
on the needs of its customers
and willing to embrace modern
technology and ideas to maintain
and grow its already impressive
share of the transport market.

O
ne of the keys to providing a
smooth ride for passengers is a
good set of suspension bushes. The
Polybush brand is renowned in
the bus sector, coach sector and beyond
for providing them. Not only is there a
good chance your fleet has their products
fitted, your car may have them too.
Chris Peat visited the Wrexham based
manufacturer of these polyurethane bushes
to get an insight into the company.
Over three decades
Having the status of a well known brand
does not come easily, it requires a lot
of expertise and experience and this is
certainly not something Polybush is short
of. The company has been manufacturing
polyurethane bushes for 34 years in its
purpose built factory, 22 of those under
its own brand name. The business is
the suspension division of Bonaprene
Products Ltd. It started as an OE
manufacturer, with no particular brand
name before moving into the aftermarket,
giving birth to its current moniker.
The story goes that the founder of the
business, Roy Hitching, decided to use
polyurethane (PU) for bushes after his
dog chewed a piece of the material. It was
so unscathed by this canines chomping
that he thought it would be an ideal
substance from which to create bushes.
It turned out he was right and once
the company went into production
one of its first customers was Land
Rover. Over the years, the range it
supplies has expanded dramatically,
rolling out into various markets and
vehicle types. Among those it supplies
bushes for are Bentley, JCB, Mercedes-
Benz and various other big brands.
Sales Manager, Hayley Smith, described
the company as a problem solver. She
said this was the case when the company
now known as ADL approached them.
The bus builder sought them out to
supply its aftermarket parts, a task
it was able to fulfil. The relationship
between the manufacturers progressed
and Polybush became the OE supplier
of the components. Over the years it
has become a number of other bus and
coach builders preferred choice for
the provision of aftermarket and OE
suspension bushes. Hayley said, Theres
probably not a lot of buses out there
that do not have our bushes on them.
As well as bushes for suspension
systems, Polybush provide them for other
applications. For instance, in conjunction
with Volvo Bus, it has jointly developed
an Alternator Table Mount for the B7TL,
which significantly reduces vibration for
the rear seat passengers.
Heres the science
The polyurethane used to make the
bushes is a strong, durable substance.
However, the material is not the only
reason behind various companies
choice of Polybush as their aftermarket
and OE equipment supplier. Hayley
explained the quality is also down to
the method used to mould them.
There are three commonly used
methods to manufacture PU bushes:
injection moulding, dispensed casting
without cure and dispensed casting with
cure (the method used by Polybush).
Each of these techniques makes
for a different class of product.
Injection moulding PU bushes is
considered a cheap and low grade method.
To do this, the PU must be created in
such a way that it will melt when heated.
This allows a manufacturer to purchase
inexpensive pre-made PU in granular form,
melt it down and inject it into moulds
under high pressure. An automated process
is most often used to do this, meaning a
high production rate. Also, as the substance
can be melted down, any waste can be put
back into the machines and recycled.
Theres probably not a lot of buses out there that
do not have our bushes on them.

However, according to Polybush, bushes
made this way have a relatively low lifespan
and limited strength. The reason being
that to make a PU that can be melted
means it has to have comparatively short
carbon chains and weak electrostatic forces
holding the material together. Although
this makes it easier to mould, it also
makes it susceptible to compression set,
meaning it no longer returns to its original
uncompressed shape after bearing a load.
This detracts from the products capability
to dampen impact. The limited forces
holding the material together also mean it
can be easily damaged under compression
compared to PU bushes moulded in other
ways. According to Polybush, an injection
moulded PU bush will last no longer,
and in some cases even less time, than an
equivalent rubber bush.
The dispensed cast without a cure
method increases the products strength
and resistance to compression set. To
achieve this, the method ensures the
PU is manufactured with long chain
molecules and clustering, where the
electro static forces holding the chains
together are immensely strong. However,
this chemical structure means it is not
suitable to be injection moulded and
thus must be dispense casted. This
process starts by a dispenser measuring
out the right ratio of ingredients and
mixing them. The liquid mixture is then
transferred to open topped moulds.
The chemicals will then react, forming
long chain molecules, transforming
from a liquid into a solid. According
to Polybush, the technique gives the
product excellent performance, making
it very resistant to compression set.
This process can be improved further
by curing the casting after it has been
de-moulded. This involves heating
the PU for a specific time at the right
temperature. The benefit of curing it this
way is it raises the extent of molecular
bonding within the material, allowing it
to withstand even larger loads. Polybush
claims a bush manufactured this way
can last four or five times longer than a
rubber or injection moulded equivalent.
The trouble is, according to Polybush,
it is hard to tell just by looking and
feeling what method is used to cast
any one PU bush. According to the
companys marketing material, comparing
the products of the three moulding
techniques is like comparing graphite,
coal and diamond. They are all made
from carbon crystals but are very different
materials with differing properties. All of
the companys products are made using
the dispensed cast with cure method,
helping to ensure high quality. Also,
where applicable, its bushes are fitted
with mild steel zinc plated inserts, as used
on OE bushes, which prevent galvanic
corrosion and wear to mating parts.
Moulded for quality
Polybushs moulding method requires
a lot of manual work, which Hayley
said makes it seem a little old school
compared to the automated factory
processes which we are used to seeing
and hearing about with manufacturers of
this size. This is not to say it is behind
the times, the technology used is highly
specified, from the mixing equipment
to the ovens for curing them. Even the
benches used in their manufacture are
specially heated to ensure the products
cure properly. Hayley explained that the
process also needs a considerable amount
of skill and know how, with years of

training involved before their technicians
are considered fully fledged moulders.
She likened it to baking a cake while
pouring a pint, with the correct mix and
the right temperatures required to ensure
the optimum outcome. It takes a lot of
experience, skill and precision to get right.
On a tour of the factory, I was given
a run through of the manufacturing
process. The first stage of which involves
selecting the correct mix for each product,
using a computer controlled machine
that can be programmed with the correct
blend of polyurethane for whichever
application it is to be used. This is then
dispensed and poured by hand into open
cast moulds. According to Hayley, even
though it may not seem so to the casual
observer, the pouring is a tricky thing
to get right, though the experienced
technician I saw made it look easy.
Once in the mould, the bushes sit on
the heated bench for a while to settle.
Once ready (and knowing when they
are ready is something else learnt with
experience) they are then put into an
industrial oven for curing over night.
Once out of the oven, they are then
subject to a quality test. Hayley explained
that the slightest of imperfections mean
the product is destined for the reject bin.
The final stage of their manufacture sees
the removal of any flash, the flaky bits
of polyurethane clinging to the edges
of the bush as a result of the moulding
process (anyone familiar with Airfix
models may well have encountered
this). Again, this is done by hand using
a lathe-like piece of machinery.
Having such an intense focus on quality,
with the production process mentioned
above, means Polybushs bushes come at
a premium price. Even though the initial
cost is slightly more than other brands,
Hayley said the cost savings over the
longer run more than make up for it,
with the products lasting at least four or
five times longer than cheaper equivalents
on the market. Being longer lasting also
means the vehicle will spend less time
off the road due to the bushes needing
to be changed, which effectively leads to
further savings. Hayley said, Im confident
that when they have tried our products,
customers will be back for more.
To bring to life the difference between
its own and other companys products,
Hayley showed a Polybush bush next to a
competitors. She said they had both been
fitted in the same position on CVs under
regular use for six months. The difference
was obvious, with the other companys
product appearing much more worn and
warped than Polybushs.
Not only do Polybushs products
last longer, they also provide improved
control as a result of what the companys
marketing material describes as consistent
steering geometry. It said its products
lead to responsive steering, better road
handling and due to the correct suspension
alignment, will increase tyre life.
Polybushs products are designed to be
installed with normal workshop tools and
equipment. They are intended to be fitted
the same way as OE bushes and should not
require any grease to fit.
All in the UK
Like the manufacturing process, all of
Polybushs research and development takes
place at its Wrexham headquarters. One
of the latest developments it is working
on is a high temperature resistant, climate
control system mount. The product is
to be fitted as OE by a third party, but
produced by Polybush. To make this, it
will be working with high temperature
materials that Hayley said are unique
to them. Although this new product
is for OE, the company still does a lot
for the aftermarket. Hayley said the
split between the amount it does for
the two sectors is probably 50/50.
Demand for the products is persistently
high, with Hayley saying the company is
constantly chased all the time on account
of its reputation. When an operator
comes to the company with a request for
a certain part, if they have it available the
business will point them in the direction
of a distributor. If a customer requests a
specially made item, then Polybush usually
manufactures them in batches of 100 plus.
This tends to give a commercially viable
price to the end product. However, on
request, the factory can produce a single
bush, but Hayley said these do come at a
high price. Before releasing any product
on the market, Hayley said, Everything
is trialled and tested, working closely with
garages and manufacturers to ensure that
they meet our standards.
As well as providing a high quality
product, the company also aims to provide
good technical support. We always
deal with customers as best we can. If
anything, you could almost say were too
nice, we spend a lot of time dealing with
the little things because it makes all the
difference. Were far more patient than our
competitors, said Hayley.

O
akhams new Bus Station has been
a success from the outset. Not
only was it opened on time, it was
delivered under budget too. Funded
by the DfT, the facility cost 750,000,
which is 150,000 less than the original
anticipated cost. Chris Peat gave the
services time to settle in and visited a
little while after its opening, to see for
himself what it offers passengers.
Better waiting facilities
Prior to the opening of the new station,
the outdated old provision left much to
be desired. It had no inside waiting area,
just some run down public toilets that
had been closed down. The only place to
wait was the pavement and, according to a
Rutland County Council spokesperson, the
old waiting area was poorly lit so was not
great in the winter months. The new site
is definitely an improvement on this. Not
only does it provide people with indoor
areas to wait, it also has toilet facilities
including disabled and baby changing,
better lighting, cycle storage and a canopy
to cover the pavement. The internal and
external waiting areas both have real time
information screens provided by Vix
Technology. The information for this is
provided through Leicester City Councils
real time project. In addition, passengers
can pick up paper timetables on offer or
consult the printed information boards.
The company behind the design
was BK Architecture from Sileby,
Oakham, and Rutland as a whole, are becoming an
increasingly popular tourist destination, and it is great to see
Oakham now have bus terminal facilities more in keeping
with that and with the expectations of our customers.

DfT funds Rutlands new transport hub

During the four month long
construction phase bus services in Oakham
operated from a temporary base on nearby
Catmos Street. The new site is located on
John Street, tucked round the back of a
Co-operative store, the same place as the
previous site had been. The new facility is
just a few hundred yards from the railway
station, a five minute walk at most, as well
as being in the town centre. It is used by all
services coming into Oakhams centre and
is maintained by Rutland County Council.
It was officially declared open on
7 May 2014 by 102 year old local
resident, Tommy Suthern. Mr Suthern
is still a regular user of public transport
locally and is also Rutlands only living
Honoury Alderman in recognition of
his service to the county. He has been
Mayor of Oakham twice and has also
served on Rutland County Council.
Complimenting the team at the council
who have co-ordinated the project, Leader
of Rutland County Council, Cllr Roger
Begy, said, Not only have they delivered
the new bus station on time, but their
careful management and attention to detail
has ensured that we have spent 150,000
less than originally planned. It does not
matter that this is government grant, its
still public money and they worked to get
the best value possible.
Travel4Rutland
Its estimated that approximately 150,000
passenger journeys are made on buses
in and around the Rutland area each
year. Money for the station came from
the Local Sustainable Transport Fund.
Under the Travel4Rutland banner, a
number of projects have been launched
in Rutland as a result of the Fund. This
includes the ShoreLink service connecting
passengers (and their bikes thanks to
special onboard features) to Oakham,
Uppingham and Rutland Water. It also
includes the four WorkLink services,
which link Corby, Stamford and Melton
with major employers in Oakham and
Uppingham at times to fit in with
shift patterns. Both the WorkLink and
ShoreLink were launched in May 2013.
Both services are operated by Centrebus
on behalf of Rutland County Council.
Benefiting those bringing their bikes
onboard the ShoreLink is a new Cycle
Network set up with aid from the Local
Sustainable Transport Fund, with new bike
routes and links added in the county.

welcomes the ongoing investment in

The new bus station, as well as the
wider improvements to transport in the

potential passengers with a service
that is attractive to use. Summing
up, Dave Shelley said, We are very
pleased that Centrebus and Rutland
County Council have been able to
work together on these projects, and
we very much see this as part of a
continuing strategy for the future.

Mercedes-Benz Turkey expands again
An interview with Rainer Genes, President and CEO of
Mercedes-Benz Trk

uring Busworld Turkey, and
immediately after the launch
of all three new Setra models
on the Turkish market, I
interviewed Rainer Genes, President
and CEO of Mercedes-Benz Trk.
He is responsible not just for buses
and coaches but for all the companys
operations in Turkey, including cars,
vans, minibuses and trucks. Last
year, in Turkey, Mercedes-Benz hit a
record of 50,000 sales. The modern
truck factory in Aksaray, in central
Turkey, built 18,500 units last year
mainly for the domestic market.
Rainer Genes has an interesting and
comprehensive automotive background.
He previously worked in the car
industry, mainly on production, before
joining Mercedes-Benz in 1997. He
continued working on the car side,
including major projects like taking
a new model from the design and
prototype stage to full manufacturing.
Just over a year ago, he took up his
present appointment and said that he was
enjoying it very much.
We talked about the product range
being built in the Hosdere factory. The
Conecto low floor city bus is available
in solo and articulated versions and with
various engines ratings from Euro3 to
Euro6, depending on market regulations.
There is the Tourismo, including right
hand drive models for the United
Kingdom, and the Travego range. That
includes the standard RHD model that is
mainly supplied to Western Europe. The
higher SHD model is only for the Turkish
market, because there is demand for
greater luggage capacity.
Rainer Genes said that the factory built
4,005 vehicles last year, an all-time record,
and at full capacity. Sales in Turkey
totalled 1,174 units of which 941 were
coaches and 233 were city buses. The
company consistently takes 65% of the
long distance and tourist coach sales in
Turkey. Hosdere increased its exports by
28% compared to the previous year with
2,861 units, especially to Western Europe.
Germany and France were particularly
strong markets for the factory.
During various other discussions
in at Busworld Turkey, there were
suggestions that some of the large
tenders in Istanbul last year had been
won at highly competitive prices.
That is why Mercedes-Benz city bus
registrations appear to be relatively low.
We talked about trends in the city bus
market. There is on-going demand for
diesel and CNG vehicles. Rainer Genes
thought that there would be little if any
demand for hybrid vehicles, but there
could be some interest in all-electric
vehicles. The Turkish Government is
supporting a major project in this field.
Capacity at Hosdere is being increased
from 4,000 units per annum to around
4,700 per annum. Part of the reason for
this is that Daimler Buses has a long-
term contract in Algeria. The Conecto
bus will initially be supplied to the
Daimler factory near Algiers almost
fully built up from Turkey. The Algerian
content will be increased progressively
when suppliers are found and employees
are trained. This is an additional
major market for the Turkish plant.
Rainer Genes said that the increase
in capacity had required extensions to
the paint shop. The factory was working
two shifts for six days a week with a
total headcount of 2,500 of which
250 were white collar. In addition to
that, 325 engineers were working on
a number of Daimler Buses projects
and truck development projects.
It means that 2,500 people built
nearly two vehicles per head last year.
If you think of the old yardstick of
one vehicle per man per annum,
this is highly efficient, especially at
competitive Turkish labour rates.
Much of the test driving of engineering
prototypes and new vehicles is carried
out for Daimler Buses in Turkey. Traffic
conditions in Istanbul are a challenge for
any bus, with lots of congestion, but also
some severe gradients. Out in the country,
there are some very testing roads and also
a wide range of climatic conditions.
I asked about staff retention. There is
a risk in Turkey that, when employees
are trained up to high West European
standards, particularly by companies like
Mercedes-Benz, they then become very

attractive to local Turkish companies.
Rainer Genes said that they had not
experienced that kind of drift. 'If
employees leave, it is normally because
they dislike the long journey to and from
work and the heavy traffic congestion,
and have found alternative employment
much near to their homes.'
The company offers many regular
training courses for all levels of employees,
including technicians and graduates.
The average age of the workforce is
relatively young, particularly by Western
European standards, and workers
in the factory are multi-skilled. The
Turkish education system produces well-
qualified technicians and graduates and
many want to work with international
companies like Mercedes-Benz.
The factory also has a strong social side
with leisure and gymnasium facilities, and
teams that participate in several sports.
When I first visited Hosdere, it
was in the countryside quite a bit
beyond the boundaries of Istanbul.
Its only neighbours were an army
camp and satellite factories occupied
by some of its main suppliers.
Istanbul has now reached Hosdere.
Rainer Genes said that the army had
sold its land and that apartments for
30,000 people were being erected near
the factory! This was quite concerning.
The plant was already very careful to
control emissions from processes like
painting, but with two shifts working
six days a week, there was inevitably
some noise from vehicle movements
and factory processes. As he put it: 'We
will have to be good neighbours.'
The EvoBus factories in Hosdere,
Mannheim, Neu Ulm and Ligny-en-
Barrois (France) all work to exactly
the same manufacturing and quality
standards. It means that there is total
flexibility in production. If there are
surges in demand for one product, mainly
because of success in international tenders,
then the factories can help each other.
Hosdere was already building Travego
coaches for Turkish customers and other
important markets in the region. It has
since taken over production for European
markets quite seamlessly from Germany.
I suspect that the costs of transporting
mechanical units from Germany is more
than offset by the lower labour costs in
Turkey. The most recent decision has been
to build Business versions of the Setra
MultiClass in Turkey so that the range
can be more competitive in important
Western European markets.
Mercedes-Benz Trk has also taken over
the rights to sell the Setra range from the
previous importer. Setra has established
a strong reputation at the top end of the
competitive inter-city coach market.
Setra can offer highly sophisticated
specifications including large and very
comfortable seating with single rows on
one side of the gangway and twin seats on
the other. On the busiest routes, there are
customers who are prepared to pay for the
higher quality of these vehicles, compared
with standard 2+2 seating. Indeed, Turkey
was one of the first markets where Setra
offered connectable wi-fi on such coaches.
Mercedes-Benz Trk is also very
successful in the market for Sprinter
minibuses and minicoaches. There are
quite a number of converters in the
country, selling not only in Turkey
but in export markets. Some of those
vehicles are relatively standard, for
instance school buses, but others
have extremely luxurious interiors for
as few as four or six passengers.
Turkey will move to Euro6 emission
standards from 1 January 2016. While
that will be a challenge for many of
the local competitors of Mercedes-
Benz Trk, the company has already
done the hard work, because of its
supplies into Western Europe.
I have long thought of the Hosdere
factory as a benchmark in bus and
coach manufacturing and that has not
changed after my interview with a
modest but confident Rainer Genes.
The Turkish company never sits back
and relaxes, but is constantly looking
for ways to improve its products and
processes. That should be re-assuring to
its customers, including those buying
the Tourismo in our market.

parts for the Van Hool and Temsa ranges it sells and
supports in the UK. The glazing provider already holds a
substantial range of Van Hool and Temsa glass parts and
offers the specialist knowledge, skills and infrastructure
necessary to provide the support the dealership and its
customers require. PSV Glass currently installs these
specialist parts through its installation divisions Bus and
Coach Glazing and 1st Glass in the UK and Coach Glazing

Exol Lubricants' full range of products are now listed on MAM
Softwares online vehicle parts catalogue, Autocat+. The company
describes this move as a major investment in the automotive
aftermarket. Being placed on MAMs Autocat+ catalogue is
intended to make selecting the correct oil for a specific vehicle
easier. It also allows for instant access to Exols new products, as
and when they are made available. It will feature Exols low SAPS,
fully synthetic, semi synthetic and mineral engine oils, mineral
gear and transmission oils, engine coolants and brake fluids.

AutoCat
Triscan is promoting its Kisskey mileage access device for fuelling
systems. It has been specifically designed to be used in conjunction
with the On Board Vehicle Device (OBD), a compact mechanism
fitted to the vehicle to generate distance readings from the speedo
cable, electronic tachograph, CANbus or from the output of the
gearbox. This automatic data capture method is intended to make
the fuelling process simple, quick and exceptionally accurate.
Sophisticated chip technology prevents the OBD from losing data
should the vehicles battery fail.
Data is carried from the OBD to the fuel injection unit using
the Kisskey. This eliminates the need for any manual entry of the
vehicle mileage, the vehicle identification and fueller ID. These
are added to the fuel quantity delivered and the time and date,
to form an accurate fuelling transaction. The stored transaction
information is downloaded, typically once a day, to Triscan fuel
management software, allowing the generation of accurate fuelling
reports with usable MPG figures.

Archway (TCS). Mick
Resteghini, formerly
Engineering Director
at Archway, is joining
Wilcomatic to assist
in the management of
the new venture. As
well as wash chemicals,
the current range of
Archway products
includes screen washes and traffic film removers.
Wilcomatic MD, Kevin Pay, said, Archway has a good range of
products from SVG that will fit in alongside our existing products
and a sound customers base, so, at least initially, we will be
continuing with the Archway brand. The main difference Archway
customers will notice is improved service from our combined
nationwide team of more than 70 engineers. One of the main
capabilities this acquisition gives us is the ability to manufacture
our own chemicals to our own specifications. Chemicals are just as
important as brushes and water in a vehicle wash, so this is an area
of the Archway operation we will be looking to expand.

Catteralls Coaches from Southam, Warwickshire, has taken
delivery of a Mercedes-Benz Tourismo M. The vehicle has 53
seats with Travel Star Xtra upholstery, folding 19inch monitors,
a centre toilet and an entertainment package. A Mercedes-Benz
OM 470 hLA Euro6 engine coupled to a six-speed automatic
transmission powers the coach. Stability and safety systems fitted
as standard include ESP, ASR and Brake Assist, whilst drivers also
have the benefit of cruise control. The vehicle will be in addition
to the three other Mercedes-Benz products in the 30 strong fleet.
The Tourismo M was supplied by Mercedes-Benz Coach Sales at
EvoBus (UK).

Richard Taylor Travel's first Volvo
Richard Taylor Travel from Hitchin, Hertfordshire, has taken
delivery of its first Volvo, a B11R Jonckheere bodied coach. The
planned use for the coach is mainly touring, predominantly in
Ireland and Northern Ireland. It has two TV monitors, 53 seats,
an onboard toilet, a hot drinks servery and a fridge. It features
the Volvo I-Shift transmission, EBS controlled disc brakes and a
multiplexed electronics system. Richard Taylor Travel plans to use
the Volvo Truck and Bus service centres in Ely and Milton Keynes
for its ongoing maintenance and service requirements.
General Manager for Richard Taylor Travel, Richard Lush, said,
Our whole purchasing process with Volvo Bus, and in particular
our dealings with their Regional Sales Manager Richard Mann, has
been fantastic from start to finish. We wanted a 53 seater coach
to enable us to offer additional flexibility to our customers, as
previously the largest capacity coach we could provide was 49. We
also wanted to make sure we purchased the right vehicle for our
needs, which was why we undertook a series of demonstrations
with several coach manufacturers, but the Volvo B11R came out
