1.1Overview
1.2.b. Scope
This chapter applies to all activities carried out at IoBM, located at Korangi Creek, Karachi, Pakistan.
1. Definition
1.1.a. Emergency
An emergency is any condition or situation which requires assistance over and above the
capability of personnel present and which has the potential to cause serious injury or loss of
life, major property damages and disruptions on-site and/or off-site and requires the use of
outside resources to handle it effectively.
1.1.g. Headcounter
Headcounter refers to someone responsible for ensuring that an up-to-date list of personnel
under his count is maintained and readily accessible; personnel under his count know the
evacuation Procedure and designated bay at assembly point; and suitably trained alternate is
available.
1.2. Responsibility
1.2.a. Emergency Coordinator
___________ is the Site Emergency Coordinator (Chief Warden) for IoBM site. The
Emergency Coordinator is responsible for:
• Incident control and safety of everyone
• Committing manpower, equipment, and materials required to implement this plan
and expeditiously control and remove any quantity of hazardous material or activity.
• Evacuating IoBM site population and/or responding to the incident as appropriate
• Taking the Visitor/Contractor Sign-In Book, faculty & list employee list, and
employees and student schedule upon evacuation.
• coordinating activities with emergency services on the scene
• Identifying and evaluating hazardous conditions at the site
• Terminating activities where there are unnecessary risks due to hazardous
conditions
• Taking action to protect the public by keeping unauthorized people off, IoBM
property and establish site security
• Notifying local and state agencies (Fire, Emergency, Environmental, etc.)
• Handling all inquiring press representatives courteously, with assistance from IoBM
Communications Department
• Taking steps to initiate the clean up and decontamination process.
• Giving the "All Clear" indication with consultation with any public emergency officials
when we can return to safe operations.
• Maintaining an effective and up-to-date Emergency Planning Program.
• Appointing delegates to carry out emergency duties
Emergency co-ordinator
In the absence of Mr. XXXX, Mr. YYYY takes over the activities of Chief Warden.
Again, in the absence of Mr. YYYY the activities of Chief Warden will be handled by Mr. ZZZZ.
ERT Emergency Response Team is a formally organized team of IoBM employees trained to
respond to emergencies.

1.5.Emergency Communication
Emergency Communication Equipment
List communication equipment and locations are as follows:

All Mobile phone given to company employees will be used during the emergency

The following personnel have been trained and authorised to speak to the media and release

Communication during an emergency
For communication within IoBM or externally, during an emergency, see Emergency Contacts
– for the applicable contact numbers.
Media
The following personnel have been trained and authorized to speak to the media and release
public statements for this site: Vice Chancellor of IoBM.
If any other site personnel are approached by the media to give a statement, the following
statement should be given:
"I am not authorized to give information, but I can put you in touch with our Corporate
Officers."
1.7.Training
Training A regular schedule of training must be established to keep Emergency Team
members’ knowledge and skills current.
The training must be designed to include both the classroom and field depending on the
targeted participants.
Standard
All training of personnel must be carried out in accordance with the standards.
Training conducted
There are two levels of training performed on the IoBM site.
Evacuation and fire drill training for all employees.
This training needs to be undertaken by any IoBM person that may act as the Chief Warden
and Warden of the site at any time.
A.Evacuation Drill
Emergency trial evacuation
• An emergency evacuation drill must be conducted at least once in a six months.
• The emergency drills must be designed and conducted to test the response
capabilities of the
• Emergency Command Structure, communications system and local emergency service
providers.
• The Chief Warden must notify all neighboring companies/institutions 24 hours prior to
the commencement of an evacuation drill.
• Emergency drills should be conducted at varying times to test the adequacy of the
emergency procedures during and after normal working hours, and on weekends or
holidays.
• Emergency drills must be varied from drill to drill to ensure testing of all aspects of the
emergency plan.
This review must seek to identify any variations from the Emergency Plan and reasons for
their occurrence. Any inadequacies in the Emergency Plan such as procedures, equipment and
training must be noted and assigned to employees through the substandard condition
reporting process.
Minutes of the review must be kept, discussed and a copy forwarded to all site personnel with
emergency response roles.

Examples of an emergency
Examples of an emergency may include one or more of the following events:
• Medical emergency/Injury: requiring outside emergency services see Medical

Procedure The following steps should be taken by the Chief Warden to initiate an alarm
involving evacuation:

1 Wear yellow helmet and orange vest for identification.
2 Ascertain nature and location of emergency and determine appropriate action.
3 If necessary, initiate evacuation procedure for affected areas. Refer to Evacuation.
C. Alarm Activation
Alarms activation Smoke detection in any Block will activate automatically a local alarm in
the Gate house.
Further, break glass type switches are available for activation of alarm manually.
In addition to all these a manually operated electrical alarm and a manually operated
mechanical alarm has been installed in Gate House.
Alarms identification
There are two alert alarms , and one all clear:
Alarm Description
3 x 10 second blasts Alert Alarm for Active Aid Response; used for a fire which is
thought to be controllable with out the help of external emergency services or evacuation.
1 x 2 minutes blast Evacuation of the Site of all personnel
10 Seconds Straight All clear
Step Action
1. Cease any telephone conversations.
2. If Safe To Do So stop and secure all working equipment:
Secure critical records and personal effects.

3. Remain in the emergency assembly area (or alternate evacuation assembly area if
directed to go there) until the all clear is given.
4. Once clear of the building or site, do not attempt to re-enter for any reason until the
Chief Warden gives the signal of "all clear".
F. Evacuation
Chief Warden The following steps should be taken by the Chief Warden (Chief Warden) once
it becomes necessary to evacuate the site. The initial alert alarm(s) should already have been
sounded and acted upon.
Evacuation Procedure for Chief Warden
Step Action
1 Ascertain nature and location of the emergency to determine the appropriate
emergency procedures to be taken.
2 Inform other neighbouring premises of the emergency (if necessary). Refer to
Emergency External Contacts Numbers.
3 Inform the Emergency Services.
4 Notify the following IoBM people:
• VC
• Registrar
• Director Finance
• Deans
Refer to Emergency Contacts – IoBM Management.
6 Proceed to Emergency Assembly Area and:
6.1 Brief employees gathered at assembly point of the situation.
6.2 Confirm that all staff and onsite visitors have been accounted for and determine if any
one requires first aid assistance. Check entrance log books in the gate room.
6.3 If missing personnel, co-ordinate an initial Search and Rescue - Procedure
First Aider
First Aider should take the following steps once it becomes necessary to evacuate the site. The
initial alert alarm(s) should already have been sounded and acted upon.
Gate Keeper
The following steps should be taken by Gate Keeper once it becomes necessary to evacuate
the site. The initial alert alarm(s) should already have been sounded and acted upon.
Evacuation Procedure for Employees & students including Visitors and Contractors
Step Action
1. Cease any telephone conversations.
2. If Warden allows:
• Secure critical records and personal effects.
• Save current computer data and shut it down.
• Stop the classes.
3. Evacuate immediately to the Emergency Assembly Area. Assemble in the assembly
area in front of the respective name boards. There are six name boards available in the
emergency assembly area as "Zones", "Contractors and Visitors". All employees shall
assemble in front of their
respective Zones name board with their backs to the Boundary wall.
4. Remain in the emergency assembly area (or alternate evacuation assembly area if
directed to go there) until the all clear is given.
5. Do not attempt to leave the site unless directed by the Chief Warden.
6. Note: Under no circumstances should any one attempt to remove vehicles from site.
7. Once clear of the building or site, do not attempt to re-enter for any reason until the
Chief Warden gives the signal of "all clear".
Searcher/Rescuer
The personnel involved in the search and rescue will carry out this activity.
Step Action
1. Obtain last known location and circumstances from local IoBM site personnel.
2. Obtain direction from Site Layout Map
3. Equip yourself with proper PPEs, personal monitors and Emergency Fire Fighting
equipment.
4. Carry out search in identified areas in conjunction with the Emergency Services. Mark
searched areas with a large "S" (minimum 300-mm. Height) in colored chalk, felt pen,
or aerosol paint on access doors or passageways.
5. After searching area, report back to search team leader. Mark off searched areas on
site map
6. Terminate the search when missing persons are located and rescued
A.Fire- Detection
Any employee The following steps should be taken on detection or suspicion of fire (e.g.
smell or smoke) or explosion:
Step Action
1. Ensure immediate safety of anyone in the affected area. Request assistance if
necessary.
2. Contact the Chief Warden and inform him.
3. Emergency Fire Fighting Team will fight the fire.
4. If the situation poses a threat to the safety of people, evacuate the area and close the
doors behind you.
5. In case of explosion, remain clear of all buildings and structures, which may have
been weakened by the explosion. Damaged gas pipelines may lead to subsequent
explosions.
6. Ensure immediate safety of anyone in the affected area. Request assistance if
necessary.
1.12.Termination of Emergency
Termination of emergency
The all clear’ may be given to staff when:
• The Chief Warden is satisfied. Personnel safety will not be placed at risk by a return
to normal duties.

• Decide which areas may return to normal duties and advice staff in the Emergency
Assembly Area.
B. Building Fire
Building fire In the event of a building fire follow this procedure:
Procedure for Handling a Building Fire
Step Action
1. Sound the alarm, notify the personnel on site, and identify the location of the fire.
2. Conduct emergency shut down and evacuation procedures as necessary.
Decide if the entire plant or certain portions should be shut down and/or evacuated.

3. Determine if there is a reasonable probability that the fire can be controlled with
available equipment, such as fire extinguishers. If not, the fire department must be
notified. Dial 16
4. From the Hazardous Chemical Inventory, determine what chemicals and quantities are
present in the affected area and provide the following to emergency personnel, as
appropriate:
1. MSDS
2. Chemical Inventory
3. Site plan
Notes:
• Responsible management must be notified about the incident as soon as practical.
• The electrical supply to the affected building may need to be interrupted.
B.Civil Disturbance
What is civil disturbance?
Civil disturbance may include protest, unauthorized entry, sabotage, kidnap, hostage or other
threat to employee safety.
Personnel discovering a disturbance
Any personnel discovering a disturbance should contact the Chief Warden and await further
instructions.
Chief Warden Procedure
If the site is involved in a civil disturbance, the Chief Warden should take the following steps:
Step Action
1. Contact the Police on 15 and advise them of the nature of the disturbance.
2. Initiate action to:
• Restrict entrance to the site or building.
• Confine the presence of the disturbance to the site entrance.
• Restrict contact between staff and the demonstrators or source of trouble.
• Secure offices, records and valuables.
3. Withdraw personnel from the affected area, if necessary.
4. Meet and advise police on arrival.
C. Armed Hold-Up
Armed holdup Armed holdup can occur on-site and off-site during traveling for theft, robbery
etc.
Key points
• Do nothing to provoke or confront the intruder.
• Follow the instructions of offender.
Person Directly Involved
Step Action
1. Remain calm.
2. Carry out instructions of offender.
3. Do not attempt to frustrate the offender.
4. Observe as many details of the offender as possible
• Height
• Weight,
• Age,
• Face features/color,
• Clothing,
• Speech,
• In case of vehicle, its registration no.,
• And so on)
5. Do not obviously stare.
6. As soon as possible after the event note down details of your observations.
7. Immediately notify the chief warden.
Chief Warden
Step Action
1. Assess incident.
2. Notify POLICE on 15.
3. Immediately cordon area off.
4. Evacuate people to appropriate off site Evacuation Assembly Area.
5. Ensure that Evacuation Assembly Area does not place people in danger.
6. Determine identity of person/s directly involved with offender- advice Police.
7. If Safe To Do So from a safe distance, collect information on location and activity of
offender and complete Armed Hold-up Checklist.
8. Give all clear on advice from Police.
9. Report to management.
10. Debrief.

D. Storms
Storm warnings Storm warnings may be broadcast by the electronic media (TV, radio), or
advised by the Emergency Services.
Storm precautions
Main Hazards
The main hazards during a storm are:
• Fire
• Flooding
• Structural damage
• Flying debris
Other Hazards
Other hazards include property damage and environmental contamination.
• Specific hazards include:
• Electrical short-circuits in broken wiring or wet electrical equipment.
• Oxygen or inert gases escaping from damaged pipework and chances of ignition.
• Release of harmful (toxic, flammable, biologically active) substances into the
environment.
• Loose or floating debris.
Step Action
1. Tag any affected engines, electric motors and other mechanical equipment with "Out
of Service" and set aside for reconditioning.
2.

• Power must not be restored without inspecting the main incoming electrical switch-
gear and ensuring it is clean, dry and fully operational.
• Inspect, clean, dry and test all distribution circuits before returning to service.
3. Clean, dry and check the insulation for resistance on all electrical equipment and
circuits before returning to service.
4.
• Drain, clean and thoroughly dry all wiring systems.
• Check the insulation for resistance, and replace (if necessary), before returning to
service.
E. Flood
Flood warning Flood warnings may be broadcast via the electronic media (radio, TV) or
advised by the Emergency Services.
Precautions
The main hazard during a flood is fire. Other hazards include property damage and
environmental contamination. Specific hazards include:
• Electrical short-circuits in broken wiring or wet electrical equipment.
• Loose or floating debris.
Preparing for a flood
When the flood warning is received, the Chief Warden should ensure the following actions are
taken (typically by the emergency team):
Step Action
1. Secure all vulnerable areas against water ingress, using flood shields such as metal
barriers, sandbags etc. The following equipment should be secured against water:
• Control Rooms
• Plant equipment (Compressors, Pumps,
• Analyzer Room, Switch Room, etc.)
2. Remove fire hoses and associated equipment from areas likely to be flooded and store
them in a safe and accessible location.
3. Remove/ secure all critical records and items of equipment (e.g. files, computers, etc.)
4. Open flames and sources of ignition (including pilot lights) must be eliminated, as far
as possible.
5. Secure or remove vehicles.
10. If flooding threatens, isolate electrical power to the affected area (even in the event of
a power failure).
11. Shutdown the plant and equipment as necessary in affected areas.

• Dissolved Acetylene Plant
• Nitrous Oxide plant
During the flood If safe to do so, the emergency team should patrol the plant continuously.
After the flood after the flood, the Chief Warden should co-ordinate and oversees the following
clean-up activities:

• Nitrous oxide plant

F. Earthquake
Procedure In the interest of safety these procedures are to be followed once an earthquake is
occurring:
Step Action
1. Move away from windows, tall filing cabinets and other items that might fall.
2. Obtain shelter under any available solid cover such as desks and tables.
3. Keep calm – assist anyone who may be inclined to panic.
4. Permit no smoking.
5. Remain in the building and do not move outside until earthquake has stopped
completely.
6. Do not use telephones otherwise emergency communication could be disrupted.
7. If evacuation is ordered follow the standard fire procedure.
8. If any persons are injured make them as comfortable as possible and apply initial first
aid.
9. If any persons are trapped attempt to free them or obtain additional help

Emergency Warning System Weekly Test Procedure
This test shall be conducted at the time(s) given below to ensure all personnel on site are
familiar with the emergency warning system.

Step Action
1. Turn the system to manual operation. Make the following Public Address
Announcement. "Your attention please. We are about to test the site emergency
warning system. This is a test only, and there is no need for concern, nor any need to
leave your place of work. This is a test only. The first sound you will hear is the alert
alarm. In an emergency when you hear this alarm, you should shut down your
equipment, secure your place of work, and await instructions from your warden. The
alert alarm will now be sounded".
2. Activate the Alert alarm. Allow for five clear signals.
3. Deactivate the Alert alarm. Make the following Public Address Announcement. "The
sound you have just heard was the Alert alarm. The next sound you will hear is the
evacuation alarm. In an emergency when you hear this alarm, you should shut down your
equipment if you have not already done so, and evacuate by the nearest safe exit to
your assembly area, as directed by your warden. Once in the assembly area, you
should await further instructions from your warden. The evacuation alarm will now be
sounded."
4. Activate the Evacuation alarm. Allow for five clear signals.

5. Deactivate the Evacuation alarm. Make the following Public Address Announcement.
The sound you have just heard was the Evacuation alarm. This concludes the weekly
test. Thank you."
6. Return the system to automatic operation.
7. Area wardens shall contact the emergency communications officer to verify correct
functioning of the warning system in their area.
