The Strategic Partnerships Program
Partnership with the private sector fulflls the objectives
of the Development Plan pertaining to human resources and
its preparation by dealing with the needs of the sector, sup-
porting programs of technology transfer, enhancing train-
ing by attracting international know-how, and the partner-
ship of the private sector in the actions of training programs
planning, executing and fnancing.
Twenty-fve Strategic Partnerships comprised twenty
seven partners their objective was to build and develop
Saudi Human Resources. Twenty-fve Strategic Partnership
institutes were established.

Denitions
TVTC
The Technical and Vocational Training Corporation is the
Governmental Organization concerned with the technical and
vocational training in Saudi Arabia. The Ministerial Cabinet
Order No. 268 on 27 / 08 / 2007 stated TVTCs restructuring its
objectives and assignments.
TVTC General Training Plan
A short, medium, and long term plan was prepared. The
Ministerial Cabinet Order No. 158 on 12 / 06 / 2008 approved
the plan.
Public Programs
Trainers Colleges
Diploma and Associates degree holders from the Colleges
of Technology and Girls Higher Technical Institutes join
the Trainers College for the Bachelor Degree.
Colleges of Technology
They provide technical programs for secondary school
graduates (12
th
Grade) for the Associate Degree.
Secondary Industrial Institutes
They provide diferent open training programs for stu-
dents under the secondary stage.
Girls Higher Technical Institutes
They are equivalent to the Colleges of Technology.
They provide Post- Secondary Technical Training, and Pre-
Secondary Vocational Training for girls.
Public Joint Programs
These are programs that are carried out jointly between TVTC
and other Governmental Agencies
Military Training Institutes
These are joint programs with the Military Agencies.
Vocational Training Institutes in Prison
These are joint programs with the Directorate General for
Prisons. They ofer vocational programs for the prisoners.
Private Joint Programs
These are programs that are carried out with the private
sector.
Private Training Institutes
These are Institutes that are established by the private
sector to provide proft technical and vocational programs
under the supervision of TVTC.

Joint Training Specialist Institutes
These are advanced technical training institutes estab-
lished by TVTC and operated by the private sector. They
are non-proft institutes
The National System for Joint Training
It is a cooperative training program between TVTC and
the Ministry of Labor, the Human Resources Development
Fund and Industry. The program aims at enhancing
training that lead to employing the trainees in the private
sector establishment.
On the Job Training
These are training programs for the employees of the
public and private sectors
The Occupational Levels
These are fve(5) occupational levels. It starts with level
one (Limited Skills) to level fve (Specialist). They are
components of the Saudi Occupational Certifcation.
Occupational Tests
These are Standard Tests for examining the specialized
work force in the technical and vocational felds. They will
be classifed accordingly.
TVTC Human Resources
They are the working force in TVTC and the operations they
produce or sent to.
Studies, Research, Consultation
Studies and Research conducted by TVTC for future needs
of the labor market. Consultations are ofered to the private
sector looking for investment in training.
Management and Operation
They are the executive procedures that TVTC follows in order
to carry out its objectives and responsibilities.
Maintenance and Operation
They are procedures that TVTC takes for equipment,
maintenance and operation, and its continuous function.
Construction
These are a group of procedures taken by TVTC for designing
and constructing the training facilities.

Introduction
Training -in brief- means providing the trainee with the
information and knowledge that enables him or her the skills
necessary to do his or her job. Training means also developing
the trainee and his skills, knowledge and experiences to
increase his or her capability in the job, or to prepare him or her
to perform high level jobs. Training includes the improvement
of the trainees behavior and developing it.
Training is very important in modern life. Its importance
is demanded by economics in the broad meaning. The
government under the leadership of the Custodian of the
Two Holy Mosques King Abdullah Bin Abdul Aziz- May
Allah Support Him- gave priority and care to the training
sector which conform to it being responsible to the national
demand of trained technical labor market work force. This
contributed after Allahs will- in the continuous success that
TVTC achieved.
I am pleased to present the annual report of TVTC for the fscal
year 2011. The achievements are:
Reaching 161,171 female and male trainees at the Public
Training Units.
Reaching 99,173 female and male trainees at the Private
Training Units.
Achieve 98% completion of the training projects from the
surplus of the fscal budget. After constructing, equipping
and operating all these projects, the number of the
Colleges of Technology, Girls Higher Technical Institutes
and the Secondary Industrial Institutes will increase to
250. The number of the trainees will reach 400,000. The
number of the graduates will double from 40,000 to
180,000 female and male graduates annually.

TVTC owns seventy million square meters of land all over
the Kingdom for its training projects.
TVTC has developed the methedologies and systems of
electronic services and its applications to work and its
levels. The third assessment report from the Ministry of
Communications and Information Technology gave TVTC
a high ranking 99.21%.
Establishing Specialist Institutes through strategic
partnerships. TVTC also broadened its relationship with
the private sector in order to transfer and nationalize
technology through sharing process between TVTC
and the mega companies locally and from abroad. This
approach was blessed by the Custodian of the Two Holy
Mosques- Allah Guard Him- when he honored a number
of businessmen, the leadership of the private sector and
TVTCs ofcials by meeting them. These achievements are
an outcome of the care bestowed by the Wise Leadership
on Technical and Vocational Training. This will lead to a
qualitative shift in developing the national manpower
which will lead to achieving the needs of the National
Economy form the national trained work force.

This report is prepared according to the Royal Order No. (7/B/9720) on 2 / 12 / 1994 and to Ministerial Cabinet Statute no. 29 issued with no.
(A/13) on 21 / 8 / 1993 , which include that all Ministries and Government Agencies to present an accomplishment report to the Ministerial
Cabinet Chairman within 90 days of the beginning of each fscal year.
This report should compare between what was stated in the General Development Plan and what was accomplished, the difculties
encountered and the recommendations to improve the operation of the General Plan.

TVTC Establishment And Development
Technical and Vocational Training within the Kingdom started
long ago. At that time, three agencies carried out training
without any systematic connection. The Ministry of Education
operated technical secondary schools focused on industrial,
agricultural and administrative training. The Ministry of Labor
and Social Afairs performed vocational training. The Ministry
of Municipal and Rural Afairs ran assistants institutes for
construction.
With the increased attention and demand throughout the
Kingdom for greater human resources and participation
in technical and vocational areas, it seemed benefcial to
consolidate all technical and vocational training areas under
one umbrella. Therefore, the Royal Decree No. (30/M) on 23 /
6 / 1980 stated the establishment of the General Organization
for Technical Education and Vocational Training (hereinafter
referred to as the Organization) where it includes all
technical institutes and vocational training centers under this
single Organization.
The Organization began to operate while continuously
developing and revising the training programs ofered
according to the countrys needs for human resources
development for the private sector. An urgent demand for
qualifed human resources that are capable of carrying out
the ambitious national developmental plans had arisen.
Therefore, Executive Order No. (7/H/5267) on 23 / 12 / 1982
supporting the order of the Supreme Committee for Education
Policies No. (209/ K/M) on 19 / 8 / 1982 indicated that there
should be signifcant attention for technical education within
the colleges of technology to open other paths of higher
education in felds increasingly needed by the Kingdom. The
order also included an assurance of expanded responsibility
for the Organization. This accomplished the following:
Preventing divergence within the technical and vocational
training system; which includes three layers of training
levels: Industrial Vocational Training (second and third
level) and technical training (fourth level). These levels
refect the Organizations varied outcomes. The levels of
the training system are related through ties that connect
specializations across levels. Such ties greatly assist the
utilization and streamlining of available resources.
Expanding the relationship between colleges of
technology and the labor market which will lead to closing
the gap between training programs and the continually
evolving demands of the private sector.
Unifying the curriculum, the qualifcation, the training
requirements, and standardizing a base of occupational
skill standards as prepared by subject-matter experts in
the labor market.
With the establishment of colleges of technology, the
Organization joined technical and vocational training into
one gradual system better suited to prepare human resources
occupationally and technically at diferent levels. The results
met the private sectors demands of qualifed technical
and vocational manpower at diferent levels. The respected
Ministerial Cabinet Order No. (3108/M/B) on 13 / 4 / 2005
provided for the annexation of all girls vocational training to
TVTC.

TVTCs Status
The extension of the Patronage and great diligence of the
wise leadership for technical and vocational training sectors
was translated with approval of the Ministerial Cabinet Order
No. (268) on 27 / 8 / 2007 to restructure the TVTC. According
to Article III, one of TVTCs purpose is to develop national
human resources by addressing labor market demands for
competent individuals through training. It can, but is not
limited to, accomplish the following:
Preparing, reviewing and developing general training
strategies and policies according to the national develop-
mental plans.
Qualifying and developing technical and vocational train-
ers.
Developing and administering training programs.
Licensing and supervising private training sector opera-
tions with quality technical standards.
Creating strategic partnerships with private and public
training institutions to run and operate diferent training
units.
Providing technical and administrative consultations in
the training area for private and public sectors.
Establishing technical and vocational training incubators.
Conducting studies and leading research in training felds.
Preparing and developing training aids and technologies.
Conducting and attending conferences and seminars,
whether domestically and internationally, after completing
appropriate procedures.
Joining domestic and international associations,
organizations, bodies and institutions after completing
needed systematic procedures.
Providing qualifed feedback on decisions, rules, and
regulations related to training and recommending
whatever is necessary to appropriately develop or deliver
it to specialized organizations according to followed due-
process.

Management & Operation
The Technical and Vocational Training Corporation
(TVTC) depends on policies, procedures and diferent
administrative and technical practices to operate its
facilities. An organizational chart describes the functions
and responsibilities for all department and training units
throughout the Kingdom. This clearly defned organizational
structure assists the TVTC in accomplishing its strategic
technical and vocational trainings objectives, policies and
goals.
The Governor heads TVTC and executes corporate afairs
within its vision, missions, objectives and executive orders as
established by the Board of Directors. The Governor is assisted
by four (4) vice governors: the Vice Governor for Girls Training,
the Vice Governor for Boys Training, the Vice Governor for
Support Services, and the Vice Governor for Planning and
Development.
TVTC has recently restructured its organizational structure,
incorporating a new modernized system, as supported by
the Ministerial Cabinet number 286 on 27/8/2007. The new
system defned TVTC's functions and objectives according to
the strategic plan that was approved by the Ministerial Cabinet
number 158 on 16/6/2008. Also, according to the Ministerial
Cabinet approval number (B M / 3108) on 13 / 4 / 2005, TVTC
now possesses the rights to full supervision for all technical
and vocational training, as well as annexing girls training to
its operations. As a result, the TVTC Board approved a new
organizational structure which included the creation of a new
TVTC executive position Vice Governor for Girls Training. This
new and unique structure awarded TVTC more fexibility and
independence. Also, TVTC worked on developing the roles
and responsibilities of the Kingdom Directorates Boards to
reduce centralization and acknowledge the diverse practical
training objectives.
TVTC works on developing its training and administrative
units though a full and dynamic process incorporating
procedural policies and its accompanying implementation
bylaws. For example, TVTC designed the following:
Transferred all training afairs to e-service models support-
ing electronic registration, admissions, monthly grants dis-
pensation, exams, assessment and certifcates production.
Prepared a suitable training environment to assist trainers
in implementing quality methods while training trainees.
This change also improved the trainers' standards accord-
ing to their qualifcations.
Improved trainers and increased their technical and voca-
tional capacity through developmental programs.
Developed an electronic solution for the Material and
Purchasing Department to provide all units with needed
training equipment and supplies.
Developed the computing system for TVTC and its training
units through initiation of e-government services in its
main website for all users.
Launched technical and administrative personnel career
development program to support operations in the feld
of training functions.

Outlook Trends For Technical & Vocational Training
Ministerial Cabinet Executive Order No. 158 on 16 / 6 / 2008
approved the TVTC General Training Plan that include the
following:
Vision
International pioneering in Technical and Vocational Training.
Mission
TVTC aims to:
1. Develop, License and ofer vocational and technical train-
ing programs according to labor market needed quantity
and quality for male and female. Also, mandate bylaws ap-
propriately specialized in quality and quantity and super-
vise their implementation.
2. Familiarize the society with the importance of technical
and vocational training, in addition to ofering training
opportunities for capable males and females of diferent
ages.
3. Carry out necessary projects and research to track global
developments and perspectives for technical and voca-
tional training.
4. Participate in national programs that build the localization
of technology transfer, ofer its support for the private
sector, and steer investment in technical and vocational
training.
Strategic Objectives
1. Accommodate the largest number of applied technical
and vocational training to meet the needs of persistent
development.
2. Rehabilitate and continually develop national HR skills in
technical and vocational felds according to market de-
mands qualitatively as well as quantitatively.
3. Provide high-quality, competent training programs to
equip skilled trainees to fnd suitable jobs in the labor
market.
4. Building the ability to deal with challenges and rapid
change based on empirical studies & research.
5. Build strategic partnerships with the private sector to ex-
ecute technical and vocational training programs.
6. Publicize throughout the community the importance of
working in technical and vocational felds and ofering
suitable training environment for lifelong training.
7. Sustaining desirable and safe work and training environ-
ments at the Technical and Vocational Training Corpora-
tion.
8. Encourage private investment in technical and vocational
training investment.
9. Ensure a tight relationship between national training and
educational sectors.

10. Expand advanced training felds that support national
plans and participate in technology development and
transfer programs.
TVTC has accomplished in the fscal year 2011a number of
steps that enabled it to continue implementing the strategic
objectives of the General Plan as represented in the following:
1. Approved three (3) new regulations:
a. The regulation of organizing the professional certif-
cates and the regulations of professional exams and
training programs.
b. The regulation of endowment and investment.
c. The regulation of the Center for Community Services
and Continuous Training.
2. Approved the Ninth Operational Plan 2010- 2014.
3. Achieved establishing the executive plans according to
the Directorates responsible for carrying out the Plans
programs, projects and detailed operational objectives.
4. The executive Directorates continued carrying out the
strategic objectives and policies.

Main Training Programs
TVTC works on executing its strategic objectives for general
technical and vocational training plan through four (4) main
program groups:
First: Technical and Vocational Public Training through

Quality of the Training Units
In pursue of upgrading the quality of the outcomes required
by the labor market, a total quality system was applied at
the TVTCs training units (Colleges and Institutes) and the
supporting training departments. Based on a feld study, the
system aims at achieving the following :
Identifying the actual practices being applied at the
TVTCs training units based on the quality standards and
mechanisms.
Identifying the most appropriate international paradigms
of quality applications in the felds of technical and
vocational training .
Having access to the quality standards as well as applying
the appropriate mechanisms at the TVTCs training units
based on scientifc grounds and preeminent international
practices.
Setting up a mechanism , techniques and plans for
applying the quality system.
Establishing a base for building a training program for the
quality team in order to keep the system on going.
Participating in the process of improving the work level at
the TVTCs training units and their outcomes.
The methodology of applying the total quality system:
To achieve the goals of the study a number of methodologies
and researches tools was used:
The descriptive methodology:
The system aims at diagnosing and investigating the current
status and obstacles encountering TVTC. Its fndings has
relied on previous studies , ofcial reports, analysis of related
conferences activities, questionnaires and interviews made
with some technical and vocational leading ofcials at
TVTC as well as experts in the feld of planning and decision
making. Moreover, the study aims at exploring the views of
the communitys elites with regard to the proposed solutions
and future prospective related to the development of the
quality system at TVTC.
The methodology of comparative studies:
A number of international experiments and experiences
applied by certain advanced countries which have adopted
the total quality concept in their technical vocational
domains has been investigated . Such systems were selected;
henceforth analyzed based on the community culture and
establishing conditions. The study showed the strengths and

weaknesses of such systems, hence extracted the indications
and norms related to the development process of the quality
system at TVTC.
Specifcations of the study:
The feld of study is specifed for the following:
The TVTCs training units ( the colleges and institutes)
The supporting administrations (the Directorate General
for Evaluating the Training Process- the Directorate General
for Designing and Developing Curriculum - the Directorate
General for Training Staf Services - the Directorate General
for Projects)
The study samples are divided into the following :
The feld study sample: a number of scientifc conditions are
applied for the purpose of selecting a sample that represents
the TVTC units ( as per the geographic location, areas of
specialty and quantity)
The application sample on empirical units: ( three diferent
size colleges and three diferent size institutes). A cluster of
special specifcations of the training units was established
in conformity and assurance of providing the appropriate
atmosphere for the experiment. The fndings of the study was
concluded in a quality-based model proposed for TVTC. Also,
the study has showed the starting points and basis of such
model as being stemmed from the contemporary concept of
quality through the actual vision of TVTC, aspirations of the
Saudi community as well as the demands of the knowledge
community for training in general and technical and
vocational education in particular.
Further, the study tackled the following model basis: The basis
of the established inputs and the basis of training inputs.
Each one of them has incorporated a number of felds which
entailed a number of criteria as well as indicators that refer to

The study was accompanied by an integral training program
for two weeks which discussed and demonstrated the concept
of total quality in the education and training institutions
as well as identifying the best and successful practices for
achieving outstanding results and outcomes.
The number of trainers who participated in the program are
more than 50 male trainers in addition to 18 female trainers.
The stage of testing and experiencing the evidences and
quality standards on some selected colleges and institutes
is administered after completing the training program. The
program incorporated a number of workshops and diversifed
training programs in order to re-enforce the abilities of the
participants to achieve the required quality within the
Corporation and its afliated units.

Trimester System
The training calendar was until the year 2009, was a two
semester training calendar. Instruction took place in two 16
week periods (for 32 weeks a year) which totaled 160 training
days annually.
With the goal of preparing trained and capable individuals
able to adapt with changing workplace conditions, a full re-
view of processes was performed. Such a review revealed a
clear demand for an increase in the number of training days/
training weeks annually. As a result, the trimester system was
adopted for the frst time in the Kingdom within all colleges
of Technology, Higher Institutes for Girls, and Secondary In-
dustrial Institutes. This accomplishment would not have been
possible without the Executive approval number M/B 9046
dated 16 / 11 / 2008. The approval permitted TVTC to be ex-
cluded from the Education schooling calendar. As a result of
this calendar change, TVTC was able to improve outcomes,
such as:
1. Increased the quality of graduates to meet private sector
demands and replicate workplace atmosphere in the
training sites.
2. Allowed maximum opportunities to acquire scientifc and
practical skills by increasing the opportunities for expo-
sure.
3. Maximized manpower abilities and infrastructure capa-
bilities in diferent TVTC sectors.
The revised calendar, according to TVTC Board session number
(83) on 3 / 5 / 2009 which approved the regulatory by-law of
the training calendar for TVTC provides the following:
1. The calendar year is divided into three training semesters.
2. Every training trimester should include no less than 14
weeks that contain preparation and fnal assessments.
3. Vacations for trainers between trimesters is one (1) week,
which can be utilized as a preparation period for the next
training trimester.
With the implementation of the trimester system, the amount
of training and skills should increase to 210 days which will
result in an increase in both skills and competency of the
trainees.

English Language Intensive Program (ELIP)
TVTC has taken several moves to develop the aptitudes of
Technical Colleges Graduates and to improve their skills in
English. In their session (no.86) held on 29 April 2010, the
TVTC administrative board were advised that TVTC had sub-
mitted a formal request to the ministry of Finance to autho-
rize a preliminary program for the trainees of Technical Col-
leges and Girls Higher Technical Institutes. The amount of 35
million riyals was allotted to the English language intensive
program (ELIP) in the previous years (2009) budget. Due to
the limitation of the allocated item, and seeking the optimum
utilization of the available fnances, an ELIP was laid out. It was
planned in its frst phase to develop the aptitudes of Technical
Colleges Graduates in fve sites in Saudi Arabia (Riyadh, Jed-
dah, and the Eastern Region). In the second phase, the funds
allotted for ELIP were increased to approximately 42 million ri-
yals. In fact, these funds are less than the actual funds needed
for ELIP. However, they enabled TVTC to increase the ELIP sites
to eight in seven regions (Riyadh, Jeddah, the Eastern region,
Aseer, Alqaseem, Hayel, and Madinah). The requirements for
ELIP were defned to be:
1. Training is implemented by native English-speaking train-
ers.
2. ELIP is executed twice a year, each for 21 weeks.
3. Training is carried out for 6 hours a day, and the total
training hours is 630 in each term.
4. The number of trainees in each group ranges between 15
and 20.
5. Training should be accompanied with the employment of
electronic learning systems.
6. Training provider is liable for the procurement of trainers,
curriculum, learning materials, electronic components,
means of evaluation, and assessment tools.
7. TVTC should be granted the rights of books and electronic
materials.
8. The objectives of ELIPs are associated with those of TVTC
programs so that all ELIP curriculum items match with the
social and cultural needs of Saudi Arabia. Moreover, the
ELIP curriculum should contain various levels so that the
trainees can get an adequate sufciency.
9. At the commencement of each term, the trainee is to be
assessed in basic English skills: listening, speaking, tech-
nical writing, vocabulary, idioms, and grammar. Based on
this assessment, the trainee is assigned to the appropriate
level. Having completed a certain level, the trainee is as-
sessed again to see his/her progress.

Secondary Industrial Institutes (SII)
TVTC works continuously to update and develop (SII) proce-
dures, programs and training programs to meet the demands
of the labor market.
TVTC has developed its training programs according to evolv-
ing labor market needs.
Such needs necessitated that TVTC restructure all training
plans according to the new developments within the labor
market and according to the Ministerial Cabinet Executive
Order number 15 and dated February 8th 2004.
The Ministerial Cabinet Executive Order number 15 issued
that institutes in cities and towns should be connected to the
nearest Colleges of Technology. The towns that do not have a
College of Technology should utilize the Institutes to matricu-
late to a College of Technology. Vocational Training Centers
should become open Industrial Vocational Institutes to pro-
vide the exact needs of the labor market.
Ministerial Cabinet Letter No. (BM/ 3108) on April 13th 2005
stated: The continuation of TVTC training programs is met
through the transformation of Technical Secondary Institutes
and Vocational Training Centers to Training Institutes that
provides training programs according to labor market needs

with National Occupational Skill Standards, and according to
the exact needs of training that is suitable to prepare techni-
cians according to labor market analysis.
Secondary Industrial Institutes provide diferent training pro-
grams with diferent-to- certifcation periods according to the
National Qualifcations Framework Levels.
New Secondary Industrial Institutes and Secondary
Architecture and Construction Institutes
New specialties have been added to the (SII) and the (SACI)
according to the labor market needs for the students of the
frst and second grade of the Public Secondary Schools, both
Scientifc and Non- Scientifc Sections. Courses taken at the
(PSS) will be credited.
This new approach will absorb non-graduate students by
opening new venues for them.
These new programs last either for seven (7) Trimesters for
the graduates of the Ninth Grade, or fve (5) Trimesters for the
student who hold frst or second Secondary Public Schools
Certifcate.
Graduates of these new (SII) and (SACI) will have the advan-
tage of joining the Colleges of Technology to continue their
training.
General Course for the Trainee joined the Secondary Industrial or Architectural Institutes following the 1st or 2nd Secondary grade.

Colleges of Technology
Due to the rapid development Saudi Arabia is witnessing,
including record rising growth, the need for technical and
vocational training programs could not be clearer. This task
became the priority of human resources development in or-
der to respond to the high manpower demands of several
important developmental sectors with diverse technical spe-
cializations. TVTC has assured the Kingdoms current and fu-
ture needs for trained manpower by establishing Colleges of
Technology in every major city within the Kingdom to foster
high school graduates. The main purpose of the expansion is
to prepare graduates with technical and vocational special-
izations. Graduates earn diplomas (assistant engineer) in one
of the technical specializations and (assistant administrator)
in administrative fnance and business specializations.
The college-training-calendar-year is spread across three (3)
trimesters constituting 14 weeks each. To graduate, trainees
are required to study for fve training trimesters plus a fnal
trimester for cooperative training (a practicum). Trainees can
choose one of the following specializations; electrical, me-
chanical, chemical, administrative, computer, electronic, ho-
tel and tourism technology, telecommunication technology,
environmental and food processing technologies.

Girls Technical Training
Since the annexation of girls vocational training to TVTC, TVTC
concentrated its eforts to this by the basics and activate this
sector by establishing the Higher Technical Institutes for Girls
in cities and towns. As part of this efort, a number of efective
achievements have taken place such as:
Local and Abroad Activities
1. Participating in Al-Janadria Festival (26) besides presenting
the trainees products. Diferent training courses was held
at the festival. Festival visitors were acquainted with the
Higher Technical Institutes for Girls.
2. Organizing the female activities of the National Day by
Najran Higher technical Institutes for Girls under the direc-
tion of His Royal Highness Prince Mishal Bin Abdullah The
Ameer of Najran Province.
3. Receiving the regional director for vocational education
at the British Council for discussing ways of cooperation
pertaining to active training for building leaders.
4. TVTC participation in the Fourth Business Youth Exhibition.
5. Setting up the First Profession Day
6. Participating in the activities of Aramco Summer 2011 by
presenting practical workshops.
7. Setting up the activities of the preparation program for
the technical training scholarship female candidates.
8. Participating with the womens committee to femalize the
shops that sell ladies needs.
9. A contract was made between TVTC, Ministry of Labor
and the Human Resources Development Fund to carry out
the project of femalizing and saudizing the shops that sell
ladies needs.
10. Preparing and executing training plan for femalizing and
saudizing the shops that sell ladies needs in cooperation
with the Ministry of Labor and (HRDF)
11. Activating the cooperative training program onlining with
employment in Jeddah and Riyadh.
Beauty Technology
There is no licensing for this specialization as a profession
from the municipalities until now.

The corporation concerns itself greatly with the trainee;
whereas he is the working power core in the comprehensive
development. Besides its interest in developing the training
techniques and giving the trainee the basic skills, the corpo-
ration is also concerned with the behavioral, cultural, profes-
sional and social aspects. In addition it gives great attention
to the activities that discovers the distinguished persons, and
encourage creativity and innovation in them. The corporation
has executed a number of programs in order to provide the
appropriate training environment to the trainee, and helping
him in selecting the suitable specialization conforming with

supervisors;

7. Providing many governmental authorities and private
sector with data on some technical and vocational spe-
cializations aiming to the employment coordination, such

1. Organization of a number of awareness shows on smok-
ing and drugs, in addition of providing lectures, visits
and contests activities concerned with the awareness on
wrong behaviors and how to limit them, in a number of
the Technical and Vocational Boards at the Kingdom level
within the protective, moral, educational and vocational
guidance program.

2. Execution of many training courses targeting the trainees
in many areas the most signifcant of which is the self de-
velopment, excellence and health education.

sors, and trainers in the area of orientation and guidance,
intervened with a number of courses and expertise and
experience exchanges between the advisors at the boards
level.
4. Execution of the guidance week preparation in all techni-
cal and vocational training boards aiming to introduce the
new trainees to their training units and provide them with
the training rules and regulations at the beginning of each
training semester.
5. Provision of a training program in the name of Methods
of early detection of abuse and addiction, where 39 advi-
sors benefted from it during the period 9-13/7/1432H in
Jeddah Province.
6. Provision of a training program in the name of Technical
and professional Methods to address failure and dropout,
where 39 advisors benefted from it during the period
1-5/8/1432H in Almadina Almunawara.
7. Supervision of a number of printing material and publica-
tions in all orientation and guidance areas in the training
units.
8. Distribution of the Institution Governors award to the
technical colleges and the secondary industrial institu-
tions trainees. The number of winners reached (600) train-
ees with a growth of (37%), and the Governors prize for
the Ideal Trainee, where the number of winners reached
(35) trainees with a growth of (68%), in addition to super-
vising the Governors award for the Academic Excellence,
the Ideal Trainee (girls) for the frst training semester 1432H
and the number of girl winners reached (334) trainee and
the number of the ideal trainees (9) trainees.
9. Commencement of applying the Governors prize for the
Academic Excellence and the ideal trainee in the Industrial
Vocational Institutes (Diploma Program). The number of
winners reached (75) trainees.
10. Starting the application of the Ethical Code and atten-
dance rules, and holding of a specialized workshop to
achieve such rules which have been circulated to all
Boards.

campaign in the Technical & Vocational Training Board in

1. Holding of the tenth meeting of the Technical and Voca-
tional Summer and Ramadan Programs Directors for sum-
mer 1432H entertained by the Technical and Vocational
Training Board in Mecca Region in the Secondary Indus-
trial Institute building.
2. Carrying out (35) summer technical and vocational activi-
ties in the various training units in the Kingdoms regions
and provinces, with the participation of (772) supervisor
and trainer. They contained: (technical and vocational
summer hobbies clubs, technical and vocational Rama-

ties executed through this program were (2084) activities

2. Entertaining the second annual distinction festival for the
activities of the training year 1432/1433H.
The Scout Activity
1. Carrying out the Nation Scout Project for environment
cleaning and protection entertained by Technical and Vo-
cational Board in Jazan Region.
2. The scout units leaders qualifcation project in the training
units (the institutional study for the wooden badge) en-
tertained by the Technical and Vocational Board in Riyadh
Region.
3. The scout marine camp (the marine scout units in the
coastal training units) entertained by the Technical and
Vocational Board in AlMadina AlMunawara Region in the
Technical College building in Yanbu.
4. Participation in the Kingdoms 80 National Day Anniversa-
ry celebration carried out in the Technical and Vocational
Training in Jazan Region.

1. The Governors football championship cup entertained by
the Technical and Vocational Board in Aseer Region. The

the championship cup.

pation of (120) trainee from all the corporations units en-
tertained by the Technical and Vocational Board in Aseer

Strategic Partnerships
TVTC has doubled eforts and opened horizons for the privet
sector . By this the two parties , TVTC and the corporations ,
will both participate in utilizing the human resources in the
training process . The demand and needs for expansion of the
job market had led TVTC to formulate The Strategic Partner-
ships Programs in order to fulfl the following goals :

According to the Royal Decree from the Council of Ministers ,
no. 16 , dated 15/1/1430 , the rules and regulations of SP has
been approved as Non Proft Institutes (the institutes take no
charge from students or trainees). TVTC is in charge of rais-
ing the infrastructure and furnishing it with all needed equip-
ment for teaching and training . The private sector is in charge
of the operations , curriculum, hiring the competent trainers.

Joint Training Programs
These are programs that are carried out jointly with Public
and Private Sectors who will employ the graduates of these
programs.
1. National System of Joint Training Programs
This program ofers with the partners of the system train-
ing that ends with employment in professions that the labor
market needs. They are prepared according to professional
standards and training plans that the labor market asks for.
There are 52 professions in this Program. Ten (10) of them are
in travel and tourism. A new program was added this year
(Discipline and Skill) in coordination with (HRDF) and coop-
eration with the Ministry of Defense
2. Military Vocational Training Program
MVTP is considered one of the new training styles as an idea
and the mechanism of application. It ofers youth technical
training in a military environment
The Program started with the High Commissioner Approval
No. 45721 on 18/ 11/ 2003. It is a trimester program that runs
for one (1) year.
3. Training in Prisons Program
TPP aims at acquiring the inmate trainee practical, specialized
skills to prepare him or her for a better life after leaving the
prison.
TVTC in cooperation with the Directorates of Prisons in the
cities and towns supervises the carrying out the training
programs in the prisons. There are 36 institutes all over the
Kingdom.
4. On-the-Job training
OJT is run jointly with the private sector to secure the trained
work force that suit the nature of work.

National Enterpreneurship Institute (RIYADAH)
Riyadah was established with the Ministry of Petroleum and
Minerals initiative on TVTC success on Small and Medium
Business Development Center (SMBDC) operations since
2004. The founders of Riyadah are SABIC, Saudi ARAMCO, Sau-
di Telecommunication, Al Inma Bank, Saudi Credit and Saving
Bank and TVTC. The project covers 22 male and 13 females
branches. The benefciaries are spread in 68 cities across the
Kingdom of Saudi Arabia. Thirty thousand plus have applied
which resulted in 1410 entrepreneurs practicing 151 difer-
ent businesses. The main objective of Riyadah is as follow:
1. Spread of starting your own business ideology and build
positive beliefs towards small businesses.
2. Develop national entrepreneurship program for fostering
SM projects.
3. Develop needed manpower for SMEs.
4. Foster 10000 entrepreneurs in starting their own busi-
nesses.
5. Enable entrepreneurs to current and new updates of
starting your won business and entrepreneurship.
6. Promote successful entrepreneurs annually with Best
Entrepreneurs Award.
The activities include training, consultations, mentorship, in-
cubation, facilitate, fnancing attainment, and assist in ofcial
permits acquisition. The programs Riyadah provide include
Start Your Own Business, publicizing working for your own
culture through multiple initiatives i.e. media and Develop
Your Business Idea (DYBI), Productive Families, and Incuba-
tors. The program is considered a complete program to en-
able future entrepreneurs with all needed skills and parts to
start their frst own business. The programs also enable en-
trepreneurs with operational plan till the project is solid on
its feet.
Enabling entrepreneurs entail a strenuous process that in-
clude entrepreneurial aptitudes measurements, develop-
ing business ideas assistance, providing entrepreneurs with
needed skills to start and run their own small business, facili-
tating fnance through fnancing agencies, assisting in opera-
tional permits attainment, assisting in managing to obtain
needed equipment, and provide consultations and mentor-
ship through the frst year.
Riyadah follows a multifaceted process that has been tested
and modifed in the past few years supported by fully en-

abled e-system. Any online applicant is responded within
one business day for the initial approval. Then, the applicant
is directed for an appointment for an interview to measure
his aptitude with full mature business idea supported by his
motivation to materialize her/his entrepreneurship idea into a
full understanding of the startup and operations. If accepted,
the entrepreneur is directed to attend a one-day workshop
DYBI. When the workshop is fnished successfully, the entre-
preneur attends a workshop to incentivize her/his abilities
for any possible mishap during operations. Then, the entre-
preneur has to attend a 60 hours workshop as part of Erada
program called Develop Your Own Business Plan within three
weeks. For three weeks, entrepreneurs attend training in the
afternoons to avoid any confict with current employment.
Also, the entrepreneur surveys few businesses in the morning
as part of developing the business plan (feasibility study).
Developing Your Own Business Plan runs with three instructors
for every entrepreneur. The frst trainer is the master trainer of
the workshop. The other two trainers assist the master trainer
in accounting and subject matter of the business. The two
latter trainers assist the entrepreneur to develop the feasibility
study with all accounting, materials, and operational plan.
The fnal step in the process entails fnancing, procedural,
constituent, and operational support. The fnancing process
include Riyadah sending the feasibility study to Saudi Credit
and Saving Bank (SCSB) for fnancing. The bank provides of-
fcial notifcation for the loan approval to Riyadah. Then, the
entrepreneur receives three installments. The frst installment
can be used for rental of planned business location. Riyadah
secures a visit with confrmation of rental specifcation to
SCSB. Then, the bank secures the second installment to the
entrepreneur for equipment, sign, and materials. Riyadah
also visits the business to endorse the specifcations of all
operational materials per feasibility study conditions. The en-
trepreneur then is considered ready if all above two Riyadah
visits match the requirements of feasibility study. As a result,
the third installment is awarded for the entrepreneur for op-
erational cost for the frst year. In addition, Riyadah sends the
request for Human Resources Development Fund to fund ev-
ery entrepreneur who fts HRDF criteria with SR 3000 ($800)
monthly allowance for two years. Such allowance supports
entrepreneurs with personal expenses during the frst two
years which are considered the most critical fnancial crunch
years that lead to success vs. failure. Finaly, Riyadah visits ev-

ery entrepreneur that is awarded with HRDF monthly allow-
ance to ensure and support operations.
In 2004, Technical and Vocational Training Corporation (TVTC)
ran SMBDC. The Center focused for four years to develop a ho-
listic operational and scientifc system that fts the Saudi busi-
ness and social cultures. Therefore, Riyadah can be considered
as only complete and successful Entrepreneurship program
with house-made materials that encompass world experi-
ence including International Labor Organization (ILO) experi-
ences and enabling programs. For example, Riyadah signed
10s of MOUs, one of which with ILO to operate Know About
Business (KAB) program in all over Saudi Arabia.
Lately, Riyadah with ILO trained 23 male and 13 female TVTC
college trainers to run KAB training program as an elective
course. Also, continuous development of e-support system is
going-on daily with latest benefciaries electronic feedback.
Lately, Riydah signed an agreement with MOE to train sum-
mer camps attendants with DYBI all over the 35 branches
across the Kingdom. Scholarship students shall obtain access
to e-promotional trainings and possibly will train one of Saudi
Arabian Cultural Mission graduates with DYBI program as an
alternative for classic employment.
Nowadays, Riyadah has the confdence to run any entrepre-
neurship program such as the one with Imam University. Till
2015, Riyadah will be the house of expertise for the national
model of entrepreneurship program. One of the tasks will be
developing a national model for entrepreneurship standards,
which includes operational, counseling and follow-up, and
best entrepreneurial practice standards.

Incubators Program's Achievements

incubation in an incubator program in Ha'ir prison sewing-
backed National Industrialization Company for the years 2010
and 2011 the years that saw the two sessions incubation frst
and second where the program has been successful through
which to embrace (30) inmates in prison. The incubation pe-
riod included the implementation of a number of training
courses in the psychological preparation, and motivation to
self-employment, and skills necessary to build projects, in ad-

Occupational Certication
According to the Supreme Council of Ministers Executive Or-
der, on 13/ 4/ 2005 it is necessary for the Ministry of Labor
to assure specialization through occupational certifcation
for all laborers. The Minister of Labor and TVTC Board Chair-
man as a result, issued an executive order on 21/ 5/ 2005 for
TVTC to design and apply the Occupational Certifcation and
its Qualifcation Framework. The framework aims to provide
evidence of the compatibility of the actual laborers currently
working in the labor market. As a result, TVTC initiated the es-
tablishment and developing the certifcation procedures and
process through:
Starting Building the Computerized Occupational Certi-
fcation System
Depending on the support given to TVTC from the Ministry
of Communication (e-government program) a booklet of spe-
cialization was prepared. The project will take one (1) year to
be fnished. The frst phase (system analysis) is over.
Increasing the Activation of Occupational Certifcation
Centers all over the Kingdom
Sites for certifcation centers were determined by the Heads
of Technical Training Councils. Centers equipped are in Jed-
dah, Al Madinah Almunawarah, Abha, Al-Baha, Jasan, Al-Zulf,
Onaizah and Al-Kharj.
Preparing the procedure manual for the Directorate of
Questions Preparation and assessment, besides the pro-
cedures manual for the Certifcation centers.
Two workshops were held in Jeddah on 28/ 6/ 2011 and 8/
12/ 2011. The Minister of Labor, Board Chairman of TVTC, the
Governor of TVTC, the adviser of the Minister of Labor and
members from the private sector.

Private Training Centers And Institutes
The General Directorate of Private Training ofers quality ser-
vices for private sector training entities to promote quality in-
vestments in that market. Services provided by the Director-
ate consist of providing licenses to establish private training
entities, supervising their operations, and ensuring they fulfll
TVTC requirements and regulations for quality in training out-
comes that meet the demand of labor market. TVTC Board of
Directors approved in its Meeting No. 85 on 3/ 1/ 2010 PTCI
new register.
Types of Licensed private Training Establishment
Private training Establishments according to activities:
a. Training Center: an establishment that only ofers devel-
opment courses.
b. Training Institutes: an establishment that ofers prepara-
tion and development courses.
c. Higher Institutes: an establishment that ofers diplomas,
preparation programs and preparation and development
courses.
Classifcation of Training Programs
a. Development Training Courses: courses with a period that
doesnt exceed a month with not more than sixty hours.
b. Preparation Training Courses: courses with a period that is
more than a month and less than a year with not less than
sixty training hours.
c. Preparation programs: form one (1) year to less than two
(2) years.
d. Diploma programs: from two (2) to three (3) years, after
the secondary school Certifcate or the equivalent.
The General Directorate of Private training seeks to provide
convenient and quick services for investors. It also facilitates
the required work procedures to promote investments in
training through the following:
Reviewing and developing work procedures and applica-
tion
a. Reviewing and developing work procedures by reducing
the use of paperwork to make the workload easier and
more convenient for investors.
b. Developing and updating the application forms to make
the procedures easier and clearer for investors.
c. Issuing procedural guides.

Developing Private Trainings Website
The General Directorate of Private Trainings website is being
developed continuously to communicate efciently and pro-
vide needed information for benefciaries. The website con-
tains important and useful links about private training such
as:
a. Private training regulations, rules and executive proce-
dures.
b. Instructions issued by TVTC.
c. The required procedures and forms
d. All needed application forms and their requirements
e. Information on trainee exams schedules and results. Every
trainee can access the system after logging on with their
ID number, username and password.
f. Exam success ratios for all private training organizations to
raise the efciency and quality of training and outcomes.
g. Communication with benefciary users electronically
through e-mail
h. The regulations of occupational certifcation.
New experimental techniques have been developed on the
website to allow users to recognize approved types of difer-
ent training programs and the licensed institutes and the cer-
tifcates issued to the trainees.
Branches
The General Directorate for Private Training has expanded its
branches in the Kingdom to 26 branches (24 for males and 2 for
females). These branches facilitate and provide services easily
and conveniently for all benefciaries (investors and trainees).
Besides, comprehensive services ofces were opened.
Activating the Female Branches
The General Directorate for Private training has developed
a mechanism to supervise female private training organiza-
tions. The need for this mechanism was added after the ad-
aptation of the new TVTC structure. It simplifed the examina-
tions system and the supervisory visits to these organizations
through:
1. Empowered the role of the branches distributed in all
parts of the Kingdom through licensing visits and the
completion of licensing procedures without asking the
investors to visit main ofces in Riyadh.

2. Expanded the role of female collaborators who are spe-
cialized in helping male branches in supervisory visits and
exams for female organizations. Included making a data-
base to facilitate the process of examining female trainees
and the supervisory visits for female private training orga-
nizations.
3. Expanded the role of male branches in grading exams that
are held for female trainees so that they may authenticate
their certifcates.
Mechanization
Due to the interest in providing services that suit e-govern-
ment, TVTC sought to develop e-automated mechanisms and
procedures. The process engineering of the tasks has now
been accomplished. TVTC coordinated with the Ministry of
Finance to support the project through seeking existing IT
programs.
As a result, TVTC has developed and released the services and
programs presented through the website incrementally until
the tailored-to-ft portal system is completed.
Encouraging Private training Establishments
TVTC is keen to continue encouraging private training orga-
nizations through:
1. Supporting private training establishments to be licensed
to train in programs resulting in a job needed within the
labor market in coordination with relevant authorities
such as the National Organization for Joint Training, Hu-
man Resources Development Fund and Directorate of
Joint Training Programs.
2. Provided annual subsides to deserving private training or-
ganizations according to specifc requirements, primarily
emphasizing training quality.
3. The Technical Institutes were upgraded to Higher Training
Institutes or Training Institutes according to Private train-
ing Regulations.
Controlling training Quality
TVTC is keen to control training and increase supervisory
monitoring of private training institutes and certifcates
through the following:
1. Supervisory visits and application of formal sanctions for
violations by private training institutes to the maximum
limit; including termination of license.
2. TVTC can stop some private training institutes due to low
level of trainee success in periodic tests, as needed.

3. If there is no improvement of trainee success ratios, the
directorate will prevent institutes from accepting new
trainees and may cancel the license for the institute that
does not meet required quality levels.
4. Coordination between universities, chambers of com-
merce, and institutes to enhance training.
5. Continuous coordination with diferent employers in pub-
lic and private sectors to ensure the validity of certifcates
and take appropriate actions to curtail and attempts of
forgery.

Training Staff
TVTC has strived to recruit personnel who have excellent
qualifcations in all areas of specialization for the beneft of
all Saudi citizens. It has also tried to improve the standards
that are being utilized in the selection and appointment of
trainers. TVTC has given close attention to the current faculty
training and continues to focus on providing an attractive
work environment. A new process has been implemented to
place training staf from the old administrative system (teach-
er, trainer and academic faculty) within the newly improved
ranking system based on the training scale and salary.
An automated computer system has been designed in order
to improve the time needed to complete the necessary tasks
of transfer. Also, the software uses specifc strategies that pro-
vides the principles of equal opportunity employment and
decreases the possibility of any human biases. Finally, the
computer program is designed to detect diferences among
the applicants and their qualifcations. This verifcation pro-
cess is helpful in choosing and appointing the applicant who
best meet the standards that have been established by each
individual department. This application can be submitted and
completed electronically.
Transferring of trainers was added in the new software ac-
cording to the needs of other training units. The software
analyzes the needs and preferences of an employee desiring
to transfer to another geographical location and collaborates
to assess the training units requirements. This program can
be very helpful to the specialists in the administration to sim-
plify their operation. It also provides many reports to serve
the training process. The administration also added in the
software a feature to meet the needs of the expatriates, the
internal scholarship program, and the trainer staf records.

In terms of the faculty occupational development, TVTC gives
special attention to the implementation of a number of vari-

coordination with international training establishments, the
private and government sectors.

Technical Trainers College In Riyadh
Technical Trainers College in Riyadh, which began operation
in September 2009, is the frst training institution of its kind
in Saudi Arabia. The college aims to foster TVTCs objectives
for improving quality by providing more applied technically
specialized trainers. The applicants to the Trainers College
are mainly drawn from TVTCs Colleges of Technology
distinct graduates who obtained the Associate Degrees. The
Technical Trainers' College trains its trainees, after providing
the appropriate support, with the specialized knowledge
and skills needed for any specialization to earn the B.Sc. in
engineering technology besides the certifcate of accredited
technical and vocational trainer according to international
standards in cooperation with (GTZ) the German Agency for
International Cooperation.
For three (3) years, trainees acquire several international high-
quality standards, as well as practical on-the-job applications
of those skills in the private and public sectors. English
language is used as the medium of instruction for several
specializations i.e. mechanical production, refrigeration and
air-conditioning, electronics, electrical and information and
telecommunication.

King Abdullah Scholarship Program for Technical Trainers
High rates of population growth in the Kingdom, and
increase the number of graduates from technical colleges and
technical colleges for girls, in addition to the severe shortage
in the number of training qualifed personnel; make it difcult
to meet the requirements of the expansion at the opening
of training modules, and fll the current requirement in the
existing units .. To meet these challenges, in the interest of
our government under the leadership of the Custodian of
the Two Holy Mosques King Abdullah bin Abdul Aziz Al Saud
- may Allaah preserve him - the sustainable development of
human resources in the Kingdom launched - may God protect
him - his initiative to develop the program of the Custodian
of the Two Holy Mosques Scholarship; to prepare trained
technicians Royal Order Karim No. 6548 / A / B in 25/7/1430
AH and Scholarship (2000) trainee, during the three years;
to be a major contributor to the program and essential to
support the organization in achieving its mission .. Work was
initiated in the frst phase on 27/3/1431 H corresponding to
13/3/2010 AD, during which the development of electronic
software delivery system and infrastructure to the needs of
the program, diferent, and he was sent over (800) scholarship
during the frst phase of the program in 1431 / 1432 AH (2010
AD), followed by a second phase in the second year 1432/1433
AH (2011 m) of the life of the program during which the
scholarship is approximately (400) scholarship ... Expected to
be emitted - God willing - the remaining number of Bathat in
the third phase of the program during the year 1433/1434 AH
(2012 AD).
Conditions of acceptance in the program:
1. Must hold a Diploma certifcate from a college of tech-
nology or higher technical institute afliated to TVTC or
Al-Jubail and Yanbu industrial colleges with the grade not
less than very good.
2. Candidates are based on the need of the related areas and
provinces all over the Kingdom as per the targeted training
specialties of the program. Candidates are selected based
on the competency/ efciency of the graduates of the
technical and vocational training councils at the colleges
of technology.
3. Must not exceed 3 years after graduation
4. Must not be more than 25 years old
5. Must pass the acceptance test and personal interview
6- Must pass the aptitude training program
7- Must pass the intensive English language program ( for
males) conducted by TVTC

National Occupational Skill Standards & Curricula Design & Development
Training curriculum is an important element of the training
process. Accordingly, TVTC is concerned about the continuous
improvement of its standards and corresponding curriculum.
The most important factor is the adaptation of signifcant
progress made within the business sector to improve training
so that the trainee skills better meet labor market demand.
The corporation has to meet the needs of technical training
programs and vocational curriculum by providing training
technology, printing services, and the dissemination of
vocational and technical programs as required for the labor
market. These programs provide the trainee with technical
skills and occupational infrastructure. TVTC cooperates
with the Ministry of Civil Service in the classifcation and re-
classifcation of training programs on a regular basis.
The Preparation of National Occupational Skill Standards
(NOSS) & Training Packages
The creation of national occupational skill standards was
necessary for the improvement of training, occupational
certifcation, and employment. One of the most important
results of NOSS achievements is the development of
standardized training plans for all training programs. Thanks
to NOSS, TVTC succeeded in preparing training plans for
Colleges of Technology, Secondary Industrial Institutes,
Girls Higher Technical Institutes, Military Vocational Training
Program, Secondary Architecture & Construction Institutes,
and the National Organization for Joint Training.
The directorate continues to review and develop training
plans to keep pace with the emerging needs of TVTC. As a
result, the directorate conducted a comprehensive evaluation
of all plans, training programs for Colleges of Technology and
IVT during the fscal year 2011. Based on the evaluation and
review of training plans, training packages were authored,
amended and reviewed to suit the new training plans needs
that results from the new trimester academic calendar to be
implemented in 2012.

Training Packages
The training packages developed and applied by TVTC in all
training units are considered a quantum leap forward. This
magnitude of this change is evidenced by the request of
other Arabian countries to use these training packages. The
remarkable achievement of a set of national occupational
skill standards and then the preparation of training plans
tied to these standards led to our participation in local and
international conferences to share the TVTC experience.

Information Technology and e-Services
The corporation has played a vital role in developing and
upgrading the competency of many services presented by
the Departments and Units by designing and developing e-
systems and transactions. Due to these eforts the corpora-
tion was awarded many local and regional prizes and awards.
In addition to gaining a prize in the 3rd report of measuring
transmission to e-government transactions issued by the
Ministry of Communication and Information Technology
which included 148 agencies and achieved 99.21%, the Cor-
poration also gained the Arab e-government prize and oc-
cupied 3rd position in Raqami prize awarded by the national
strategy for information technology in public sector agencies.
Because of this great expansion of dependence in e-services
and information systems, there was also a reasonable care of
information security in order to insure the secrecy, integration
and continuity of these services, the General Corporation has
established the frst Center for Information Security Manage-
ment in government agencies and the Center gained the ISO
27001 on information security. The system is concerned with
information security management system, and blocking up
security pitfalls as well as designing and executing a set of
information security controls which can help in avoiding or
reducing risks and also correcting actions and procedures re-
lated to technology issues.
The corporation also launched its "paper-free Corporation" ini-
tiative, to archiving all documents and adopted e-correspon-
dence in transitions, saving time of transactions transmission
between its branches around the Kingdom from many days
to a few moments. The Corporation so far has archived more
than 1.5 million documents. Depending on its great deal of in-
formation, the Corporation launched its "business ingenuous-
ness" project, to analyze performance and measure indicators
to help enhancement.
As an extension of the unifed communication initiative,
the corporation adopted e-conferences as the frst option
for many meetings which were (752) meetings during last
year. The Corporation also added the data cloud project
for advancing its business, and branch ofces and six other
agencies which have chosen the Corporation as provider of
technical services. The Corporation also communicated with
trainees through advanced mobile phones and upgraded its
web site to be accessible by the blinds.

The Infrastructure
The Corporations network in the new building uses modern
technologies that help to upgrade information technology
and link the system with fber optics lines, has facilitated acti-
vating the services that depends on high speed internet con-
nections in the future. Digital phone lines have been setup,
corporation systems operated and internet services made
available for Departments and Units of the Corporation.
The Corporation also made the following steps:
Obtaining real independent URLs for the Corporation not
related to the service providers (RIPE) and was renewed for
5 years ahead.
Provide high speed internet service using fber optics for
all Units, 20MB for Colleges and 10MB for other Units in-
cluding boys and girls institutes and councils. The service
is activated gradually according the website infrastruc-
ture. 42% of the Units were activated with the new speeds.
Providing the Corporations headquarters with 3 internet
lines.
The frst is 40MB through fber optics.
The second is 20MB through wireless connection.
The frst is 20MB through fber optics from another
service provider, to avoid internet failure.
Renewing distributers in the network of the Corporation
building to support 10MB.
Completed the frst phase of connecting the Technical and
Vocational Training Corporation project with USR software
for government transactions, and launched the second
phase.
Cloud computing through its headquarters and branch
using virtual environment.

a website for live broadcasting of events, updated news,
interviews and reports during conference events.
Operation
Because of the great expansion in providing e-services for
benefciaries from inside and outside the Corporation, mod-
ern and high quality servers to operate the modern systems,
databases and their infrastructure, to overcome overloads
problem and accelerating growth of databases and e-servic-
es. In addition to the expansion in operating virtual servers
and upgrade their memory to 64GB for each server and also
increase storage units.
Upgrading the Comprehensive Communication System to
Lync 2010
the employee can efciently communicate with his ofce
and staf from outside the ofce and receive voice mail as
well as sending and receiving faxes through e-mail from
anywhere in the world.
Web hosting service.
The Corporation provides web hosting services for some
e-services of the Ministry of Labor including: e-mail, the
formal website of the Ministry, staf portal and visual
communication system.

AlKindi Information Security Center
Alkindi Information Security Center was established under
the name (Information Security Center Project) to support
and facilitate the Corporations mission by providing compre-
hensive and efective security solutions and implement poli-
cies and guidelines to assure reasonable secrecy and insure
the safety of the information technology infrastructure in the
corporation by assessing and managing security weaknesses
and collect event records from all systems and websites and
keep them in a central website, then connecting these events

System Development and Implementation
Paper-free Corporation Initiative
Upgrading the e-archiving and correspondence system
to archive all documents and adopt e-correspondence in
data exchange among various Departments and Units to
insure time, efort and resource saving. The initiative has
archived 1,517,288 pages so far.
Business Smartness System
In order to measure its performance accurately for the
sake of upgrading services and make the correct deci-
sions, the Corporation adopted an e-system for measuring
performance indicators such as: GPA of the Corporation
graduates, the rate of benefting from the facilities and de-
partments employment, rate of graduates joined the labor
market, and other important indicators.
Unifed Admission Portal
The Corporation has adopted a single portal of admission for
all programs in Colleges, Secondary and Higher Institutes and
strategic partnerships in order to serve more than 250 thou-
sand applicants this year 1432/1433 2010/2011.

E-Learning and Training Resources
The modern digital technology formed a sharp turn in the
most vital felds; we are seeing e-commerce, e-business, e-
banking, e-health and electronic media. Training is not an ex-
ception to these felds, now there is a hiring for this technique,
Control of the quality desired and meet the expectation of
the new generation Who deal with these techniques instan-
taneously and they need continuous training. Foundation has
launched a portal for electronic training and published the
establishment e-courses on it. And enabled the trainers and
trainees in training Units to use it. It also hired some special
software to build e-content and e-tests.
Trainers have been trained to take advantage of them; this
gate provided services through the training classes which in-
tervened the training year through (35) sub-centers in Tech-
nical Colleges and (14) sub-centers in the Higher Technical
Institutes for Girls.
This enabled the establishment of efective participation in
the Second International Conference on e-learning and dis-
tance training through a distinct wing of which has been re-
viewing the outstanding role played by the institution in the
feld of e-training.

Electronic training and its packages is considered the main
motivator for our Center and the bulk of interest which work
in this side as follows:
E-Training Management System (Trainees Portal) :
1. Integration between trainees Portal with the systems of
the faculties (SIS) of the IT Center and unify the username
and password.
2. Continue develop trainees Portal by building construc-
tional units to make it more efective and more conve-
nient for the establishment need.
3. Launch the application of trainees Portal through smart
phones.
4. Cooperation with the General Administration for Trainees
Services for building secure, reliable electronic environ-
ment, care with trainees concerns of advertising, services
and enable the beneft of the discussion groups for train-
ees in education and guidance and counseling under the

Occupational Research and Studies
The overall objective of Occupational Research and Studies
is to provide support and carry out professional research and
studies for promoting the performance and productivity of
the National Manpower as well as publishing and circulating
the scientifc papers and activities related to both the techni-
cal and vocational domains. Such eforts constitute one of the
main goals of the TVTC.
During the fscal year 2011 TVTC reviewed, supported and
pursued a number of studies and applied research which
started already The year before. Such eforts resulted in a sub-
stantial outputs which afected the development of the train-
ing process according to the following:
Accomplished Research:
1. Study on the quantitative adaptability of the Technical
Colleges' Graduates afliated to the TVTC in the Kingdom
of Saudi Arabia:
The study identifed the graduate's position and status
within the workforce. Most of the samples of the study
were employees constituting 53.3% followed by the non
registered who assume that they dont have jobs with a
percent of 20.6% followed by those still studying 16.1%
and lastly non employed with 10%.
2. Due to economic and social changes in the Kingdom Sec-
ondary Schools' students joined Technical and Vocational
Training:
Studies showed that 70% of high school third class stu-
dents believe that technical and vocational training will
help them fulfll their personal, social and economic needs.
Nevertheless, there is inconsistency of such trend towards
technical and vocational training i.e. 70% - 82% believe it
will fulfll their personal needs , 62% - 75% will fulfll their
social needs and 73% will fulfll their economic needs.
3. Study on the track of the trainees grades at the Colleges
of Technology:
A study of the grades of some accepted trainees selected
in the frst ternary during the school year 2009, hence, be-
ing followed up to the fourth ternary showed a very high
standard diversion in the grades of all training classes dur-
ing the training year. In the frst ternary a high standard
diversion is recorded which indicates high variation in the

scored grades. Also a low drop is notifed in the grades
average of the syllabus of the frst ternary; particularly in
mathematics and English.
4. Drop- out at the TVTC Girls Higher Technical Institutes:
Studying the status/ extent of drop-out at the TVTC'
training Units (Girls Higher Technical Institutes)by iden-
tifying the number of the dismissed trainees during the
training year 2009/2010.
Studying factors that may cause the drop-out and how
they afect the quality of local efciency. Also, admin-

internal Units to ensure sustainability of implementing

5. Measuring the female trainees satisfaction with the
services being ofered to them by TVTC's Units:
The study aims at identifying the level of satisfaction
with the services being ofered by Girls Higher Technical
Institutes as well as showing indicators of such services,
identifying the most important factors that might uplift its
level among the female trainees. The satisfaction rate of
services ofered by all Girls Higher Technical Institutes was
69.56% out of the total of the selected sample of female
trainees. Work is undergoing for completing a number of
studies and research that will cover the following:
a. Identifying the economic feasibility standards for cre-
ating training programs at TVTC's Technical Colleges.
The aims of the suggested study will focus on fnding
out professional answers to the following:
Types of suitable economic feasibility standards,
upon which training programs will be created by
TVTC in order to provide the professions needed
for the process of development in the Kingdom of
Saudi Arabia.
How the Technical Colleges afliated to TVTC will
contribute in providing such professions through
specifc mechanisms in order to be recognized,
implemented and updated.
b. Studying the quantitative adaptability of the outputs
of the TVTC Girls Higher Technical Institutes and boys
Secondary Industrial institutes during the preceding
three years ( 2008/2009/2010):
The graduates who gained adequate information,
skills and experiences represent the most important
outputs of the education system, in terms that their
quantitative adaptability degree and the needs of the
labor market constitute a solid proof for the excellent
planning of the training process in these institutions.
A feld attempt was made for linking the technical
training with the business and production sectors. In
particular linking the Industrial(boys) Institutes and
the Girls Higher Technical Institutes outputs with the
labor market. This feld study aims at tracing and fol-
lowing up certain TVTC graduates in order to know the

ates and the correlation between the outputs and the
labor market.
c. TVTC Qualifying Project for winning King Abdulaziz
Reward for Quality:
This is a consultative project for qualifying TVTC to ap-
ply for King Abdulaziz Reward for Quality in the near
future. The project aims at adopting the concepts and
standards required by the reward within the TVTC
working system as well as constituting a documented
and integrated mechanisms and methodologies of the
various tasks performed by TVTC, which will assist in
applying them systematically in order to achieve con-
crete results and performance levels internationally
recognized.
d. External Accreditation for TVTC Programs:
The Directorate General for Vocational Research and
Studies has prepared, reviewed and furnished all re-
quired documents related to TVTC and Riyadh College
of Technology for the external accreditation institution
(Accreditation Council for Continuing Education and
Training ACCET) in USA through the following proce-
dures:
Completing the preliminary application form for
accreditation required by the accreditation institu-
tions.
Holding a number of introductory meetings to shed
light on the standards and criteria set forth by the
accreditation institution.
Completing and sending the self-assessment report
of TVTC to the accreditation institution.
Paying visits to Riyadh College of Technology and
the College of Communication and Information in
order to make the necessary preparations for receiv-
ing the appraisal team of the accreditation institu-
tion.
Preparing the fnal replies on the appraisal report of
the accreditation team, then sending them to the
accreditation institution.

The 6th. Saudi Technical Conference and Exhibition (6th. ST-
CEX) was organized under the patronage of H.R. H. Prince Sul-
tan Bin Abdulaziz God bless his soul- during the period(24-26
April 2011) in Riyadh. On behalf of H.R.H, the conference was
inaugurated by the Minister of Labor, Chairman of TVTC Board
of Directors E. Adil Faqih.
25 world renowned researchers and specialists along with
local experts in the feld of human resources participated in
the Conference. The participants shed lights on the technical
and vocational training programs, their efect on the develop-
ment of human resources, and most importantly their roles in
the sustainable economic and social development. Also these
programs contributed in disclosing the nature of problems

Making a research study in collaboration with the Saudi
National Committee for Education, Culture and Scienc-
es in response to the commissioning of a German ex-
pert by the Regional UNESCO Ofce at the GCC (Doha).
The expert's mission was to prepare an evaluation
study on the needs and requirements of the labor mar-
ket identifying the skills required by the female sector
in the feld of technical and vocational training as well
as making a survey on the policies and current training
system in partnership with the UNESCO Ofce.
Also, in collaboration with the Saudi National Commit-

tee for Education, Culture and Sciences, the aforesaid
German expert prepared a research study for the Tech-
nical and Vocational Training Corporation (TVTC). The
study aimed at evaluating the needs and requirements
of the labor market identifying the skills required by the
female sector in the feld of technical and vocational
training as well as making a survey on the policies and
current training system in partnership with the UNES-
CO Ofce.
Based on an outside point of view, the study tackles the
current status of the education, training and employ-
ment of girls in order to enable the governmental bod-
ies and private sector to investigate it more properly.
This study will contribute to improving the girls' tech-
nical and vocational training process, hence facilitates
their endeavors to join the labor market.
The study showed the purposes and related areas
through a number of meetings held by the decision
makers, experts and ofcials in the Kingdom of Saudi
Arabia . It also tackled the factors infuencing the pro-
cess of the girls' admission to the technical and voca-
tional training and employment opportunities. More-
over, it covered general rules, regulations and national
policies related to women employment and their con-
tribution to the National Economy. The study referred to
the international standards, particularly the UNESCO's
and ILO's actual and measuring framework, applied
to education, training and employment of women.
The expected results were linked to the fundamentals
where the general perception is based . The study rec-
ommends the following:
a. Expansion in the opportunities of girls' training:
Enhancing cooperation and more coordination
among those in charge administering the male/
female training.
Encouraging unorthodox training and training.
Ensuring close cooperation between the vocational
guidance process and the employment services.
b. Increasing and improving the education and training
opportunities:
Developing a strategy and work plan in order to
obliterate obstacles that hinder women from joining
the labor market.
Establishing girls graduates' unions.
Encouraging women to practice small-sized busi-
ness as well as following up the process of support-
ing programs.
c. Payment of the required dues verses the production
role of women:
Adjusting the social insurance system with regard to
the age of retirement.
Establishing child care centers during the training
period of mothers.
Making the work conditions more appealing to
women.
d. Making the community aware of the male/female's
roles:
Adjusting the businesswomen's registration re-
quirements.
Disregarding of any policies that distinguish be-
tween males and females specially in the feld of
training and education.

Utilizing the media to discuss issues pertaining to
women education and work opportunities.
2- Cooperating with the Arab Labor Organization in the pro-
cess of evaluating the private sector involved in the technical
and vocational training and education within the framework
of its 2011 Plan:
During the A.L.O special session, TVTC prepared a feld study
survey on the statistics and data covering the role of the pri-
vate sector in the technical and vocational training in the
Kingdom of Saudi Arabia.
In this regard, the D.G. for Research and Studies at TVTC took
part in the analysis and feld study process by flling a ques-
tionnaire with the required information, henceforth send the
analytical data to A.L.O. The Directorate will sum up the status
and the size of the private sector involvement in the horizon-
tal and vertical construction of the technical and vocational
training systems in the Arab States.
The Directorate participates in the process of formulating a
paradigm/form of partnership between TVTC and the private
sector as well as identifying the size, types and methodolo-
gies of the private sector's participation in the technical and
vocational training in the Kingdom. It also identifes the actual
reasons that keep away or attract candidates to the technical
and vocational training.
3-Participating some main steering committees pertain-
ing to some current projects adopted by the Ministry of
Labor such as:
The Local Market Observatory (LMO):
Due to its membership, TVTC efectively participated in
the steering committees for the LMO project adopted
by the Ministry of Labor .The Project aims at improv-
ing and organizing the labor market in the Kingdom of
Saudi Arabia by providing documented data and view-
points for the decision makers , businessmen, research-
ers and other related institutions. TVTC, also participat-
ed in the development and evaluation of the technical
and vocational training process (As an Observatory), as
well as preparing lists for proposing the main cognitive
needs of the Observatory which has been classifed
into four elements: The request, the proposal, the edu-
cational and training institutions and the vocational
classifcation . Also, TVTC participated in the process of
reviewing and developing the indicators targeted by
the Observatory.
Setting up a comprehensive strategy for the Ministry of
Labor and its afliated departments.
For the purpose of serving those who are looking for
jobs, the Ministry set up a comprehensive strategy that
covers all types of its positions as well as other afliated
institutions such as TVTC.
TVTC participated in furnishing the goals. initiations
and mechanisms related to the training sectors. Also,
participated in reviewing the strategic plan of TVTC
along with the Ministry of Labor as well as revising the
process of rephrasing the main axis, performance indi-
cators and operational indicators. Coordination in this
regard is going on.
4- Efective supervision and complete coordination with
the Mckinsey & Company for Consultations Studies with
regard to the current study on the efciency and efec-
tiveness of the technical and vocational training:
The D.G. for Research and Studies supervised in coordination
with the Mckinsey & Company with regard to studying the

efciency and efectiveness of the technical and vocational
training. The Study is based on three pillars that concentrate
on diagnosing the TVTC current status, analyzing the labor
market demands and evaluating the training outputs. The
study resulted in the following:
Most TVTC programs prove to be excellent in their out-
puts
Standards are good and appropriate to the labor market
demands
Trainers are active and professionally highly qualifed
Most of the TVTC graduates(82%) believed that they've
received a type of training that helped them join the
labor market
50% of the TVTC graduates found jobs within less than
6 months upon their graduation
87% of employers expressed satisfaction with the TVTC
graduates which is higher than the international aver-
age (80%)
The result of employing graduates showed compat-
ibility with the results of the study conducted by TVTC
regarding the Graduates' Follow-up process.
As for the other two stages, the strategic transforma-
tion and the implementation of the plan they are still
under process.

Due to the importance of developing its programs and cur-
ricula to fulfll the requirement of Saudi labor market, Tech-
nical and Vocational Training Corporation (TVTC) seeks the
successful international experiences and adapts just those
playing signifcant roles in economic growth.
The adaption policy of these experiences takes diferent
forms, such as sending TVTC trainers overseas to undergo ad-
vanced training programs and/or technical consultations
To achieve the above purpose, TVTC has expanded its scope

The Technical and Vocational Training Corporation (TVTC) is
keen to utilize, to the most the generous fnancial support
granted to it by the Custodian of the Two Holy Mosques King
Abdullah Bin Abdulaziz .
Henceforth, TVTC prepared future plans to accommodate the
largest number of male/female trainees who are interested
in joining the technical and vocational training. By building
partnerships with the chambers of commerce, the big na-
tional companies and the related sectors TVTC adopted new
strategies through which it replaced the traditional training
methods by the most advanced training ones .
TVTC, also exerts eforts to modernize and renovate the cur-
rent constructional units in coordination with the related
parties. The role of Directorate General for Construction and
Maintenance is to prepare the engineering studies and de-
signs appropriate to the functions of these units in a way that
suits the surrounding contexts of the projects and be in con-
formity with the international engineering standards that re-
late to designs, selected materials and safety gear .The Direc-
torate is also responsible for supervising and administering
the various stages of executing the TVTCs projects as per the
scheduled plans as well as carrying out periodic maintenance
works required by the current units buildings.
First : Engineering Studies and Designs:
Due to the continuous development of the TVTCs technical
and vocational training programs which aims at meeting the
labor market needs in the Kingdom, the Directorate General
for Construction and Maintenance sets up the specifcations
and fexible designs appropriate to the nature of the train-
ing programs and taking into account the provisioning of the
related facilities, labs and model training workshops. The re-
lated designs , specifcations, selection of building materials
and the fnal touches must be in conformity with the interna-
tional engineering standards. The Directory also observes the
suitability of the above mentioned for the local environment
, safety procedures, types of facilities and the required furni-
ture.
In collaboration with the governmental bodies and in accor-
dance with the strategic partnership program, the Director-
ate is responsible for designing , administering and executing
private training enterprises in order to train the nationals on
certain vocations that would help in narrowing the gap in the
labor market related professions.

As per the Agreement signed with the Ministry of Interior,
TVTC is establishing a number of vocational training institutes
for qualifying and rehabilitating the male/female inmates ac-

Third: Provisions and supplies:
TVTC provides training equipment , tools, materials,
educational facilities, furniture and ofce supplies to all
training units, military vocational training institutes and
administrative departments afliated to TVTC. Also, provided
182 labs , workshops and 8147 computers to the training
units.

Supporting Centers :
The main purpose of the Supporting Centers (afliated to the
Councils) is to preserve and safeguard the equipment and
installations being provided during the recent years. These
centers contributed in the process of repairing, installing
and operating the equipment and facilities at areas lacking
permanent supporting centers but may receive support from
the nearest center.
Total estimated payments against the maintenance of
equipments and repair works is SR 55.787.572
