A
visiting World Bank offcial has expressed optimism
about ongoing construction of Ebola Treatment
facilities in Liberia as the international community
rallies support to fght the worse ever outbreak of the
deadly virus in the West African Sub region.
Liberia, Guinea and Sierra Leone are currently struggling to
cope with the outbreak of Ebola which has now infected 10,114
people with 4,912 deaths in all three countries according to
October 25 statistics from the World Health Organization.
Dr. Tim Evans, Senior Director, Health Nutrition and Global
Practice currently visiting Liberia following a tour of several
Ebola treatment centers in Monrovia and environs including the
ELWA treatment centers, old Ministry of Defense unit, amongst
others said he is impressed with the way construction of Ebola
treatment facilities are taking place in Liberia.
There are lots of constructions going on and that is vey good for
the treatment of Ebola, I have seen good things on the ground,
the World Bank offcial said.
He indicated that the best mean of fghting the virus is through
a strong health care delivery system, and expressed the Bank
willingness to support Liberia in such direction.
The best and fastest way to fght the virus is to strengthen health
facilities, Liberia is now moving in the right direction with the
construction of these facilities, said Dr. Evans.
Dr. Evans said strong health care system is the best protection
against Ebola and other illnesses and promised that bank will
support Liberia during the current crisis and even beyond by
ensuring that systems are put in place to strengthen health care
delivery.
There a is need to strengthen key porous health system and
the Bank has already provided $52 million and we will provide
more support to the Government of Liberia even after Ebola for
a strong and better health care system, Dr. Evans further said.
Need for community Care Centers
Dr. Evans underscored the need for more community care
centers in helping to deal with the virus at the community level.
According to him, during a visit to District #7 in Montserrado
County, he was impressed to see a family that had been under
quarantine for 21 days, expressing that such willingness from
the communities to adhere to measures aimed at fghting the
virus will help.
He said the number of people recovering from the virus and
going home is an indication that things are improving.
As of October 25, the WHO reported that Liberia had total Ebola
cases of 4,665 out of which total confrmed laboratory cases are
965 with 2,705 deaths overall.
Dr. Evans is currently the Senior Director for health, Nutrition
and Population Global Practice at the World Bank Group and
has been active in the international health arena for more than 20
years according to a World Bank profle.
Before joining the World Bank, Dr. Evans served as Dean of
the James P. Grant School of Public Health of BRAC University
in Bangladesh and also previously served as Assistant Director
General at the World Health organization, heading the Evidence,
information, Research and Policy Clusters, where he oversaw
the production of the annual World Health report.
According to the World Bank Group, it is mobilizing a $400
million fnancing package for the countries hardest hit by the
crisis, including $230 million announced in August 2014 and an
additional $170 million announced in September 2014. Of the
$400 million, $117 million is already disbursed to countries and
implementing agencies, including $58 million for Liberia, $34
million for Sierra Leone and $25 million for Guinea.
The Bank has stated that most of the $117 million ($105 million)
was approved by the World Bank Groups Board of Executive
Directors on Sept. 16, and was new money provided in grants
from the World Bank Groups IDA Crisis Response Window
with the other $12 million in the emergency fnancing was
reallocated in August 2014 from existing health projects in
Liberia and Sierra Leone ($6 million per country) to make some
funds immediately available and take advantage of the existing
implementation capacity set up for these projects. The World
Bank Groups Board of Executive Directors will consider the
remaining new funding in the coming weeks.
A factsheet from the Bank states that these funds are paying
for essential supplies and drugs, personal protective equipment
and infection prevention control materials, health workers
training, hazard pay and death benefts to Ebola health workers
and volunteers, contact tracing, vehicles, data management
equipment, and door-to-door public health education outreach
and also are providing budget support to help the governments
of Guinea, Liberia and Sierra Leone cope with economic impact
of the outbreak, and are fnancing the scaling up of social safety
net programs for people in the three countries.

EDITORIAL
IN 1978, a Lebanese businessman, who had accused a
Liberian teenager, Edward Gberrie of eating a candy from
the businessmans supermarket shelf on Center Street,
allegedly strangled the teenager to death. But due to the
lack of evidence at the time, the Lebanese businessman was
acquitted.
AT THE TIME many became infuriated with the justice
systems delivery and questioned President Tolberts avowed
policies of change and equality. Public confdence in the
judiciary, as guardians of rights and justice, was further
eroded.
TWENTY SIX YEARS later, the justice that eluded young
Gberrie appears to still be in our midst amid reports that
higher hands were instrumental in the mysterious release
from the Monrovia Central Prison and possible fight of
Anthony Kassabli, 44, and his father Edmund Dib Kassabli,
81.
THE FATHER AND SON were arrested in July 2013 and
later indicted by the government of Liberia on four counts of
gang rape, illicit human traffcking, and possession and sale
of a physical object for lethal use.
IN THE INDICTMENT, the government alleged that the
defendants, along with one Madam Habba Kou Kawar,
recruited and transported fve Moroccan women into Liberia
to use them as sex workers. It further stated that the defendants
operated a Bar and Restaurant on Center Street, where they
used the Moroccans as sex workers in violation of the law.
THE INDICTMENT STATES that the defendants took away
the girls passports and other travel documents and failed to
pay them as promised. That the seven (7) victims traveling
documents were seized from them by defendant Anthony
Kassabli, upon their arrival in Liberia on separate dates and
time(March to July) 2013) respectively subjecting them to
immense restraint," states the charge sheet.
THE PAIR WAS convicted by a jury on December 31, 2013
of all the charges, including illicit traffcking of human
beings, migrant smuggling, felonious restraint, gang rape,
and illegal possession of a frearm.
IN A SPACE of one month, the Criminal Court E, trumpeting
a new judge, a female, Ceaineh Clinton Johnson, accepted
the Lebanese mens request for a New Trial fled on their
behalf by their lawyers on January 7, 2014.
SADLY, WHILE the pair was in the process of appealing
before the Supreme Court and while that appeal was being
processed, they vanished into thin air.
A FRONTPAGEAFRICA INVESTIGATION has gathered
that President Ellen Johnson-Sirleaf made a request to the
Ministry of Justice to inquire how the pair could be pardoned
but it is unclear what advise the president received or who in
the judicial branch of government gave the greenlight for the
release of the pair.
FRONTPAGEAFRICA HAS reviewed a number of
communications in which the Presidency suggests that the
President insisted that there was a window of opportunity
for the pair to be pardoned, probably leading to their release
from the MCP.
SOURCES WITHIN THE JUDICIAL branch confrmed to
FrontPageAfrica that the Presidents letter requesting the
exploration of a pardon mentioned that the older Kassablis
was disoriented and suffering from Alzheimers, a claim
which FrontPageAfrica has learned has been debunked by
a medical report, also viewed by FrontPageAfrica, proving

iberians are facing local and international rejections and
the worst yet to come. It is all happening because the
Ellen led government lied to the Liberian people when
the Ebola Virus news was frst published. If Ellen,our
CEO for the Industry of Corruption in Liberia had taken the
appropriate actions similar to the Ivorian Government, the people
of Liberia would have been better off with the fght against Ebola.
I want tobelieve it was a calculated plan for the widespread of
this virus for personal gain and interest. The president knew
there would have been international donations coming from all
over the world and therefore, appointed herself the Ebola Task
force Commander in Chief. Now, the virus is out of control
and has deeply exposed the administrationsgreed, corruption,
broken health care system, mismanagement, lack of transparency
and accountability, weakgovernance and the lack of proper
coordination to fght the Eboladisease.
I stand to be corrected that there are very good hearted Liberians with
professional skillson the ground could have put a workinggroupin
place to contain the deadly Ebola virus. Take for instance; when
the Liberian war was ongoing, It was Blamo Nelson, a Program
Analyst who skillfully put together SELF with the assistance of
strong community organizers, J. Nagbe Sloh, Michael G. George
and others.SELF was well coordinated and widely distributed
food across party lines and individuals interest when Liberians
were dying of hunger. It was a high degree of professionalism
on display by patriotic citizens to help their fellow citizens. If
Madam President has no hidden agenda and tolerate opposition
political leaders by putting the interest of the people and country
frst, she would have named Blamo Nelson to coordinate the work
of the Ebola Task force. I am of the convictionthe outcome would
have beenimpressive beyond imagination.
The government recent action to deny local and international
media access toEbola Treatment Centers must be condemned
in no uncertain terms. A free press is the essential guarantor
of the publics access to information and of course, Liberians
cannot be an exception. The Ebola epidemic should not be made
private when people are dying due to this disease and the citizens
must have the right to know the progress government is making
to contain the widespread of the disease. The disease has no
boundaries and therefore, members of the press must continue
with regular updates on the progress of the Ebola Virus.In the
midst of all the negativity, hardship and fnancial diffculties our
Liberian Journalists are faced with, they are mentally prepared to
put themselves at risk to feed the Liberian public and the world
with developing stories. Notwithstanding, the press is now facing
challenges with the ministry of Informationreinventingregulations
to impose control on the media. Before the government shut
down the Chronicle newspaper, the International Law Group
which represents the legal interest of President Ellen Johnson
Sirleaf threatened to initiate legal action against the publisher,
Mr.Philibert Browne because he published a news story that did
not go down well with the president.
Let it be known that Madam President can be vindictive and that is
why formerJustice Minister, Jenkins K.Z. B. Scott died painfully
among a load of garbage in Monrovia. There were many appeals
to the president to assist a former government offcial to no avail.
Moreover, because Gabriel Baccus Matthews supported George
Weah for president, he was denied an offcial passport by the then
Director of Passport, Mary Broh a member of the Presidents
Kitchen cabinet when he Matthews wanted to seek medical
treatment in the United States for prostate cancer. How wicked is
this old lady my dear people!If Madam President worthy of praise
for doing a good job in accordance with her constitutional duty
and exercise prudent judgments, I will not hesitate a moment to
wave palm branches in her honor. Of course there are men of
character with substance but, most time succumb to corruption
and therefore, bringing their characters to public scrutiny and
subsequent loss of trust.
It is no secret that the war on corruption has not been won by
the Ellen Johnson sirleafs government and many Liberians,
who are feeling the direct effect, are undoubtedly voicing
out their complete dissatisfactions and many gravy seekers
and Ellensloyalistsare fnding it diffcult to accept how these
dissatisfactions are expressed. Despite the individual feelings, we
all love our only country, Liberia. However, due to the economic
problems under the leadership of Ellen, Liberians in Diaspora
are sending money through western union and MoneyGram in
the amount of US$350.00million dollars annually to sustain
their relatives. Moreover, Liberians from Diaspora are building
beautiful homes all across Liberia and shipping cars for the
convenience of transportation when it is time to return to their
land of birth. Will the Ellensloyalists argue over the fact that
Ellen being criticized for not restoring electric and water as
promised nine years ago? How about good roads for easy access
to travel to your county of birth? I recalled the government could
not host its own Independence Day celebration due to bad road
condition from Monrovia to Sinoe. It is self-evidence that massive
corruption hinders economic growth in any society and Liberia
continues to have its major share.
One issuegovernment cannot adequately explain is, Liberians are
demanded to pay in United States($25.00) to obtain a Liberian
passport and the Ministry of Foreign Affairs refuses to accept the
equivalent in the countrys currency.Why will a government of
the people, by the people and with the people not accept her own
currency from the people? In conclusion, I say to those who are
happy with how Ma Ellen is running Liberia, may God also run
their lives exactly in the same manner. Amen!

THE MYSTERY surrounding the release and possible fight of
the pair, will most likely dampened gains made by Liberia in
the area of human traffcking.
NUMEROUS INTERNATIONAL reports, particularly the
U.S. State Department Human Rights report have slammed
faws in the judicial system in Liberia. The constitution and
law provide for an independent judiciary; however, judges, and
magistrates were subject to infuence and corruption. Uneven
application of the law and unequal distribution of personnel
and resources remained problems throughout the judicial
system, the U.S. report noted in February.
THE MISCARRIAGE OF JUSTICE pales in comparison to
previous government and is already drawing contrast to late
President William R. Tolbert.
THE TRUTH & RECONCILIATION Commission(TRC)
noted in its fnal report that both the Gberrie and Allen Yancy
cases bore the enormity of Tolberts challenges, contradictions
inherent in his policies, and the resentment he received from
the two worlds subsisting in Liberia. In 1978 Tolbert was
requested, beckoned and petitioned by the establishment to
grant clemency to the son of Hon. Allen Yancy (Superintendent
of Maryland County and Party vice chairman of the TWP)
who was found guilty of ritualistic killings along with several
other citizens of Mary Land County and were found guilty of
ritualistic killings along with several other citizens of Mary
Land County and were 103 hanged at dawn till death in
execution of their sentence by a court. The establishment was
infuriated by Tolberts refusal to grant clemency or pardon. In
the same year, Edward Gberrie, a laborer or store boy working
in the supermarket of a Lebanese businessman was choked
by a Lebanese for stealing a candy he apparently saw the boy
taking. To destroy evidence the boy seemingly, attempted to
swallow the candy and was choked till death by his Lebanese
employer.
ALTHOUGH it is yet to be determined what role if any, the
executive and the judiciary branches played in the release of
the Kassablis, the decision is likely to be debated for a long
time coming. Liberias lingering reputation as a nation where
justice is a dish best left only for the rich and powerful; will
no doubt be tested amid a lot of rhetoric from those at the
helm of power and a solemn reminder from the halls of justice
declaring: Let Justice be Done to All.

to leave Liberia (you can't stop them)? Why are we not surprised?

Madam Youngblood, I am greatly concerned about your
Legislative leadership styled in district 9, Montserrado
County. Your campaign message during the 2011 General and
Presidential Elections was Generational Change, Consultative
decision making and Youth empowerment amongst other things.
But, it seems that you are old wine in new bottle, what all you
spoke of during your campaign period, you are contrary to those
things in your campaign promises to the people of the District.
Madam Youngblood, since your election in 2011, we have not
seen much from your promises made, you promised to provide
vocational education for the Young people but it seems fruitless,
you ostentatiously opened a vocational school named Liberia
Vocational Training Institute (LVTI) where over 200 students
registered with L$: 800.00 each to enroll and after you and your
cohorts collected the money, you intentionally closed the school
without refunding the struggling young people money. Is thIS
the empowerment you spoke about during your campaign in
2011? Madam Youngblood, you instituted an interim leadership
in Lakpazee with the false pretend that they would have
Review and Revise the Existing Constitution and well conduct
elections for the Community within six-month, not knowing
you was looking for people that will dance to the whims and
caprices of your masqueraded and misdirected legislative
platform. But, beware that your unprogressive cohorts are
hereby removed from offce by Resident of the community for

t breaks my heart dearly to hear and see these deliberate abuses
of power and fertilization of inequality from the government we
settled for in the name of democracy.
Every day I see myself heavily tied down and unable willingly
to converse with my 8 years old why the state of affairs in Liberia
continues to be so detriment to its own citizens happiness.
How can I explain to him that Ebola has an incubation period, it can
be quarantined and controlled but corruption and nepotism in Liberia
cannot be eradicated?
We cannot continue to recycle freedom fghters in the absence of
colonization unless our leaders are our oppressors. If they are, lets arm
ourselves now with all we have, let this time be their only incubation
period, lets quarantine them and control them. If not now, When?

ust few weeks to the offcial end of the August Term of
Court, Chief Justice Francis Korkpor has granted an excuse
to all prosecuting lawyers in the country to participate
in the quarterly workshop under the theme: Effective
Prosecution under the state of emergency taking place in Bentol,
Montserrado County from October 27-31, 2014.
The Chief Justices decision which takes effect commencing
Monday, October 27, 2014 in the various courts around the
country comes as the result of request made to him by the Ministry
of Justice to excuse all prosecutors in the Republic of Liberia from
all court activities from Monday, October 27 to Friday October
31, 2014.
Part of a letter from the offce of Court Administrator Cllr.
Elizabeth Nelson states: The Supreme Court is therefore sending
down a mandate to all current judges, specialized court judges,
magistrates and associate magistrates and all court offcials that
on the dates mentioned all prosecutors are excused from all
court activities and will therefore not appear in court from 27-31
October 2014.
Other parts of the letter to the court offcials stated that the Judiciary
wishes to inform court offcials that this becomes necessary due to
a pending regular quarterly workshop for prosecutors to be held
on the above mentioned dates by the Ministry of Justice.
Another part of the letter also stated that let the announcement
should claim the prompt attention of all Circuit judges, specialized
courts, judges, magistrates, associate and other court offcials.
At the same time Chief Justice Korkpor and Associate Justice
Kabineh Janeh departed Monrovia on Thursday and visited
various courts in Caresyburg, Salala,Kakata and Ganta as well
Sanniquellie.
The Director of Public Information at the Judiciary, Singbe
Johnson briefng reporters Monday on the ground of the Temple
of Justice said that the purpose of the Chief Justice and Associate
Justice Janeh trip to the four counties was to inform court offcers
on the need to take preventive measures in the fght against the
deadly Ebola virus and the need for magistrates and judges to use
discretionary power in the discharge of their duties during this
Ebola period.
He stated that while visiting the four counties the Chief Justice
and party distributed 20 bags of rice to the Ganta Isolation Center
and anti Ebola materials (buckets).
In Sanniquellie, Nimba County the Director of Public Information
Singbe Johnson also stated that the Prison Superintendent of
the county was urged by the Chief Justice to record, submit
and work with the county attorney in submitting the names of
inmates who committed lesser crimes for possible release to
avoid overcrowding of the prison and noted that inmates who had
committed capital offences and suspected of the symptom of the
virus should be treated before going to prison to avoid infecting
others with the virus.
During ceremony marking the opening of the October Term of
the Supreme Court, Chief Justice Korkpor elaborated highly on
the outbreak of the Ebola Disease in the country and the need
for a collective effort by the three branches of government, the
Executive, Legislative and Judiciary to fght the virus out of the
country adding that nothing tangible can be done in the midst of
the virus.
At the occasion attended by the President Madam Ellen
Johnson Sirleaf, Chief Justice Korkpor urged judges to exercise
discretionary power by avoiding sending to prison defendants
who commit lesser crimes but to rather commit them to their
lawyers as another mean of preventive measures against the virus.

Duncan asked him
whether he came
in contact with any sick person
before traveling to the US he said
yes according to nurses who were
treating him at the hospital in
Texas.
Nurse Sidia Rose told American
broadcaster CBS News.com that
because US State and federal
health offcials wanted to know
if Duncan had been with anyone
who had died in Liberia she asked
him the question and he revealed
a secret.
And that's when he said to me his
family had suffered a loss. That he
had buried his daughter who had
died in childbirth, she said.
But nurse Rose said Duncan told
her it was not Ebola that killed
his daughter. Rose told us that
she reported this to the Texas
Department of Health, but then
Duncan denied his own story when
he spoke to those offcials.
Duncan then lied about his
travels and about him burying his
pregnant daughter who had died in
childbirth.
Duncans story to his US care-
givers contradicts the real story in
his community in Liberia a little
because in the 72nd community,
where he lived before traveling to
to the US, many saw him as this
humanitarian who went to give
help to a neighbor whose daughter
was pregnant and sick. Mathaline
Williams was six months pregnant
and her parents were Duncans
neighbors who owned the
apartment that Duncan lived in.
Irene Senyou, lives in the
apartment right next to where
Duncan lived before his travel.
Senyou told FrontPageAfrica that
her next-door neighbor Duncan
helped their landlord when his
(landlord) pregnant daughter who
later died was sick. She said
When the girl got sick, he helped
to carry the girl. He helped to put
the girl in the car to take her to the
hospital, she says.
When they brought her back he
helped to put her in the house. He
was not looking sick and he never
knew the girl had Ebola.
Duncan was 42 years old and
travelled to the US from Liberia.

ultiple sources in the Liberian
government confrmed to
FrontPageAfrica Monday that
the government still intends
to ensure that convicted Lebanese Anthony
Kassabli, 44, convicted of Human Traffcking
and rape, does not evade justice.
FrontPageAfrica has been informed that
although Anthony Kassabli is currently out
on bail, pending an appeal process at the
Supreme Court. His father, Edmund Dib, 81,
however was reportedly released on bail due
to ailing health. He has since left the country.
Human traffcking is a bailable offense but
rape is not in Liberia. The older Kassabli
was reportedly only convicted on the human
traffcking charge which is bailable.
One of the frst actions of President Sirleaf
when she took offce in 2006 was to put
forward a bill making rape a non-bailable
offense. The law widens the defnition of rape
to cover penetration with any foreign object,
and not just the penis. Also, when a victim
is under the age of 18, she is automatically
deemed not to have given consent. The law
also covers gang rape, carrying a penalty of
life imprisonment.
FrontPageAfrica has also learned that
prosecutors are pressing ahead for an
overturn of the bail granted the younger
Kassabli by the lower court, Criminal Court
E, at the high court.
Many are now wondering how key fgures
in a high-profle traffcking case which has
drawn the attention of the world managed to
walk out of the notorious and well-guarded
Monrovia Central Prison without the
knowledge of the presidency or the Judicial
branch of government.
Anthony Kassabli was arrested in July 2013
along with his father and later indicted by the
government of Liberia on four counts of gang
rape, illicit human traffcking, and possession
and sale of a physical object for lethal use.
The government alleged that the defendants,
along with one Madam Habba Kou Kawar,
recruited and transported fve Moroccan
women into Liberia to use them as sex
workers. It further stated that the defendants
operated a Bar and Restaurant on Center
Street, where they used the Moroccans as sex
workers in violation of the law.
The indictment states that the defendants
took away the girls passports and other
travel documents and failed to pay them
as promised. That the seven (7) victims
traveling documents were seized from
them by defendant Anthony Kassabli, upon
their arrival in Liberia on separate dates
and time(March to July) 2013) respectively
subjecting them to immense restraint," states
the charge sheet.
The pair was convicted by a jury on
December 31, 2013 of all the charges,
including illicit traffcking of human beings,
migrant smuggling, felonious restraint, gang
rape, and illegal possession of a frearm. But
in the space of one month, the Criminal Court
E, trumpeting a new judge, a female, Ceaineh
Clinton Johnson, accepted the Lebanese
mens request for a New Trial fled on their
behalf by their lawyers on January 7, 2014.
That process was in the works when Judge
Johnson dismissed concerns by prosecutors
to release the pair on bail.
The pair was indicted for human traffcking
and gang rape. Unanimous verdict in the frst
trial, judge set aside jury verdict. C Clinton,
unanimous verdict.
Prosecutors had argued that the elder
Kassabli should be taken to the hospital like
any other prisoner, but the pleading was
rejected by the judge who granted him bail.
Prosecutors reportedly argued against the
decision by fling a prohibition to stop the
judges decision but the judge granted bail
anyway because it was Ebola time and there
was no reason to keep him in jail, a source
told FPA Monday.
Liberia has become a major hub for human
traffcking with the U.S. State Department
recently declaring that the government
does not fully comply with the minimum
standards for the elimination of traffcking.
But while the government has been making
some strides in recent years and winning
praise for the arrest and conviction of
the Kassablis, the mysterious release and
reported fight of the older Kassablis and
bail of the younger Kassabli may have
dampened progress made by Liberia on that
front, according to diplomatic observers who
have been following with keen interest the
unfolding developments of human traffcking
in Liberia.
Ahead of the 2005 presidential elections,
Sirleaf trumpeted womens rights and
reechoed her quest during her inauguration
speech in 2006 when she stressed prioritizing
"empowering Liberian women in all areas of
our national life".
She followed up the pledge again on her quest
for a second term ahead of the 2011 elections
when she promised to "ensure that [women
and girls] would receive real protection from
sexual abuse" by providing "qualitative
health services and necessary care" for
victims.
Womens rights advocacy was a central
theme of Sirleaf when she pledge in a
statement before US legislative bodies on
March 15 2007: "I stand before you today,
as the frst woman elected to lead an African
nation, thanks to the grace of almighty God;
thanks to the people of west Africa and of
Africa generally, who continued to give hope
to my people.
Sirleaf went on to say: "Women, my strong
constituency, tell me that they want the same
chances that men have. They want to be
literate. They want their work recognized.
They want protection against rape. They
want clean water that won't sicken and kill
their children. We must not betray their trust."
He few to Dallas to visit family,
became sick a few days later, and
then made his frst visit to the
Dallas hospital.
It was the night of September
25 when Duncan frst came into
the hospitals emergency room.
According to the hospital records,
he had a temperature of 100.1. Over
the course of the four hours or so
that he was here, his temperature
spiked to 103, but then it dropped
back down. Again, according to
the hospital records, he told the
staff that he had come from Africa,
but did not specify West Africa or
Liberia. About three o'clock in the
morning, with his symptoms not
very severe, the staff decided to
send him home with antibiotics.
But three days later he was back
in the ER gravely ill and about
as contagious as he would ever
be. The virus is not transmitted
though the air but physical contact
with a single viral particle can
cause infection. The hospital
notifed state health authorities
immediately. And they wanted
Rose to ask several urgent
questions of Duncan.
Duncan lied on Liberian airport
questionnaire before leaving for
the US, he was asked if he ever had
contact with anyone who was sick
from Ebola or anyone who had
died and he checked No on all the
options on the questionnaire.
Nurse Rose revelations shows
another side of the late Duncans
story. Many would now wonder
who this daughter he told the
nurse had died in Childbirth was,
because Williams the pregnant
woman he helped carry was not his
daughter but his neighbors.
Duncan went to Texas Health
Presbyterian Hospital September
25th with a fever and was sent
home. But three days later he was
back with a temperature of 103
degrees, and was diagnosed with
Ebola.

him words of encouragement.

whatever you need -- let us know
and we'll get it.

to him and comforted him because
his family couldn't be there,"
mulligan continued. "I mean,
you can't take that risk with this
type of disease of exposing, you
know, loved ones, as much as you
want them there. It's just not a
possibility."
A few days after Duncan died,
nurse Nina Pham became ill,
followed by nurse Amber Vinson.
Both of them have now recovered
from Ebola.

My siblings and I were not perfect kids. But my parents never focused on our weaknesses / problems rather they always
focused on the solutions. They constantly told us that we were the best kids in the world. And we grew up secure, knowing
not only that our parents loved each other but that they also loved us, and believed that the best was in us. They were
willing to stand by us through thick and thin weather. If you want to bless your children, start declaring Gods goodness
in their lives, start boldly declaring Gods face is smiling toward you, and he longs to be good to you. I declare that you
are blessed with an obedient heart, with success, with supernatural wisdom, may you have clear direction for your life.
Daddy, nine years ago you left us, but your memory still live with us, we laugh and talk about you everyday. When you
turned ninety (90) we celebrated; today you would have been one hundred (100). Imagine if you were here OH MY
GOODNESS!!! We could have celebrated in grand style. But we are confdent that you are celebrating with the angels
and many others. Rest in peace daddy, we will meet on the great getting up morning when the dead in Christ shall rise.

agreement.
Liberia and Norway on
September 23, 2014 in the
city of New York during
the United Nations Climate
Summit entered into a
partnership to improve forest
governance, strengthen
law enforcement, and
support efforts in reducing
greenhouse gas emissions
from deforestation and forest
degradation in Liberia.
The partnership aims at
facilitating green growth
through the development of a
deforestation free agricultural
sector in the country. Norway
will support Liberias efforts
with up toUSD $150 million
until 2020.
Prior to the signing of this
landmark partnership there
were several consultations
with Civil Society
Organizations working in the
forestry sector, Government
Ministries and agencies.
These consultations were
climaxed with a visit from the
Government of Norway in
June 2014.
During the Norwagian
delegation visit a meeting with
Civil Society Organizations
was held at the Mamba Point
Hotel on the night of June 10,
2014.10.22
On June 11, 2014 the
delegation met with the
Forestry Sector Working
Group at the FDA head offce
in Whein Town, Monrovia.
That meeting was followed
by yet another meeting at the
Ministry of Finance chaired
by then Acting Minister, Hon.
Sebastine Muah with offcials
of the Land Commission,
LISGIS, Ministry of
Agriculture, Ministry of
Lands Mines and Energy and
the Evironmental Protection
Agency.

ON SEPTEMBER 23RD, 2014 IN THE CITY OF NEW YORK, USA BETWEEN THE GOVERNMENT
OF LIBERIA AND THE KINGDOM OF NORWAY READ BY HON. HARRISON S. KARNWEA, SR.;
MANAGING DIRECTOR OF THE FORESTRY DEVELOPMENT AUTHORITY AT THE HEADQUARTERS OF
THE FDA IN WHEIN TOWN, PAYNSVILLE, MONROVIA-LIBERIA ON OCTOBER 22, 2014
The delegation later during the day met with the REDD Technical Working
Group at the Environmental Protection Agency and proceeded to a meeting
with President Sirleaf at her Foreign Ministry Offce. A dinner was held at the
Mamba Point Hotel on the night of June 11, 2014 for the visiting delegation.
In the initial years of the partnership funds from Norway up to USD $
55 million will be devoted to the implementation of policy measures and
institution building necessary to reach the phase which entails payments for
reduced carbon emissions, while $ 15 million will be for direct budgetary
support to the National Government, meaning phase one will total USD $ 70
million.
In the period towards 2020, an additional USD $ 80 million will be paid for
verifed reduced emissions. Implementation of the partnership will be fexible
and adapted to the challenging circumstances of Liberia.
What does this agreement with Norway mean for the people of Liberia?
Enable Liberia to place 30% or more of her forest estate under
protected area status before 2020, something we have been unable to do since
due to the lack of funds
Build capacity in relevant institutions and further increase efforts to
enforce the law, strengthen forest governance to avoid illegal and unsustainable
logging
Refrain from issuing any new logging concessions until all concessions
have been reviewed by an independent body to ensure compliance with the
laws (for example, building of sawmills as stated by law, employing competent
Liberians as required by law, etc.)
Piloting direct payments to communities for protecting their forest
Establish a public-private coalition with multilateral companies
committed to ambitious zero deforestation policies. To this effect we can
leverage our membership with the Tropical Forest Alliance
The agreement further aims to contribute to sustainable development in Liberia
through the protection of natural forests, restoration of degraded lands, the
development of Liberias agriculture through the enhancement of sustainable
agricultural management, and greening supply chain, among others.
Under the General Approach and Principles of the agreement, the parties will
give all relevant stakeholders, including local communities, civil society and
women in particular, the opportunity to fully and effectively participate in the
planning and implementation of REDD+.
Additionally, the parties (Norway and Liberia) will respect the rights of
individuals, indigenous forest dependent and local communities to give or
withhold their Free, Prior and Informed Consent (FPIC) to operations on lands
to which they hold legal communal and customary rights and ensure that those
tenure rights are respected.
Still under the General Approach and Principles, the parties will seek proposals
and progressive scaling up of fnancing, actions and results over time based
on principle of payment for performance and be fully transparent under the
partnership and related efforts by the government of Liberia and its other
development partners, among others.
Prior to the signing of the agreement, the government of Liberia had already
put in place and mobilized the necessary institutions and the legal regulatory
frameworks tasked with supporting the successful implementation of a REDD+
strategy in Liberia.
Some of the undertakings by Liberia prior to the signing of the agreement with
Norway which constitute the phase one includes:
(a) the successful preparation and submission of a Readiness Preparation
Proposal (R-PP) to the Forest Carbon Partnership Facility which proposal was
approved in March 2012,
(b) the ratifcation of the Voluntary Partnership Agreement(VPA) for
Forest Law Enforcement, Governance and Trade with the European Union,
(c) the National Forestry Reform Law of 2006,
(d) the Community Rights Law of 2009 with Respect to Forest lands and
its attending Regulations, and
(e) the Code of Harvesting practices which entails low impact logging
activities among others.
Phase two of the agreement will be initiated in January 2015 and will include
strategy development and multi-stakeholder participation, capacity building in
key institutions, civil society and communities as well as legal reform and law
enforcement.
Others are measurement, reporting and verifcation and reference level
development, social and environmental safeguards, Protected Areas Expansion
and Strengthening. Land use Planning and analysis, Sustainable Agriculture
Development, Testing incentive for landowners participating in REDD+.
Phase three focuses on fnancial contributions by Norway where all REDD+
contributions will be triggered by agreed deliverables regarding the reform
agenda outlined in the agreement. These contributions will initially fow
through the World Bank Liberia REDD+ Investment Program and will
gradually develop into payments for verifed emissions reductions to fnance
Liberias full green growth development portfolio.
Norway has the intention to contribute funds to Liberias REDD+ efforts up
to an amount of 150,000.000USD for a multi-year period starting 2014 given
verifed progress on agreed deliverable.
My dear countrymen, we have an unwavering commitment to work with all of
our partners including the Liberian Timber Association (LTA), Civil Society,
The forest dependent Communities and other partners who have stake in the
proper management of our forest resource.
We will never, REPEAT; never engage in any act that will infringed on the
interest of any of our partners and our people. We remain open to dialogue with
our diverse partners and, as a frst step, will be inviting all of our partners to a
roundtable conference to sort any area where we may have some doubt or may
have misunderstood the intent and purpose of this agreement. We are in this
together; let us pursue a common agenda.

ega a Marshall Islands fagged cargo vessel contracted by the U.S. Department of Defense
Transportation Command (TRANSCON) to deliver force provider equipment, medical
supplies and construction materials procured by the U.S. Defense Logistics Agency
docked at the Port of Buchanan.
Lt. Sydney Harris, Commander of Transportation of the US governments Military Ebola response,
Operation United Assistance described what was onboard the vessel: There are six hundred and
ninety pieces of (and by pieces I mean those 24 boxes you see up there and a few forty footers); of
those, four hundred and ffty-fve are construction materials, he said. Three of them have Personal
Protective Equipment for the ETUs; sixty-eight of them are food, four of them have wretches (which
is a rough terrain container, handler).
The ship which is one of several others to come brought in 57 twenty-foot equivalents of Force
Provider Equipment, 16 forty-foot fattracks of Rough Terrain Container Handlers, 68 container
twenty foot equivalents of fuel tanks; 455 containers of building materials for ETUs; and 4 containers
of mixed supplies. To put this amount in perspective, the US department of defense says it would
potentially take over 300 C-17 Cargo Transport aircraft to deliver the same amount of cargo aboard
Vega.
This is the frst shipment of several seaport operations providing supplies to Liberia from the U.S
to support the US Government response to the Ebola crisis according to the US Department of
Defense. This result will be a larger infux of needed supplies to sustain troops and build training
and treatment facilities in the effort to contain the spread of the Ebola Virus Disease, it stated.
The Liberian Coast Guard will provide waterside port security using skills and knowledge gained
over the last fve years as part of a larger U.S. Security Cooperation program mentored by the U.S
Coast Guard. The LCG effort will feature the capabilities of their 27-foot and 33 foot safe boats
provided by the United States.
Members of Joint Force Command-United Assistance (839thTransportation Battalion) will be
assisting in the offoad of cargo,using 40 trucks and 3 ship cranes.
The Buchanan SPOD is a light spot capable of receiving light cargo vessels and containers. This
means it can take vessels of 200 meters or less in length and cannot be to so heavy as to have more
than 30 feet of hull under the water.
U.S. and Liberian forces are constructing a Brigade Support Area (BSA) in Buchanan. This includes
40,000 square meter secure container yard to house supplies, and a Life Support Area(LSA) capable
of sustaining approximately 1,000 troops.
Patrick Kanneh, Head of the Port of Buchanan elated about the shipment said: It is good for Liberia,
not only Liberia but the sub-region; thats Liberia, Guinea and Sierra Leone and all other countries
that have experienced Ebola.

resident Ellen Johnson Sirleaf has
praised United States (US) army
Major General Darryl Williams for
his leadership ahead of a military
deployment in Liberia as part of its
fght against the outbreak of the Ebola virus
disease.
The Liberian leader stressed that the vanguard
role played by Major General Williams proves
United States commitment to the relationship
between both countries especially in forming a
common front to defeat the Ebola virus.
According to an Executive Mansion release,
President Sirleaf made the assertion on Friday,
October 24, when Major General Williams paid
her a farewell courtesy call and at the same time
introduced his replacement, Major General Gary
Volesky.
Speaking earlier, Major General Williams
expressed gratitude to President Sirleaf and the
Liberian people for the level of enthusiasm they
have demonstrated in forming a united front
to fght the disease and that the U.S. army was
happy to form part of that front.
Major General Williams stressed that US troops
under his command have been able to build six
additional mobile labs and plan to construct
additional 17 Ebola Treatment Units - 12 of which
have been completed or nearing completion.
He named sites in Tubmanburg, Bomi County;
Senje, Grand Cape Mount County; Buchanan,
Grand Bassa County and the southeastern region
of the country.
In earlier remarks, U.S. Ambassador to Liberia,
Debora Malac, disclosed that beginning this
week, U.S. military personnel will commence
training of ETU personnel. Five hundred persons
are expected to be trained per week and will be
deployed to new ETUs being constructed.
Ambassador Malac said while Liberia makes
progress in cutting transmission, the centers
being constructed are part of the U.S. strategy in
preparing for worst case scenario.
Incoming U.S. Army Commander, Major General
Gary Volesky, renewed U.S. commitment to
teaming up with Liberia to defeat the Ebola virus
disease. He said the U.S. militarys intervention
here will be characterized by fexibility, speed
and confdence and expressed confdence in the
Armed Forces of Liberias (AFL) Engineering
Battalion in their collaboration.
Major General Volesky said the AFL has
demonstrated a high degree of professionalism
and strength and informed the Liberian leader
that the US army could not have done it alone
without the collaboration with the AFL.
Major General Williams has since departed the
country describing Liberians as hospitable and
always willing to help.

Khumalo, a local actress and
singer, in the township of

"Two guys entered the house
and demanded cellphones,
money and other valuables,"

"Senzo tried to protect Kelly
because one of the men had a
gun pointed towards her."
Police said two men entered
Khumalo's house about 8 p.m.
local time (1800 GMT) where
Meyiwa was in a party of seven
in the house. A third assailant
waited outside the house and
all three fed immediately after
the shooting.
Meyiwa was declared dead on
arrival at hospital, the police
added.
South Africa coach Ephraim
Mashaba comforted several of
Meyiwa's team mates who had
arrived at the hospital not long
after the shooting.
"We can assure all South
Africans that we will do all we
can to bring Meyiwa's killers
(to) book," the South African
Police Services said on its
Twitter account, offering
a reward of 150,000 South
African rand ($13,700).
National Police Commissioner
Riah Phiyega announced a
special task force team had
been formed to investigate
the murder. She will brief

militias decided it was time for
payback.
A Reuters witness saw the
fghters in green camoufage
uniforms scream and swear at
members of the Islamist group
as they kicked and struck
them with rife butts in Jurf al-
Sakhar.
As the angry crowd of
militiamen around the unarmed
militants swelled, shots rang
out. The three men lay soaked
in blood in the dirt with gunshot
wounds to the head.
"Those dogs are Chechens.
They don't deserve to stay
alive. We took confessions
from them and we don't need
them anymore," said one of the
Shi'ite militiamen.
The victory could allow Iraqi
forces to prevent the Sunni
insurgents from edging closer
to the capital, sever connections
to their strongholds in western
Anbar province and stop them
infltrating the mainly Shi'ite
Muslim south.
Asked why the three men were
executed, an army offcer in
Jurf al-Sakhar said: "We don't
need them anymore. Why
should we keep them alive?"
Responding to the same
question, a senior member
of a local Shi'ite militia said:
"When we liberated Jurf al-
Sakhar we found the skeletons
of innocent people they killed
and never buried. They should
face the same fate."
Islamic State, made up of Arab
and foreign fghters, swept
through the north of Iraq in
June and controls large parts of
the west as well.
Its fghters hold swathes of
territory in neighboring Syria
and the group seeks to create
an Islamic caliphate in the
heart of the Middle East.
The group has threatened to
march on Baghdad, home to
special forces and thousands
of Shi'ite militias expected to
put up ferce resistance if the
capital comes under threat.
Jurf al-Sakhar looked like a
ghost town. Many residents had
fed the fghting. Islamic State
fghters had for months used
skilled snipers and roadside
bombs to prevent Iraqi security
forces and Shi'ite militias from
advancing.
During that period Islamic
State used secret tunnels built
by Saddam Hussein to evade
United Nations weapons
inspectors to move and store
weapons and supplies.
Iraqi forces brought in
helicopter gunships and used
rockets to build up pressure on
the militants, who fnally fed
on Saturday.

"This terrorist stopped us from
making advances for the whole

hen Samuel Etoo
rose impressively
to power home a
brilliant header at
the beginning of this contest, one
man on the Everton bench may
have smiled in recognition. It
was, after all, a Duncan Ferguson
special that punished Burnley's
strangely slow start.
It was also a sign of things
to come an energetic Etoo
looking hungry, ft and sharp,
tackling his roles, frstly behind
Romelu Lukaku and then up
front on his own, with real
purpose and success.
The Cameroon international of
119 caps standing could be found
making an impression wherever
he played. Never was that more
evident than towards the end
when he faced up to goal to curl
a wonderful effort around Jason
Shackell and into the far corner
to seal the three points for his
side.
It was a special moment that
rolled back the years as well as
promising more of the same.
Such a vibrant display, whats
more, could not help but raise
one or two questions that will
doubtless get aired in the pubs
and clubs of Merseyside and
west London before getting
answered over the course of this
campaign.
For a start, has Roberto Martnez
pulled off a real coup by
grabbing Etoo on a free transfer
when Liverpool decided instead
to invest 16 million in Mario
Balotelli? Brendan Rodgers, we
hear, could have taken the striker
but plumped for a move which is
imploding.
Not only that, is Martnez doing
something that Jose Mourinho
did not? Is the Everton manager
able to motivate a player
who rarely showed this kind
of commitment at Stamford
Bridge?
Chelsea fans, after all, might
not have recognised the fgure
radiating confdence in Everton
colours. They were more
accustomed to seeing a player
who grabbed the odd goal every
now and again without looking
like someone still capable of
contributing to general play in an
effective way.
Finding a reason for that
transformation is not so
straightforward. Perhaps the
striker feels more wanted at
Goodison Park, a bigger part
of the action than he did under
Mourinho. A starter in Lille
for the Europa League tie on
Thursday and a starter against
Burnley to leave Ross Barkley
on the bench. His new manager
shows a faith that is being
rewarded.
To put that in context, though,
this was only the second start
for Etoo in the Premier League,
it will be interesting to see
how much game time he gets
after a performance to turn his
managers head.
Whatever happens from here,
however, the away fans stood
as one at the end of this game
to serenade a match winner
beaming with joy, celebrating
his frst league goals in England
away from home.
A smile, in fact, had rarely left
the face of a 33 year-old veteran
clearly enjoying his blustery
afternoon at Turf Moor.
Buoyed by that early header,
which deserves another
mention for its sheer power and
placement, Etoos touch was
invariably tidy, his movement
very good as the frst half swung
in the visitors favour. Lukaku,
admittedly, went on to add
Evertons second in that spell
but it was his senior partner who
caught the eye.
And thinking about it, what a
marvellous teacher for Lukaku
on the training ground. A striker
with so much learning clearly
still to do should be able to glean
a great deal from someone with
trophy-laden experience at Real
Madrid, Barcelona and Inter
Milan.

of torture has told

legal representation to pursue
damages for serious injury
he sustained in the Firestone
Plantation area.
Emmanuel Kollie who walked
into FPA newsroom to register
his frustration about how he
is about to be denied justice
because according to him he
has no money to fght his case
or pay lawyers said there is no
justice for the poor in Liberia.
Kollie said on September 28,
2013 the Firestone security
of the Plant Protection
Department (PPD) in person
of Capt. Tamba S. Nathanial
allegedly wasted acid water
on him and two other men on
ground that they were loitering
the company premises in
division 17 camp.
Since the incident occurred,
Kollie said he has been moving
about in search of help from
lawyers in the country to fght
Firestone for damaging him,
but was duped by one lawyer,
Paul T. Johnson from the
Caresysburg magisterial court.
Two different lawyers have
taken this case to court, but we
have not seen any result. We
wrote to two different human
rights groups and they have all
betrayed us. We have written
lots of human rights groups but
they have failed us also, not
given us any attention. We are
asking FPA to please help us to
put this story on the Internet so
that international lawyers can
help us, Kollie said.
Kollie also added I believe
that I do not have the money,
because from the initial stage
we can be best of friends but
when they get to Firestone
the story can change around.
I believe that they are playing
money game with my life,
because we dont have money
to fght Firestone legally
Kollie added.
According to Kollie several
advocacy and human rights
groups and the Ministry of
Justice are aware of their
plight but nothing has been
accomplished as they are
getting no attention.
Weak judiciary
The acid victim also said The
judicial system is very weak if
not weak but wicked because
they are only there for those
who have the cash, because
they strongly against the poor
for the rich they provide the
dollars.
Kollie furthered The judge
told us that Firestone wanted
them to forget the case and we
should go and meet them on
the next day. As we were about
to go meet them the so called
lawyer switched off his phone,
so probably he might have
received the 3,000 dollars,
from that time I have called
him but he doesnt answer my
calls.
TIALA law associates taking

Inc. located on UN Drive has
told FPA in an interview that
he saw the story on Kollie in
a newspaper but didnt give
it credence because they as
professionals dont do such,
saying it was one elderly man
who later took Kollie to him.
The lawyer said since the
introduction, he decided to
take over Kollies case and
upon hearing from Kollie; he
immediately fled the case in
the Kakata Magisterial court
sometimes last year.
Cllr. Gbeisay said sometimes
when a case is fled it takes
several months before trial.
Said Cllr. Gbeisay, I took
over his case he is not giving
me money, I buy my own gas,
to go to Kakata at most three
times a week, not asking for
dime but if the case should rule
in his favor, I take 50 percent
of the million dollar thats all.
Cllr. Gbeisay said he has
evidence that could make
Firestone to pay dearly for
what they have done to Kollie
but said the victim has been
impatience and rude to him and
all he had expected of Kollie
was an apology which he is yet
to do.
Firestone is a multimillion
company, we are suing for
damage, we are suing the
company for million dollar,
I will pursue the case, but he
gradually being rude to me and
I told him I will not help, said
Cllr. Gbeisay.

Sirleaf, the resigned-board
chairman of the National Oil

and senior advisor to President
Ellen Johnson-Sirleaf, was
speaking at an honoring
program in Clara Town.
Young people, numbering
between fve to 12, held
placards with some unpleasant
words about Sirleaf as market
women and other residents
crammed inside a small town
hall to appreciate him for
his numerous projects to the
slum community, including
the construction of a market
ground.
Sirleaf has been faced with
placard-wielding youths at
times since being named as
chief executive offcer of
Barrack Young Controllers
Football Club in 2009.
At times he can look, at
best, frustrated and, at
worse, uninterested. I know
that calmness is part of his
personality having covered
him since then but his October
17 remarks will send out a
great message and perhaps
spark an endless debate about
paid-for demonstrations.
To all my brothers and sisters,
including the ones out there
holding placards, thank you
for this program because
recognition is good and bad.
Although they are standing
[out] there because somebody
nah gave [has given] them
something to come and disturb,
there is a bridge they can walk
across when they dont have to

In Gianda Clan, District Four,
members of the district task
force say theres lack of buckets
to promote the washing of hands.
Madison Tarr, the task force
supervisor told a local radio
station that they have been
sensitizing their people but
the lack of logistical support
to enhance the awareness is
impeding their effort and at the
same time prompting villages to
reject the awareness.
We fnd it diffcult from them
(villagers) because when we
engage them they expect us
to carry some buckets to them
but we dont really have the
materials to carry to them, Tarr
said.
Denial that the virus exists still
lingers amongst many rural
Bassonians (people of Bassa)
and the district task force seems
afraid that it may be fruitless
to create awareness without
providing some disinfectants and
buckets to the communities.
Some of the local task force
members explained that
misconception about their work
and about the virus is becoming
detrimental to the impact of the
community awareness.
We need more than 500 buckets
in this area because when we go
to these towns the people expect
us to carry buckets, chloride,
chlorine, soap and other things to
wash their hands but if we do not
carry it they will run away from
us, in fact some people have
been speculating lies that we
have received US$30,000 each
to poison drinking water, Tarr
explained.
The task force says it needs
over 500 buckets to promote
the washing of hands in the
district and has renewed calls for
concessions companies and other
partners in their district to make
the intervention.
They appealed to the Liberian
Agricultural Company (LAC)
and Palm Bay (EPO) to help
provide some buckets for
villages in the clan.
The 50 man District task force
has also called on the County
Ebola task force to make good
the motivational package they
were promised for carrying out
Ebola messages.
Since the task force was
organized weve been working
for the past two months but there
have been no package for us so
we are calling on the county task
force to motivate us to continue
carrying the messages across,
Joshua Yeagar, a member of the
district task force said .
Residents of several other towns
in the district who participated
on a phone-in radio program
complained about the scarcity
of buckets for washing hands
in District four, mentioning that
only a bucket serves almost 18
towns for the purpose of washing
hands.

several contributions, UNMIL
had their input while LAC and
other companies have also made
meaningful donations as well.
Hon. Robertson Siaway, the
District direct representative felt
short of answering to why theres
massive limitation of buckets and
other anti-Ebola materials in his
district when FPA contacted him
via phone. He said the district
was working against the virus
based on the limited resources
it has.
According to the county anti-
Ebola plan release two months
ago by the chair of the county
legislative caucus, Senator
Nyounblee Karnga-Lawrence;
each electoral district is
responsible to organize its own
task force with support from the
county Ebola task force.
Under the plan, the district
superintendent heads the
task force while oversight
responsibility and supervision
comes from the lawmaker of
that district. With this observers
have lashed at Representative
Siaway for his poor handling of
the situation in his district.
Hon. Siaway briefy told FPA
on Monday that he would not
comment on the situation but
promised to respond after his
plan meeting this week with the
County superintendent Etweeda
Cooper.
Although the district remains
Ebola free, the local task force
insists that effective awareness
and the regular washing of hands
will further help.

he Liberian
government has passed
10 out of 20 indicators
on which it was ranked
by the Millennium Challenge
Corporation (MCC) against peer
nations on good governance,
investing in people and economic
freedom. Countries are ranked
on indicators including political
rights, rule of law, control of
corruption, health expenditure,
child health, and natural
resources protection according
to an Executive Mansion release.
Presidential Press Secretary
Jerolinmek Piah told
FrontpageAfrica Monday that
President Ellen Johnson-Sirleaf
was informed of Liberias
performance via a phone call
from the US Ambassador to
Liberia, Deborah Malac. The
US Ambassador congratulated
the President, and expressed the
United States satisfaction that
Liberia was making progress in
governance.
Although the offcial score card,
will not be released until this
week, the American Ambassador
called to share the good
news amidst the current Ebola
outbreak tragedy occurring in
the country, he said.
Piah told FrontPage Africa that
although the President was
pleased with the result, she
remains dissatisfed with passing
only 10 out of 20 indicators.
She, however, assured the
American Ambassador that
Liberia would continue to
invest in its people and build
its institutions to promote good
governance, he said.
The Coordinator of the
National Millennium Compact
Development Project, Mr. Monie
Captan described it as excellent
news for all Liberians. It is
testimony to Liberias improved
performance on key governance
indicators relative to other peer
nations, he said. Because
MCC grants are so substantial,
they are transformative and
can be a game changer for
Liberias development efforts.
We continue to count on
President Sirleafs leadership to
sustain and to improve on these
commendable achievements.
For his part the Acting Minister
of Finance and Development
Planning, Amara Konneh,
pledged his continued support
to agencies and ministries with
oversight on various indicators.
These indicators are not ends in
themselves he said via an email
response. They are an indication
of how much we are investing to
raise the living standards of our
people.
The Millennium Challenge
Corporation (MCC), which was
created by the U.S. Congress
in January 2004, delivers US
foreign assistance by focusing
on good policies, country
ownership, and results.
The MCC selects countries
competitively. Each country is
evaluated on independent and
transparent policy indicators
and selects compact-eligible
countries based on policy
performance. These indicators
focus on a countrys performance
in good governance, economic
freedom, and investments in
their citizens. A country has
to pass at least 10 out of 20
indicators to be selected for an
MCC compact. MCC Compacts
are large fve-year grants, which
fund country-led solutions
for reducing poverty through
sustainable economic growth
As part of the Compact
development process, each
eligible country has to undertake
an economic constraints analysis

intended to identify constraints
to economic growth. Liberia
completed its study in September
of last year, which was accepted
by MCC leading to the next
phase of project development
and appraisal, which is on-going.
According to the Constraints
Analysis, the most binding
constraints to economic growth
are lack of electricity and the
poor road network. Compacts
are developed to address
these binding constraints;
in the case of Liberia, it
is expected that the MCC
Compact will cover electricity
infrastructure development and
road maintenance. Liberias
successful performance, on the
MCC scorecard assures Liberia
of its continued eligibility to
receive a substantial MCC grant.
Despite the good news, there
are still troubling signs for
Liberia. Liberia dropped two
percentage points from its last
years score on the Control
of Corruption indication.
Speaking on condition of
anonymity, an offcial told us
that this was mainly because
of the governments failure to
prosecute corruption cases. For
a third year running, Liberia
also failed to pass the Rule
of Law indicator. When we
spoke to people familiar with
the process, they pointed out
the problems with pre-trial
detention. Liberia also failed
the indicator measuring Girls
Primary Education, a symptom
of a general problem in the
education sector. Liberia and
Tanzania has moved ahead of
Sierra Leone on the MCC goals.

adamel Falcao wanted to join Juventus this summer
before being coerced into his 10 million loan move
to Manchester United, according to the Turin club's
managing director Giuseppe Marotta.
Falcao joined Monaco last summer but the Ligue 1 club
decided to cash in on many of their biggest players - including
his Colombian compatriot James Rodriguez to Real Madrid -
during the last transfer window and Louis van Gaal's side won
the race for his signature on deadline day.
The Scudetto holders were one of the many clubs reported to
be interested and Marotta confrmed those suspicions, claiming
the Colombian striker was keen to ditch Monaco for Turin
before the Ligue 1 club struck a deal with the Red Devils.
"We followed Falcao, but there has been no contact since he
moved to Manchester United," the Juve chief told Domenica
Sportiva.
"We were very close to signing him and the striker wanted to
give priority to move to Italy to wear Bianconeri colours.
"Then, however, a deal was done to send the forward to
Manchester United, who now have a preferential right of
purchase, though that deal is a little blurred."
Falcao has scored once in fve appearances for the Red Devils
so far this season, compared to the two goals he netted for
Monaco in three games before leaving the Stade Louis II.
