Editorial
Welcome to the November edition of Loddon
Valley Link. This month many people will be
enjoying bonfire and fireworks parties; do keep
safe, and if you are having a party at home bear in
mind that neighbours with pets
may well appreciate a warning
(see p. 23)
November is also of course a
very important month because
we remember those who have
given their lives in war. This
year is particularly important,
being the centenary of the start
of the First World War. Our
central feature tells the story of
two local residents who won the
Victoria Cross in that war.
There is an update on the
planning application for
development in Dixon Road (on
the News from Sherfield Park
page) and there is also a
feature explaining the planning
process.
We also have details of pre-
Christmas events, where you
can look for the perfect
present.

Pastoral Letter - Remembering
November is, of course, a special season for remembrance. As the
Queen and the Royal Family, the Prime Minister and many others lay
their wreaths at the Cenotaph, and we hold our own services, I suspect
that that this will be even more moving than usual as we mark the
hundredth anniversary since the outbreak of the Great War. The
number of those who died or who were wounded on both sides is
beyond our comprehension, although I came a little closer than I have
ever done before on a recent visit to the Tower of London when I saw
the sea of poppies cascading from one of the windows into the moat.
Youve probably seen it on television, for the installation has attracted
huge amounts of publicity. Each one represents a British casualty and
you cant help but be moved by what you see in front of you. Music
often makes me weep, books do from time to time, but art? I can
honestly say that never - until that day - had I cried for what I saw
represented.
I dont remember very much about the poetry we read at school - it
was rather a long time ago! But one poem made a huge impact. The
poet contrasted the way that we as humans weep over the death of a
whale, washed up on a local beach, whereas the death of millions in
war doesnt move us in the same way. Somehow its not personal; we
need to find a way of connecting personally with the dead as
individuals. Maybe thats less true more recently, since modern media
brings each soldier killed in Afghanistan or Iraq to life for us - we know
their name and we see their family in their grief. In some small way
they become individuals, just like each of the ceramic poppies in the
Tower moat.
As Christians we believe that God knows us in that same way. Psalm
139 is a favourite of many; we read in it that He knitted us together in
our mothers wombs and that no matter how far away we try to go to
escape from God, Hes always there to help and lead us. How amazing
is that? So as each of the names on our war memorial are read aloud
on 9th November, even though we dont know their story, lets take
comfort from the assurance that they are known to God and now rest
in His peace forever.

There has been a decrease in anti- social behaviour reports in
Sherfield-on-Loddon. Overall my local beat has relatively low crime rates
and is a pleasure to police.

Update from Chineham Medical Practice Patient Participation and
Reference Groups (PPG)
Like other practices, Chineham Medical Practice Patient Participation
(PPG) and virtual Patient Reference Groups (PRG) are continuing to
involve registered patients in the development of services. This is a
great way of having real input into a service which affects us all.
The PPG would like to publicise the fact that Flu Clinics have recently
started to vaccinate patients most at risk. This includes everyone over
65, those under 65 with specific long term conditions such as diabetes,
kidney or lung disease, pregnant women and all two to four year olds.
People born between 2 September 1934 and 1 September 1936 and 2
September 1943 and 1 September 1944 also qualify for the shingles
vaccine. Please contact the surgery on 01256 479244 to book an
appointment.

Fireworks and animals
A local resident has requested that when
planning a bonfire and fireworks party at
home you let animal-owning neighbours
know in advance. It can be a real issue,
particularly with horses and cows who can
stampede and do themselves and others
serious harm. For example, this particular
resident put her horses in as a neighbour
had let her know he was going to be letting off fireworks, and was
extremely glad she had the next morning when she found some really
sharp pieces of plastic from a firework scattered around the field.
Furthermore some horses may need to be sedated, and this usually
needs a day or so to take effect.

A view from Sherfield Park


Dixon Road Planning Application
The date for comments to the
proposed development of a gypsy
encampment on forest land off Dixon
Road in Sherfield-on-Loddon closed on 26 September. Basingstoke
and District Borough Council (BDBC) planning officers received 567
comments on the proposed development. 28 were from consultees
and 539 were from the public. Due to this large response the planning
officers required additional time in order to complete their review and
assessment process. The review of the planning application is now
largely complete and it is expected that a decision on the application
will be made during November.
New Parish Council on Sherfield Park
The governance review team have now completed their review of the
first stage consultation process which showed that 61% of all votes
cast were in favour of the formation of a new parish council on
Sherfield Park. Following further discussions within BDBC the
governance review team will undertake a second consultation
between 17 December and 30 January. Subject to a positive
response, the governance review teams final report and
recommendations will be submitted to full Council for approval on 26
March 2015. If the Council approves the new parish council will be
formally constituted in April 2015.
It is now an appropriate time to consider the membership of the new
parish council. At this time it is unclear how many councillors will be
required but initial indications suggest between six and eight.
Councillors must be over 18, residents of Sherfield Park and UK
citizens. If you would like to become a parish councillor, or you would

Stratfield Saye September Parish Report
The Parish Council held a barbecue at the Village Hall on Bank
Holiday Monday. Despite the weather it was a great success and will
hopefully be repeated next year.
The 3rd Christmas lunch for parishioners will be held in the Village
Hall on Tuesday 16th December 2014 starting at 12 noon. Tickets are
5.50 - for the full works with all the trimmings! Please let Suzanne
Nixon, Jean Carruthers or Penny Mayo know if you wish to come
either at the next Monday coffee morning (2nd November) at 11am or
by email pennyjmayo@aol.com. I do hope as many of you as possible
can come as it is always very enjoyable.
Unfortunately there is still no decision on the Stratfield Saye bus from
the Borough Council. It will run to the end of December, and the
Council is still exploring options of diverting an existing service to
take residents either to Wokingham or Basingstoke. A final decision
will be made in December but prospects are not hopeful.
The Parish Council is applying for some free saplings from the
Woodlands Trust so if you have any ideas of where they can be
planted please let the Clerk know.
The Clerk has applied to the Borough Council for a grant to install a
new boiler in the Village Hall.
The Parish Council has donated 1,000 towards further work needed
inside the historic Parish Church. The exterior looks marvellous after
all the work done to it.
Classes in the Village Hall are very varied and take place most days -
from bridge, art, and dance to Pilates. So if you want any information

The thorny issue of broadband provision in the parish was discussed.
01256 numbers are now receiving a greatly improved service but
0118 numbers still have a terrible service at present. A resident is
investigating possible solutions.
Unfortunately house deliveries of the Loddon Link can no longer be
supported in the Fair Cross and Great Dover Street areas. Copies of
the magazine will be left at Fair Cross bus shelter, the church porch,
Village Hall and the Iron Duke pub. You can also access it on the web

On their release, Peter and John went back to their own people and
reported all that the chief priests and elders had said to them. They
prayed, Lord, consider their threats and enable your servants to
speak your word with great boldness. After they prayed, the place
where they were meeting was shaken. And they were all filled with
the Holy Spirit and spoke the word of God boldly. All the believers
were one in heart and mind.

Lord Jesus Christ, we thank you that you always have room in your
heart for us. Teach us to open our hearts to one another, share our
joys and sorrows, and offer support and encouragement to any in
need among us.
Teach us to use our gifts, whatever they may be, for the good of all,
and to look for opportunities to offer service.
You have called us to be one people, so that others might see
something of you in the fellowship we share. Help us to recognise
today what it means to be members of your Church and by your
grace help us to live up to that high calling, to the glory of your
name.
In Jesus name we pray. Amen
Prayer Points for November
Pray for those who are involved in the selection of a new
priest in charge, that they will be led by the Lord and that
there will be a successful conclusion to the second interviews
Pray that the fighting in Syria and Iraq will come to an end and be
replaced by a lasting peace. Pray for peace in Iraq and in all countries
where violence and terror cause so many to live in fear each day.
Pray for all who attend the various home groups this autumn, that
they may enjoy warmth and fellowship as they study your word.
Give thanks for the successful completion of the St. Leonards Church
extension and for the contributions of so many, of both money and
time.
Pray for those who feel isolated and lonely as the darkness comes
earlier each evening

The Victoria Cross - Local Heroes

James Welch VC
James Welch was born in Stratfield
Saye on 7th July 1889.
At the outbreak of the First World
War Welch signed up and joined the
Royal Berkshire Regiment. He was
then drafted to the First battalion
where he very quickly attained the
rank of lance Corporal.
It was during the Battle of Arras on
29th April 1917 that Welch won his
Victoria Cross. His unit was
advancing on a strong German
defensive line in Oppy when he
entered a German trench. After a
severe hand-to-hand struggle he
killed one German soldier, chased
four others across open land and
captured them single-handed. As if
this was not enough he then manned
a machine-gun for five hours before
being wounded. He even went out
into the open several times to collect
ammunition and spare parts to keep the machine-gun working
properly. By the end of the war he had attained the rank of Sergeant.
Returning home he moved to Sheffield where he worked in a box
factory until around 1960. The only break from this was when he
volunteered for the RAF Auxiliary Reserve during the Second World
War. Upon retirement he moved to Bournemouth with his wife Daisy
whom he had married in 1915. He died at the age of 88 and is buried
in Bournemouth Crematorium.
John Aidan Liddell VC MC
John Aidan Liddell was born at Benwall, Northumberland on 3rd
August 1888. In 1904 the family moved south finally settling in
Sherfield Manor (now Sherfield School) in 1908.

He was educated at
Stoneyhurst College
and Balliol College,
Oxford. While at Oxford
he was granted a
Commission with the
Third Volunteer
Battalion of the Argyll
and Sutherland
Highlanders.
When the First World
War started Liddell
travelled to Scotland
where he was made a
Second Lieutenant in
the Third Battalion.
Active service soon
followed in France but
he was then taken ill
and transferred to a UK
military hospital.
Following recuperation
Liddell applied for and
was accepted into the Royal Flying Corps in 1915 with the rank of
Captain. He was posted to 7 Squadron in France. On 31st July he
took off in an RE5 with Second Lieutenant Roland Peck as
Observer/Gunner to carry out a reconnaissance mission behind
enemy lines. An attack by a German aircraft left the RE5 severely
damaged and Liddell was badly wounded in the left leg and thigh.
Despite this he managed to get the aircraft back to a friendly airfield
and land safely, thus saving the aircraft and the life of his passenger.
For this he was awarded the Victoria Cross.
The left leg was so badly damaged it was amputated in a hospital in
France. The operation was successful but blood poisoning set in and
Liddell lost his fight for life on 31st August.
His body was returned to England and buried with full military
honours at the Church of the Holy Ghost, Basingstoke.

Village Hall Matters

REFURBISHMENT PLANS
The village hall management committee is currently in discussion with a firm
of architects to plan out the shape and details of the refurbishment.
NEW NOTICEBOARD
The new noticeboard has been installed on the front boundary wall of the
hall and can now be easily read from the pavement. Applications to display
items should be addressed to the Hall Manager on 883624
BEER FESTIVAL
The beer festival was a resounding success with most of the forty barrels of
beer, eight boxes of cider, two pigs and lots of fish and chips being
consumed, The modest profit made will be used to support the village hall
and St Michaels Hospice.
FRIENDS NEEDED
Remember this is your village hall - the majority of the activities are put on
by volunteers, so if you are able to help come along to the monthly meeting
of the Friends of the Village Hall at 7:30pm on the first Monday of each
month. .

Update from Sherfield-on-Loddon Parish Council
Meeting Dates
The next full Parish Council meetings will be held on the
12th November 2014 and 10th December at 7.30pm in the
Liddell Hall.
Dog Fouling
The Parish Council has become increasingly aware that dogs are
fouling the village green and football pitches. Under the Clean
Neighbourhoods and Environment Act 2005 owners who fail to clear
up after their dogs can be fined up to 1,000 if they are taken to court.
In addition a fixed penalty scheme allows authorities to issue 50 spot
fines for the offence. Not only is it illegal not to clear up after your dog,
it is unpleasant, antisocial and dangerous to children who play in this
area.
Burial Ground
The Parish Council has applied for a grant to enhance the Parish
Council burial ground next to the Church Cemetery. It is now open for
burials.

Our last talk in 2014 is Wisley, The RHS Flagship Garden.
Ray Waite, now retired, was the Superintendent of
Glasshouses at Wisley for many years. He has written a
number of books in the RHS Wisley series on subjects as diverse as

The Planning Process
We have featured several articles recently on the proposed
development in Dixon Road, Sherfield-on-Loddon. We thought readers
might like a little background and explanation on the planning process
in England and Wales.
As the local planning authority (LPA) Basingstoke and District Borough
Council (BDBC) is responsible for deciding whether a proposed
development should be allowed to go ahead. Most new buildings, major
alterations to existing buildings and significant changes to the use of a
building or piece of land need planning permission. When BDBC
receives planning applications it publishes them and invites comments,
especially from people and businesses most closely affected. It will also
consult the relevant parish council and may also consult organisations
with special expertise about a particular planning application. You can
view the details of planning applications, either online:
www.basingstoke.gov.uk/browse/environment-and-planning/planning/
applications, or at BDBCs offices.
The framework for planning is the national plan-led system. The
principle behind this system is to ensure a balance between the need to
develop the areas where people live and ensuring the surrounding
environment is not negatively affected for everyone. Each LPA must
prepare a local development framework (LDF) which outlines how
planning will be managed for that area. In determining planning
applications, local planning authorities must have regard to their LDF.
As part of this system the parish council may have its own
neighbourhood plan to provide for local needs. The plan should set out
a positive vision that meets identified local needs and makes sense for
local people. Sherfield-on-Loddon Parish Council, for example, has
produced a policy-led neighbourhood plan with the aim of providing
guidance for development, enabling easier consultation and
information-sharing, and reducing costs. Planning decisions for a parish
have to be made in line both with the neighbourhood plan and with
BDBCs plan for the whole borough.

Basingstoke Civil Service Retirement
Fellowship
The speaker at BCSRFs October meeting, Phil Howe (director of
Hidden Britain Tours), gave a talk on Jane Austens Hampshire. She
used many places in and around Basingstoke as the basis for her
fictional homes and estates. Phil took us on a tour with the aid of a
map. Locations included Hackwood Park, Farleigh House; The
Wheatsheaf at Dummer, North Waltham, Ashe, Deane, Manydown
House, the Vyne at Sherborne St John, and also of course the Church
and Rectory at Steventon.
The group meets on the first Wednesday of each month at Brookvale
Village Hall from 10 am 12 noon. All retired civil servants and their

National Womens Register
Our last meeting was a talk and discussion on the
positive outcomes of war. It is difficult to think of
war as having advantages, but necessity is the
mother of invention and there were numerous advances made during
various wars, most notably during the First and Second World Wars.
We started our evening with a quiz, just to see how much we all knew
before the talks. It was interesting to learn that Nutella was invented
during WW2 chocolate was in short supply, so hazelnuts were
added and thus it became a popular spread.
Ordnance survey maps were developed during
WW1 and the zip was invented. After the quiz we
listened to various talks. On the technological side,
computers were used during WW2 and radar was
another development. Many of us knew that nylon resulted from
wartime use, but cling film also came about from its use for wrapping
sensitive equipment. There were also several medical innovations
during WW1. The Thomas Splint was invented for treating broken
bones and as a result the survival rate improved dramatically. Blood
banks and plastic surgery saved and improved the quality of many
lives. A material five times more absorbent than cotton was used for
dressings in field hospitals - this material became Kotex.
Democracy in England developed from wars. In 1215 Magna Carta,
which granted basic human rights, resulted from an uprising by the
barons. The English Civil War led to parliamentary government,
replacing the absolute power of the monarchy. The two World Wars
brought about many changes, especially for women. In 1919 the vote
was given to women over the age of 30 in recognition of their war
work. For the first time they could also stand for parliament and in
1919 Nancy Astor became the first woman MP. This contrasts with
Switzerland (a neutral country) which did not give women the vote
until 1971. Women had to take on many traditional mens jobs during
both world wars and this eventually opened up opportunities including
for professional careers, especially for married women who were
previously expected to give up work on marriage.
It was a very enlightening and interesting evening and we all learnt
something. Our next meeting is a music evening.

The Womens Institute from Ilene Iles

Glenda Holder opened our October Meeting. .
In the last report it was mentioned that we are
running out of storage space at the Village Hall. Glenda and two other
members have discovered among the stored items
a tablecloth which is embroidered with the
signatures of members of the WI, of an unknown
date. The cloth has been accepted by the National
Needlework Archive at Burghfield.
Glenda then introduced us to Mrs Win AHearne
who gave us a talk on the charity Thrive. She
explained that she has been a volunteer for the last three years after
retiring from her profession as a cancer research scientist. For over
thirty years Thrive has been using the power of gardening to transform
the lives of thousands of disabled people every year. The gardening
programmes help disabled people of all ages improve their physical and
mental health and develop new skills. It is also an efficient way of
exercising and helps with the healing process.
Next meeting: Craft Competition and Social Afternoon, Wednesday 5th
November 2014 at 2 pm, Sherfield Village Hall.

Evergreens
Our chairperson began with the business part of the meeting by
informing the members that our Christmas lunch would be on the 1st
of December at the Longbridge Mill Sherfield on Loddon. Our
December meeting which would have been our party will now be the
Christmas lunch instead. As we shall not be having a party it was
suggested we could have soup and rolls at our January meeting. Any
other suggestions would be welcome at our November meeting.
We then had our Harvest Festival which was taken by the Rev.
Richard Lane from the Baptist Church. He also told us about himself
and his family and that he came to this area in July.
After tea and biscuits we had our harvest auction of vegetables, fruit,
and home made cakes before the meeting closed.
Our next meeting on the 3rd November will be a talk and video about
World War One by Gerald Merritt.
