Carers Update
The care Act 2014 is a new law being introduced about the care and support people receive:
The act sets out some key responsibilities of Local Authorities:

Promoting individual well being

Preventing peoples care and support needs from becoming more serious
Promoting integration of care and support with health services etc.
Providing information and advice
Promoting diversity and quality in provision of services
Cooperating in specific cases with other local authorities and their relevant partners

Assessing Needs:

The Local Authority must assess the needs of people who may need care and support, it should involve the individual, their carers and others who are
interested in their welfare. They must assess the needs of carers who provide care
If assessed needs meet the eligibility criteria then the Local Authority must consider how to met those needs, if they do not meet the eligibility criteria,
the local Authority must provide advice and information on how those needs could be met
For young people in transition to adult care and support , carers of young people or young carers, the Local Authority must assess their needs and tell
them whether some or all of their needs are likely to be met the eligibility criteria when they are 18 and give information and advice on meeting,
reducing or preventing those needs

How Local Authorities will meet peoples eligible needs

Local Authorities will meet peoples needs in different ways for example;

Arrange for a service to be provided by someone else

Provide a service from the Local Authority, or

Make direct payments

This can include accommodation, care and support, goods and facilities, counselling, advice and advocacy

Next steps after assessment:

If a person has eligible needs then the Local Authority must:
Work with the person, their carer and others, to prepare a care and support plan ( or a support plan for carers)

Tell the person which of their needs can be met using a direct payment

Help the person decide how they are going to have their support needs met
The person may be entitled to have an independent Personal Budget even if the Local Authority is not intending to meet their needs

Care and support Plan will include:

What the persons needs are

Whether they meet the eligibility criteria

How the authority will meet some (or all) of their needs

Relevant information about the outcomes that the person/carer wants to achieve and whether the carer wants to work, take part in education , training
or recreation

Personal budget (how much the care will cost)

Advice and information about meeting, reducing or preventing needs

Outlines of what a Personal Budget, and Direct Payments mean

Their will be a cap on care costs and if people have enough money they will need to pay for some of the care themselves:
