Contract name and the contract beneficiary:

Feasibility study for the modernization of the railway line between Caransebes Timisoara Arad
The Feasibility Study will develop at least two types of route options to upgrade the railway axis no.22 as
a double railway line, electrified (25kV), controlled by an ERMTS system ( ETCS level 2 + GSM-R),
allowing travel speed between 120 km/h and 160 km/h, according to STI standards ( Technical standards
for interoperability) and also according with the demands of passenger and goods transport ( both
national and international transport).
The estimate value of the Feasibility Study is 2.959.681,00 EURO without VAT.
The duration of this contract is 15 months from the date of the contract signing.
Participation bond: For this tender the participation bond is 59.000 euro, made as a bank deposit valid
for 120 days or by a insurance policy at this value.
Performance bond for the contract: The value of this bond will be 5% from the contract value.
This contract is financed by the TEN-T 22 Program - 50% European Commission and 50% Romanian
Budged funds.
The participants of this tender can be single companies or association between companies. In case of
association, the offer will include the Association Agreement signed by each member.

Participation conditions to this tender:

The participants will present :
- Companies registration documents ( if foreign companies, the documents will be translated into
Romanian)
-Railway technical approval issued by the Romanian Railway Authority (AFER) for the provision of
railway rail design services. For the foreign companies is necessary to present a similar document issued
by the railway authorities in their country, translated into Romanian. If this agreement it is not valid at
the day of the tender, the participant can provide a commitment where they will engage to obtain this
agreement until the signing date of the contract.
Financial and economical capacity of the participants:
- Average Global Turnover for the last 3 years: 2011, 2012, 2013 should be 4.432.000 Euros without VAT.
Technical or professional capacity:

- The participants will provide a list of the main similar projects finalized by the date of the tender in the
last 3 years containing the name of the projects, values, periods of work, name of the beneficiaries. The
cumulated value of those projects has to be at least 2.955.000 euro without VAT. For each project
mentioned into the list, you should present a recommendation from the beneficiary of the finished
project. The projects mentioned should be finished or partially finished by the date of the tender.
The tender participants have to present a project team capable to sustain the contract from the
beginning to finish. The component of this project team cannot be modified during the contract period.
Changes into the components can be made only with the approval of the beneficiary.
The team will contain:
1 x Project Manager:
- University degree
- Minimum 3 years of professional experience in the field of education
- Professional experience as project manager at least one project and involvement in developing a
feasibility study in the railway domain.

1x Responsible for the infrastructure works and superstructure works of the railway
- University degree
- Minimum 3 years of professional experience in the field of education
- Professional experience as project manager at least one project and involvement in developing a
feasibility study in the railway domain.

1x Responsible for the civil engineering works

- University degree
- Minimum 3 years of professional experience in the field of education
- Professional experience and involvement in developing a feasibility study in the railway domain.

1 x Responsible for the structural works of bridges, tunnels.

- University degree in structural field, bridges, tunnels domain.
- Minimum 3 years of professional experience in the field of education

- Professional experience and involvement in developing a feasibility study in the railway domain.

1 x Responsible for signaling and telecommunication works

- University degree in telecommunications and electric field.
- Minimum 3 years of professional experience in the field of education
- Professional experience and involvement in developing a feasibility study in the railway domain.
1 x Responsible for work on contact line and power supply.
- University degree in telecommunications and electric field.
- Minimum 3 years of professional experience in the field of education
- Professional experience and involvement in developing a feasibility study in the railway domain.

1 x Environmental Expert
- University degree.
- Minimum 3 years of professional experience in the field of education
- Professional experience in developing the documentation for the environmental agreement and
involvement in developing a feasibility study in the railway domain.
This component is minimal. The participants can involve other members into their teams for the success
of the project.
For each expert above, the participant will provide the following documents: Curriculum vitae,
diplomas, authorizations, documents that certify the professional experience stated into the curriculum
vitae. The documents will be translated into Romanian. Each expert will sign a statement of availability
in case you win the tender and sign the contract.
The tender participants should have the SR EN ISO 9001:2008 or equivalent certification valid at the date
of the tender.

The offer should be valid for minimum 120 days. The contract language is Romanian.
